Move a Terraform configuration to Google provider 8.0 as a compatibility migration, not as a simple version edit. First bring the configuration to the final 7.x release, remove the deprecations and resource-specific incompatibilities identified by the upgrade guide, and obtain an expected, warning-free plan. Only then change the constraint to 8.x, initialize Terraform, and compare the new plan with the last 7.x plan before applying.
The Registry showed hashicorp/google 8.2.0 as the latest release on October 11, 2026. The title “8.0” refers to the major-series boundary; select a constraint that matches whether you need the 8.0 patch line or any compatible 8.x release, and verify the live Registry before running version-specific commands. See the Google provider listing and the official 8.0 upgrade guide.
What changes when you move from Google provider 7.x to 8.0?
Provider 8.0 contains breaking changes at the resource-schema and behavior levels. The important categories are:
Recommended Free Tools
- Defaults that select different Google Cloud behavior, notably the load-balancing scheme.
- List attributes becoming sets, which invalidates numeric indexing and order-dependent expressions.
- Removed resources and arguments that must be replaced, removed from configuration, or managed in the Cloud Console.
- Newly required arguments and changed value types.
- State and replacement effects that may only become visible during refresh, planning, or apply.
Not every change applies to every repository. Treat the guide as a resource inventory: identify the affected resources and fields actually used by your modules, then make only the corresponding changes. Do not assume that an unused resource requires a migration.

The guide is written for the final 7.x release to 8.0. The safest path is therefore a two-stage upgrade: make the configuration clean on the newest 7.x version, then cross the major-version boundary.
Choose the version constraint deliberately
The upgrade guide illustrates changing a constraint from ~> 7.30.0 to ~> 8.0.0. Those two expressions do not mean “any 7.x” and “any 8.x” in the same way: a three-component pessimistic constraint such as ~> 8.0.0 admits patch releases in the 8.0 line (8.0.x), while a broader two-component constraint such as ~> 8.0 admits compatible 8.x releases below 9.0. Use the narrow form when you need to validate specifically against 8.0, and the broader form only when your compatibility policy allows later 8.x changes.
| Intent | Example | What to verify |
|---|---|---|
| Stay on the final 7.x line while preparing | ~> 7.30.0 |
Use the most recent 7.x release available to your project and remove its deprecations first. |
| Test the 8.0 patch line | ~> 8.0.0 |
Terraform may select 8.0.x, but not later 8.1 or 8.2 releases. |
| Allow compatible 8.x releases | ~> 8.0 |
Confirm that your CI and module tests support later 8.x versions. |
| Pin one exact release | = 8.2.0 |
The Registry listing recorded 8.2.0 as latest on October 11, 2026; this value is volatile, so check the live listing. |
If there is no provider constraint, the guide documents terraform init -upgrade to select the latest released version. That command can move farther than 8.0, depending on the current Registry release and lock file, so add an explicit constraint when the migration must be controlled.

Prepare the configuration on the final 7.x release
1. Create a recoverable state point
Record the current commit, the provider version shown by terraform providers, and the output of a successful plan. Ensure that your remote backend’s state versioning and recovery process are usable before changing the provider. For a versioned Google Cloud Storage backend, an earlier state object can be restored if a later operation changes state; resources created after that snapshot may still need manual deletion or import.
2. Upgrade only to the latest 7.x release
Change the existing constraint to the newest 7.x version approved by your project, then run:
terraform init -upgrade
terraform plan
Resolve every deprecation and unexpected change while still on 7.x. The target is a plan that is understood by the team, with no unaddressed deprecation notices. Keep this plan as the baseline for comparison with 8.x.

3. Inventory affected resources and fields
Search root modules, child modules, generated files, and variable-driven dynamic blocks for the resource types listed in the 8.0 guide. Also search expressions and outputs for field references such as enable_components[0], cloud_control_details[0], and secret_data_wo_version. A resource can be affected even when its block is several module levels below the root.
Apply the 8.0 resource and schema changes
Load-balancer defaults change
For google_compute_backend_service and google_compute_global_forwarding_rule, the default load_balancing_scheme changes from EXTERNAL to EXTERNAL_MANAGED. If the existing service is intended to retain Classic Application Load Balancer behavior, set the old value explicitly rather than relying on a default:
resource "google_compute_backend_service" "app" {
name = "app-backend"
load_balancing_scheme = "EXTERNAL"
# other arguments
}
Make the equivalent explicit setting on a global forwarding rule where applicable. Compare the old and new plans for backend, forwarding-rule, and load-balancer changes; a default change can alter the selected product behavior even when the resource block itself is unchanged.
Lists become sets
google_cloud_security_compliance_framework.cloud_control_details changes from a list to a set. Likewise, google_container_cluster logging and monitoring enable_components become sets. Sets have no stable positional meaning, so expressions that assume a first or second element must be rewritten.
Convert to a list only at the point where an ordered value is genuinely needed:
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →locals {
controls = tolist(google_cloud_security_compliance_framework.framework.cloud_control_details)
}
output "control_names" {
value = [for control in google_cloud_security_compliance_framework.framework.cloud_control_details : control.name]
}
Prefer a for expression that selects by a key or attribute instead of relying on an arbitrary position. Update tests and module interfaces that compare these collections as ordered lists.

