Effective monitoring starts before an alert: maintain an accurate inventory of every public-facing asset, remove exposure that is not necessary, and collect enough network, application, host, identity, and security-control telemetry to reconstruct suspicious activity. Scanning can reveal exposed hosts and possible weaknesses; it cannot prove that exploitation did or did not occur. Detection requires correlated evidence and an investigation process.

This guide presents a practical workflow for security teams, IT administrators, and organizational leaders responsible for systems reachable from the internet.

What monitoring is meant to establish

Monitoring an internet-facing environment should answer four operational questions:

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Which systems, services, domains, and addresses are reachable from outside?
  • Which exposure is required for a documented business purpose, and who owns it?
  • Are observed logins, requests, processes, and network flows consistent with normal behavior?
  • When activity is suspicious, what happened, which accounts or assets were affected, and what containment is required?

A clean vulnerability scan is not evidence that no attacker is present. Conversely, a scan finding or an unusual request is not proof that compromise succeeded. Asset discovery, vulnerability assessment, detection engineering, and incident investigation answer different questions and must be operated together.

1. Build and maintain an exposure inventory

You cannot monitor an asset that you do not know exists. Start with a list of public IPv4 and IPv6 addresses, domains and subdomains, cloud-hosted services, web applications, remote-access gateways, firewalls, load balancers, VPN endpoints, network appliances, databases, and relevant industrial or IoT systems. Include systems managed by subsidiaries, contractors, development teams, and shadow IT.

Combine external discovery with internal records

External discovery can reveal services that do not appear in a configuration-management database. Reconcile findings with internal asset records, cloud inventories, DNS data, certificate records, ownership information, and network diagrams. For each item, record the business owner, technical contact, environment, data handled, operating system or firmware, exposed ports and protocols, authentication method, patch responsibility, and approved maintenance window.

CISA identifies active scanning, passive flow monitoring, log analysis, and infrastructure APIs as ways to discover assets or vulnerabilities. Its BOD 23-01 guidance treats asset discovery as a foundation for operational visibility; that directive applies directly to federal civilian executive branch agencies, while the underlying visibility practices are useful to other organizations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use more than one discovery view

  • Internet view: query address space, DNS, certificate transparency data, and externally observable services to find what an unauthenticated party can see.
  • Network view: use firewall, router, load-balancer, and flow records to identify active destinations and inbound paths.
  • Cloud view: inventory accounts, regions, public IPs, security groups, load balancers, storage endpoints, managed databases, and serverless entry points through provider APIs.
  • Application view: map production, staging, test, administrative, and API endpoints, including those published through content-delivery or API gateways.
  • Ownership view: assign every asset to a team and escalation contact. An unowned finding is unlikely to be remediated or investigated quickly.

Repeat discovery whenever infrastructure changes and on a defined schedule. Compare new results with the previous inventory so an unexpected hostname, certificate, open port, or cloud resource becomes an actionable change rather than background noise.

2. Reduce exposure before trying to detect every attack

Detection is not a substitute for reducing the attack surface. For each exposed service, document why it must be reachable, what users or systems depend on it, and what control limits access.

Remove or restrict unnecessary services

  • Disable unused ports, protocols, interfaces, and administrative consoles.
  • Replace plaintext services with encrypted alternatives and block direct internet access where a private path is sufficient.
  • Restrict management interfaces by source address, VPN, bastion host, or identity-aware access policy.
  • Remove default accounts and credentials; require unique, managed credentials and multi-factor authentication where feasible.
  • Patch supported operating systems, applications, appliances, and firmware according to risk and operational constraints.
  • Replace products that no longer receive security updates or isolate them behind compensating controls while a replacement is planned.

Check dependencies before closing a port or changing a route. An apparently unused endpoint may support a partner integration, monitoring probe, emergency procedure, or certificate-renewal process. Record the exception, its owner, expiration date, and compensating controls.

Protect necessary external access

For services that must remain public, enforce strong authentication, least privilege, rate limits where appropriate, secure configuration, current patches, and monitored access paths. Separate internet-facing components from internal systems with network segmentation and narrowly defined firewall rules. Ensure that logs from the protective controls are available to investigators; a control that blocks an attack but produces no usable evidence leaves uncertainty about targeting and scope.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Scan for exposure and known weaknesses

Run recurring external attack-surface discovery and vulnerability assessments, then prioritize findings by exploitability, business impact, exposure, and the presence of known exploitation. CISA Cyber Hygiene Services describes continuous assessment of public static IPv4 assets, weekly findings, and ad-hoc alerts for urgent issues; it also offers web-application scanning. Eligibility, enrollment, and scope can change, so verify the current service details directly with CISA.

Turn a finding into a remediation task

  1. Validate that the address, hostname, port, and service belong to your organization.
  2. Identify the owner and the exact software, version, firmware, or configuration responsible.
  3. Determine whether the finding is exploitable in the deployed configuration and whether a known exploited vulnerability is involved.
  4. Choose a response: patch, upgrade, disable, restrict, isolate, replace, or document a time-limited exception.
  5. Test the change, deploy it through the approved process, and rescan from an external perspective.
  6. Attach the scan evidence, remediation record, verification result, and exception expiration to the asset.

