Optimize an AI data center by measuring useful AI work per unit of total site resource, then co-designing workload scheduling, accelerators, networks, storage, power, cooling, water, controls and operations. GPU count and facility PUE are only partial indicators. A cluster can show high accelerator utilization while wasting energy moving data, rejecting heat or waiting on storage; a low-PUE building can still deliver little useful training or inference.
The practical objective is to maximize reliable AI goodput within the site’s power, cooling, water, connectivity, resilience, cost and staffing limits. That requires a measured baseline, a coupled facility model and operating controls that keep the design performing under real workloads.
Define optimization around useful AI output
Start with a system boundary that includes the entire service delivering AI work: compute, network, storage, power conversion, cooling, water systems, controls and backup infrastructure. For a training service, useful output might be completed training steps, time to a validated model or energy per successful run. For inference, it can be delivered tokens, requests or transactions per second at an agreed latency and quality.

These dimensions align with the metric categories discussed by NVIDIA, but that guidance is vendor-authored rather than an independent standard. Use it as a measurement menu, not as a universal benchmark.
Use PUE and WUE correctly
PUE measures facility overhead
The U.S. Department of Energy Federal Energy Management Program (FEMP) defines power usage effectiveness as:
PUE = total annual facility energy ÷ annual IT-equipment energy
Recommended Free Tools
IT energy is the denominator; cooling, power distribution losses, lighting and other facility loads are in the numerator. DOE’s January 9, 2019 cooling-efficiency guidance describes PUE 2.0 as average energy efficiency in its referenced Best Practices Guide. Highly efficient facilities can approach the theoretical minimum of 1.0, but no real site reaches that minimum because supporting systems consume energy.
PUE does not indicate how much useful AI work the IT equipment performs. A site can improve PUE while serving fewer inference requests, or increase PUE temporarily to finish a valuable training run faster. Report PUE beside workload throughput, utilization and time or energy to complete the job.
WUE exposes water use
FEMP defines water usage effectiveness as:
WUE = annual site water use in liters ÷ IT-equipment energy in kWh
Include the water boundary and accounting method with the number. Evaporative cooling, cooling-tower blowdown, makeup water and water treatment can materially change WUE. A lower WUE is not automatically better if it requires substantially more electricity, chemicals or maintenance; compare water and energy together.
Track output-normalized metrics
| Metric | What it answers | How to qualify it |
|---|---|---|
| AI goodput per watt | How much accepted AI work is delivered for total power. | State workload, quality target, measurement interval and whether facility loads are included. |
| Time and energy to train | How quickly and efficiently a defined training job reaches its target. | Use the same model, data, convergence criterion and failure accounting. |
| Inference throughput per watt | How many requests or tokens are served for each unit of energy. | Report batch size, latency objective, precision and accelerator configuration. |
| Accelerator utilization | Whether GPUs or other accelerators are busy. | Pair with pipeline stalls, memory use, network wait and completed work; busy cycles alone are not goodput. |
| Carbon per output | Emissions associated with a unit of AI work. | Identify grid-intensity data, time period and embodied-carbon treatment. |
| Resilience-adjusted output | How much useful work survives faults and maintenance. | Include retries, checkpoint loss, downtime and recovery time. |
Do not publish one universal target for these measures. Geography, tariff, workload mix, cooling design and service-level requirements change the right trade-off.

Build a workload and utilization baseline
Improving GPU utilization starts by finding why an accelerator is idle or producing little completed work. Instrument the path from job admission to result delivery, not just the device counter.
- Classify workloads. Separate distributed training, fine-tuning, batch inference, interactive inference and data preparation. Record model size, sequence length, batch shape, precision, checkpoint frequency and latency or completion targets.
- Measure end-to-end time. For each job, capture queue time, initialization, data loading, communication, compute, checkpointing, retries and finalization. A high device-duty cycle can hide long waits before or after computation.
- Correlate layers. Align accelerator telemetry with host CPU, memory, storage, network and facility meters. Look for synchronized stalls, congested links, slow reads, stragglers or scheduler gaps.
- Segment by service level. Interactive inference may justify headroom for latency, while batch jobs can use otherwise idle windows. Compare goodput at the required latency rather than maximizing occupancy at any cost.
- Set a repeatable baseline. Fix the dataset slice, model version, software stack and measurement window. Keep a record of total site energy and water for the same run where possible.
Ways to raise useful utilization
- Keep training input pipelines supplied by staging data close to the compute fabric and by monitoring storage wait, not only storage capacity.
- Schedule jobs with awareness of accelerator topology, network locality, power caps and cooling headroom. Avoid placing a communication-heavy job across a congested path.
- Use batching and request shaping for inference only where latency and quality targets still hold. A larger batch can raise throughput but hurt response time.
- Reserve capacity for failures, maintenance and burst demand. Running every accelerator at the thermal or power limit can reduce completed work when a fault causes retries or throttling.
- Right-size the hardware pool to the workload mix. A smaller, well-fed pool can deliver more goodput than a larger pool waiting on data, network or scheduling.
Co-design compute, network, storage and the facility
AI infrastructure is a coupled design problem. Accelerator density determines heat flux and power distribution; those choices determine cooling equipment, piping, control loops and floor layout. Network topology and storage placement determine whether the compute can be kept busy. Backup systems and utility capacity determine how much load can run during a disturbance.
NVIDIA’s DSX Facilities Infrastructure Reference Design illustrates this coordination with a grid substation, battery energy storage, backup generation, dry coolers, a central utility building, coolant distribution units (CDUs), compute halls, a network core and fiber interconnect. It is a project-specific reference design, not a typical facility or recommendation.

