Modernize storage by first finding out what data exists, where it lives, who can access it, and how quickly the business must recover it. Then choose storage and security controls around each workload’s access patterns, sensitivity, scale, and recovery needs. Moving everything into one cloud service does not, by itself, solve data sprawl.
The gap between confidence and control can be real. In a Cloud Security Alliance survey conducted online in November 2025, 56% of 210 IT and security professional respondents said their organizations had only partial visibility into where data was stored. While 75% expressed confidence in securing unstructured data, 68% said a significant portion remained unprotected. These are survey findings, not industry-wide measurements; Thales commissioned and financed the study and co-developed its questionnaire with CSA analysts.
Why treat storage modernization as a governance problem?
Storage sprawl is not just too much capacity or too many platforms. It is the difficulty of answering basic operational questions: which information exists, where it is held, which applications depend on it, who can reach it, and whether it can be restored after damage or deletion.
That difficulty can grow as storage architectures evolve. NIST Special Publication 800-209, finalized October 26, 2020, covers block, file, and object storage and the shift from directly attached systems toward networked and cloud-based access. It also warns that architectural evolution increases management complexity and the probability of configuration errors. Consolidating tools may improve visibility, but collapsing unlike workloads into one undifferentiated environment can create new risks.

It also automatically finds and deletes similar or duplicate photo, backs up live photos and allows you to share them with your friends or family with just one tap. Everything stays effortlessly organized, powered by intelligent tagging and recognition.
Unstructured data makes the problem especially visible. In the same November 2025 CSA survey, respondents reported that unstructured data accounted for approximately 33% of enterprise data and semi-structured data for another 21%. Thirty-two percent said they used 11 or more tools to manage unstructured data; within that group, 12% relied on at least 21 tools. These figures describe CSA survey respondents, not a universal enterprise benchmark.
What should you establish before choosing an architecture?
Build a usable inventory before selecting platforms or moving data. NIST SP 1800-25, finalized December 8, 2020, treats knowledge of assets as a prerequisite to defending data against corruption and destruction. An inventory should connect data to the systems and people responsible for it, rather than stopping at a list of storage devices.
Inventory the data and its dependencies
- Record storage systems, services, locations, data sets, applications, owners, and the paths used to access each.
- Map application and business dependencies, including data that is copied, shared, transformed, or retained by another system.
- Identify who administers each environment and who approves access, retention, and recovery decisions.
- Mark unknown owners, untracked copies, and unclear access routes as remediation items rather than assuming they are low risk.
Classify by sensitivity and business impact
Use practical categories that drive decisions: sensitivity, business criticality, access frequency, retention needs, and acceptable recovery time and data loss. Tagging and labeling help apply those categories consistently. NSA’s April 9, 2024 guidance on maturing data security describes labeling alongside encryption, data loss prevention, and data rights management as capabilities of the Zero Trust data pillar.

Classification should affect access, protection, and recovery. Sensitive or business-critical information may need narrower access, stronger isolation, and more frequent or more rigorously tested recovery than low-impact data. Do not apply the same policy to every data set merely because it shares a platform.
Which storage architecture fits each workload?
Block, file, and object storage are different service types, not interchangeable labels for the same design. Local, networked, and cloud-based deployment choices also change how data is accessed and managed. Compare options against actual workload needs and operating boundaries.
| Storage service type | What to evaluate | Questions for the workload |
|---|---|---|
| Block | Application access pattern, performance needs, capacity growth, and how the service is operated and protected. | Does the application need block-oriented storage, and what access and recovery characteristics does it require? |
| File | Shared access paths, permissions, ownership, network exposure, and the complexity of managing shared data. | Which users and applications need file access, and how will access be governed? |
| Object | Data volume and growth, access patterns, sensitivity, location, and recovery design. | How will objects be organized, protected, accessed, and restored as the data set grows? |
NIST SP 800-209 covers these service types but does not make one universally preferable. Assess each candidate architecture for workload and access fit, performance and data movement needs, growth path, management complexity, security boundaries, location or compliance constraints, portability, and recovery requirements. Total operating cost and migration effort depend on the organization’s systems and data; the cited guidance does not establish a cross-industry cost or timeline.

Compare deployment patterns, not just storage labels
Directly attached, networked, and cloud-based designs differ in how systems reach data and how teams manage their boundaries. Consider who operates the storage, which networks and identities can reach it, where copies reside, and how recovery works if an account, site, or service is unavailable. A cloud location is not automatically isolated from the production environment, and a local copy is not automatically protected from deletion or compromise.

