Ask what the shop accepts right now. If the merchant cannot accept UPI, pay with a method they confirm, such as cash or a card. If they offer another UPI route, use it only after your app shows the correct merchant name and amount. A different UPI app, NFC tap, feature-phone service or offline setting cannot make a non-participating shop accept UPI.
First, identify what “UPI unavailable” means
At the counter, “UPI is unavailable” can describe several different problems. The right response depends on whether the merchant’s QR is damaged, the shop’s connection or app is down, or the shop is not accepting UPI at all.
- Ask whether the displayed QR is damaged or unreadable.
- Ask whether the shop’s UPI app, bank connection or internet is temporarily down.
- Ask whether the shop currently accepts UPI through a different QR, payment request or checkout device.
- If none of those routes is available, ask which non-UPI method the shop accepts now.
Do not treat a merchant-side refusal or outage as a problem that can automatically be solved on your phone. The National Payments Corporation of India (NPCI) explains that a merchant needs UPI infrastructure through an acquiring bank and can integrate through QR, intent, app-based or collect modes. Those are merchant-side arrangements, so the merchant must provide or initiate the route you use (NPCI UPI FAQ).
Use this counter decision in order
| What the merchant says | What you should do | What not to assume |
|---|---|---|
| “The QR is damaged or not scanning.” | Ask for another official QR, a payment request or another UPI route the shop itself provides. | Do not scan a random personal ID offered by a bystander or unverified message. |
| “Our UPI app or network is down.” | Ask whether the shop can accept cash or a card, and use one only after the merchant confirms it. | Your own UPI app, NFC or a second app cannot repair the shop’s outage. |
| “We do not accept UPI.” | Use the confirmed alternative, or return with another accepted method. | Tap & Pay, RuPay credit on UPI and feature-phone channels still require merchant UPI acceptance. |
| “Try this other QR or payment request.” | Check the payee or merchant name and amount shown in your app before entering your UPI PIN. | A QR that opens a payment screen is not proof that the recipient is the shop. |
A 30-second decision tree
Keep the conversation simple so you do not authorize a payment to the wrong recipient under pressure.

- Slanted Back Support: To ensure that your pamphlet can maintain a certain Angle of tilt and not tip forward.
- Stable Base Extended: Allows your book to be more stable on the table.
- Ask, “Do you accept UPI at this shop today?” This separates a temporary technical problem from a policy that the shop does not support UPI.
- Ask, “Which route should I use?” The answer might be the displayed QR, a replacement QR, a collect request, an intent link or the shop’s payment terminal.
- If the answer is no UPI, ask for the accepted fallback. Use cash, card or another method only after the merchant confirms it is available.
- If a payment was already attempted, stop and check its status. Do not create a second transaction simply because the merchant’s notification is delayed.
This sequence prevents a common mistake: solving a customer-side problem when the actual issue is that the shop has no active UPI acceptance.
Pay with the merchant’s confirmed alternative
Cash
Cash is the simplest fallback when the merchant confirms it accepts cash. Count the notes and wait for the shop to confirm the amount received. Keep the receipt or other proof if the purchase matters for a return or warranty. If you need change, confirm the final amount before handing over the cash.
Card
A debit or credit card is an option only when the shop confirms that its terminal is working and accepts your card network. Ask for the final amount before tapping, inserting or swiping. Wait for the terminal’s result and, where available, retain the receipt. If the terminal declines, do not assume a second UPI attempt is safe until you have checked whether the first payment was recorded.

Some shops may accept a bank transfer or another local payment arrangement. Use it only when the merchant clearly identifies the receiving account or checkout method and confirms the amount. Do not send money to a personal account merely because someone says it is faster; the recipient must match the business you are paying.
If the shop offers another UPI route
NPCI lists several merchant integration modes: QR, intent, app-based and collect. A merchant may therefore offer a different official QR, send a collect request, or initiate a payment from its own app. These routes still depend on the shop’s UPI setup; the merchant must provide or initiate the route (NPCI UPI FAQ).
- Ask the merchant to show or initiate the official payment route.
- Open the payment page in your UPI app.
- Read the displayed merchant or payee name character by character and compare it with the shop.
- Check the amount, including any decimal places, before authorizing.
- Enter your UPI PIN only after both details are correct.
- Show or tell the merchant the result displayed in your app, and keep the transaction reference.
NPCI says merchant information is displayed after a customer scans a QR. That screen is the point at which you verify the recipient and amount; scanning alone is not authorization (NPCI UPI FAQ).
How to distinguish a merchant route from an improvised one
An official route is presented by the shop through its displayed QR, checkout device, payment application or collect request. A screenshot forwarded in a chat, a handwritten personal ID or an account supplied by an unrelated person is not automatically an official merchant route. If the app shows a person’s name that does not match the business, stop and ask the shop to correct the details.

