Ask the attendant which payment methods are working at that specific pump, then establish whether your first UPI attempt actually completed before paying again. Cash or a bank card may be immediate alternatives when the outlet accepts them. If the UPI transaction is pending, unclear, or already debited, do not assume it failed: check the UPI app and your bank notification, save the transaction reference, and contact your bank or payment provider if the status does not resolve.
UPI Lite or another offline-capable instrument can help only when it was enabled in advance, has sufficient balance, remains within the applicable limits, and the merchant and provider support that mode. No fallback is accepted at every petrol pump, so confirm the option and terminal with the attendant before authorising a second payment.
First determine what happened to the original UPI payment
A slow confirmation screen is not the same as a failed payment. Paying a second time before checking the first attempt can leave you with two debits. Use the status shown in your UPI app together with any bank SMS, push notification, or account entry.
| What you see | What it usually means for your next step | Action at the pump |
|---|---|---|
| Declined or failed, with no debit | The transfer was not completed. An incorrect UPI PIN is one possible cause; an issuer, network, or merchant problem is another. | Tell the attendant it failed, ask which alternatives are accepted, and use one confirmed method. |
| Pending, processing, or no final confirmation | The bank or payment operator has not supplied a final result. Operator issues can delay confirmation. | Do not initiate another UPI payment yet. Check the app and bank messages, and keep the reference number. |
| Debited from your bank account, but the outlet has no receipt | The account may have been charged while the merchant confirmation is delayed or missing. | Show the transaction details if useful, but do not disclose your PIN. Ask the bank or payment provider to trace that transaction. |
| Completed and acknowledged by the attendant | The fuel payment is done. | Do not pay again, even if the app later takes time to display the receipt. |
| The app cannot open or the phone has no data | You may be unable to start a normal online UPI transfer; this is different from a bank decline. | Ask whether cash, a card terminal, or a previously enabled offline-capable option is available. |
Use this sequence before trying another method
- Tell the attendant that the first UPI attempt is pending, unconfirmed, or failed. This prevents a second payment from being treated as deliberate without checking.
- Open the transaction history in the UPI app if the phone and connection allow it. Look for a final status, amount, time, and transaction reference.
- Check the bank account or bank notification for a debit. A missing confirmation on the pump screen is not proof that no money left your account.
- If the transfer is confirmed failed and there is no debit, ask which payment method and terminal are currently working at that outlet.
- If money was debited or the status remains unresolved, preserve the reference number and contact the bank or payment provider for a transaction-specific status before making an unverified second UPI attempt.
NPCI’s UPI guidance says an incorrect PIN causes a transaction to fail, and repeated incorrect PIN entries may temporarily block further UPI payments depending on the bank. It also directs customers to bank support when an issue remains unresolved and notes that operator problems can delay confirmation. Your UPI PIN is private; neither an attendant nor someone claiming to troubleshoot the payment needs it.

Immediate alternatives at the petrol pump
Payment capability is set by the individual outlet, its acquiring bank, and the equipment that is working at that moment. Ask before handing over cash or inserting a card, and confirm the amount and payment mode on the terminal.
Cash
Cash does not depend on mobile data, a QR code, or a card terminal. Ask whether the station accepts cash for the fuel amount and whether it can provide change. Count the notes and collect a receipt when the outlet issues one. Cash is a practical fallback only when that outlet’s policy and cash drawer permit it; do not assume every station has enough change or accepts every denomination.
Debit or credit card
A card can work when the station has a functioning point-of-sale terminal and accepts your card network. Ask the attendant to confirm that the terminal is online and that it is being used for the fuel transaction rather than a different service. Insert or tap the card yourself where the terminal permits, follow the terminal’s authentication request, and verify the displayed amount before approving. If the terminal declines, ask whether another working terminal or a different accepted method exists instead of repeatedly presenting the card.

A fuel-company app or FASTag fuel payment
Some fuel retailers have offered app-based or account-based fuel payments, but these are network- and outlet-specific. Your account must already be set up, funded, and usable, and the particular outlet must support the service. A historical example is Hindustan Petroleum Corporation Limited’s FY 2020–21 report: it described point-of-sale systems integrated with dispensing units at 6,924 retail outlets, the HP Pay app, and FASTag payments for fuel and lubricants in its network during that reporting year. That company-reported figure shows that such systems existed in that network at that time; it does not establish current availability at a particular pump or at other retailers.

