Replace duplicated per-cluster pipelines by separating artifact delivery from deployment promotion. Build and publish an immutable artifact once, record the desired artifact version for each environment or cluster cohort in Git, and let a fleet controller reconcile that state. Promotion then becomes a reviewable change with explicit health, approval, and rollback gates rather than a hidden sequence of scripts.

A safe migration is incremental: inventory every pipeline, define authoritative cluster cohorts, choose the controller pattern that matches your existing estate, migrate one service or cohort, verify parity, and retire old pipelines only after deployment, approval, audit, exception, and recovery behavior is covered.

What changes in a fleet-based model

In a per-cluster design, each pipeline usually contains a mixture of build logic, artifact publication, target selection, environment configuration, approval steps, health checks, and rollback commands. The same logic is copied across clusters, so a fix or policy change must be repeated many times. Legitimate differences become indistinguishable from accidental drift.

  • Build and publish: produce an immutable image, chart, or package and publish it once.
  • Desired state: store the artifact reference, target cohort, configuration differences, and promotion decision in version control.
  • Reconciliation: have the GitOps controller apply that desired state to registered clusters.
  • Promotion gates: advance from one cohort or environment to the next only after health, status, or human approval conditions are met.
  • Rollback: revert the desired-state reference or explicitly promote the previous known-good artifact.

The fleet mechanism propagates state; it should not silently decide which artifact is safe. Keep the artifact immutable and make every promotion event inspectable in Git or in an explicitly recorded status system.

Before changing controllers, map the existing pipelines

Do not begin by copying manifests into a new repository. First document what each pipeline actually does, including behavior that is not obvious from its deployment step. Create an inventory for every service and cluster.

Pipeline inventory checklist

  • Trigger and inputs: commit, tag, schedule, ticket, webhook, or manual run.
  • Build output: image or package name, registry, signing process, and retention policy.
  • Artifact selection: mutable tags, digests, chart versions, or generated bundles.
  • Target clusters and namespaces, including temporary or disaster-recovery clusters.
  • Environment and regional overrides, feature flags, resource limits, and policy exceptions.
  • Secret flow: where credentials are sourced, who can read them, and how rotation works.
  • Approvals: required people, groups, tickets, change windows, and emergency bypasses.
  • Health checks: rollout status, synthetic checks, service-level indicators, and timeout behavior.
  • Rollback procedure: exact command or commit, data migration handling, and who can invoke it.
  • Cluster-specific exceptions and undocumented manual steps.

Mark each item as duplicated logic or a legitimate difference. Duplicated logic belongs in the shared fleet workflow. A legitimate difference should become explicit data—such as a label, values file, policy, or cohort assignment—not another forked pipeline.

Define the fleet inventory and rollout cohorts

Choose one authoritative inventory for cluster identity and ownership. At minimum, record environment, region, criticality, and rollout cohort. For example, labels might distinguish environment=staging, region=eu-west, criticality=high, and cohort=canary. The exact names are yours; consistency and ownership matter more than the vocabulary.

Govern inventory changes

  • Assign an owner for cluster registration, labels, and removal.
  • Require review for changes that move a cluster into production or a larger rollout cohort.
  • Prevent an application author from changing fleet membership merely by editing an application manifest.
  • Record maintenance, unavailable, and emergency states explicitly so automation does not treat an absent cluster as a successful rollout.

Start with small cohorts. A canary may be one low-criticality cluster, followed by a regional group, then the remaining production clusters. Define a maximum number or percentage of concurrent updates and the condition that pauses promotion.

Design a reviewable desired-state repository

Pin an immutable artifact before promotion. A digest such as registry.example/app@sha256:… is safer than a tag that can be overwritten. Promotion should change which immutable artifact a target reconciles, not rebuild the artifact for every cluster.

Use a layout that exposes both the promoted version and intentional variance. Common choices are environment directories, environment branches, or generated application definitions. Keep the fleet inventory, infrastructure add-ons, and application state separate when different teams own them; a single monorepo can work when permissions and review boundaries are clear.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Example conceptual layout

fleet-config/
clusters/ # authoritative inventory and cohort metadata
  environments/
development/app-a.yaml # desired digest and development values
    staging/app-a.yaml
    production/app-a.yaml
applications/ # shared templates and policy

The layout is illustrative, not a required convention. The important properties are that a reviewer can identify the target cohort, artifact digest, configuration delta, and gate status from the change. Do not combine fleet membership, artifact version, and a large environment rewrite in one unreviewable commit.