For a collect request, open the request from inside your UPI app rather than approving from a notification alone. Check who requested it, the amount and any note identifying the purchase. A request can be genuine and still contain an incorrect amount, so the same verification applies before you enter your PIN.

Why switching apps usually does not help
Changing from one UPI app to another changes your customer interface and bank account selection. It does not create a merchant QR, acquiring-bank connection or acceptance policy where the shop has none. Try another app only if the merchant says its official payment route supports it and your first transaction has not already been submitted.
If the problem is your own app, bank account or connection while the shop is accepting UPI, you can retry after checking the status of the first attempt. If the problem is the shop’s lack of acceptance, no app switch can substitute for a merchant-approved payment method.
UPI Tap & Pay: when it works and when it cannot
UPI Tap & Pay replaces QR scanning with a contactless interaction, but it has two requirements: your phone must have NFC, and the merchant must provide a UPI Smart Tag or Smart QR. NPCI describes those requirements in its UPI Tap & Pay product overview.
Recommended Free Tools
- It can help: the shop accepts UPI through compatible Smart Tag or Smart QR equipment and your NFC phone and app support the feature.
- It cannot help: the shop does not accept UPI, its UPI service is down, or it has no compatible merchant equipment.
Ask the merchant whether its displayed equipment supports Tap & Pay before bringing your phone near it. Seeing an NFC symbol on your phone is not evidence that the shop can receive the payment. Tap only when the merchant has identified the compatible tag or Smart QR and your app shows the expected payee and amount.
RuPay credit card on UPI is still a merchant-acceptance method
Linking an eligible RuPay credit card to UPI does not bypass the merchant’s UPI requirement. NPCI’s RuPay Credit Card on UPI information describes payment by scanning a merchant UPI QR, with restrictions for some transaction categories.
Use this option when the shop’s merchant QR is working, the transaction is eligible and your card is already enabled for the feature. It will not solve a shop-side UPI outage, a refusal to accept UPI or a QR that belongs to the wrong recipient. If the app offers several funding accounts, select the intended RuPay card only after confirming the merchant details.
Feature-phone and USSD options solve customer access, not merchant acceptance
RBI’s description of UPI123Pay and DigiSaathi covers feature-phone and USSD access channels, including *99#. These services can help when your smartphone, data connection or app access is the obstacle and the merchant still accepts UPI.

UPI Lite and offline claims: do not treat them as a guaranteed workaround
RBI’s framework for facilitating small-value digital payments in offline mode describes UPI Lite as offline to the extent that an additional-factor authentication is not required and alerts are not sent in real time. The exact limits and behavior during a particular outage are not established here, so do not rely on a quoted limit or assume an offline attempt will succeed.
Even when your account or device can use an offline feature, the merchant still has to accept UPI and the transaction must be supported by the participating systems. Treat UPI Lite as a possible customer-access feature, not as a way to make a non-UPI shop accept payment. Because alerts may not be immediate, retain the in-app record and verify the final status later if the shop has not received confirmation.
Check the first transaction before trying again
UPI is designed to operate continuously. NPCI’s FAQ says, “All payments are instant and 24/7, regardless of the bank’s working hours.” That describes general service availability, not a guarantee that every bank, merchant connection or individual transaction will succeed (NPCI UPI FAQ).
- Wait for your app to show success, failure or pending status.
- Open transaction history and match the amount, recipient and time.
- Ask the merchant to check its own notification or transaction history.
- If the status is pending, do not submit a second payment merely because the merchant has not seen an alert.
- If confirmation has not arrived within one hour, NPCI advises contacting your bank. Keep the transaction ID, amount and time ready.
A second payment can create a duplicate debit when the first one is delayed rather than failed. Resolve the first status before changing apps, switching methods or paying again. If your app says “failed” but your account was debited, save the reference and contact your bank rather than immediately repeating the payment.
Security checks for an improvised payment request
- Match the name: the payee or merchant name in the app should correspond to the shop. Stop if it shows an unrelated person or business.
- Match the amount: confirm the exact total before entering your PIN. A QR can open a payment screen with a wrong amount.
- Use the merchant’s channel: prefer the QR, collect request or terminal presented by the shop, not a screenshot or forwarded message.
- Keep your PIN private: enter it yourself; a merchant does not need to know it.
- Save proof: retain the in-app success screen and transaction reference until the purchase is settled.
Never authorize a payment just because the screen looks familiar. The recipient and amount shown immediately before the PIN are the decisive checks. Do not disclose your UPI PIN, one-time password or phone unlock code to a cashier or helper.

