You can reduce disruption by building the target cloud alongside the existing environment, testing a low-risk workload first, and moving services in controlled phases. For OpenStack, “live migration” is not a universal cross-platform transfer or a promise of zero downtime: support depends on the source and target configuration, and cold migration restarts the instance. Plan each move around tested compatibility, service-specific acceptance criteria, and an agreed rollback decision.

What “without disrupting users” can—and cannot—mean

A workload migration changes more than where a virtual machine runs. It can affect application availability, data consistency, performance, identity and access, monitoring, and the operational routines teams rely on. The goal is therefore not to assume that a migration tool makes the move invisible. It is to control the size and timing of each change, detect problems before users do, and make the decision to proceed or stop explicit.

This guide focuses on migrating workloads to an OpenStack-based cloud stack, particularly when moving from a separate virtualization environment. The general planning approach also applies to other open-source cloud targets, but OpenStack-specific features and migration-tool support must not be assumed to apply to another platform. OpenStack’s documentation landing page identifies release 2026.2 as the September 2026 release. For implementation, check documentation and feature support for the actual release and deployment you operate; some documented migration details cited below are from older releases and establish concepts, not current defaults.

Choose the migration method for the actual environment

First distinguish an instance-placement operation inside a supported cloud from a conversion or migration between platforms. Nova live migration moves a running instance between compatible compute hosts when the relevant hypervisor, driver, storage, and configuration support it. It is not by itself a general-purpose VMware-to-OpenStack conversion. A cross-platform move may require guest conversion, data transfer, and a planned cutover, even if a later within-cloud host move can be live.

Approach What happens Interruption and constraints Best fit
Live migration A running instance is moved between compute hosts in a configuration that supports the operation. May reduce interruption, but support is limited to compatible hypervisor and driver configurations. It does not establish that cross-platform conversion is supported or that an application will experience zero downtime. The Nova migration guidance referenced here is Ussuri-era documentation; verify behavior for the deployed release. Moving instances between supported hosts in an existing cloud, or another specifically validated live-migration scenario.
Cold migration The instance is shut down, moved to another hypervisor, and restarted. There is an outage while the instance is stopped and restarted. OpenStack Nova’s Ussuri documentation says the instance recognizes that it was rebooted and the application running on it is disrupted. Moves where the source and target path supports this operation and the service can tolerate a planned restart.
Tool-assisted conversion or platform migration A tool may convert virtual hardware or coordinate transfer from one platform to another; the exact method depends on the tool and workload. Support, data-copy behavior, guest-device changes, licensing, recovery options, and interruption vary. A tool name alone does not establish current compatibility or a downtime guarantee. Moving from a different virtualization stack when a verified tool path covers the specific source, target, guest, and storage configuration.

OpenStack’s older Mitaka migration-configuration guidance describes an important storage constraint: a block migration may fail to finish if the workload writes data faster than the network can copy it. Treat that as a design risk to test, not as a current universal limit or a reason to assume every transfer method behaves the same way. Shared storage and block-copy approaches have different prerequisites and data-transfer behavior. Establish which one the proposed path uses, then validate it under representative write activity.

Build a workload inventory before moving anything

A migration plan is only as safe as its understanding of what each service depends on. Record the workload, its owner, the users or systems it serves, its dependencies, and how the service will be judged after the move. Include the relationships that are easy to overlook: scheduled jobs, integrations, authentication, certificates, external endpoints, backups, monitoring, and operational access.

Capture service and recovery requirements

  • Business and technical owner: identify who can accept the result and who can authorize a stop or rollback.
  • Dependencies: map upstream and downstream services, shared databases or storage, name resolution, identity, network paths, and any fixed addresses or allowlists that affect access.
  • Service objectives: document the existing availability and performance expectations, the acceptable maintenance window, and the impact of a failed move. Set workload-specific thresholds with the service owner; there is no universal acceptance number established for all migrations.
  • Data and recovery: estimate the data set and its write rate, identify the authoritative copy during cutover, confirm backup and restore procedures, and state how recovery will work if validation fails.
  • Operations: record how the service is deployed, monitored, patched, backed up, accessed by administrators, and supported during and after the change.

Group workloads into migration waves by dependency and risk, not just by server count. A set of tightly coupled services may need one coordinated cutover; unrelated low-risk systems may make better early pilots. Mark critical services and workloads with unclear ownership or recovery paths as unsuitable for the first wave until those gaps are resolved.