Container name prefixes and collision risk
For google_container_cluster and google_container_node_pool, name_prefix may be up to 31 characters. The generated suffix is shorter, which increases collision risk when two resources use long, similar prefixes. Review naming conventions across workspaces and consider adding a deliberately unique environment or region component within the allowed prefix length.
Renamed or removed arguments
- Data Loss Prevention: Remove
publish_findings_to_cloud_data_catalogfromgoogle_data_loss_prevention_job_trigger. Usepublish_findings_to_dataplex_catalogwhere catalog publication is required. - NetApp: Replace
scale_tierwithscale_typeingoogle_netapp_storage_pool, then verify the resulting plan against the intended capacity behavior. - Integrations: Remove
run_as_service_accountfromgoogle_integrations_client. - Monitoring uptime checks: When using
http_get.http_headers, add the requiredhttp_get.http_headers.name. Configure exactly one ofhttp_check.0.auth_info.0.passwordandpassword_wo; do not populate both.
Newly required arguments and changed types
- Workforce Identity Federation SCIM:
claim_mappingis required when creatinggoogle_iam_workforce_pool_provider_scim_tenant. Add the mapping before attempting creation or replacement. - Workflows:
source_contentsis now required ongoogle_workflows_workflow. Supply the workflow source in the resource or through the expression that produces it. - Secret versions: In
google_secret_manager_secret_version,secret_data_wo_versionchanges from an integer to a string. When usingsecret_data_wo, provide a nonempty string version. A numeric zero is treated as unset and can cause replacement, so do not use zero as a sentinel.
Because a type change can affect equality and replacement detection, inspect both the configuration value and any variables, locals, or module outputs feeding it.
Resources removed from the provider
Several resources no longer exist in the 8.0 provider:
google_iap_brandandgoogle_iap_client. The upgrade guide directs OAuth consent-screen and client setup to the Google Cloud Console. Remove the Terraform resource blocks and remove their state entries as directed before upgrading.google_ml_engine_model. Use the provider’s Vertex AI resources for machine-learning deployments rather than attempting to retain this block.google_notebooks_environment,google_notebooks_instance, andgoogle_notebooks_runtime, including the specified notebook IAM resources. The guide points notebook workloads towardgoogle_workbench_instance.google_vertex_ai_schedule. Usegoogle_colab_schedulefor the documented scheduling path.
Removing a block from configuration does not by itself remove its state object. Review each address with terraform state list, follow the upgrade guide’s state-removal direction, and verify that the replacement service is managed intentionally before applying.
Change the constraint and initialize 8.x
With an existing constraint
- Change the
required_providersentry from the approved 7.x constraint to the selected 8.x constraint. - Run
terraform init. Terraform updates the dependency lock file to a version allowed by the new constraint. - Commit the updated lock file when your workflow tracks it, so local and CI runs resolve the same provider packages.
terraform {
required_providers {
google = {
source = "hashicorp/google"
version = "~> 8.0.0"
}
}
}
Without a constraint
The guide documents terraform init -upgrade when no constraint exists. Use it only when selecting the latest released provider is intentional. Check the selected version in the initialization output and in the lock file, because the live Registry may be beyond 8.0; the listing showed 8.2.0 at the time of publication research.
Review the 8.x plan before applying
Run a plan with the same variable files, workspace, backend, and input data used for the 7.x baseline:

