Migrating a managed browser from Chrome to Firefox Enterprise is a policy-and-data project, not a software swap. The safe sequence is to inventory the Chrome estate, choose Firefox Stable or Extended Support Release (ESR), map each requirement to a Firefox policy, select a delivery method for every operating system, decide which user data can move, pilot enforcement and business workflows, then roll out in rings with a tested rollback.

Chrome policies cannot be imported wholesale, and a Firefox profile will not automatically reproduce every Chrome artifact. Treat policy state, browser installation, and user data as three separate workstreams. Mozilla’s administrator reference summarizes the deployment objective as follows: “This document describes the basic steps needed to deploy Firefox as an enterprise browser, from choosing a release channel, download, deployment, and configuration.”

What changes when a managed Chrome estate moves to Firefox

Chrome and Firefox have separate policy catalogs, scopes, configuration formats, and platform-delivery constraints. A Chrome control may have no Firefox equivalent, may use a different name, or may apply only on a different operating system or Firefox release. A successful migration therefore translates business and security intent rather than renaming policy keys.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

User data is a separate decision. Chrome management documentation distinguishes policies attached to user accounts from policies attached to enrolled browsers. Bookmarks, passwords, history, autofill records, cookies, cached content, web storage, open tabs, and extensions can remain in a local profile even when administrators centrally manage the browser. Record both kinds of state before changing the client.

Phase 1: inventory the Chrome estate

Create an inventory that can be filtered by operating system, management path, user group, and application criticality. Capture the values and owners, not just the fact that a setting exists.

Inventory area Record Why it affects migration
Operating systems Windows, macOS, and Linux versions; device architecture; enrollment status Firefox packages, policy locations, and management options differ by platform.
Chrome release controls Current channel, update deferrals, maintenance windows, and restart behavior These requirements must be expressed through Firefox’s channel and update controls.
Policy ownership and scope User-account policies, enrolled-browser policies, local settings, and exceptions Chrome user and browser scopes do not map one-to-one to Firefox scopes.
Deployment systems Active Directory Group Policy, Microsoft Intune, macOS MDM, Linux configuration management, and software distribution Choose a Firefox delivery method that matches existing ownership and permissions.
Extensions Extension IDs, versions, permissions, update sources, and business owners Firefox availability and permission behavior must be checked individually.
Bookmarks Managed bookmark trees, personal bookmarks, and required destinations Managed bookmarks are policy data; personal bookmarks are profile data.
Network and certificates Proxy rules, trusted roots, client certificates, inspection requirements, and authentication paths A browser that launches successfully can still fail on internal sites or TLS inspection.
Web controls Allow/block lists, download restrictions, pop-up behavior, site isolation, and data-loss-prevention requirements Each control needs a Firefox policy candidate and a test case.
Identity and applications SSO method, smart-card or certificate login, web apps, printing, downloads, and line-of-business URLs Authentication and application compatibility are acceptance criteria, not assumptions.
Default browser Windows URL and file associations, macOS defaults, and user exceptions Default-browser assignment should occur only after Firefox is installed and validated.
User data to retain Bookmarks, history, passwords, autofill, extensions, cookies, open tabs, and other profile artifacts Firefox import support varies by platform and browser version.

Classify every item as centrally enforced policy, managed content, or user-owned profile data. This classification prevents a common failure: assuming that a centrally managed Chrome bookmark or password is available to Firefox simply because the user signs in to the same account.

Phase 2: choose a Firefox channel and deployment package

Stable or ESR

Mozilla describes Firefox Stable as receiving major releases every two weeks. Firefox ESR branches annually and receives security and stability fixes backported during its lifecycle. Mozilla positions ESR for organizations that value stability over faster feature delivery. Confirm the current ESR lifecycle and support dates before fixing a production schedule; release calendars can change.

Choice Operational profile Best fit Trade-off
Firefox Stable Major feature releases approximately every two weeks, according to Mozilla’s administrator reference Teams with frequent validation capacity and a need for new browser capabilities More frequent compatibility and policy testing
Firefox ESR Annual branching with security and stability fixes backported during the lifecycle Organizations prioritizing a slower, predictable change rate New features arrive later; the ESR lifecycle and upgrade dates must be tracked

Choose one channel per support cohort unless there is a documented reason to operate both. Define who approves channel changes, how quickly a critical security update is deployed, and which release is used in the pilot.