Choose a fleet pattern that matches your operating model

Pattern Targeting and promotion Gates and strengths Important qualification
ApplicationSet-based generation Generate one application per registered cluster or per inventory entry, using cluster data, labels, or Git content. Reduces repeated application definitions and centralizes templates. Review generated destinations and namespace scope; authoring permissions can become a security boundary.
Progressive Syncs Order application creation or updates in stages, including rolling batches. Waits for managed application health before advancing; supports AllAtOnce and RollingSync. Documented as Beta since version 3.3.0; verify the installed version and feature status before making it a production dependency.
GitOps Promoter Promote through ordered environment branches with a promotion strategy. Commit-status gates, manual review with autoMerge: false, and non-linear dependencies. Its documented branch conventions, including the -next suffix behavior, must match the hydrator and repository layout.
Flux multi-cluster reconciliation Reconcile fleet, infrastructure, and application state across clusters from Git repositories. A documented architecture automates staging and gates production with pull requests. The D1 design is a ControlPlane architecture example, not a universal requirement; adapt it to your Flux operating model.

Prefer the controller already deployed, staffed, and monitored. Introducing a second controller creates another control plane, credential set, upgrade path, and failure mode. Compare options by targeting model, promotion representation, gate semantics, blast-radius controls, configuration variance, security ownership, rollback auditability, and feature maturity.

Migrate in controlled stages

1. Establish a baseline and success criteria

Measure current deployment duration, failure and rollback frequency, approval waiting time, change-failure impact, and the number of manual interventions. The available documentation does not establish universal percentage improvements, so use your own baseline. Define parity requirements: the new path must preserve required approvals, health checks, exceptions, audit records, and recovery behavior.

2. Build inventory-driven application generation

If you operate Argo CD, its ApplicationSet documentation describes List, Cluster, and Git generators. A List generator can render one application per explicit cluster entry; Cluster can derive applications from registered clusters and their labels; Git can derive definitions from repository contents.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Render the generated applications in a non-production project first. Check every destination cluster, namespace, project, source path, sync policy, and values substitution. Compare the rendered result with the existing pipeline output before enabling synchronization.

3. Add progressive gates before increasing scope

Start with one canary cluster and an explicit pause. A gate may be application health, a commit status, a synthetic check, or a human approval. Define timeout and failure behavior: stop subsequent cohorts, keep already-updated clusters at the new version, or revert them according to your recovery policy.

Argo CD’s Progressive Syncs documentation describes AllAtOnce and RollingSync strategies. Its example updates development, waits for manual synchronization in QA, and updates production in 10% batches. Progressive Syncs operate on managed Application health and are not a direct integration with other rollout controllers. Because the feature is documented as Beta since Argo CD v3.3.0, verify the exact version and feature flag behavior in your installation.

4. Move one service or cohort

  1. Freeze the service’s old pipeline definition long enough to avoid simultaneous changes.
  2. Publish the same immutable artifact used by the existing path.
  3. Commit the new desired-state reference and cohort-specific configuration.
  4. Generate or reconcile the fleet applications without broad synchronization.
  5. Compare generated manifests and destinations with the old deployment output.
  6. Synchronize the canary and observe health, logs, metrics, and events.
  7. Advance only after the defined gate passes; record the promotion event.
  8. Exercise the documented rollback path in a safe environment.
  9. Expand to the next cohort and repeat the comparison.

5. Retire the old pipeline only after parity

Keep the old path disabled but recoverable while the fleet workflow proves itself. Sign off that deployment, approvals, audit trails, exception handling, secrets, health checks, and rollback all have an owner in the new design. Remove duplicated credentials and triggers only after the rollback window and retention requirements are satisfied.

Argo CD ApplicationSets: generation and security boundaries

ApplicationSets apply a template to multiple inputs and create or update generated Applications. The cluster-bootstrapping guide recommends ApplicationSets, particularly the Cluster generator, for typical cases where many applications must be installed on a new cluster.

Generation is powerful because adding a correctly labeled cluster can produce the required applications without copying manifests. It is also a privilege boundary. Argo CD warns about the security implications of allowing developers without access to the Argo CD namespace to create Applications through ApplicationSets. The “ApplicationSet in any namespace” capability requires explicit enablement and a cluster-wide controller installation with permissions to manage cluster-scoped resources.

Controls to apply before broad authoring access

  • Restrict who can edit ApplicationSet templates, generators, and destination selectors.
  • Use Argo CD Projects to constrain permitted repositories, clusters, namespaces, and resource kinds.
  • Review generated destinations in pull requests or a preview environment.
  • Separate platform-owned fleet definitions from application-team values.
  • Audit controller service-account permissions and test what a compromised template could create.

GitOps Promoter: ordered branches and status gates

GitOps Promoter’s getting-started guide models ordered environment branches in a PromotionStrategy. It requires an orderCommitStatusRef naming the commit-status gate used to advance the order. The documented example places development, staging, and production in sequence and sets autoMerge: false for manual review; when omitted, autoMerge defaults to true.

