For an Indian GST audit or investigation, organize records so an officer can follow every reported figure back to an original document, and every document forward to the return, ledger and payment that used it. Keep a complete source-document set, separate it by GST registration and business activity, preserve electronic history, and apply the statutory retention clock under the Central Goods and Services Tax (CGST) Act.

This guide is India/CGST-focused. State and Union Territory GST provisions, a notice’s wording and any current amendment can change what is required in a particular case. For a live investigation, appeal or dispute, have an Indian GST professional review the retention and production plan.

What the GST recordkeeping rules require

Section 35 of the CGST Act requires a registered person to keep books and records covering the business’s inward and outward supplies, stock, input tax credit, output tax payable and paid, and other prescribed particulars. The provision allows records to be maintained electronically. Read the current text of CGST Act section 35 alongside the rules.

The Accounts and Records Rules require records by activity and at the principal place of business and each relevant registered place. The detailed requirements, including electronic records and audit-trail controls, are set out by the Central Board of Indirect Taxes and Customs (CBIC) in its Accounts and Records Rules under GST. A useful archive is therefore organized around registrations, locations, activities and tax periods rather than around a single undifferentiated invoice pile.

XKDOUS 2 Pack Invoice Books, 2-Part Carbonless Receipt Books
  • Two-Part Carbonless Invoice Book: Each invoice book has 50 sets of invoices, each with a white/light yellow section, with the yellow section retained in the invoice book to maintain detailed records.
  • Consecutively Numbered: Enlarged red 6-digit numbers in the upper right corner of each invoice receipt book help you quickly navigate through your orders.
  • Wraparound Divider Flap: A thick folded cardboard divider is integrated into the back of each invoice book for use between each two-part sales order to prevent the written content from rubbing off on subsequent copies of the invoice, resulting in wasted invoices.
  • 2 Packs/50 Sets (100 Sets Total): Each invoice book provides 50 sequentially numbered carbonless sets of 2 invoice books for long-term use.
  • Customizable Space: Each invoice book for small business has space at the top to add a company seal or sticker.

What belongs in the source set

Retain the documents that prove what was supplied, when, to whom, at what value and tax rate, and how the transaction was delivered and settled. Depending on the transaction, that set can include:

  • Tax invoices and revised or amended invoices for outward supplies.
  • Invoices received from suppliers and the records supporting input tax credit.
  • Bills of supply where a tax invoice is not issued.
  • Credit notes and debit notes, with the original transaction clearly cross-referenced.
  • Delivery challans, transport documents and e-way bills when relevant.
  • Payment, receipt and journal vouchers, bank evidence and other records that explain settlement.
  • Stock and inventory records, including movements that connect purchase, storage and sale.
  • Filed returns, payment challans, ledgers, reconciliations and workings used to prepare the returns.

The list is transaction-dependent: retain every document needed to explain the particular supply, adjustment, credit, refund or stock movement, not just the invoice image.

Set up an archive that can be traced in both directions

The following taxonomy is a practical workflow, not an officially prescribed folder structure. Use it to make a return figure traceable to its source and a source document traceable to its return treatment without overwriting originals.

1. Start with the legal entity, financial year and GST registration

Create a top-level archive for each financial year and each GST registration or place of business that needs separate records. If one accounting system serves several registrations, keep a registration field in every index and an export that can be filtered to one registration. Do not rely on a branch’s informal name alone; record the GSTIN and registered location.

2. Index by return period

Within a year, create a folder or database view for each tax period used in the relevant returns. Keep the filed return, payment evidence, reconciliation and general-ledger extract together, with links or reference numbers to the underlying invoices and notes. A monthly or quarterly period index lets an officer start from a reported amount and reach the supporting documents quickly.

  • WIDE APPLICATION - Sales reciepts/invoice book for small business is ideal for restaurants, food trucks, vendors, service provider, photographers, caterers, florists, bakeries, cafes, boutiques and salons

3. Split records by activity and transaction class

Within each period, separate sales and other outward supplies from purchases and inward supplies. Add distinct indexes for credit and debit notes, delivery challans, e-way bills, vouchers, stock movements, exports or other activities that your business actually performs. Where a document belongs to more than one class, store one controlled original and use cross-references rather than creating unexplained copies.