Match installers to platforms

Mozilla lists Windows EXE and MSI packages, a macOS DMG, and Linux packages. Use the package format already supported by your software-distribution process, and select the correct architecture for each device group. Keep installation and policy deployment separate in your plan so that a failed policy assignment does not look like a failed software installation.

  • Windows: package Firefox with the deployment system used for the endpoint population, then deliver ADMX-based policy through Group Policy or Intune where applicable.
  • macOS: package the application and deliver configuration through the organization’s configuration profile or MDM workflow.
  • Linux: use the distribution package channel or approved software deployment process, then place system policy where the distribution expects it and lock file permissions.

Phase 3: translate Chrome requirements into Firefox policies

Build a requirements matrix before writing any Firefox configuration. Use Mozilla’s current Firefox policy reference for the target release and operating systems. The reference describes policy functions, configuration details, and limitations; it is the authority for whether a candidate policy is supported.

Platform and Firefox support Operating system, architecture, channel, and minimum Firefox version
Enforcement method Windows ADMX/GPO, Intune custom profile, macOS MDM, policies.json, or another approved mechanism
Test case A reproducible check, expected result, and evidence to retain

Migration decision Map, redesign, defer, or retire, with an exception owner and expiry date

Relevant Firefox policy areas can include extensions, managed bookmarks, certificates, authentication, proxy settings, website restrictions, and data-loss-prevention controls. Do not mechanically rename Chrome keys. A setting that exists in both products may differ in scope, syntax, supported platforms, or enforcement behavior.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Handle scope differences explicitly

For each Chrome control, ask whether it is attached to a signed-in user, an enrolled browser, a device, or a local profile. Then determine where Firefox applies the equivalent control. If the intended outcome cannot be enforced at the same scope, document the change rather than silently weakening it. A user preference that can be overridden is not equivalent to a device-enforced control.

Phase 4: select and deliver Firefox policy

Mozilla’s support documentation states: “On Windows, policy support is implemented using Group Policy.” Windows administrators can deploy Firefox ADMX templates through Active Directory or local Group Policy. Cloud-managed Windows environments can use Intune by importing the Firefox ADMX content through a custom profile and adding the individual policy settings.

Approach Where it fits Validate before rollout
Windows Group Policy with Firefox ADMX Active Directory-managed Windows devices Template version, central ownership, computer versus user assignment, refresh timing, and enforcement strength
Microsoft Intune with Firefox ADMX/custom profiles Cloud-managed Windows endpoints ADMX import, profile assignment, policy-value encoding, conflict handling, and support ownership
macOS configuration profiles or MDM Managed Macs Profile lifecycle, assignment, signing requirements where used, application packaging, and removal behavior
Linux policies.json or configuration management Linux fleets Distribution-specific path, root/system ownership, package channel, file permissions, and update behavior
Mixed methods Estates with different control planes That the same requirement has equivalent enforcement and does not receive conflicting values

Windows Group Policy

  1. Obtain the Firefox ADMX templates that match the Firefox release you support and place them in the organization’s central store or local Group Policy template location.
  2. Create or update the Firefox policy object for the correct computer or user scope, using the Firefox policy reference rather than a Chrome policy name.
  3. Assign only settings represented in the requirements matrix, and record exceptions where Firefox has different behavior.
  4. Apply policy to a pilot organizational unit, refresh policy on a test device, restart Firefox when required, and inspect about:policies for applied settings and errors.

Group Policy is the preferred enforcement path for settings that users must not change. Keep the ADMX template version, policy-object owner, and change ticket with the release record.

Microsoft Intune

  1. Import Firefox’s ADMX content into an Intune custom profile as documented by Mozilla.
  2. Add each required policy setting and encode its value exactly as the Firefox template expects.
  3. Assign the profile to a pilot device or user group, checking for conflicts with existing browser profiles.
  4. On a pilot endpoint, force or wait for device sync, restart Firefox if required, and verify the result at about:policies.
  5. Record the Intune profile, assignment filter, value, and expected result in the requirements matrix.

macOS configuration profiles and MDM

Deliver Firefox configuration through the organization’s macOS configuration-profile or MDM workflow, alongside the packaged application. Test profile installation, update behavior, removal, and user reassignment. Verify certificates, proxy behavior, authentication, and managed bookmarks on a real managed Mac; a profile that is present in the MDM console is not proof that Firefox accepted every setting.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Linux policies.json

Mozilla documents a JSON policy file for Linux, with distribution-specific locations or /etc/firefox/policies. The file must be UTF-8 encoded. On Windows, the documented location is a distribution directory beside the Firefox executable; on macOS it is inside Firefox.app/Contents/Resources/distribution. Use the path appropriate to the installed package and keep ownership and write permissions under configuration-management control.

