The reliable way to organize Microsoft Copilot Notebooks is to give each notebook one durable purpose, add only the files and links needed for that purpose, and use the notebook list and filters to return to it. Copilot answers questions from the references you add and are allowed to access; it does not automatically search all of your organization’s content.

Create notebooks in the Copilot app’s Notebooks area, use clear project-based names, curate the reference set, and periodically remove obsolete material. Use OneNote when you need a fuller workspace for notes, ink, and long-term knowledge; use the Copilot app when you mainly need a lightweight, focused grounding set.

What a Copilot Notebook is—and what it is not

A Microsoft Copilot Notebook is a scoped workspace for asking questions about a selected set of references. You assemble project files and other supported sources, then ask Copilot for summaries, explanations, comparisons, or drafts grounded in that collection.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The scope is deliberate. Copilot uses content from the sites, folders, or files that you add as references and have permission to access. A document elsewhere in your OneDrive, SharePoint, or organization is not automatically included merely because you can open it. This boundary is the main organizational principle: the quality of a notebook depends on the relevance, currency, and accessibility of its reference set.

Oxford Spiral Notebook 6 Pack, 1 Subject, College Ruled Paper, 8 x 10-1/2 Inch, Color Assortment Design May Vary (65007)
  • A classroom classic: this 6-pack of 1-subject spiral notebooks helps you identify your subjects at a glance with color-coding efficiency; color assortment may vary
  • The right ruling: these 8" x 10-1/2", college-ruled notebooks fit more writing per page than wide-ruled sheets; each notebook provides 70 double-sided sheets with red margin lines
  • Perect perforation: Dependable micro-perforated sheets retain your must-have notes but still detach cleanly when you’re ready to revise
  • Glide from page to page: Your favorite gel or ballpoint pens will move effortlessly across these smooth pages for A+ notes with minimal ink bleeding or show-through
  • 3-Hold punched: Every notebook comes 3-hole punched to fit a standard binder; take along one notebook or several to save extra trips to the locker

Copilot Notebooks and traditional OneNote notebooks are related but serve different purposes:

  • Copilot Notebook: a curated evidence set for focused questions and grounded answers.
  • OneNote notebook: a broader repository for notes, handwriting or ink, meeting material, clippings, and information retained over time.

You can open a Copilot Notebook in OneNote for a fuller, workspace-focused experience, but do not assume the two systems organize information in exactly the same way.

Choose the right surface before you organize

Microsoft exposes Copilot Notebooks in the Microsoft Copilot app and in OneNote. Pick the surface that matches the work rather than treating them as interchangeable interfaces.

Surface Best fit What you can do Important distinction
Microsoft Copilot app Fast, project-focused grounding Create notebooks, add references, ask questions, filter the notebook list, rename, open, or delete notebooks Lightweight notebook management centered on the selected source set
OneNote A fuller workspace around the Copilot source set Open Copilot Notebooks, add references, ask focused questions, and work alongside notes, pages, and other OneNote content OneNote remains a broader note and knowledge environment, not just a list of Copilot grounding sources

In OneNote, the Copilot Notebooks section may appear at the top of the notebook list or under a notebook dropdown when the horizontal-tabs layout is enabled. If you cannot see the section, the layout and rollout state of your account may differ.

Check access and prerequisites

Microsoft describes Copilot Notebooks as available to users with Microsoft Copilot or Copilot Chat access. Microsoft’s current guidance also lists Microsoft 365 Personal, Family, Premium, and Pro subscribers among eligible users, while noting that feature availability can vary. A SharePoint or OneDrive service plan is required to create notebooks. If the Notebooks area is missing, confirm your account and service plan first; the exact entitlement wording can change as Microsoft rolls features out.

Start at m365.cloud.microsoft. If the Copilot app does not show Notebooks, try the app launcher. Interface labels can differ between tenants and rollout rings, so use the current label shown in your account rather than relying on an older screenshot.

Create a notebook with a useful name

Microsoft’s creation flow is short, but the naming decision determines whether your collection remains understandable after you have several notebooks.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open the Microsoft Copilot app and select Notebooks.
  2. Open All notebooks.
  3. Select New notebook. For another notebook later, use the plus button beside Notebooks when it is available.
  4. Enter a name that states the project or durable subject and its purpose.
  5. Add references during setup.
  6. Select Create.

A project-based name is practical guidance, not a Microsoft-enforced naming rule. Make the intended source boundary obvious at a glance. A useful pattern is:

Project or subject — purpose — period

  • Northwind launch — approved messaging — Q4 2026
  • Onboarding — policy and procedures — current
  • Research methods — internal standards

Use a short purpose label when the same project has distinct evidence sets. For example, separate an “approved messaging” notebook from a “customer interview notes” notebook instead of combining every file under the project name alone. Avoid names such as Misc, Everything, or Project files; they do not tell you what Copilot should treat as relevant.