Another person’s payment
If a companion is paying for you, agree on the amount and method with the attendant first. The payer should authorise the transaction from their own account or card and retain their confirmation. Never ask someone to reveal a PIN, one-time password, or banking login.
Comparison of fallback payment modes
| Option | When it may help | Connection or equipment needed | Prior setup and limits | What to confirm at the outlet |
|---|---|---|---|---|
| Cash | UPI, phone, or network is unavailable | No electronic connection; cash drawer and change are needed | No digital enrollment; your cash must cover the amount | Cash acceptance and availability of change |
| Debit or credit card | UPI fails while a card terminal is working | Working POS terminal and an accepted card network | Active card and any bank authentication required by the terminal | Whether this terminal accepts your card and the displayed amount |
| UPI Lite | Small in-person payment when enabled before the problem | Provider- and merchant-supported Lite flow; ordinary online replenishment may be unavailable during an outage | Pre-enabled balance and applicable transaction and balance limits | Whether the merchant supports that mode and whether your available Lite balance is enough |
| Other offline-capable instrument | Face-to-face payment during loss of internet or telecom service | Provider-supported offline capability and compatible acceptance equipment | Explicit customer setup, stored value or balance, and RBI framework limits | Whether this provider and outlet support the instrument now |
| Fuel-company app or FASTag fuel payment | The retailer offers an account-based alternative | Supported outlet equipment and a usable account | Enrollment, funding, and network-specific rules | Current support at that exact station |
| Bank or payment-provider support | The first payment is pending or debited without merchant confirmation | Transaction details and a way to contact support | Not a payment method; it resolves the status of the attempted payment | Ask for a trace of the specific reference before paying twice |
When the phone has no data, no signal, or no battery
No mobile data or a temporary network outage
A normal UPI transfer generally needs the app to connect to the payment system. If the app cannot load, ask first about cash and a working card terminal. If you had already enabled UPI Lite or another offline-capable instrument, it may support a small face-to-face payment without internet or telecom connectivity, but only within the provider’s implementation and the merchant’s acceptance setup.
Phone battery is too low or the handset is dead
If the phone cannot display a QR code, approve a request, or show the transaction reference, electronic payment may not be practical. Cash or a confirmed card terminal is usually simpler. A charger or power bank can help only when lack of battery is the sole obstacle; it cannot repair a bank decline, a failed merchant QR, an unsupported outlet, or a payment-network outage. Do not leave the phone or card unattended while it charges or while another person handles it.

No signal but an offline feature was enabled earlier
Offline payment is a provider-enabled, in-person capability, not a property of every QR code. You must have opted in or completed the provider’s setup before losing connectivity, and the merchant must support the same mode. A newly installed app, an unconfigured account, or an ordinary online UPI QR cannot be assumed to work offline.

How RBI’s offline-payment framework and UPI Lite limits apply
The Reserve Bank of India’s framework describes offline payments as face-to-face transactions that can take effect without internet or telecom connectivity. Authorised providers may implement them through cards, wallets, mobile devices, or similar instruments. The framework requires customer consent or setup; it does not require every bank, app, or petrol retailer to offer the feature.
For the framework described in the RBI update through 4 December 2024, an ordinary offline payment is capped at ₹500 per transaction, with a total stored offline limit of ₹2,000. The enhanced UPI Lite limits are ₹1,000 per transaction and ₹5,000 in total. These are regulatory ceilings, not a promise that your provider has enabled the maximum. Your provider may apply lower limits, and the merchant may reject the mode even when your balance is sufficient.
Replenishing an offline balance requires an online step with authentication. Therefore, a person who has never enabled the feature, has exhausted the stored balance, or needs to top it up during a connectivity outage cannot rely on it as an emergency workaround. Check the current limits and provider instructions because payment rules and app implementations can change.
Fix the cause instead of repeating a failed attempt
Incorrect UPI PIN
Enter the PIN only in your own banking or UPI app and check the amount before submitting. NPCI states that an incorrect PIN makes the transaction fail. Several wrong attempts can trigger a temporary block, depending on the bank, so stop guessing and use the bank’s documented reset or unblock process. An attendant cannot reset your PIN at the pump.