A policies.json approach is cross-platform, but Mozilla cautions that it does not work when Firefox is already managed using Group Policy. Do not deploy both methods to the same Windows population without a documented design. JSON policies can also be overridden unless write access or configuration management prevents changes, so they are not automatically equivalent to GPO enforcement.

After deployment, open about:policies and check both the Applied Policies and Errors views. Capture screenshots or exported evidence for the pilot record, including any policy that Firefox rejected.

Phase 5: decide what user data moves

Firefox’s import tool lets a user select data from an installed browser and profile. Mozilla lists bookmarks, browsing history, saved passwords, extensions with similar Firefox versions, and form autofill data among supported categories. Availability varies by platform and browser version, so test the exact source and target combination.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Data category Documented Firefox path Migration treatment
Bookmarks Firefox import tool; managed bookmarks must be recreated as Firefox policy Import personal bookmarks, then verify managed and personal trees separately.
Browsing history Firefox import tool where available Validate date range and profile selection with pilot users.
Saved passwords Special workflow on current Windows guidance Use the CSV export and Firefox migration wizard process described below.
Form autofill Firefox import tool where supported Test representative forms; do not promise every field or locale.
Extensions Import may be available for extensions with similar Firefox versions Reapprove and deploy business-critical extensions through Firefox policy where possible.
Cookies, cache, web storage, open tabs, and extension state Not guaranteed by the listed import categories Communicate that these artifacts may not transfer and test application impact.
Payment methods on Windows Chrome payment methods are no longer supported for import because of Chrome encryption changes Use an approved alternative process; do not promise automatic transfer.

Password migration on Windows

Mozilla’s current documentation says Chrome passwords can no longer be automatically imported on Windows in the current rollout. The documented approach is to export a Chrome CSV and import it using Firefox’s migration wizard. The interface change began with Firefox 139 in English locales and Firefox 140 in all locales.

  1. Tell the user or migration technician when the export will occur and prohibit unapproved storage or transfer.
  2. Export passwords from the approved Chrome profile to a CSV file using the organization’s credential-handling procedure.
  3. Restrict the CSV with access controls, transfer it only through an approved channel, and never place it in shared storage or a ticket attachment.
  4. Run Firefox’s migration wizard and select the password-import option, following the prompts for the CSV.
  5. Verify a controlled sample of credentials, then securely delete the CSV and empty recycle-bin or equivalent recovery locations according to policy.

A CSV is plaintext credential material. Treat it as a temporary secret with an owner, access log, retention limit, and secure deletion confirmation. Chrome payment methods on Windows cannot be imported through this process.

Communicate data limits

Tell users exactly what will happen to personal bookmarks, history, passwords, autofill, cookies, open tabs, and extensions. Set a date after which users should stop creating new data in Chrome, and provide the supported import steps and a channel for reporting missing data. Do not describe a profile as “migrated” until the categories required by the business have been verified.

Pilot acceptance checklist

  • Firefox installs silently or through the approved software center and launches for a standard user.
  • The selected Stable or ESR channel updates according to the approved schedule.
  • Every required policy appears under about:policies without errors.
  • Extensions install at the expected version, have approved permissions, and update correctly.
  • Managed bookmarks, website restrictions, proxy settings, certificates, and authentication behave as specified.
  • SSO, client-certificate login, smart-card workflows, internal portals, web applications, printing, downloads, and file uploads work.
  • Personal bookmarks, history, autofill, and passwords follow the documented import path.
  • Cookies, web storage, open tabs, and other non-guaranteed artifacts are checked for application impact.
  • Windows URL and file associations open in Firefox only after the browser is installed.
  • Help-desk procedures can identify a policy error, an import failure, an extension conflict, and a site-compatibility problem.

Track each exception with a technical owner, business impact, workaround, and decision: fix before expansion, accept temporarily, or remove the requirement.