Scanning reports observed exposure and suspected weaknesses at the time of the assessment. It does not establish a universal detection rate, and a clean result does not prove that exploitation has not occurred. Monitoring of traffic, applications, identities, hosts, and security controls is needed to investigate actual activity.

4. Collect telemetry that can reveal exploitation

Enable logging on every layer that can show an attack path or its consequences. Synchronize clocks with a reliable time source and include timestamps with timezone or UTC context. Preserve source addresses, destination addresses, ports, protocols, request identifiers, usernames, asset identifiers, and action results wherever the system supports them.

Telemetry source Events to capture Why it matters
Web servers, APIs, and application gateways Requests, methods, paths, status codes, response sizes, user or service identity, authentication results, user-agent and correlation IDs Shows probing, exploit payloads, authentication abuse, unexpected endpoints, and application-level effects.
Operating systems and endpoints Process creation, service changes, scheduled tasks, file and configuration changes, local logins, security-policy changes, endpoint detections Helps determine whether a suspicious request led to code execution, persistence, or privilege changes.
Identity providers and directories Successful and failed logins, MFA outcomes, password and token changes, new accounts, group or role changes, service-account use Connects an external event to account takeover, privilege escalation, or misuse of credentials.
Firewalls, routers, VPNs, load balancers, and network devices Allowed and denied connections, NAT translations, administrative logins, configuration changes, flow records, rule changes Establishes reachability, lateral movement, policy bypass, and unexpected egress.
Cloud control planes and managed services API calls, security-group changes, public exposure changes, key use, object access, instance and container activity Reveals unauthorized control-plane actions and cloud resources created or exposed during an intrusion.
Security controls WAF, IDS/IPS, EDR, anti-malware, email, DLP, and vulnerability-scanner alerts Provides detection context and indicators to correlate with host, identity, and network evidence.

Capture administrator and service-account activity separately from ordinary user activity. Record the command or change where possible, not merely that a privileged session occurred. For privacy and legal requirements, define what content is collected, who may access it, and how long it is retained.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Centralize and protect the logs

Send logs over authenticated, encrypted channels to a central log-management or SIEM platform. Keep a local buffer so a temporary network outage does not erase evidence, and monitor for collection failures, clock drift, parsing errors, and storage exhaustion.

Protect evidence from tampering

  • Restrict log administration and deletion rights to a small, separate group.
  • Use append-only or write-once storage, integrity checks, and audit trails for access and changes.
  • Retain logs according to legal, regulatory, contractual, and incident-response requirements.
  • Maintain an off-site or otherwise isolated copy for critical systems so an attacker cannot erase every copy.
  • Test restoration and searching; a log that cannot be retrieved during an incident is not dependable evidence.

CISA points to Logging Made Easy and Malcolm as no-cost options and recommends centralized management and regular review. A SIEM can correlate events across identity, application, host, and network sources, but the platform must be evaluated for coverage, integrations, retention, access controls, and the staff required to operate it.

6. Establish baselines and alert on high-risk behavior

Baselines describe expected users, source locations, services, ports, request rates, administration windows, and outbound destinations. Build them from a representative period and revisit them after major architecture, staffing, or business changes. A baseline is a way to prioritize investigation, not a claim that every deviation is malicious.

High-value alert patterns

  • Repeated failed authentication followed by a success, especially from a new source or against a privileged account.
  • Administrative login outside the normal maintenance window or from an unusual country, network, device, or jump host.
  • New accounts, role changes, disabled MFA, altered security policies, or unexpected service-account use.
  • Web requests containing exploit-like syntax, traversal attempts, command-injection indicators, or access to administrative and backup paths.
  • Unexpected process creation by a web server, database, VPN service, or other internet-facing daemon.
  • Changes to firewall rules, security groups, routes, DNS, certificates, or public exposure settings.
  • Outbound connections from an exposed server to unusual destinations, protocols, or data volumes.
  • Security-control alerts that coincide with application errors, identity events, process changes, or network anomalies.

Set severity and ownership for each rule. Include the asset, account, source, time range, triggering evidence, and a link or query that lets an analyst retrieve related events. Measure alert volume and investigation time; tune noisy rules without disabling the underlying telemetry.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

7. Investigate an exploitation alert

No single signal should be treated as a definitive compromise verdict. Use a repeatable investigation that preserves evidence while reducing risk.

  1. Confirm the alert. Check timestamps, source addresses, parsing, duplicate events, and whether the activity was generated by an authorized scanner, penetration test, monitoring probe, or administrator.
  2. Define the affected scope. Identify the exposed asset, service, virtual host, account, process, cloud resource, and any related addresses or domains.
  3. Build a timeline. Correlate inbound requests with authentication, application errors, process creation, file changes, privilege events, outbound connections, and security-control alerts before and after the trigger.
  4. Look for access and persistence. Search for new accounts, tokens, scheduled tasks, services, startup changes, web shells, altered configuration, suspicious binaries, and unexpected administrative actions.
  5. Contain proportionately. Restrict the vulnerable path, isolate the host, revoke credentials or tokens, block malicious destinations, or remove the system from the internet while preserving evidence and maintaining essential operations.
  6. Eradicate and recover. Patch or replace the weakness, remove persistence, rotate secrets, validate clean software and configuration, restore from trusted sources, and monitor closely after returning the service.
  7. Document and improve. Record decisions, evidence, affected assets, notification requirements, and changes to detections, baselines, inventory, and response playbooks.