Those figures are illustrative sizing for that example; they are not requirements for an AI data center and should not be used as a capacity benchmark.
A legacy GPU-Ready Data Center white paper similarly names power, cooling, rack layout, storage, system architecture and network architecture as linked design dimensions. Its hardware discussion centers on DGX-1 and Tesla V100 systems, so use it for the coordination principle only, not for current specifications or performance.
Make capacity models multi-dimensional
| Capacity question | Failure if considered alone | Model with it |
|---|---|---|
| How many accelerators fit? | Racks exceed power or heat-rejection limits. | Rack kW, inlet temperature, airflow or liquid flow, floor loading and maintenance clearances. |
| How much utility power is available? | Conversion losses, cooling and backup systems consume the margin. | IT load, facility overhead, peak demand, redundancy and staged expansion. |
| How much network bandwidth is installed? | Topology, oversubscription or storage latency starves distributed jobs. | Collective-communication patterns, storage throughput, path diversity and congestion. |
| How much cooling capacity is rated? | Capacity is unavailable at local hot spots or during maintenance. | Per-rack heat load, control range, water or air limits, redundancy and failure modes. |
Plan power as an operating constraint
Power availability, interconnection schedules, tariffs, backup-fuel logistics and conversion losses can limit an otherwise sound compute plan. The Uptime Institute Global Data Center Survey 2026 reports that high costs remain the greatest concern for digital-infrastructure teams and highlights capacity forecasting, power availability and supply-chain issues. It also reports staffing difficulty. These are survey-level observations, not a forecast for every operator.
Use a staged power envelope
- Calculate the sustained and peak IT load for each workload class, including startup, checkpoint and failover behavior.
- Add conversion, distribution, cooling, pumping and control loads to create a whole-facility peak rather than multiplying a rack nameplate by rack count.
- Model redundancy explicitly. A component reserved for N+1 or 2N availability still occupies space, consumes standby energy and may constrain maintenance.
- Map utility-interconnection milestones, on-site generation, battery duration and fuel replenishment to the deployment schedule.
- Define operating power caps and workload priorities for grid events, equipment faults and hot-weather conditions.
Power caps should be coordinated with the scheduler and cooling controls. Throttling accelerators without rescheduling can extend jobs and increase total energy; shedding low-priority work may preserve service for latency-sensitive inference.

Optimize air cooling before changing the plant
Review temperature and humidity setpoints
DOE FEMP states: “Space temperatures in data centers are frequently controlled well below recommended set points, while humidity is often over-controlled at a very narrow range.” Broadening temperature or humidity setpoints within the applicable equipment operating envelope can reduce chiller demand and water use and may increase hours suitable for air-side economizing. Savings depend on the actual setpoint change, outdoor conditions and equipment limits; verify reliability requirements before adjustment.

