The safe way to migrate a SIEM is to move detection coverage as an evidenced, staged program—not to export rules and assume they still work. Inventory each use case, its telemetry and response workflow; rank detections by risk and effectiveness; map logic and data dependencies into the destination; test representative scenarios; run systems in parallel where practical; and cut over only when an owner can show that the replacement is connected, enabled and producing the expected results.

There is no universal cross-vendor parity score or standard parallel-run duration. Your acceptance criteria must reflect your assets, threat model, telemetry quality and response obligations.

What “preserving detection coverage” actually means

A detection is more than a query. Coverage survives only when all of the following remain true in the destination:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Use-case intent: the rule still addresses the same threat, business risk or compliance requirement.
  • Telemetry: the required log source, fields, timestamps and identity context arrive reliably.
  • Detection behavior: the translated or redesigned logic identifies the intended activity without unacceptable blind spots or noise.
  • Operations: alerts reach the right queue, contain the required context and trigger the expected investigation or automation.

A destination platform can report a successful rule conversion while the source connector is unconfigured, the rule is disabled or the parser changes the field names. Count a use case as operational only after those dependencies have been checked and tested.

1. Build an inventory before changing the old SIEM

Microsoft’s planning guidance says to identify current use cases, detection rules, data and automation before migration. Keep those as separate inventory objects: one use case can depend on several rules, sources and response actions, and one data source can support many use cases.

Record the fields that let someone reproduce each decision

The following inventory is a practical minimum. It is an implementation checklist, not a claim that every field is mandated by Microsoft.

Inventory item What to capture Why it matters during migration
Use case Threat or business scenario, affected assets, risk owner and required response time Prevents technically correct conversions that no longer address a priority risk
Detection rule Query or logic, version, schedule, look-back window, severity, suppression and exception behavior Gives engineers something testable to translate or redesign
Data dependency Source system, event types, fields, retention, parser/normalization and collection path Reveals whether the destination can actually evaluate the rule
Alert workflow Routing, enrichment, ticketing, notification, escalation and closure requirements Preserves the investigation process, not just the alert
Automation Playbooks, scripts, approvals, containment actions, credentials and failure handling Identifies SOAR work that a rule export will not carry over
Ownership and evidence Technical owner, risk owner, last review, recent alert history and a reproducible test method Provides accountability for validation and retirement decisions

Export configuration from the source SIEM, then reconcile it with what the SOC actually uses. Include custom rules, scheduled searches, correlation rules, suppression lists, lookup tables, dashboards and saved investigations. An alert that is not visible in an export but is embedded in a workflow can still be business-critical.

Separate active, dormant and ignored content

Mark whether a rule is enabled, disabled, a template, experimental, duplicate or retired. Record alert volume and outcomes rather than relying on rule count. A rule that has not alerted in the previous six to 12 months deserves a deliberate review: it may indicate excellent prevention, missing telemetry, a broken query or an obsolete use case. Microsoft’s guidance also recommends eliminating or deprioritizing low-level alerts that analysts routinely ignore.

2. Prioritize what deserves migration effort

Copying every legacy rule creates a large testing burden and can reproduce years of noise. Prioritize by business risk, critical assets, use-case value, recent effectiveness and operational cost.

Use an explicit disposition for every detection

Disposition Use it when Required evidence or action
Keep and migrate The use case remains important and the logic is understood Map data, implement the destination rule and validate behavior
Redesign for the destination The source query relies on unavailable syntax, schemas or enrichment Rewrite the logic around destination fields and test equivalent scenarios
Replace with a native capability The destination provides a maintained native or endpoint detection Confirm scope, telemetry, enablement, alert routing and tuning
Defer for validation Value is uncertain or dependencies are not ready Assign an owner, deadline and explicit risk acceptance
Retire The use case is obsolete, duplicative or consistently ignored Document the rationale and obtain owner approval

Microsoft’s planning material recommends focusing on detections that enforce “90 percent true positive on alert feeds.” Write this as vendor guidance, not as a measured migration result: 90 percent true-positive performance — Microsoft, 2026. It is a prioritization recommendation, not proof that your rules will reach that rate or that two SIEMs are equivalent.