Assign incident-response roles before an incident: an incident lead, system and identity owners, network and cloud responders, communications and legal contacts, and an executive decision-maker. Test contact paths and escalation thresholds during exercises.

8. Know which internet-facing systems attackers target

ATT&CK technique T1190 describes exploitation of a weakness in an internet-facing host or system to gain initial network access. Relevant targets include:

9. Choose discovery, scanning, and logging tools

External discovery platforms

CISA names Shodan, Censys, Thingful, and Shadowserver as web-based platforms that can help identify internet-connected assets. CISA explicitly states that inclusion is not government endorsement. Compare any platform against your organization’s address, domain, cloud, application, and device coverage; data freshness; evidence quality; APIs; ownership workflows; and authorization requirements.

Government scanning services

CISA Cyber Hygiene Services describes vulnerability scanning for public static IPv4 assets and separate web-application scanning. Confirm current eligibility, scope, enrollment, and notification behavior directly with CISA before relying on the service for coverage.

Central logging and correlation

Logging Made Easy and Malcolm are identified by CISA as no-cost tools. A commercial SIEM or managed service may be appropriate when internal staff cannot provide continuous review, but evaluate secure transport, parser and integration support, retention, access controls, alert handling, investigation assistance, and data-residency requirements. No tool should be presented as detecting every exploit attempt.

Comparison criteria

Criterion Questions to ask
Coverage Does it include public IPs, domains, cloud services, applications, devices, identity, host, and network telemetry that you actually operate?
Freshness How often are assets discovered and scanned, and how quickly do urgent findings reach an owner?
Evidence Can analysts validate a finding and connect it to a specific asset, owner, request, account, or process?
Integration Are APIs, standard log formats, vulnerability data, ticketing, and incident workflows supported?
Operational fit Can your staff authorize, deploy, tune, monitor, and respond to the service within its constraints?
Security Are transport, administrative access, stored data, backups, and deletion controls protected?

10. Operate the program on a defined cadence

Assign recurring work rather than treating monitoring as a one-time project.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Cadence Activities
Continuous or near real time Collect logs, monitor collection health, alert on high-risk authentication, privilege, configuration, process, and network events, and route alerts to an on-call owner.
Daily Review high-severity alerts, failed or delayed collectors, newly exposed services, and unresolved response actions.
Weekly Review external scan findings, prioritize known exploited or high-risk exposures, reconcile new assets with owners, and tune noisy detections.
Monthly Test alert routing, sample retained logs, verify time synchronization, review exceptions and expiration dates, and inspect administrator access to monitoring systems.
After a major change Re-run exposure discovery, update the architecture and ownership records, validate controls, and adjust baselines and detections.
Periodically Exercise incident-response roles, test log restoration and evidence handling, review retention and privacy requirements, and reassess whether each public service is still necessary.

Common failure modes and fixes

Unknown or ownerless assets

Symptom: scanners find domains or addresses that no team recognizes. Fix: require ownership and business purpose for every exposed asset, quarantine or remove unclaimed exposure, and reconcile external discovery with internal records.

Collecting logs without reviewing them

Symptom: large volumes are stored, but no one knows which events matter. Fix: define priority detections, assign review responsibility, test searches, and measure response time and coverage gaps.

Alerting on isolated anomalies

Symptom: analysts close alerts based on one unusual request or login. Fix: correlate identity, application, host, and network evidence and document the reasoning for each disposition.

Overlooking egress

Symptom: inbound probes are visible, but a compromised server’s outbound activity is not. Fix: log and baseline outbound connections, DNS, destinations, protocols, and data-transfer patterns.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Unprotected monitoring infrastructure

Symptom: attackers can alter or delete the evidence used to investigate them. Fix: separate administrative roles, use append-only or isolated storage, protect transport, retain off-site copies, and audit access.

Confusing scanning with detection

Symptom: a clean scan is reported as proof of no compromise. Fix: state clearly what the scan observed, then use telemetry and investigation to assess whether exploitation occurred.

Important scope and evidence limits

CISA’s joint communications-infrastructure visibility guidance is tailored to that sector, although it notes that some recommendations can apply to organizations with on-premises enterprise equipment. Federal BOD 23-01 is a federal civilian executive-branch requirement, not a universal compliance obligation. Adapt controls to your architecture, legal duties, risk tolerance, and operational capacity.

Public guidance does not establish that any particular scanner, SIEM, or managed service detects every exploit attempt, nor does it provide universal detection or false-positive rates. Treat asset discovery, a scan result, and an individual alert as evidence to validate—not as a definitive statement about compromise status.