Bank account, issuer, or payment-network problem
If the app reports a bank decline, a service outage, or an account restriction, a different payment method may be faster for the fuel purchase. Keep the failed attempt’s details for the bank. Do not keep submitting the same request in the hope that one will succeed, particularly when an earlier attempt is still marked pending.
Merchant QR or terminal problem
A damaged QR display, an incorrect merchant account, a disconnected terminal, or a mismatch between the amount entered and the fuel dispensed can prevent confirmation even when your bank is working. Ask the attendant to provide the station’s currently working QR or terminal and verify the merchant name and amount in your app before approving. If the station cannot present a working, identifiable payment channel, use cash or leave the transaction unresolved until the first attempt is traced.
Amount or account mismatch
Before authorising, compare the amount shown in the UPI request or card terminal with the fuel amount agreed at the dispenser. If the request names an unexpected merchant or shows a different amount, cancel it and ask the attendant to generate a correct request. Save a receipt or transaction reference for any completed payment.
What to do when money was debited but the pump says it did not receive it
- Record the transaction reference, date, time, amount, app status, and the bank account used. Take a screenshot only if it does not expose credentials or sensitive authentication data.
- Tell the attendant that your account shows a debit and ask them to check the station’s transaction or settlement view. Do not share your PIN, password, or one-time password.
- Contact your bank or payment provider through its official support channel and request a status check for that exact reference. Explain whether the merchant received a receipt and whether the app says pending, failed, or successful.
- Follow the bank’s instructions for a reversal, refund, or merchant confirmation. Keep the case number and any promised resolution date.
- Only make another payment after you understand whether the first amount will be settled or returned, unless the bank or station provides a documented way to avoid a duplicate charge.
NPCI’s FAQ directs customers to their bank for unresolved UPI issues. The bank can see transaction information that an attendant cannot, while the attendant can confirm whether the station’s system received a merchant message.

Worked examples
Example: UPI is declined immediately and no debit appears
Tell the attendant the attempt failed, check that the app shows no debit, and ask whether cash or card is accepted. If a card terminal is available, verify the amount and complete one card transaction. If only cash is accepted, count the notes and request a receipt. There is no reason to repeat the same declined UPI request unless the bank identifies and resolves the cause.
Example: The screen says pending while the fuel has already been dispensed
Do not start a second UPI request. Check the app and bank notification, save the reference, and tell the attendant that confirmation is pending. If the account is debited, contact the bank or provider for that reference. The final result may arrive after the operator or network issue clears.
Example: The phone has no data, but UPI Lite was enabled earlier
Ask whether the station supports UPI Lite or another offline-capable payment flow. Confirm that the available balance covers the purchase and that the transaction is within the applicable limit. If either support or balance is uncertain, use a confirmed cash or card option instead.

Security rules at the pump
- Keep your UPI PIN, card PIN, one-time passwords, app passcodes, and banking credentials private. Bank support does not need your UPI PIN.
- Check the merchant name and amount in the app or terminal before approving.
- Do not scan a QR code supplied by an unknown person or approve a collect request you did not expect.
- Do not install a screen-sharing or remote-control app because someone at the station claims it will fix a payment.
- Retain the receipt or transaction reference until the account entry and fuel payment are clear.
- When using a shared or borrowed phone, sign out of the payment app and avoid saving credentials.
A compact checklist to keep in your car
- Ask the attendant which methods are working at this outlet.
- Classify the first UPI attempt as completed, failed with no debit, pending, or debited without confirmation.
- Check the app and bank notification before trying another digital payment.
- For a confirmed failure, choose one outlet-supported alternative: cash, card, or a ready fuel-account service.
- For a pending or debited attempt, save the reference and contact the bank or provider instead of paying twice without a plan.
- Use offline payment only when it was enabled in advance, the provider and merchant support it, and the balance and limits are sufficient.
- Never reveal a PIN or one-time password to an attendant or caller.
Payment acceptance and offline limits can change by bank, provider, retailer, and date. Confirm the current instructions at the pump and in your bank or payment app whenever you rely on a fallback method.