Windows default-browser assignment

Make Firefox the Windows default only after installation and pilot validation. Mozilla’s Windows guidance describes a shared XML associations file applied through Group Policy. The Firefox ProgId in Mozilla’s example depends on the installation path, so verify the path-specific value on each target build.

  1. Install the exact Firefox package used by the target population.
  2. Generate or update the approved XML associations file with the verified Firefox ProgId and required HTTP, HTTPS, and file associations.
  3. Apply the XML through the organization’s Windows policy mechanism to the pilot group.
  4. Test links from email, documents, search, and command-line launches, plus HTML and PDF handling where those associations are in scope.
  5. Expand the assignment only after confirming that the association survives restart and does not unexpectedly override an approved exception.

Stage the rollout and preserve rollback

Suggested rings

  1. Engineering ring: endpoint, identity, security, and application owners validate policy and compatibility.
  2. Representative pilot: a small cross-platform group tests real work and data import.
  3. Early adopters: expand to additional departments while monitoring tickets and telemetry.
  4. Broad deployment: assign the package and policy to the remaining population only after acceptance thresholds are met.

Keep Chrome available during a defined transition window when security policy permits. Freeze the Chrome policy state used for rollback, retain the approved installer, and document the point at which users must stop creating new Chrome data.

Rollback criteria and steps

Define measurable rollback triggers before deployment: a critical application outage, failed authentication for a business group, certificate or proxy failure, unacceptable data loss, a policy that cannot be enforced, or a security control that is weaker than approved.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Stop the next rollout ring and preserve logs, policy evidence, and affected profiles.
  2. Remove or suspend the Firefox assignment and default-browser association for the affected group.
  3. Restore the approved Chrome package and policy state, if the Chrome installation was retained.
  4. Tell users whether new Firefox data must be preserved and which browser they should use while the incident is investigated.
  5. Correct the policy, packaging, or application issue in a test ring before resuming.

Rollback does not automatically merge data created in Firefox back into Chrome. Include that limitation in the transition plan and require a separate, approved data-handling decision.

Troubleshooting common migration failures

Firefox is installed but policies are missing

  • Open about:policies and inspect Errors.
  • Confirm that the device received the intended GPO, Intune profile, MDM profile, or JSON file.
  • Check that the policy file is in the correct platform-specific location, is UTF-8 encoded, and is readable by Firefox.
  • Look for conflicting delivery methods, especially Group Policy and policies.json on Windows.
  • Restart Firefox and repeat the check after policy refresh.

A policy appears but users can change it

Confirm that the chosen delivery method provides the required enforcement. Mozilla notes that JSON policies can be overridden unless write access or configuration management prevents changes. Move settings requiring strong enforcement to an approved managed path, such as Windows Group Policy, where supported.

Password import fails

Verify the Firefox release, locale, Windows platform, source Chrome profile, and CSV handling procedure. Use the migration wizard rather than assuming the automatic browser-import path still exists. Check that the CSV was not modified, encoded incorrectly, or deleted before import, then remove it securely after a successful sample verification.

Internal sites or SSO fail

Compare proxy settings, trusted roots, client certificates, authentication policies, extension requirements, and site restrictions between the browsers. Test the same account and device context in the pilot; do not diagnose a browser policy issue solely from a user’s personal profile.

Free tools Windows power users keep installed

One-click scans. No signup required.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The default browser does not change

Confirm Firefox was installed before the XML association policy applied, verify the path-specific ProgId, and test the assignment on the target Windows build. Check whether a user or another management policy is intentionally preserving a different association.

Operating model after migration

Assign ownership for Firefox release selection, policy-reference review, package updates, extension approval, certificate and proxy configuration, data-import guidance, and help-desk escalation. Review the Firefox policy reference when changing channels or operating systems; policy support and limitations are release-sensitive.

Maintain the requirements matrix as the authoritative map from business intent to Firefox configuration. Record the Firefox version, template or profile version, assignment scope, test evidence, exceptions, and rollback state for every production change. Revalidate the pilot whenever a major Stable release or a new ESR branch changes the browser behavior on which a control depends.

Final decision rule

Proceed with broad migration only when the target Firefox channel is approved, every required Chrome intent has a mapped and tested Firefox control or an accepted exception, supported user-data categories have an explicit transfer plan, critical applications pass on each platform, and rollback preserves a usable browser and policy state. The result should be a managed Firefox deployment designed for Firefox’s own administration model, not a Chrome configuration copied into a different product.
