For a library of 22,000 photos, the manageable approach is to organize in passes—not to label every image at once. First protect the originals with a separate backup, then browse by capture date, flag only standout photos, and create a few albums for subjects, trips, events, or places. The title’s 22,000-photo figure is a personal premise, not a general benchmark.
1. Make the library safe before sorting
Before deleting, moving, or reorganizing files, confirm that you have a separate backup of the working library. A backup protects against mistakes as well as drive failure; it is not the same thing as syncing. Apple says a local backup remains important even when iCloud Photos is in use. On a Mac, Apple documents copying a Photos library to an external storage device. Keep that backup separate from the drive holding the working library.
There are two important Mac-specific details: Time Machine should not back up a Photos library to the same external device that holds that library, because their permissions may conflict; and if the library references image files stored outside the library, those files need their own backup. Start with time rather than trying to invent a perfect folder system. Browse the library by year, month, or day, and work through one small period at a time. Capture-date metadata can make this practical, and Adobe describes date-based organization as a basic way to sort photos. A dated view also gives you context for recognizing a trip, gathering, or stretch of everyday pictures without having to classify the entire library first.

Metadata can be incomplete or inaccurate, so treat dates as a browsing aid rather than a guarantee. If an image appears in the wrong place, correct its date only when you are confident about the actual capture time; otherwise, leave it for later instead of letting one uncertain file stall the process. 3. Mark only the photos worth finding again
Choose one lightweight signal—such as a favorite, flag, or rating—for images you know you will want to revisit. Use it for the standout shots, not as a score every photo must earn. Adobe explicitly notes that not every image needs a rating; marking selected photos makes them easier to find later.

This pass can stay simple: keep browsing by date, mark the images you value, and move on. You can make more detailed selections later if a particular project calls for them. The goal is to create a useful shortlist without turning the whole archive into a grading exercise.
4. Create a few meaningful albums
Make albums for categories that matter to you: a trip, a family event, a recurring subject, a person, or a place. Start with a small number and add a group when it will make future browsing easier. Albums are curated views of the library, not a reason to build a long, rigid folder taxonomy.

Keywords and other metadata can help with searches, but add them where they will answer a real future question—such as finding a recurring subject—not to every image by default. Lightroom Classic supports ratings and keywords in its catalog, while Adobe’s cloud-oriented Lightroom guidance also covers albums and metadata.
Which photo workflow fits your library?
The right tool depends on where you want originals stored, whether you need access on multiple devices, and how comfortable you are managing catalogs, local files, or cloud storage. These workflows are not interchangeable: a catalog, a synced library, and a cloud-centered collection handle files and changes differently.

Check cloud storage and deletion rules before relying on sync
Google’s help page currently describes up to 15 GB of account storage shared across Photos, Drive, and Gmail. That is an account-level allowance, and its details can change; check the current Google shared-storage information before planning around it.
Google also documents possible deletion after two years or more without using Google Photos, and a separate policy for prolonged storage over quota. Its activity and storage page describes notice before deletion under the inactivity policy. Check Google’s current activity and storage policy if your archive depends on the account remaining available. Cloud sync is not a substitute for a separate backup.

A low-stress order for the work
- Protect: Verify a separate backup exists before deleting or moving anything.
- Batch: Browse by capture date and choose one year, month, or day to work on.
- Shortlist: Mark only the standout images with one familiar favorite, flag, or rating.
- Group: Add a few albums and useful metadata for subjects, trips, events, or places you expect to search for again.
Once the first pass is done, maintain the library in the workflow that matches your device and storage needs. Keep file moves within a catalog-based application when required, and treat cleanup suggestions as prompts for review—not automatic permission to delete.