Rank risk before convenience

Put detections protecting identity systems, privileged access, critical production services and regulated data ahead of low-impact activity. A noisy rule on a noncritical asset should not delay validation of a high-risk credential-abuse use case. Require a named owner for every decision, including retirement; otherwise “defer” becomes permanent uncertainty.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Choose a migration treatment for each rule

Different rules need different handling. Compare approaches using the dimensions that affect coverage rather than the number of converted objects.

Approach What happens to the logic Main dependency Typical validation focus
Direct translation Equivalent query is adapted to the destination language Comparable fields, functions and time semantics Event counts, filters, windows and edge cases
Native match A maintained destination or endpoint detection replaces the source rule Correct product scope and enabled capability Trigger conditions, alert schema and response path
Redesign Detection is rebuilt around different data or analytics Available telemetry and engineering ownership Scenario coverage, false positives and tuning
Retire or defer No immediate replacement is deployed Documented risk acceptance and review date Residual coverage and monitoring for the exposed gap

Do not treat a translation, recommendation or matching result as an active control. The operational state is the combination of data readiness, rule status, tuning and response ownership.

4. Map detection logic and telemetry together

For every selected use case, create a source-to-destination mapping that links the original rule, required events and fields, destination connector, transformed fields, replacement logic, owner and test evidence. A converted rule without its source telemetry is not preserved coverage.

What the Microsoft Sentinel migration experience can do

Microsoft Sentinel’s documented SIEM Migration experience analyzes supported Splunk and QRadar detection exports. It can recommend Sentinel analytics rules, Defender XDR native detections and data connectors, and produce a report identifying rules with no good match or rules not detected by its analysis.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The experience distinguishes detections that are enabled, disabled, available as templates or not installed. Its guidance states that the tool does not explicitly install connectors or enable detections. The team must inspect each recommendation, configure unavailable sources, review the resulting rule and enable it when appropriate.

That scope is specific to the documented Splunk and QRadar migration path into Sentinel and Defender XDR. Do not generalize it to other source or destination products without confirming their supported export formats and capabilities.

Verify connector readiness before declaring a match

  1. List every source and field required by the mapped rule.
  2. Confirm that the destination connector is supported, configured and receiving current events.
  3. Check timestamps, identity formats, host names, cloud resource identifiers and normalization after ingestion.
  4. Run a query that proves representative events are searchable in the destination.
  5. Inspect the rule’s status, schedule, suppression and exclusions.
  6. Record the mapping, connector state and evidence in the migration register.

5. Prepare test scenarios before cutover

Microsoft recommends preparing test scenarios and a validation process as part of migration planning. Define tests before implementation so that a passing result cannot be redefined after an alert is missed.

Cover benign, malicious and failure conditions

  • Representative attack behavior: exercise the event sequence the rule is intended to detect, using an approved test method.
  • Benign look-alikes: confirm expected administrative or service activity does not create unmanageable noise.
  • Boundary conditions: test time-window edges, delayed events, duplicate events and missing optional fields.
  • Data failures: verify that a connector outage, parser error or ingestion delay is visible to the team.
  • Operational handling: check enrichment, routing, ticket creation, notification, escalation and any automated response.

Compare more than whether an alert appeared. Check event completeness, alert severity, entities, timestamps, links, suppression behavior and the analyst’s ability to investigate from the destination.

Set local acceptance criteria

The reviewed guidance does not establish a universal parity percentage, pass/fail threshold or cross-vendor standard. Define criteria with risk owners, such as: all critical scenarios produce an actionable alert; required telemetry is continuously available; no high-risk use case has an undocumented gap; and every exception has an owner and deadline. The numbers and duration should follow your threat model and operational capacity, not an invented industry benchmark.

6. Run old and new detections in parallel when feasible

A parallel period exposes differences that static rule comparison misses. Keep the source and destination detections operating for an agreed, risk-based period while comparing matched scenarios, alert counts, entities, severities, routing and response outcomes.

