Yes. Visitors to mainland China can register Alipay or WeChat, link an eligible overseas-issued Visa card, and pay by scanning a merchant QR code or displaying an in-app payment code. Approval is not automatic: the app, Visa product, issuing bank and merchant all affect whether a payment works.
Shanghai’s September 2026 guidance states general linked-card maximums of US$5,000 per transaction and US$50,000 per year. A linked-card payment of RMB200 or less is generally exempt from the platform fee; a payment above RMB200 may incur a 3% fee on the entire transaction. Your app’s confirmation screen and account limits control the transaction you actually make.
What you need before setting up mobile payment
Prepare the following before relying on an app for everyday purchases:
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitches- A current version of Alipay, WeChat or both, installed from your normal app store.
- A mobile number that can receive registration or security messages. Shanghai’s official visitor guidance says an overseas number can be used to register Alipay before arrival and that visitors can register or sign in to WeChat with a mobile number.
- An overseas-issued Visa card that permits online or international transactions. The card must be approved by its issuer when the app requests authorization.
- A way to keep your phone charged. QR payments require the phone to open the app, scan a code or display your payment code; a small power bank is optional trip equipment, not a payment requirement.
- A backup payment method, such as another card, cash or a physical-card transaction where the merchant accepts your network.
It is sensible to complete registration and card linking while you still have access to your normal SIM, email and bank authentication. If your issuer sends a one-time verification request, you need to be able to receive and approve it. Make sure the card is not expired and that the billing details you enter match the issuer’s records.

Set up Alipay with an international Visa card
1. Install and register
- Install the latest Alipay app and open it.
- Choose registration or sign-in with your mobile phone number. An overseas number can be used before you travel, according to Shanghai’s September 2026 guide.
- Complete any identity, SMS or security prompts shown by the app. The exact screens can change between app versions and regions.
2. Add the card
- Open Me > Bank Cards.
- Choose the option to add a bank card and enter the requested card details exactly as they appear on the card and on your issuer’s records.
- Complete any verification requested by Alipay or your bank.
- Wait for confirmation that the card is linked. If the request is declined, the issuer may have rejected the authorization; that does not by itself prove that Alipay cannot accept Visa cards.
Alipay card eligibility is account- and issuer-dependent. A current Shanghai guide does not provide an equally explicit Visa network list for Alipay, so follow the networks and card types presented in your own app rather than assuming every Visa product will work.
After linking, open the payment function and confirm that the Visa card is selected as the funding source. If more than one card is available, do not assume the app will use the one you expect. A small test purchase lets you confirm the complete flow without risking a larger transaction.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Set up WeChat Pay with an international Visa card
1. Register or sign in to WeChat
- Install or update WeChat and sign in with your mobile number.
- Open Me > Services > Wallet > Bank Cards. Menu labels can vary slightly by release or account region.
2. Link the Visa card
- Choose the command to add a bank card.
- Enter the card information and complete the app’s verification steps.
- Approve any one-time authorization or authentication requested by your card issuer.
Shanghai’s current guidance lists Visa among the networks supported by Weixin Pay, while also noting that a particular card’s ability to link can depend on the issuing bank and network. The Ministry of Commerce’s 2024 visitor guide warns that some issuing banks may reject a binding request because their systems cannot recognize the connection information.
If WeChat accepts the card, check the wallet’s card list and payment-code screen before you reach a checkout. Knowing where the payment code is located avoids having to search through menus while a merchant is waiting. The app remains the authority if its labels or steps differ from those above.
How to make a QR-code payment
Both apps support two basic merchant flows. Ask which method the shop uses if the payment screen is not obvious. A merchant may have a printed code at the counter, a code on a terminal, or a cashier who expects to scan the code displayed by you.
Scan the merchant’s QR code
- Open Alipay or WeChat and select its scan function.
- Point the camera at the merchant’s payment QR code. The code may be printed at a counter or displayed on a terminal.
- Check the merchant name, amount and selected funding card before confirming.
- Authenticate with the method requested by the app, such as a passcode or biometric check.
Display your payment code
- Open the app’s payment-code function.
- Show the code on your phone so the merchant can scan it.
- Verify the amount and funding source in the resulting confirmation screen.
Always read the final confirmation page. It is where the app may show a platform fee, a promotion, a funding-card choice or an account-limit warning. Do not treat the appearance of a QR scanner or payment code as proof that the transaction has completed; wait for the app’s success confirmation.

