For readable screen text, choose font size and line length together: start with body text at 16px or larger and a measure around 45–75 characters per line, then check the result in the actual typeface and at each relevant screen width. Digital.gov describes about 66 characters as a comfortable reference, not a universal optimum. A larger type size in a fixed-width container naturally leaves fewer characters on each line.
How long should a line of text be?
For English body copy on screen, Digital.gov recommends 45–75 characters per line as an acceptable range and approximately 66 as a comfortable reference. These are practical design recommendations, not proof that one measure suits every reader, font, or layout. The chosen typeface affects perceived size, and the same container width can feel different with another font. See Digital.gov’s accessibility guidance for visual designers.
WCAG 2.1’s Level AAA visual-presentation criterion offers a separate accessibility threshold: one option is to keep lines to 80 characters or glyphs, or 40 for Chinese, Japanese, and Korean (CJK) text. W3C explains that long lines can make it harder for some readers to keep their place. This is a conformance criterion, not a claim that 80 characters is the ideal design target. How to balance measure, type size, and line height
Start with effective text size
Digital.gov recommends at least 16px for effective screen body-text size. Treat that as a starting point rather than a guarantee: typefaces differ in x-height and overall appearance, so 16px in one font may not look as large as 16px in another. Judge the rendered text in context, including its contrast and viewing conditions.

Set a measure, then adjust the pair
Begin near 66 characters per line for English body text, then assess the result across the 45–75-character range. If lines feel too long, narrow the text container or increase type size; if they feel too short, widen the container or reduce type size where legibility allows. Avoid forcing every paragraph to hit an exact character count: headings, lists, narrow columns, and short text blocks naturally differ.
Give lines enough vertical space
Digital.gov suggests body-text line height around 1.4–1.65 times the font size, with larger type and longer lines generally calling for more leading. GOV.UK’s type scale illustrates coordinated pairs: 19px text with 25px line height and 16px text with 20px line height. What changes on smaller screens and with zoom?
Measure the rendered line at each viewport rather than assuming a desktop setting will work everywhere. GOV.UK’s type scale changes with screen size, and its large-screen scale applies above a 640px tablet breakpoint. Use responsive sizing and relative CSS units, and make sure the content reflows when users zoom or magnify text. W3C cautions against preventing text scaling or forcing people to scroll horizontally back and forth to read a line in a full-screen desktop window.

When evaluating a layout, check the effective size and appearance of the typeface, line measure at each viewport, line height and paragraph spacing, and whether text still works when enlarged. Character counts are less directly comparable across writing systems: W3C’s criterion uses 40 glyphs for CJK rather than 80 because CJK glyphs are approximately twice as wide under comparable readability conditions.

Make sure user-adjusted text spacing does not break the page
WCAG 2.2 SC 1.4.12 tests whether content and functionality remain available when users apply spacing overrides. The test values are line height of at least 1.5 times the font size, paragraph spacing of at least 2 times the font size, letter spacing of at least 0.12 times the font size, and word spacing of at least 0.16 times the font size. These are not required default settings for authored pages; the requirement is to withstand the user-applied changes without loss of content or function. Consult W3C’s explanation of SC 1.4.12.

Screen CSS pixels and print points are different units, so do not carry screen-size recommendations directly into a printed document. The UK Space Agency’s branding guidance recommends 12pt as the default for general-audience print and at least 16pt for print specifically aimed at people with visual impairment or older people.
