There is no legitimate CMD command that permanently activates Windows 11 Pro for free when the PC does not already have a valid Pro license. Windows activation requires either a 25-character product key or a digital license linked to the device. A Windows 11 Home license does not activate Windows 11 Pro.
Command Prompt can install a genuine key, submit an activation request, and display licensing details—but it cannot create a license. Be especially cautious with scripts that claim to “activate Windows permanently” by changing KMS settings or repeatedly running slmgr /rearm. Those methods do not provide a legitimate retail license.
Check whether Windows 11 Pro is already activated
Before using CMD, check the installed edition and activation state:
- Open Start and select Settings.
- Go to System > Activation.
- Confirm that the installed edition is Windows 11 Pro and review the activation message.
You can also check the Windows build by searching for winver from the taskbar and opening Winver. This is useful when diagnosing an activation error after an upgrade or hardware change.

Use CMD with an applicable product key
If you own a valid Windows 11 Pro key, Command Prompt can install it and request online activation.
- Open the Start menu and search for Command Prompt.
- Select Run as administrator.
- Install the key with the following command, replacing the example with your own 25-character key:
slmgr.vbs /ipk XXXXX-XXXXX-XXXXX-XXXXX-XXXXXThe /ipk option attempts to install a product key. The key must be valid for the installed edition and licensing channel. A Windows 11 Home key, an incorrectly typed key, or a key for an incompatible edition will be rejected.
After the key is installed, request activation:
slmgr.vbs /atoThe /ato command submits an activation request. It does not generate a license or bypass Microsoft’s licensing checks. It succeeds only when Windows can match the key or an existing digital entitlement to the device.
You can perform the same process through the graphical interface by opening Settings > System > Activation > Change product key and entering the key in this format:

These are status commands, not free activation commands. If /xpr reports permanent activation, that reflects an existing license or entitlement; the command did not create it.
Activate through Settings or buy a license
If Windows reports that it is not activated and you do not have a Pro key, use Microsoft’s supported purchase path:

If the device was previously activated with Windows 11 Pro, sign in with the Microsoft account associated with its digital license. The Activation page may then reactivate Windows automatically, provided the installed edition matches the license.

If you replaced the motherboard or made another major hardware change, reactivation may be possible only when the digital license or product key corresponds to the same Windows edition. Linking a digital license to a Microsoft account before hardware changes makes recovery easier.
Why common “free activation” commands do not work
slmgr /rearm
/rearm resets an activation timer in supported licensing and deployment scenarios. It does not add a product key, create a digital license, or permanently activate Windows 11 Pro. Treat websites promising permanent activation through repeated rearming as unreliable.
slmgr /ato by itself
/ato is an activation request, not an activation bypass. Without an applicable key, digital license, MAK entitlement, or authorized organizational KMS configuration, the request will fail.

Public KMS keys and activation scripts
KMS is designed for organizations that manage volume-licensed Windows installations through an authorized KMS host. A public KMS client key does not grant a retail license. Scripts that point a personal computer at an unauthorized KMS server are not equivalent to legitimate Microsoft activation and may create security, privacy, and compliance risks.
slmgr /upk
The /upk option uninstalls the current product key:
slmgr.vbs /upkIt is not a repair command. After a restart, Windows may be unlicensed until another applicable key is installed. Do not run it merely because a website lists it as part of a “permanent activation” procedure.

Some editions may offer phone activation through SLUI 04, but Microsoft says Windows 11 Pro EDU and Windows 11 Pro for Workstations must activate over the internet and cannot use phone activation through that command.
Home versus Pro activation
Activation is edition-specific. If the computer has a Windows 11 Home digital license, installing Windows 11 Pro does not make the Pro edition licensed. You need an applicable Pro key or a Pro license purchase. If the device originally included Pro and activation disappeared after reinstalling Windows, install the correct edition and connect to the internet before running the troubleshooter.

FAQ
Can CMD permanently activate Windows 11 Pro for free?
No. CMD can install a valid product key, request activation, and report licensing status, but it cannot create a legitimate product key or digital license.
Does slmgr /rearm permanently activate Windows 11 Pro?
No. It resets an activation timer in certain licensing and deployment scenarios. It does not supply a license and is not a permanent activation method.