There is no source-established universal length for this period. Choose a window long enough to observe the important event patterns for your environment, and document why it is sufficient. Investigate missing alerts, duplicates, delayed events and unexpected severity changes. Suppress duplicate notifications carefully so analysts do not mistake a parallel test for a production incident.

Track every discrepancy as an exception with a description, affected use case, risk, owner, corrective action and due date. Do not close the migration because the destination generated more alerts; volume alone cannot show that the intended detections work.

  • source rule and destination rule identifiers;
  • required data sources and connector status;
  • implementation treatment: translation, native replacement, redesign, defer or retire;
  • owner, risk owner and escalation contact;
  • test scenarios, dates and results;
  • open exceptions, compensating controls and deadlines;
  • cutover status and approval.

Cut over in stages

  1. Choose a bounded group of use cases with known owners and manageable dependencies.
  2. Confirm destination telemetry and rule configuration before changing production routing.
  3. Obtain review of test evidence and unresolved risks.
  4. Switch alert handling in a controlled window and monitor routing and automation.
  5. Keep rollback instructions and source configuration available until the stage is stable.
  6. Repeat for the next group only after the agreed evidence is complete.

Decommission the old SIEM or old detection only after the replacement, or an explicitly approved alternative, is active and tested. Preserve the migration record and any required historical data according to your retention and legal obligations.

8. Treat the rest of the SIEM as separate workstreams

Rule conversion does not complete a SIEM migration. Microsoft’s planning guidance also calls out work beyond detections:

  • SOAR automation: rebuild playbooks, approvals, secrets, integrations and failure notifications.
  • Historical data: decide what must be migrated, retained in the old platform, archived or made searchable by another method.
  • Dashboards and workbooks: recreate operational views and confirm that their queries use destination schemas.
  • SOC processes: update triage procedures, escalation paths, on-call instructions, evidence handling and training.

Assign owners and acceptance tests to each workstream. A SOC can lose practical coverage even when every high-priority rule has a destination equivalent if analysts cannot find historical context or automation no longer performs containment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

9. Use MITRE ATT&CK mapping as a view, not proof

Sentinel can represent detections against MITRE ATT&CK tactics and techniques. A matrix helps communicate which parts of a threat model appear covered and can expose concentration or obvious gaps.

Framework mapping does not prove that a detection works with your telemetry, identifies the technique in your environment or produces an actionable alert. Pair every mapped technique with data-source readiness, a tested scenario and an operational owner. Rule counts and technique counts are weak coverage measures when those controls are missing.

Common migration failures and recovery actions

Symptom Likely cause Recovery action
Converted rule never fires Connector is absent, fields are renamed or the rule remains disabled Prove event arrival and field values, then inspect status, schedule and query errors
Destination produces many more alerts Different normalization, suppression or time-window behavior Compare raw events and rule parameters; tune with benign scenarios before changing severity
Source and destination both alert Parallel operation was not deduplicated Label test alerts and control notifications while preserving evidence from both systems
Alert exists but analysts cannot investigate Missing enrichment, entity mapping, links or historical context Test the full analyst workflow and restore the required context or document a compensating process
Automation fails after cutover Playbook permissions, secrets or integration endpoints were not migrated Run automation tests, verify credentials and add explicit failure notifications
No one can explain an untested rule Ownership and test method were absent from the inventory Assign an owner, define a scenario and place the rule in defer or retire status until decided

How to answer “How do I migrate a SIEM without losing detection coverage?”

Start with an inventory that connects use case, rule, telemetry and workflow. Prioritize critical and effective detections instead of preserving every legacy query. For each selected item, map the data and logic, verify connector readiness and rule enablement, then test representative behavior and analyst response. Use parallel operation and a migration register to expose gaps, and make staged cutover contingent on documented evidence. Keep ATT&CK maps, rule counts and vendor recommendations as planning aids—not substitutes for working telemetry, tested behavior and accountable owners.
