The most reliable way to reduce targeted shopping ads is to use several controls together: turn off advertising or sale-and-sharing options on each retailer, enable Global Privacy Control (GPC) in every browser you use, review phone and app advertising settings, and reset old identifiers when appropriate. No single setting blocks every ad. Retailers can still show contextual ads, and a store may continue personalizing offers from information it collected directly on its own site.

Start with the retailer’s cookie banner or privacy page, then add browser, device and industry opt-outs. The Federal Trade Commission explains the difference between first-party activity on the site you visit and third-party tracking across sites in its consumer guide: How Websites and Apps Collect and Use Your Information.

What “targeted ads” means on a shopping site

A retailer can use information from your visit—such as pages viewed, searches, items placed in a cart or purchases—to personalize ads and recommendations on its own site. This is generally first-party activity. Advertising companies can also use cookies, mobile identifiers or other technologies to connect activity across different sites and apps, then use that profile for cross-context advertising. The FTC describes both patterns and the role of cookie notices and privacy settings in its consumer guidance.

Opting out usually limits one or more advertising uses; it does not erase every record a retailer must keep for orders, fraud prevention, security, billing or legal compliance. It also does not mean that all advertising disappears. Contextual ads based on the page you are reading, rather than on a profile about you, can still appear.

The quickest practical plan

  1. Change the retailer’s own setting. Open the cookie banner, footer privacy link or account privacy page and choose Manage preferences, Privacy Choices, Your Privacy Choices or equivalent. Disable advertising cookies and any available sale, sharing or targeted-advertising options.
  2. Enable GPC in each browser. GPC sends a machine-readable opt-out preference to sites that receive and recognize it. It is an additional signal, not a universal ad blocker.
  3. Review every device and app. Check advertising controls in iOS, Android and connected-device privacy settings, plus privacy menus inside shopping apps.
  4. Use participating industry opt-outs. Tools from advertising-industry organizations can cover participating companies, but the choice may need to be made separately in each browser and on each device.
  5. Remove stale identifiers if useful. Clearing cookies, browsing history or mobile advertising identifiers can reduce use of previously stored signals, but it may sign you out or reset legitimate preferences.

These layers address different scopes, so applying only one leaves gaps.

Step 1: Opt out on each shopping website

Find the control

When a retailer first asks about cookies, look for a button such as Cookie settings, Manage preferences or Reject optional cookies. If the banner is gone, scroll to the footer for Privacy Choices, Your Privacy Choices, Do Not Sell or Share My Personal Information or a similar link. An account’s privacy or advertising page may provide another route. Labels and available categories differ by business and by region; do not assume that a control on one store exists on another.

Disable advertising uses

Inside the preference manager, turn off categories named Advertising, Targeting, Personalized advertising or Marketing. If the retailer presents legal choices instead of cookie categories, select the options covering sale, sharing or targeted advertising. Save or confirm the choice, then reopen the panel to check that it persisted.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A retailer may separate essential cookies from optional advertising cookies. Essential cookies can remain enabled for sign-in, checkout, security and shopping-cart functions. Rejecting optional advertising cookies does not necessarily prevent the retailer from using information it collects directly for first-party recommendations or promotions.

Submit a rights request when there is no switch

If the privacy page offers a “Do not sell or share” link or a form for targeted-advertising requests, follow that process. Some businesses require an email address or account verification; provide only what the form requires. Keep the confirmation page or email so you know when the request was received and what browser or account it covered.

Repeat after major changes

Cookie choices are often stored in a browser cookie or tied to a particular account. Deleting cookies, changing browsers, using a private window or switching devices can make the retailer ask again. Recheck the setting after a site redesign, account change or browser reset.

Step 2: Turn on Global Privacy Control (GPC)

GPC is a browser preference that communicates certain opt-outs—especially sale, sharing and cross-context targeted advertising—to a website. Recognition depends on the site and applicable law. Mozilla summarizes the limitation plainly: “GPC is a signal, not a blocker.” Some websites may ignore it, and the signal does not technically stop a tracker from loading.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Firefox

Mozilla documents GPC support in Firefox beginning with version 120. To configure it, open Firefox’s privacy settings and look for the Global Privacy Control or website privacy-preference option. Mozilla’s labels can change between releases, so use the current Firefox Global Privacy Control instructions if the wording differs. After enabling it, visit a retailer’s privacy page and confirm whether the site reports that it received your preference.

Microsoft Edge

  1. Open Settings in Edge.
  2. Select Privacy, search, and services.
  3. Find Privacy, then Global Privacy Control.
  4. Turn on the preference and restart or reload shopping tabs if Edge asks you to.

Microsoft says this setting is currently available in the United States and warns that websites may or may not honor the signal. The current path is documented in Microsoft’s Edge Global Privacy Control support page. If a future Edge release moves the switch, search Settings for “Global Privacy Control.”

What GPC does and does not cover

GPC is most useful for communicating a legal or policy preference about sale, sharing and cross-context targeted advertising. It is not a promise that a retailer will stop every personalized message. A store can still use first-party information gathered within its own service to rank products, recommend items or tailor offers, subject to its privacy policy and applicable law. GPC also does not delete past data, remove cookies already stored on your device or prevent contextual advertisements.