What to do when no method is available
If the shop cannot accept UPI and does not have a working cash or card option, do not force a digital workaround. Ask whether it can hold the goods while you obtain cash or return with an accepted method. For a delivery, reservation or service appointment, obtain the merchant’s written confirmation of whether the order is unpaid, pending or cancelled.
For a completed but disputed payment, provide the transaction reference to your bank and the merchant. Avoid making a second payment until the first status is resolved, because a later success can leave you with two debits. Keep screenshots, receipts and the exact time of the attempt until the issue is closed.

Frequently asked questions
Can I pay through a different UPI app if the shop says its app is unavailable?
Only if the merchant still has a working UPI route and tells you to use it. A different app cannot restore the shop’s acquiring-bank connection or create acceptance where none exists. Check the first attempted transaction before trying another app.
Can I scan a personal UPI ID belonging to the shop owner?
Do not assume it is safe. Proceed only when the merchant clearly identifies that account as the official payment route and your app displays the expected recipient and amount. If the name is unrelated or unclear, use another confirmed method.
Does NFC Tap & Pay work at every QR-code shop?
No. Your phone needs NFC, and the merchant needs a UPI Smart Tag or Smart QR. Ordinary QR signage without compatible merchant equipment does not establish Tap & Pay support.
Can RuPay credit on UPI bypass a UPI outage?
No. It still uses a participating merchant UPI QR and is subject to eligible transaction categories. It cannot bypass a merchant refusal, unavailable QR or shop-side UPI outage.

Will UPI123Pay or *99# work when the shop does not accept UPI?
No. Those channels address customer access through a feature phone or USSD. The merchant must already have a supported UPI endpoint.

Should I pay again if the shop has not received the notification?
Not immediately. Check your transaction history and status, ask the merchant to check its records, and avoid a duplicate payment. If confirmation has not arrived within one hour, NPCI advises contacting your bank with the transaction details.
What if my app shows success but the cashier says it failed?
Show the success screen and transaction reference, and ask the merchant to check the receiving account or transaction history. Do not send a second payment until the first result is reconciled with your bank and the merchant.
What if the shop accepts only cash and I do not have any?
Ask whether the shop can hold the goods while you obtain cash or return with an accepted method. Do not send money to an unverified account merely to complete the purchase quickly.
The practical answer
Merchant acceptance comes first. Ask what the shop can accept now, use a merchant-provided UPI route only after checking the displayed name and amount, and otherwise choose cash or a card that the shop confirms. NFC, RuPay credit on UPI, feature-phone access and offline features are useful only when the merchant’s UPI acceptance is already in place.
Frequently Asked Questions
Can I use another UPI app when the merchant’s app is down?
Only if the merchant provides a working UPI route that supports it. Switching apps cannot create merchant acceptance or repair the shop’s bank connection.
Is a personal UPI ID a safe fallback?
Use it only when the merchant identifies it as the official payment route and your app shows the correct recipient and amount. Stop if the displayed name does not match the shop.
Does Tap & Pay work at any QR shop?
No. Tap & Pay requires an NFC phone and merchant UPI Smart Tag or Smart QR equipment.
What should I do if my payment is pending?
Check transaction history and ask the merchant to check its records. Do not pay again until the first status is resolved; contact your bank if confirmation has not arrived within one hour.
The Bottom Line
Bottom line: A phone-side workaround cannot make a shop accept UPI. Ask which method is available, verify the merchant name and amount on any official UPI route, and use confirmed cash or card when UPI is unavailable.