For a larger purchase, compare the amount on the app with the amount stated by the merchant before authenticating. If the merchant’s QR code is not recognized, ask whether the shop accepts Alipay or WeChat Pay and whether it wants you to scan its code or display yours. A different QR flow may be required, or the shop may support only one of the two services.
Limits and fees for linked overseas cards
The figures below come from Shanghai Municipal Government guidance dated September 2026. They are stated maximums, not a promise that every account receives the maximum.
| Item | Published figure or rule | How to apply it |
|---|---|---|
| Single linked-card transaction | Up to US$5,000 | The guide describes this as a general maximum for an overseas bank card linked to Alipay or Weixin Pay. Check the limit displayed in your account. |
| Annual cumulative amount | Up to US$50,000 | This is the guide’s general annual maximum. Your account, card or risk controls may be lower. |
| Platform fee at or below RMB200 | Generally exempt | The payment page remains authoritative because promotions and account conditions can change. |
| Platform fee above RMB200 | May be 3% of the full transaction amount | The 3% is not described as applying only to the portion above RMB200. Review the fee shown before confirming. |
The threshold is important. If a payment is RMB200, it is generally within the stated fee-exempt band. If it is RMB300 and the 3% charge applies, the fee would be RMB9 because the percentage is calculated on the full RMB300, not only on the RMB100 above the threshold. The app’s displayed calculation controls, and a promotion may change the amount shown.
These are platform charges described by the official guidance. Your card issuer can separately apply a foreign-transaction fee, currency-conversion charge or its own exchange rate; the official payment pages do not establish what any particular bank will charge. Check the card’s terms before departure. The amount in your home currency can therefore differ from a simple conversion of the RMB price.
Do not plan a purchase around the published US$5,000 or US$50,000 figures without checking your account. The app may show a lower limit because of the card, account, risk controls or current operating rules. If a transaction is close to a limit, read the warning before confirming and keep another payment route available.
Choosing between Alipay and WeChat Pay
Neither official source establishes that one app is universally better or accepted at every merchant. The practical choice is the app that successfully links your particular Visa card and is accepted by the shop you are visiting.
| Decision point | Alipay | WeChat Pay |
|---|---|---|
| Registration | Can be registered with an overseas phone number before arrival, according to Shanghai’s September 2026 guidance. | Visitors can register or sign in with a mobile number. |
| Card menu | Me > Bank Cards | Me > Services > Wallet > Bank Cards |
| Visa eligibility | Eligibility is dependent on the card, issuer and prompts shown in the app; the current Shanghai page does not give an equally explicit network list for Alipay. | Shanghai’s current guide lists Visa among supported networks, subject to issuing-bank and card-level approval. |
| Payment method | Scan a merchant QR code or display your payment code. | Scan a merchant QR code or display your payment code. |
| Fees and limits | Use the fee and limit displayed for the actual account and transaction. The Shanghai guide’s general figures are shown in the preceding table. | |
Link both apps before your trip if your cards and phone support them. That gives you a second QR option when a merchant accepts one service but not the other, without implying that either service works at every location. Comparing the apps is not a choice between guaranteed and unguaranteed payment: both still depend on the merchant, card and issuer.

Why a Visa card may not link
The issuer rejected authorization
The Ministry of Commerce’s 2024 guide specifically notes that some issuing banks may reject a binding request when their systems cannot recognize the connection information. Contact the number on the back of the card, explain that you are linking it to a Chinese mobile-payment service, and ask whether international online authorization or an anti-fraud block is preventing the request.
The card is not eligible
Visa branding alone is not a guarantee. Eligibility can vary by card type, issuer, country of issuance and the app’s current rules. Try the other app, follow its own prompts and use another eligible card if available.
The app or card details are outdated
Update the app, recheck the card number, expiry date, security information and billing details, and repeat the linking flow from the Bank Cards menu. Avoid repeatedly submitting incorrect details, which can trigger additional security checks.
The payment itself is refused
A linked card can still be declined because of a merchant, transaction amount, account limit, risk review or issuer decision. Read the exact error, check the account’s displayed limit and fee, then try the other linked app or another payment method. If the message points to the card, ask the issuer whether it approved or blocked the transaction.
A failed link and a failed purchase are different problems. A card can be accepted into the wallet but refused for a particular merchant or amount. Conversely, an issuer can refuse the initial binding request even when the app supports the relevant network. Record the wording of the error and the time of the attempt so the issuer or app support team can identify the event.
Backup ways to pay
Use the Visa card directly at a terminal
Shanghai’s official visitor information says participating merchants may accept direct overseas-card payments at physical point-of-sale terminals when the relevant card-network logo is displayed. This is a separate option from QR payment and is not a guarantee for every store or every city. If acceptance is unclear, show the card and ask before ordering.
Direct terminal acceptance is especially useful when the app cannot link the card or when a merchant’s QR system is unavailable. It should not be treated as a replacement for checking the network logo and asking the merchant first.