How can you reduce complexity without creating a bigger shared risk?
Consolidation can help when overlapping tools and manual processes make it hard to see or protect data. The aim is to remove avoidable variation while preserving useful separation by workload, environment, sensitivity, ownership, or region. Fewer platforms are not inherently safer if they create broad access or a single failure boundary.
- Find the sources of operational friction. Use the inventory to identify redundant tools, duplicate data, unclear ownership, inconsistent controls, and manual handoffs.
- Define the boundaries that must remain. Separate production from non-production and distinguish workloads or data sets that have different sensitivity, access, recovery, or location requirements.
- Consolidate selectively. Prefer shared services where they improve control and visibility without weakening isolation or making recovery dependent on one undifferentiated environment.
- Review the resulting configuration. Confirm that permissions, network paths, logging, protection settings, and restore procedures match the intended boundaries.
Microsoft’s Azure documentation illustrates a vendor-specific way to consider storage-account separation by workload, environment, and sensitivity, including regional isolation. Those examples apply to Azure and should not be treated as a universal architecture prescription.

What controls protect stored data and storage systems?
Protect both the infrastructure that stores data and the data itself. NIST SP 800-209 identifies control areas including access authorization, configuration management, data protection, isolation, restoration assurance, and encryption. NIST SP 1800-25 addresses identifying and protecting assets against ransomware and other destructive events. NSA’s data-pillar guidance adds data tagging and labeling, data loss prevention, and data rights management.
- Control access: authenticate users and services, authorize only the access they need, and review permissions as responsibilities change.
- Protect confidentiality: use encryption appropriate to the data and architecture, including attention to access to encryption keys.
- Preserve boundaries: isolate sensitive workloads and recovery resources so that compromise of one environment does not automatically expose or erase another.
- Control configuration: document approved settings, manage changes, and check for configuration drift that could expose storage or weaken protection.
- Monitor and detect: log relevant access and administrative activity, monitor for unexpected changes, and investigate signals that data or controls have been altered.
- Check integrity and readiness: use integrity checks and restoration assurance appropriate to the systems and data being protected.
- Apply data-level policies: use labels, data loss prevention, and rights management where they help enforce handling rules beyond the storage platform itself.
NSA Director of Cybersecurity Dave Luber described the rationale for data-level controls this way: “Assuming that breaches will occur, implementing the pillars of the Zero Trust Framework is how we combat that activity. Data pillar capabilities verify all access to data — one of the key foundational elements for building improved cybersecurity — thereby reducing the impact of breaches and enabling earlier detection of even advanced malicious cyber actor activities.”

Plan recovery around business impact, not the mere existence of a copy. Determine which data and applications must be restored first, how much data loss is tolerable, and how quickly services need to return. Then choose backup locations and protections that support those objectives.

The UK National Cyber Security Centre’s November 22, 2024 guidance, “Ransomware-resistant backups,” recognizes both on-premises and cloud backup copies as options, but warns that neither is ransomware-resistant by default. A backup that can be reached and deleted through compromised production credentials may fail when it is needed.
- Restrict administrative access to backup systems and copies; do not assume production access controls are sufficient.
- Assess protective mechanisms, including separation from production and resistance to unauthorized changes or deletion where available.
- Monitor backup health and investigate failures, gaps, or unexpected changes.
- Regularly test restoration, including whether recovered data is usable and whether dependent services can be brought back in the required order.
- Record test results, problems, owners, and corrective actions so that recovery capability is demonstrated rather than presumed.
An external hard drive can serve as one offline backup destination for a suitable workload. NIST lists hard disk drives among storage media, and the NCSC recognizes physical on-premises storage as a backup option. A drive alone, however, is not an enterprise backup plan: the organization still needs controlled access, monitoring, a recovery process, and tested copies appropriate to its requirements.
How can teams put modernization into operation?
Use a staged program so architecture decisions follow from visibility and business priorities rather than from a platform-first migration target.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors- Establish ownership and scope. Name the business and technical owners for storage environments, data sets, applications, security controls, and recovery decisions.
- Build and validate the inventory. Map data, locations, copies, access paths, dependencies, and unknowns; ask application owners to validate the map.
- Classify and prioritize. Apply sensitivity and business-impact labels, then identify the data sets with the greatest exposure or recovery consequence.
- Set requirements for each workload. Capture access patterns, scale, performance needs, location constraints, security boundaries, and recovery objectives before comparing service types or deployment patterns.
- Choose and document the target design. Record why the selected architecture fits, what boundaries it preserves, and how it will be managed, monitored, and recovered.
- Move in controlled stages. Validate permissions, application behavior, data integrity, logging, and recovery procedures for each migration before retiring the prior environment or copy.
- Operate and reassess. Keep inventories, classifications, configurations, access reviews, and restore tests current as workloads, ownership, and risk change.
Track whether the program is improving the answers to operational questions: Can teams locate important data and its owner? Are access and protection policies aligned to its classification? Are backup failures visible? Have restorations been demonstrated? These measures are more useful than counting migrated terabytes alone.