When to create a separate notebook

Create a new notebook when at least one of these boundaries changes:

  • The question or deliverable is different enough that most references would be irrelevant.
  • The source audience or permission group changes.
  • You need a different time period, such as a new planning cycle or policy year.
  • The old material must remain available for audit but should not influence current answers.
  • The reference set is approaching the grounding limit for your plan.

Do not split a small, coherent source set into many notebooks just to create a hierarchy. A notebook should represent a meaningful reasoning context, not every folder in your file system.

Add and curate references

Open a notebook and use its Add references interface. Depending on the current experience, you can use several routes:

Mead Spiral Notebook, 6 Pack, 1 Subject, Wide Ruled Paper, 7-1/2" x 10-1/2", 70 Sheets per Notebook, Colors Will Vary (930201-ECM25)
  • 1 subject notebook comes with 70 wide ruled, double-sided sheets. Wide ruling is ideal for the younger student who needs more space between lines.
  • Sheets measure 7-1/2" x 10-1/2" when torn out with an overall size of 8" x 10-1/2". Perforation easily tears out with clean edges.
  • Notebook is 3-hole punched to store in your favorite binder. Covers are coated for durability and have writable label on front cover.
  • Includes 6 notebooks in randomly selected colors: Red, Blue, Green, Yellow, Purple or Black. Colors will vary with each purchase.
  • Assembled in U.S.A. with U.S. and foreign parts
  • Search for individual files or other items.
  • Search for a SharePoint site, document library, or folder.
  • Upload files from your device.
  • Select files or folders from OneDrive.
  • Drag and drop files into the notebook.
  • Add a supported link.

A selected site, folder, or file is usable only when your account has permission to access it. Adding a location does not grant permission and does not make inaccessible content available.

Supported file types

Microsoft’s June 2026 reference guidance lists these formats:

Category Formats listed by Microsoft
Office and productivity files .docx, .pptx, .xlsx
Documents and text .pdf, .txt, .rtf
Loop and OneNote content .loop, .page, OneNote pages

Support for links has changed between Microsoft help-page versions. Newer instructions describe adding public external web pages, but authenticated or paywalled pages and linked subpages are not supported. Check the Add references guidance visible in your account before building a workflow around a particular URL. When a web page is important, preserve the authoritative file or page in a supported location as well as adding a link where the interface permits it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a source-inclusion test

Before adding an item, ask three questions:

  1. Does it answer the notebook’s intended questions? A document can be interesting and still be noise.
  2. Is it current for this task? Superseded policies and old drafts can pull answers in the wrong direction.
  3. Can every intended user access it? A reference that only the creator can open will not behave as expected for collaborators.

Keep authoritative versions and label drafts clearly in their filenames or locations. If you must retain historical material, put it in a separate archive notebook or a clearly separated project notebook so it is not mixed with the active evidence set.

Understand grounding limits and source scope

Adding a reference to the visible list does not mean every added item is used for grounding. Microsoft states different limits for different licensing groups:

User group References that can be added References used for grounding Qualification
Microsoft 365 Copilot users More than 300 may be added Only the first 300 The 300-reference grounding limit is stated by Microsoft Support, June 2026
Copilot Chat users Up to 50 All 50 The 50-reference limit is stated by Microsoft Support, June 2026

These are plan-specific figures, not a universal promise for every Copilot Notebook account. Features and limits can roll out gradually. If a notebook grows beyond the usable set, split it by project, year, or source authority and keep the active notebook comfortably below the limit.

Build an organization system that survives growth

Use one notebook for one reasoning context

Think of each notebook as a question boundary. A product launch notebook might contain the approved brief, requirements, legal constraints, and current launch plan. It should not also contain every unrelated meeting note from the department. When the question changes from “What is approved for launch?” to “What did customers say last year?”, use a separate notebook or a separate, deliberately named evidence set.

Separate active, reference, and archive material

Three simple categories prevent accidental mixing:

  • Active: material Copilot should use for current decisions.
  • Reference: stable background material that remains relevant but is not the current deliverable.
  • Archive: superseded plans, closed projects, or historical records retained for lookup.

You can represent these categories with separate notebooks or with disciplined project names. Do not rely on a hidden naming convention that collaborators have not been told about; make the status visible in the notebook name and source filenames.

Keep a small source register

For important notebooks, maintain a short page or document listing each major reference, its owner, its effective date, and when it should be reviewed. This register is ordinary project documentation, not a Copilot feature, but it makes cleanup and handoffs far easier. When a policy changes, you can identify which notebook needs a reference replacement instead of guessing from a long list.