Assess target compatibility and capacity

Before selecting a tool or scheduling downtime, verify that the target can run the workload as operated—not merely that it can create a virtual machine. The OpenInfra VMware-to-OpenStack migration guide calls for hardware assessment. Its conversion details are VMware-specific and should not be generalized to another source platform without a separate compatibility assessment.

Check infrastructure and guest requirements

  • Compute: compare processor features and capacity with guest requirements, and confirm that the target has enough headroom for the planned wave and normal operation. Include the impact of a host failure or maintenance event in that assessment.
  • Storage: establish where source and target data reside, what copy or shared-storage method the migration uses, and whether the target can meet the workload’s capacity and performance needs. Test behavior while the guest is actively writing data.
  • Network: verify connectivity between source, target, users, dependencies, and transfer endpoints. Assess whether available network capacity can carry both migration traffic and normal service traffic during the planned window.
  • Guest devices and drivers: confirm that the guest operating system can use the target’s virtual devices. The OpenInfra guide describes replacing VMware-specific drivers with virtio-compatible components when moving to the OpenStack virtual hardware stack. Validate the correct steps for the guest OS and source platform rather than applying that example indiscriminately.
  • Access and security: check identity integration, administrator access, firewall rules, security policy, secrets, and certificates on the target. Confirm user access from the real paths users take, not only from an administrator’s test session.
  • Capacity and coexistence: account for the temporary period when source and target environments run in parallel. Confirm that licenses, address assignments, storage capacity, and operational coverage permit that overlap.

Keep compatibility findings with the workload record. An unverified device, unsupported guest configuration, or uncertain transfer path is a decision point—not a detail to leave for the cutover window.

Build and validate the target in parallel

Stand up the target environment while the source remains available. A parallel build gives teams a place to validate infrastructure, access, observability, and operational procedures before the workload’s users depend on it. The OpenInfra migration guide recommends phased migration, testing, and optimization; it does not prescribe universal thresholds or a single rollback procedure.

  1. Prepare the target foundations. Configure the compute, storage, networking, identity, monitoring, backup, and administrative access required for the pilot. Record configuration differences that could affect the service.
  2. Confirm the migration path. For the exact source and target versions, hypervisor, guest, storage model, and network, verify what the chosen method supports. Identify whether the move is live, cold, or a tool-assisted conversion, and what work must occur before and after data transfer.
  3. Practice the operational path. Ensure the team can observe the workload, reach it through normal user access routes, perform its routine operations, and recover it using the agreed process. A successful VM boot is not a complete service test.
  4. Test data and application behavior. Validate application functions and data integrity on the target. Exercise dependencies, scheduled tasks, and representative read and write activity. Record results against acceptance criteria agreed with the service owner.
  5. Optimize and repeat where needed. Investigate differences in performance, configuration, or operations before expanding the rollout. Do not treat one successful boot as evidence that unrelated workloads are ready.

Run a representative low-risk pilot

Choose a workload with a clear owner, manageable impact, and a recovery path the team has practiced. It should still be representative enough to test the things that can make larger moves fail: meaningful data transfer, normal write activity, user access, monitoring, and dependencies. A toy instance that does not exercise the migration’s real constraints can prove very little.

  • Key application functions complete, and the data checks agreed for the workload pass.
  • Performance and resource behavior meet the service owner’s defined expectations under representative activity.
  • Identity, permissions, monitoring, alerting, backup, and operational access work as intended.
  • The team can execute the recovery or rollback plan within the window and conditions agreed before the move.

Also define conditions that halt the phase: for example, a failed data-integrity check, a broken dependency, inability to monitor the workload, or a result outside the service owner’s accepted limits. These are examples to tailor, not universal thresholds. Give named people authority to call a stop, and specify who decides whether the workload remains on the target, returns to the source, or needs another recovery action.

Plan cutover, communications, and rollback by phase

Each wave needs its own change plan. A migration window is not a substitute for ownership or recovery design. Before the change, coordinate the service owner, platform and network operators, application support, and anyone responsible for user communications. State what users may notice, when the change begins, where service status will be communicated, and how to report a problem.

Cutover checklist

  • Confirm the target is ready, required capacity is available, and the precise migration method has been validated for this workload.
  • Confirm backups and recovery procedures, identify the source of authoritative data during the move, and decide how writes will be handled at cutover.
  • Agree on the change window, sequence of actions, named owners, service checks, stop conditions, and decision authority.
  • Prepare the user and support communications, including what is changing and how users will report an issue.
  • After transfer, run the pre-agreed application, data, access, performance, monitoring, and operational checks before declaring the phase successful.
  • Keep the source environment available as specified in the workload’s recovery plan until the service owner accepts the target and the team has completed its agreed observation and cleanup steps.