Use dependsOn when the graph is not linear—for example, production may require both regional staging branches. If you use a monorepo, the documented activePath option can limit which path participates in a strategy. Align the hydrator’s destination branch convention with the documented -next suffix behavior, or promotions may update a branch that the reconciler does not consume.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Gate design

  • Define exactly which commit receives the status and which system is allowed to set it.
  • Make a missing, stale, or failed status block promotion rather than count as success.
  • Choose manual versus automatic merge deliberately; do not rely on the default when production review is required.
  • Record the operator, reason, and evidence for an override.

Flux fleet repositories and pull-request promotion

The Flux D1 Architectural Reference describes separate repositories for fleet desired state, infrastructure add-ons and monitoring, and applications. Its example automates updates to staging and gates production promotion through GitHub pull requests. This separation can clarify ownership and reduce the chance that an application change silently alters cluster infrastructure.

Flux’s official documentation also covers multi-cluster infrastructure and application management. Treat the D1 layout as an architecture example rather than a mandatory Flux topology. Decide where cluster inventory lives, how clusters bootstrap, which repository owns environment overlays, and how production pull requests are approved and merged.

Rollback, failure handling, and audit

A fleet rollout needs a rollback decision before the first promotion. Define whether rollback means reverting the desired-state commit, changing the environment reference to the previous immutable digest, or applying a separately approved emergency change. Confirm that the controller will reconcile the prior state and that database or schema changes are backward compatible.

Pause conditions

  • Application health becomes degraded or unknown.
  • Required commit status is absent or fails.
  • A cluster is unreachable, in maintenance, or reports a stale inventory record.
  • Error rate, latency, saturation, or a service-level objective crosses its threshold.
  • The generated destination or namespace differs from the reviewed target.

Keep promotion records durable: commit or pull-request identifier, artifact digest, cohorts updated, gate evidence, approver, start and finish times, and rollback decision. A Git revert should be understandable to an on-call engineer without consulting a private pipeline log.

Common migration failures and fixes

Failure Why it happens Fix
All clusters update together The fleet definition has no cohort selector or uses an all-at-once policy. Assign explicit cohorts, cap concurrency, and require a gate between stages.
Environment drift remains hidden Overrides are embedded in copied pipeline scripts. Move legitimate variance into reviewed values, labels, policies, or per-environment files.
Rollback changes nothing The image tag is mutable, or the reverted path is not reconciled. Use immutable digests and verify reconciliation of the previous desired state.
Promotion waits forever Status checks target the wrong commit or health never reaches the required state. Document status ownership, branch conventions, timeouts, and diagnostic commands before rollout.
Unauthorized applications appear ApplicationSet generators or namespace-scoped authoring have excessive permissions. Restrict projects, repositories, destinations, namespaces, and controller service accounts.
Two controllers fight The old pipeline and new reconciler both write the same object. Assign one writer, migrate ownership explicitly, and disable the old trigger before broad synchronization.

How to prove the migration is working

Compare the baseline with post-migration results for the same service and traffic conditions. Useful measures include time from artifact publication to approved production state, percentage of promotions requiring manual intervention, failed or paused cohorts, rollback completion time, number of cluster-specific exceptions, and audit completeness. Also inspect operational load: controller queue depth, reconciliation errors, stale inventory entries, and time spent reviewing generated changes.

Do not claim a universal deployment-frequency or reliability improvement from adopting a fleet pattern. The outcome depends on cohort size, gate quality, service architecture, and team practices. Use the measurements to adjust concurrency, ownership, and promotion policy.

Decision checklist

  • Every pipeline behavior is inventoried and classified as shared logic or intentional variance.
  • Cluster labels or inventory fields have owners and protected change paths.
  • Artifacts are immutable and promotion changes desired state rather than rebuilding.
  • Generated destinations and namespaces have been reviewed before synchronization.
  • Cohorts, maximum concurrency, pause conditions, and timeout behavior are explicit.
  • Health, status, and manual approval gates have an identified owner.
  • Rollback restores a known-good desired state and handles data compatibility.
  • Security boundaries cover repositories, projects, namespaces, generators, and controller permissions.
  • Old and new paths do not write the same resources at the same time.
  • Parity and outcome measurements are recorded before the old pipelines are removed.

Frequently Asked Questions

Should fleet promotion use environment branches or directories?

Either can work. Choose the representation your reconciler, review policy, and ownership model already support, then make the promoted digest and environment differences visible in the change. If using GitOps Promoter, follow its documented branch and -next conventions.

Can Progressive Syncs replace an application rollout controller?

No. The documented feature orders Argo CD Application creation or updates and waits on managed Application health; it is not a direct integration with other rollout controllers. Verify the Beta feature’s support in your installed Argo CD version.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What is the safest first production cohort?

Use one low-criticality or otherwise representative canary cluster, with an explicit pause and tested rollback. Expand only after generated destinations, health signals, and recovery behavior match the inventory.

When should the per-cluster pipelines be deleted?

After the fleet path demonstrates parity for deployment, approvals, audit, exceptions, secrets, health checks, and rollback, and after the agreed rollback window and retention requirements have passed.