4. Give every document a stable reference

Use a consistent identifier containing, for example, registration, financial year, period, document type and invoice number. Keep the supplier or customer GSTIN, invoice date, taxable value, tax components and return period as searchable fields. A naming convention is a convenience, not a legal format; the important result is that an index entry opens the unchanged source document and shows its relationship to the ledger and return.

5. Preserve reconciliations and payment records beside the source

Store the workings that reconcile sales registers to returns, purchase records to input-tax-credit claims, tax ledgers to cash or credit-ledger payments, and refund claims to their supporting schedules. Retain bank statements, challans and receipt evidence where they explain a tax payment or transaction. Cross-reference each reconciliation to the source-period index so a difference can be investigated without rebuilding the books from memory.

How long to keep GST invoices and records

Section 36 sets the ordinary statutory period at 72 months from the due date for furnishing the annual return for the year to which the accounts and records relate. The official text is available at CGST Act section 36: Period of retention of accounts.

“Every registered person required to keep and maintain books of account or other records in accordance with the provisions of sub-section (1) of section 35 shall retain them until the expiry of seventy-two months from the due date of furnishing of annual return for the year pertaining to such accounts and records:”

  • QUALITY INVOICES: Adams Order books provide a professional invoice or customer receipt; a great way to create and maintain a professional image for small businesses and service providers

  • CONSECUTIVELY NUMBERED: Large 6-digit numbers in the upper right hand corner help you thumb through orders quickly

The 72 months is a statutory period, not a recommendation based on a study. Calculate it from the annual-return due date applicable to the relevant year, rather than from the invoice date or the date on which a return was filed late.

Records connected with an appeal, revision, proceeding or investigation

For records pertaining to an appeal, revision, another proceeding or an investigation under Chapter XIX, section 36 extends retention to one year after final disposal or the ordinary 72-month period, whichever is later. The extension applies to records connected with that matter; it is not permission to discard other records that are still inside the ordinary period. Put a hold on the relevant records as soon as the matter is identified and record the final-disposal date when it becomes known.

Build a retention register

Maintain a simple schedule with the financial year, annual-return due date, ordinary destruction-eligible date, any notice or proceeding reference, final-disposal date and the later of the two resulting dates. Have a responsible person approve destruction, and exclude records subject to an unresolved notice, appeal, revision, proceeding or investigation. Check the current Act, rules, notifications and case-specific directions before acting on an expiry date.

Paper and digital archives: choose controls, not a medium

GST rules permit electronic records. Paper is not inherently safer, and software is not automatically compliant. Compare the methods against the controls an audit needs:

Control Paper approach Digital approach
Completeness Numbered, labelled files with a missing-document check and a controlled master copy. Mandatory metadata, sequence checks, attachment validation and an exception report for missing or duplicate numbers.
Retrieval Index by registration, period, activity and document number; keep files at the required place or an authorized accessible location. Search and filter by GSTIN, period, supplier or customer, invoice number and return line; test that links still open.
Traceability Write cross-reference numbers on the invoice, ledger printout and reconciliation. Link source documents, ledger entries, return workings and payment records without replacing the original file.
Corrections and history Do not erase pages; retain the original and a dated, explained correction. Keep edit and delete logs, user identity, timestamps and the before/after relationship required by the rules.
Backup and recovery Protect against fire, water, loss and unauthorized removal; maintain an indexed duplicate where practical. Use tested backups, access controls and a recovery copy in a separate failure domain; periodically perform a restore test.
Production on demand Prepare legible, authenticated copies and the index used to locate them. Export a readable, authenticated format and preserve the record layout, data dictionary and code explanations.

Whichever medium you use, the test is whether a complete, readable and reliable record can be produced when requested.

Electronic records and audit-trail controls

The Accounts and Records Rules address more than storing a PDF. For electronic registers and documents, preserve the history of edits and deletions and the inter-linkages among records. The CBIC rules page explains these requirements and the related production obligations.

Keep a recoverable audit trail

  • Enable application logging for creation, alteration and deletion of invoices, notes, ledgers and inventory entries.
  • Retain the user or system identity, date and time, and the relationship between the original and amended entry.
  • Prevent ordinary users from disabling or rewriting the log; restrict administrator access and review it periodically.
  • Back up the database, attachments and logs together often enough that a restore does not break the links between them.
  • After an upgrade or migration, test that historical documents, tax calculations, links and logs remain readable.