Rollback is not automatically as simple as switching the VM back. Data may have changed on the target, and two active copies can diverge. Decide in advance which copy is authoritative at each stage, whether target-side writes must be reconciled, and how the team will prevent users or integrations from writing to the wrong environment. The exact procedure depends on the application and migration method; do not promise a universal rollback sequence.

Expand only when the pilot earns it

After each phase, review results with the service owner and operations team. Compare actual behavior with the acceptance criteria, identify unexpected work, and update the runbook before the next wave. If a pilot reveals a driver issue, a transfer bottleneck, a missing dependency, or an operational gap, resolve it and retest the affected path rather than carrying the uncertainty into more critical services.

Move higher-criticality applications only when the relevant compatibility checks, recovery plan, and service acceptance support the decision. A successful pilot is evidence for the conditions it tested; it is not proof that every workload or migration method is safe. Keep phases small enough that a problem can be isolated and the people responsible can respond without putting unrelated services at risk.

Account for host maintenance separately

Workload migration planning also helps when maintaining the cloud itself. OpenStack TripleO’s quiescing guidance describes evacuating workloads from a compute node before shutting it down so end-user virtual machines are not affected by the maintenance action. The exact procedure is deployment- and version-specific. Consult the documentation for the deployed environment and verify the evacuation path, destination capacity, and effect on workloads before relying on it. Do not infer that an evacuation procedure is interchangeable with cross-platform conversion or that it removes every service-level risk.

Evaluate migration tools without treating names as guarantees

An OpenInfra VMware-to-OpenStack white paper names Coriolis, MigrateKit, ZConverter, Red Hat Virt-V2V, Red Hat Migration Toolkit for Virtualization, and Mirantis migration tooling among options discussed for migration scenarios. The migration guide also mentions virt-v2v and nbdkit in the context of converting workloads to the target virtual hardware stack. These mentions identify candidates to investigate; they are not a current independent benchmark, endorsement, or confirmation that a product, feature, or partner program remains available.

  • Whether it performs conversion, data transfer, orchestration, or another part of the workflow—and which steps remain your responsibility.
  • Storage and network requirements, handling of write activity, expected service interruption, and failure recovery behavior.
  • License, support path, product availability, and who owns troubleshooting during the cutover.
  • Whether a test migration can be repeated safely and how its outcome will be validated.

Choose the method only after those details match the workload and have been exercised in the target environment. Tool selection cannot replace the compatibility assessment or service-owner acceptance.

Common causes of avoidable user impact

  • Assuming “live” means no interruption: live migration applies only to supported configurations and does not establish that an application-level cross-platform move is live or invisible to users. Validate the exact operation and service behavior.
  • Ignoring write rate during block copy: if a workload generates writes faster than the network can copy data, the transfer may not complete. Test with representative write activity and reconsider the storage or transfer approach if it does not converge.
  • Moving an unassessed guest: source-specific virtual devices and drivers may not work on the target. Verify guest compatibility and conversion requirements before the change window.
  • Testing infrastructure instead of the service: a running instance does not prove that users can authenticate, reach dependencies, complete application work, or get the expected data.
  • Expanding before learning from the pilot: a small, successful test does not establish readiness for a different guest, storage pattern, or criticality level. Apply the result only to workloads with comparable conditions.
  • Leaving rollback undefined: unclear ownership of data writes or an untested recovery path can turn a contained failure into a prolonged incident. Set the authoritative data source, decision authority, and recovery steps before cutover.

A practical go/no-go decision

Proceed with a workload only when its owner and migration team can answer “yes” to the checks that matter for that service:

  • Is the source-to-target method supported for the actual configuration, and has the team tested it?
  • Are compute, storage, network, guest devices, and capacity understood, including during transfer?
  • Can users and dependencies reach the target through the expected paths?
  • Are application behavior, data integrity, performance, identity, monitoring, and operations covered by explicit acceptance checks?
  • Are the change window, communications, stop conditions, decision authority, and recovery plan agreed?

If a material answer is unknown, defer that workload or run a focused test to resolve the uncertainty. The safe sequence is parallel build, compatibility assessment, low-risk representative pilot, measured optimization, service-owner sign-off, then progressively more critical phases.