Carry or obtain RMB cash
The Ministry of Commerce visitor guide identifies currency exchange and RMB withdrawals from ATMs with an international card as additional fallback routes. ATM availability, operator fees, withdrawal limits and issuer charges vary, so confirm those terms with your bank. Keep enough access to cash for a temporary app, network or card problem rather than assuming every location will offer the same option.
Consider an eligible overseas wallet
The same ministry guide notes that certain overseas e-wallets can make QR payments through local networks. Eligibility depends on the wallet, the visitor’s circumstances and the merchant arrangement; do not assume that any wallet will work simply because it is issued outside China. Check the wallet’s own instructions and keep a card or cash backup.
A practical arrival and payment checklist
- Install or update Alipay and WeChat from your normal app store.
- Register with a phone number you can access while traveling.
- Link the Visa card while you still have reliable access to your issuer’s authentication messages.
- Make a small test payment and read the confirmation screen, including the funding card and any fee.
- Save the card issuer’s international support number and understand its foreign-transaction policy.
- Check the app’s displayed account limits rather than relying only on general published maxima.
- Keep the phone charged and retain a second payment route.
- At a shop, confirm whether to scan its QR code or show your payment code.
- Before confirming a larger purchase, check the displayed amount, fee, exchange information and remaining account limit.
- If a payment fails, note whether the error concerns the issuer, card eligibility, merchant, amount or account limit before trying again.
What the official guidance does—and does not—guarantee
The official pages establish a setup path for overseas visitors, QR payment methods, general linked-card limits and a possible platform fee. They do not guarantee that every Visa product, issuing bank, merchant, app version or payment will work in every circumstance. Treat the app’s current prompts, account limits and confirmation screen as the final authority for your transaction.
Frequently Asked Questions
Can I use any Visa card with Alipay in China?
No. An overseas-issued Visa card may be eligible, but acceptance depends on the card, issuing bank, account and Alipay’s current prompts. Follow the in-app linking flow and contact the issuer if authorization is rejected.
How do I add an international Visa card to WeChat Pay?
In WeChat, open Me > Services > Wallet > Bank Cards, choose to add a bank card, enter the requested details and complete the app or issuer verification. Shanghai guidance lists Visa among supported Weixin Pay networks, subject to card and bank approval.
Can I register Alipay before arriving in China?
Shanghai’s September 2026 visitor guidance says an overseas phone number can be used to register Alipay before arrival. Keep access to that number for security or verification messages.

Is there a fee for using an overseas Visa card?
A payment of RMB200 or less is generally exempt from the platform fee. A payment above RMB200 may incur 3% of the full transaction amount. Your app may show a promotion or different account-specific treatment, and your card issuer may separately charge foreign-transaction or currency-conversion fees.
What are the Alipay and WeChat Pay limits for foreign cards?
Shanghai’s guidance states general maxima of US$5,000 per linked-card transaction and US$50,000 cumulatively per year. Your account, card or risk controls may have lower limits, so check the app.
Why was my Visa card rejected when I tried to link it?
The issuer may have rejected the binding request. The Ministry of Commerce’s 2024 visitor guide says some issuing banks cannot recognize the connection information. Ask the issuer whether an international authorization or fraud block prevented the request, then try another eligible card or app.

Ask whether the merchant accepts that app and whether you should scan its code or display yours. Try the other app if your card is linked there, use a direct physical-card terminal where the network logo is displayed, or use RMB cash, an ATM withdrawal or another eligible wallet.
Can I pay directly with my Visa card instead of using a QR code?
Participating Shanghai merchants may accept an overseas card at a physical point-of-sale terminal when the relevant network logo is displayed. This is separate from QR payment and is not guaranteed at every merchant or throughout China.
The Bottom Line
Register Alipay or WeChat with an accessible mobile number, link your eligible overseas Visa card, and test a small QR payment before depending on it. Use the app’s displayed fee and limit—not a general assumption—when approving each purchase. Because issuer authorization and merchant acceptance can vary, keep the other app, a physical card, RMB cash or another fallback available.