Document the system so another person can read it

Keep a description of the record layout, a data dictionary defining each field, and explanations of codes used for tax rates, supply types, locations, products and adjustment reasons. Record the software version and export method used for each archive period. If a field is derived, document the source fields and calculation so an exported total can be reproduced.

Test an evidence export

At scheduled intervals, select a completed period and export the registers, source documents, logs and index to a non-proprietary readable format. Confirm that counts match the system, attachments open, dates and tax amounts are legible, and a reviewer can follow a sample from return to ledger to invoice and back. Record the test result and correct broken links before a notice arrives.

Use the audit subjects as a retrieval checklist

Rule 101 says an audit officer verifies documents underlying the books and the returns and statements furnished under the Act and Rules. It identifies correctness of turnover, exemptions and deductions, tax rates, input tax credit availed and utilised, refunds claimed and other relevant issues. The rule refers to an audit notice in FORM GST ADT-01. These subjects are a retrieval checklist, not a prediction of what will be challenged in every case. See the official CGST Rules: Audit, Rule 101.

Turnover and outward supplies

Be able to reconcile the outward-supply register, amendments, credit and debit notes and stock or delivery evidence to the turnover reported in each return. Explain differences caused by timing, cancellations, advances or other documented adjustments.

Exemptions and deductions

Tax rates and place or type of supply

Preserve the rate determination, product or service description, applicable classification and the facts supporting the supply type. Link interstate, intrastate, export or other treatment to the invoice and transport or delivery evidence that applies.

Input tax credit

For each material credit claim, connect the supplier invoice, receipt or stock record, accounting entry, return treatment, payment or reversal and any reconciliation performed. Retain credit-note and reversal evidence so the claimed amount can be recalculated.

Refunds and other claims

Keep the application, statements, ledgers, invoices, payment evidence and calculation supporting each refund or other claim. Index the claim to the tax periods and source records it uses.

Responding when an audit or investigation starts

A notice or request should trigger controlled preservation and retrieval, not an improvised document dump.

  1. Log the request. Record the issuing authority, reference number, date received, response deadline, tax periods, registrations and subjects named. Preserve the original notice and attachments.
  2. Map the scope. Translate each requested item into archive locations and identify gaps, duplicate records, privileged advice and records covered by another hold. Do not silently fill a gap by editing an original.
  3. Apply a matter-specific hold. Flag every record pertaining to the appeal, revision, proceeding or Chapter XIX investigation so it is not destroyed while the matter remains open. Record the final-disposal event when notified.
  4. Assemble a production index. List each file or export, its period, document range, source system, hash or other internal integrity reference if used, and the person responsible for it. Include an explanation of abbreviations and codes.
  5. Validate completeness. Reconcile counts and totals to the filed returns and ledgers. Check invoice sequences, missing attachments, amended documents, notes and e-way bills where relevant.
  6. Produce readable records. Provide authenticated hard copies or a readable electronic format as requested, together with the layout, data dictionary, code explanations, record counts, audit trail and inter-linkages needed to interpret it.
  7. Keep a copy of what was supplied. Preserve the exact export, cover letter, acknowledgement and any subsequent clarification. Update the matter index after every submission or meeting.

Cooperate with the request while obtaining professional advice on scope, confidentiality, statements and disputed facts. A production index helps demonstrate what was supplied without changing the underlying books.

Common organization failures and fixes

  • Only invoices are kept. Add returns, ledgers, stock records, notes, delivery evidence, vouchers, payment records and reconciliations that explain the tax treatment.
  • Several registrations are mixed. Add GSTIN and registered-location fields and maintain registration-specific views or exports.
  • Documents are sorted only by vendor. Add tax period, activity and transaction class so a return-period request can be answered directly.
  • Corrections overwrite originals. Preserve the original, the amendment and the reason, with an immutable edit or deletion history for electronic records.
  • Backups exist but cannot be read. Perform restoration and export tests; keep the record layout, data dictionary and code explanations with the archive.
  • A notice is treated as an indefinite hold on everything. Apply the section 36 extension to records pertaining to the specified matter, while continuing the ordinary retention clock for all other records.
  • A physical binder is mistaken for compliance. No particular folder, scanner, binder or storage product is required by the cited provisions; completeness, traceability, preservation and production are what matter.
  • Software is assumed to guarantee compliance. Verify edit-log, audit-trail, backup, export, access-control and retention functions and test them with your own records.