Compare the result with the saved 7.x plan. Classify every difference before approval:
Free tools Windows power users keep installed

| Plan difference | Questions to answer | Action |
|---|---|---|
| Default or argument change | Is the new behavior intentional, such as managed versus Classic external load balancing? | Set an explicit value or accept the new behavior with a documented decision. |
| Replacement | Which attribute forces replacement, and is downtime or a new identifier acceptable? | Schedule the change, preserve dependencies, and test in a non-production workspace. |
| Removal or omission | Is the resource now managed in the Cloud Console or by a replacement resource? | Remove state and configuration only after ownership is clear. |
| Collection diff | Did list-to-set conversion change only ordering, or did membership change? | Rewrite indexing and verify set membership. |
| Unexpected update | Is it caused by refresh, a changed default, or an unrelated configuration drift? | Stop and investigate; do not approve a noisy plan merely because it is provider-related. |
Apply only after the plan is reviewed and saved according to your normal change-control process. A clean 7.x plan is a baseline, not a guarantee that 8.x will be no-op: the major upgrade can legitimately expose replacement and default changes.
Google provider versus google-beta
The google provider is intended for generally available features, while google-beta exposes preview features. The provider-versions guide explains that a configuration can be converted by changing the provider field, optionally applying explicit defaults first, and then reviewing the plan or refreshed state: Google Provider Versions.
This is separate from the 7.x-to-8.x major migration. If a module uses aliases, declare and pass the correct provider alias explicitly, and test the alias-specific plan. Do not switch from google-beta to google merely to complete the version upgrade; make that a distinct compatibility decision.
“I accidentally upgraded to 8.0.0, how do I downgrade to 7.X?”
The recovery depends on what Terraform did after initialization:
- Only
terraform initorterraform planran: the upgrade guide says state has not been modified. Restore the 7.x constraint, runterraform init(or the appropriate lock-file update), and plan again. terraform refreshorterraform applyran: state may have changed. Do not simply overwrite the provider version and apply. Inspect the backend’s state history, restore an earlier versioned state file when appropriate, and reconcile resources created or changed after that snapshot.- Resources were created after the snapshot: restoring state does not automatically delete those cloud resources. Remove them deliberately or import them into the restored configuration, depending on the desired outcome.
Before any rollback, stop concurrent runs and preserve the current state object so that the recovery decision is reversible.

Troubleshooting common migration failures
Terraform selects a version other than 8.0.x
Inspect the constraint and lock file. ~> 8.0.0 restricts selection to the 8.0 patch line, while a broader constraint can admit later 8.x releases. If the configuration has no constraint, terraform init -upgrade may select the latest Registry release, which was 8.2.0 when checked on October 11, 2026.
A plan shows a load-balancer behavior change
Check whether load_balancing_scheme was omitted on a backend service or global forwarding rule. Set EXTERNAL explicitly when preserving Classic Application Load Balancer behavior is required, then plan again.
An expression fails with an invalid index
Find references to a newly set-typed attribute, especially enable_components[0] or cloud_control_details[0]. Replace positional access with a for expression, a membership test, or an explicit tolist(...) conversion when order is genuinely needed.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Terraform reports an unsupported resource or argument
Check the removed-resource and removed-argument list before trying to force the old schema. Move IAP setup to the Cloud Console, use Vertex AI or Workbench resources for the affected workloads, replace scale_tier with scale_type, and remove obsolete arguments such as run_as_service_account.
A create or replacement fails on a required field
Check the new required values: claim_mapping for the SCIM tenant, source_contents for a workflow, a nonempty string for secret_data_wo_version when using write-only secret data, and exactly one uptime-check password field. Validate variable types as well as the resource block.
Production migration checklist
- Confirm the live Registry version and decide whether the target is 8.0.x or a broader 8.x constraint.
- Upgrade to the final approved 7.x release.
- Resolve 7.x deprecations and save a known-good plan.
- Inventory affected resources, nested modules, aliases, and field references.
- Set load-balancing behavior explicitly where the old default is required.
- Rewrite list-index assumptions for attributes that become sets.
- Audit name-prefix length and collision risk on clusters and node pools.
- Replace removed fields and add all newly required fields.
- Remove obsolete resource blocks and state entries only after ownership or replacement is established.
- Change the provider constraint, initialize, and review the lock-file change.
- Compare the 8.x plan with the 7.x baseline and investigate every replacement or unexpected update.
- Apply through the normal approval path and retain state history for rollback.
Sources and version context
The resource-by-resource compatibility instructions come from HashiCorp’s Terraform provider for Google Cloud 8.0.0 Upgrade Guide. Version availability is time-sensitive; the provider listing showed 8.2.0 on October 11, 2026. Recheck that listing and the guide before executing a production migration.