Step 3: Check phones, tablets, apps and connected devices

Mobile operating-system settings

Open the privacy section of each mobile operating system and review its advertising controls. Look for settings that limit ad personalization, allow or deny tracking by apps, or reset the device’s advertising identifier. The exact names and paths vary by operating-system version. Apply the setting on every phone or tablet used for shopping; an opt-out on one device does not automatically cover another.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Shopping apps

Open each app’s account, privacy or advertising menu. An app can have a separate consent record from the retailer’s website, even when you sign in with the same account. If the app opens a web page for a privacy request, complete that flow and return to the app to verify the status.

Smart TVs and other connected devices

Streaming boxes, smart TVs and voice-enabled devices can maintain their own advertising identifiers and privacy choices. Review their system privacy menus if you shop or view retailer content there. The NAI’s opt-out guidance covers device and member-site considerations alongside browser choices: NAI How to Opt Out.

Step 4: Use industry opt-out tools for participating advertisers

Industry tools can send opt-out requests to participating advertising companies at once, which is useful when the same ad technology appears on many stores. The NAI explains available browser, device and member-site paths in its How to Opt Out guide. Participation is not universal, and a tool’s result applies only to the companies and browser or device context it covers.

Run the tool in every browser you use for shopping, including a separate browser profile, and repeat it on each relevant phone, tablet and computer. Deleting the tool’s opt-out cookie later can undo the choice. These services generally place an opt-out marker rather than erase all historical information, so they complement—not replace—retailer privacy settings and GPC.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 5: Clear old cookies and advertising identifiers carefully

After changing preferences, you may choose to clear cookies, browsing and search history, or reset a mobile advertising identifier. The FTC lists these as possible measures for reducing the use of previously stored signals. Clearing data can also remove a retailer’s record of your privacy choice, sign you out of accounts, empty carts and reset language or accessibility settings. Change the site preference first, save any confirmation, and clear data only when the trade-off is acceptable.

  • Cookies: remove site and advertising cookies from the browser’s privacy or site-data controls.
  • History: delete browsing and search history if you do not want old local activity used for suggestions on that device.
  • Mobile identifier: use the operating system’s reset-advertising-ID control, then review app permissions again.

These actions affect local or device-held identifiers. They do not force a retailer to delete account, order or legally retained records, and they do not prevent new data collection after you continue browsing.

What targeted-ad opt-outs cannot guarantee

You will still see ads

Opting out changes how ads are selected, not whether advertising exists. A retailer may show an ad because of the page’s subject, your broad location, inventory or time of day. Contextual advertising does not require a cross-site profile.

First-party personalization may continue

A shopping site can use information collected on its own service for recommendations, search ranking or offers. The NAI distinguishes this first-party personalization from cross-context targeted advertising. A GPC signal aimed at the latter does not automatically prohibit the former.

Private browsing is not an opt-out

Private or incognito windows can discard local history when the session ends, but the sites you visit can still observe activity during the session. Private browsing is therefore a local-history feature, not a request that a retailer stop targeted advertising.

Ad blockers are incomplete

Ad-blocking software can hide some ad requests or page elements, but it may not block every tracker, first-party recommendation or ad delivered from the same domain as the content. The FTC treats ad blockers and private browsing as partial controls rather than complete solutions.

Why a retailer may appear not to honor your choice

  • The setting was saved in another browser. Repeat the retailer choice and GPC configuration in the browser where you see the ads.
  • Cookies were deleted. Reopen the privacy panel and save the preference again.
  • You are signed into an app. Check the app’s own privacy menu; a website choice may not govern the app.
  • The site uses first-party recommendations. Those can persist even when cross-site advertising is limited.
  • The site does not recognize GPC. Use its own privacy link or request form; GPC recognition is not universal.
  • The ad is contextual. An ad related to the product category or page topic is not necessarily based on your browsing history.

Take a screenshot or save a confirmation when a retailer accepts an opt-out. If the business provides a privacy-contact method, include the date, account or browser context and the exact choice you submitted rather than sending unnecessary purchase details.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Legal coverage: what changes by location

Whether a business must honor a universal opt-out signal depends on the jurisdiction, the organization’s coverage and the type of data use. Oregon’s Department of Justice says covered businesses and nonprofits must recognize universal opt-outs beginning January 1, 2026. That requirement is Oregon-specific and should not be generalized to every retailer or shopper elsewhere. Read the business’s notice and the law applicable to your location for the rights and exceptions that actually apply. The Oregon explanation is available in the Oregon DOJ 2026 universal-opt-out handout.

A repeatable maintenance routine

  1. When opening a new shopping site, set its optional advertising and sale/sharing choices before browsing deeply.
  2. Keep GPC enabled in every regular browser and verify it after browser updates or profile changes.
  3. Once a month, review privacy settings for shopping apps and devices used by other household members.
  4. After clearing cookies or resetting a phone, redo retailer and industry opt-outs that were stored locally.
  5. If ads seem personalized, identify whether they come from the retailer’s own account activity, a cross-site ad network or page context; choose the control that matches that source.

This routine limits the common gaps—an unconfigured second browser, a separate app profile and an erased opt-out cookie—without implying that every advertisement can be removed.