Separate hot and cold air
Concentrated server exhaust can mix with supply air and force more fan or chiller work. Rack orientation, containment and disciplined blanking-panel and cable practices help keep exhaust away from IT inlets. FEMP attributes “20% less energy consumption at the chiller” to the cited airflow and isolation practices in its Best Practices Guide. Treat that as a source-specific potential, not a guaranteed project saving; measure inlet temperatures, fan speed and chiller power before and after the change.
Use economizers when climate and equipment allow
Water-side economizing uses a heat exchanger to reduce or bypass chiller load when outdoor conditions permit. Air-side economizing can provide similar relief where filtration, humidity, contaminants and local codes make it acceptable. Both require control sequences that transition smoothly and preserve the manufacturer’s temperature, humidity and water-quality limits.
Manage cooling-tower water
Cooling towers lose water through evaporation and blowdown. Increasing cycles of concentration can reduce blowdown makeup demand, but only within chemistry and equipment limits. Reverse-osmosis reuse may reduce freshwater demand while increasing PUE through pump and treatment energy and adding operating cost. Evaluate WUE, energy, discharge requirements, corrosion risk and staff capability together.
Choose liquid or hybrid heat rejection by density and site
Direct liquid cooling
Direct liquid cooling transfers heat from IT equipment into a recirculating liquid loop, often through a CDU. It can move more heat than air, and pumping can be more efficient than running large fans. DOE notes that successful liquid implementations can reduce PUE and WUE, but results depend on system configuration, climate, controls and heat rejection.
- Confirm which components are liquid-cooled and what residual room-air load remains.
- Provide leak detection, isolation, filtration, fluid-quality monitoring and safe service procedures.
- Coordinate CDU capacity, pumps, valves, controls and electrical redundancy with rack-level availability.
- Train operators and document maintenance intervals, spare parts and procedures for draining or replacing equipment.
Hybrid systems
Hybrid designs retain air cooling for some loads while using liquid for high-density equipment or combine different heat-rejection modes. A DOE-reported National Laboratory of the Rockies thermosyphon case combined an open cooling tower with air-cooled heat rejection and switched modes according to conditions; the cited facility reported PUE 1.06 and WUE 0.7. Those are results from that facility and configuration, not transferable targets for another site.
Liquid and hybrid systems add control loops and maintenance dependencies. Include commissioning tests for mode changes, sensor failure, pump failure, water chemistry and partial-capacity operation before accepting the design.
Design for rack density, airflow and maintainability
The Uptime Institute’s 2026 survey reports that more operators are seeing peak rack densities of 30 kW or above, while legacy infrastructure faces cooling constraints. A 30 kW rack is not merely a higher-power version of a 10 kW rack: heat removal, busway or cable capacity, floor loading, service access, fire protection and failure containment all change.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Check each density step
- Calculate worst-case rack and row heat, not just the average across a hall.
- Verify inlet temperatures during simultaneous peak compute and reduced cooling capacity.
- Provide physical separation and service clearances for manifolds, CDUs, power gear and network paths.
- Keep expansion zones from blocking airflow or maintenance routes for the commissioned phase.
- Test loss of a fan, pump, CDU, chiller or power path at the planned workload, with an orderly workload response.
Make controls and operations part of the design
A well-sized plant can perform poorly if controls fight one another or operators lack clear procedures. Connect facility-management data with the scheduler while preserving safe boundaries: the scheduler should know available power and thermal headroom, and the building-control system should never depend on an application action to remain safe.

Operate for resilience-adjusted goodput
Checkpoint policies, spare capacity, maintenance windows and recovery procedures affect the amount of useful work delivered. Measure failed or retried jobs and lost checkpoint work in the same dashboard as energy. A design that saves a small amount of cooling power but causes frequent training restarts may increase energy per completed model.

Compare cooling and facility strategies without a universal score
| Strategy | Useful when | Advantages | Trade-offs to validate |
|---|---|---|---|
| Air cooling with improved containment | Density and inlet temperatures remain within air-system limits. | Familiar maintenance, simpler rack servicing and potential chiller/fan savings from better separation. | Limited high-density headroom; savings depend on setpoints, airflow and climate. |
| Water-side or air-side economizing | Outdoor conditions and equipment ratings permit free cooling. | Can reduce chiller runtime during suitable hours. | Humidity, contaminants, filtration, water chemistry, controls and local weather constrain operation. |
| Direct liquid cooling | High-density racks exceed practical air-cooling limits. | High heat-transfer capability and potentially lower fan energy and PUE. | CDUs, pumps, leak controls, fluid maintenance, residual air load and trained staff add complexity. |
| Hybrid heat rejection | Loads and weather vary enough to benefit from multiple modes. | Can switch between efficient modes and retain flexibility for mixed equipment. | More valves, sensors, sequences and commissioning cases; site results are not universal. |
Evaluate every option on useful workload output and utilization; total energy and facility overhead; water and heat-rejection strategy; rack density and capacity; resilience and maintainability; and site-specific cost, grid access, climate and staffing. There is no credible single score or PUE threshold that resolves those trade-offs for every geography and workload.
Common failure modes and corrections
“GPU utilization is high, so the facility is efficient”
Why it fails: Accelerators may be busy with inefficient work or wait on storage and network transfers between bursts.
Correction: Tie utilization to completed training steps, validated models, inference throughput, latency and total site energy.
“A lower PUE proves the AI service improved”
Why it fails: PUE excludes whether IT equipment produced useful output.
Correction: Publish PUE with workload goodput, time or energy to train, inference throughput and resilience.
“Copy a reference design and its capacity figures”
Why it fails: Reference layouts are illustrative and depend on local grid, climate, codes, soil, water, labor and workload assumptions.

What a defensible optimization report contains
- A stated system boundary and definitions for PUE, WUE and useful AI output.
- Representative workload traces with utilization, queue, data, network and storage waits.
- Whole-facility energy and water measurements aligned to those traces.
- Power, cooling, rack-density and network capacity at normal, peak, maintenance and failure states.
- Climate, tariff, grid-access, water, supply-chain and staffing assumptions.
- Control sequences, alarm limits, maintenance responsibilities and rollback procedures.
- Before-and-after results that identify workload, date, hardware, software, weather and operating conditions.
With those elements, an AI data center can be optimized as a service-producing system rather than as a collection of GPU racks. The result is a design and operating model that makes explicit what the facility delivers, what it consumes and which constraints govern the next improvement.