Review the set on a schedule

At a project milestone or at least when a major source changes:

  1. Remove duplicates and obsolete drafts.
  2. Check that critical files still open for you.
  3. Confirm that the notebook name still describes its purpose.
  4. Move closed work to an archive notebook if it must be retained.
  5. Check the reference count against your plan’s grounding limit.

A clean source set usually produces more predictable answers than a large set assembled without a boundary.

Find notebooks as the list grows

In the Copilot app, select Notebooks and use the available filters:

  • All: every notebook visible to you.
  • Just you: notebooks you own or keep private to yourself.
  • Shared: notebooks shared with or by other people.

Microsoft says notebooks are sorted newest to oldest. You can switch between grid and list views and open, rename, or delete a notebook. Use list view when names and recency matter; grid view can be quicker when you recognize projects visually.

In OneNote on the web, Copilot Notebooks appear through Recent and All Notebooks. Microsoft documents filters including Favorites, Shared with you, and Recommended. If an expected notebook is absent, check both the Copilot app and OneNote, then verify that you are signed into the account that owns or was given access to it.

Quick Access from Search

Microsoft Learn release notes describe a Quick Access route in which you select an item from Search and choose Add to > Notebook. This option depends on rollout and may not appear in every tenant. When it is available, it is useful for capturing a newly discovered source without first opening the destination notebook.

Copilot app versus OneNote: a practical decision

Question Choose the Copilot app when… Choose OneNote when…
What is the primary activity? You need grounded questions and summaries over a selected source set. You need notes, pages, ink, and a long-lived knowledge workspace around that source set.
How should notebooks be discovered? You want All, Just you, and Shared filters in the Copilot notebook list. You work from Recent, All Notebooks, Favorites, Shared with you, or Recommended views.
What is the main risk? Assuming Copilot searches content that was never added. Assuming ordinary OneNote content automatically becomes part of the Copilot grounding set.
What should you verify? Reference count, source type, and permissions. The Copilot Notebook section and the references included in that notebook.

Use the app for a focused evidence collection; use OneNote when the work also needs a substantial note-taking environment. In either surface, the selected references and the user’s permissions determine what Copilot can ground on.

Share notebooks without breaking the source boundary

Sharing a notebook does not automatically give every recipient access to every linked file. The person sharing must have permission to share each file, and recipients who lack permission may need to request access individually.

Before inviting collaborators:

  1. List the references that the group must be able to use.
  2. Confirm that each file or folder is shared with the intended people or group.
  3. Ask a recipient to open the important references, not just the notebook shell.
  4. Check premium-source entitlements when collaborators have different Copilot licensing.

If a collaborator reports an incomplete or different answer, first compare the references and permissions visible to each person. A missing file or unavailable premium source can change the grounding set even when the notebook name and visible structure look identical.

Troubleshoot common organization problems

The Notebooks option is missing

  • Confirm that you are in the Microsoft Copilot app, not a different Microsoft 365 page.
  • Try the app launcher and check m365.cloud.microsoft.
  • Verify your Copilot or Copilot Chat entitlement and SharePoint or OneDrive service plan.
  • Allow for gradual rollout; Microsoft does not expose every feature to every account simultaneously.

A file cannot be added

  • Check that the format is among the supported types listed by Microsoft.
  • Confirm that you can open the file or location with the signed-in account.
  • Try adding the individual file instead of an entire site or folder to isolate the problem.
  • For a web link, check whether it is public and supported; authenticated or paywalled pages are not supported in the cited guidance.

Copilot ignores an important source

  • Check whether the source is beyond the first 300 references for Microsoft 365 Copilot or beyond the 50-reference limit for Copilot Chat.
  • Move the source into the active notebook’s usable set and remove lower-value material.
  • Confirm that the source is current and that you have permission to access it.
  • Check that collaborators have the same file access and source entitlement.

A notebook is hard to find

  • Search the Copilot app’s All notebooks view and try Just you or Shared.
  • Check OneNote’s Recent and All Notebooks views.
  • Switch between grid and list views.
  • Rename vague notebooks with a project, purpose, and period.

A repeatable operating checklist

Use this checklist whenever you start or inherit a notebook:

  1. Define the questions the notebook should answer.
  2. Create it from Notebooks > All notebooks > New notebook.
  3. Give it a specific project or subject name and purpose.
  4. Add only relevant, current references.
  5. Verify file access with the account that will ask the questions.
  6. Check the reference count and your plan’s grounding limit.
  7. Separate active material from archives and superseded drafts.
  8. Share the notebook only after checking permissions on important sources.
  9. Review and prune the set when the project or policy changes.

This process keeps the notebook understandable to its future self: you, a teammate, or a collaborator who did not assemble the original source set.
