The safest DNS migration is a parallel build, not an in-place upgrade. Install a currently supported Windows Server, give it a static address, add the DNS Server role, and migrate according to how each zone is stored. Active Directory-integrated zones should normally move by adding a new DNS-capable domain controller and allowing Active Directory replication to populate them. Standard primary and secondary zones require a controlled zone-file and registry migration, followed by manual recreation of settings that the copy procedure excludes.
Do not change every client at once or shut down the legacy host immediately. Validate authority, records, dynamic registration, Active Directory locator records, forwarding, delegations, DHCP settings, and application behavior first. Microsoft supports DNS role migration, but its role matrix does not guarantee completion without downtime, so plan a maintenance window and a tested rollback.
Choose the migration path before touching the old server
Windows DNS uses two fundamentally different storage models. The correct migration procedure depends on whether a zone is stored in Active Directory or as a standard file-based zone.
| Decision point | AD-integrated DNS | Standard primary or secondary DNS |
|---|---|---|
| Where zone data is stored | Active Directory application directory partitions and replicated DNS data | Zone files under %SystemRoot%System32DNS, with server configuration in the registry |
| Typical destination | A new domain controller running DNS | A standalone DNS server or a replacement domain controller |
| How data moves | Active Directory replication creates multiple writable DNS masters | Copy the DNS folder and export/import the two documented DNS zone registry keys |
| Dynamic updates | Supports secure dynamic updates when the zone policy and permissions allow them | Preserve and retest the zone’s configured update policy; permissions are not carried by the legacy copy procedure |
| Cutover choices | Stage clients against the new resolver, then move roles and demote the old controller | Change resolver addresses, transfer the service IP when appropriate, or use staged DHCP and static-client changes |
| Important limitation | Requires healthy domain-controller and Active Directory replication | Forwarders, interfaces, logging, root hints, advanced settings, and security must be rebuilt separately |
How to identify a zone
In DNS Manager on the source, inspect each forward and reverse lookup zone’s properties. An Active Directory-integrated zone identifies Active Directory as its storage and replication scope. A standard primary zone has a local zone file; a secondary zone obtains data from a master through zone transfer. Record the type separately for every zone because one server can host both models.

Requirements and support planning
Build the destination on a Windows Server release that your organization currently supports and keeps updated. Microsoft’s migration matrix lists Windows Server 2016, 2019, 2022, and 2025; verify the selected release’s lifecycle and your licensing and application requirements before deployment.
- A clean Windows Server installation with current updates.
- A static IP address, correct subnet, gateway, and time source.
- Administrative credentials for the server and, for a domain-controller migration, permissions to add a domain controller.
- The DNS Server role and management tools installed.
- For AD-integrated zones, a domain controller running DNS with healthy domain, forest, and replication services.
- A complete backup and inventory of zones, records, server settings, DHCP scopes, static client settings, delegations, monitoring, and application dependencies.
- A maintenance window and a rollback plan that keeps the source server recoverable.
Installing DNS on every domain controller in the forest improves resolver availability and helps clients continue locating domain controllers if one server fails. It does not remove the need to test replication, delegation, forwarding, or client configuration.
Inventory the existing DNS service
Do this before building the destination so that validation has an objective baseline. Export or record the following for each server:

- Representative A, AAAA, CNAME, MX, PTR, and SRV records, including records used by applications and appliances.
- Zone-transfer masters, permitted secondary servers, dynamic-update policy, and access-control lists.
- Forwarders, conditional forwarders, root hints, listening interfaces, logging options, and server-level advanced settings.
- DHCP scopes, DHCP option 006 values, static DNS settings, load balancer or firewall references, and DNS delegations in parent zones.
- Monitoring checks, certificates or scripts that refer to the old hostname or address, and applications that use the old resolver directly.
Keep a backup of the zone data and the source server configuration. A backup is useful only if you know how to restore it and can return clients to the old resolver addresses.
Path A: migrate Active Directory-integrated DNS
This is the preferred modernization pattern when the old DNS server is also a domain controller. Build a supported server in parallel, promote it as an additional domain controller with DNS, verify replication, move any required operations-master roles, and then demote the legacy controller.
1. Prepare the new server
- Install the supported Windows Server release, apply current updates, assign a static IP, and set the correct computer name.
- Join the server to the existing domain using an account authorized to add computers.
- In Server Manager, choose Add Roles and Features, select Role-based or feature-based installation, select the server, and add DNS Server with the management tools. The DNS role can also be installed with
Install-WindowsFeature -Name DNS -IncludeManagementTools. - Use Add Roles and Features to add Active Directory Domain Services. Select the notification flag, choose Promote this server to a domain controller, select Add a domain controller to an existing domain, and complete the prerequisite checks and promotion wizard.
The promotion wizard installs DNS when selected and creates the required domain-controller records. Do not point the entire organization at the new address until promotion and replication checks pass.

2. Confirm Active Directory and DNS replication
Confirm that the new controller has the domain zone, the forest-wide _msdcs zone, and the expected _sites, _tcp, and _udp locator records. Forest-wide locator records replicate through the forest-wide DNS application directory partition.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Run
dcdiag /test:dnson the new controller and investigate failures rather than treating warnings as harmless. - Use
repadmin /replsummaryandrepadmin /showreplto check for replication errors and stale partners. - In DNS Manager, compare zone names, record counts, SOA data, NS data, and replication scopes with the inventory.
- Query the new server directly with
nslookuporResolve-DnsName, including representative host records and domain-controller SRV records.
Active Directory-integrated zones provide multiple writable masters through Active Directory replication. That design is different from a standard primary/secondary transfer and should not be treated as a simple file copy.
3. Test a controlled client set
Change the DNS server list on a small, representative set of clients or a test DHCP scope. Test ordinary lookups, secure dynamic registration, authentication, domain-controller discovery, file shares, mail delivery, service discovery, and any application that uses DNS. Check both IPv4 and IPv6 records where the environment uses them.
On a test client, ipconfig /registerdns requests registration. Confirm that the expected record appears in the correct zone and that an unauthorized client cannot create or overwrite records when secure updates are required.
4. Move operations-master roles and demote the old controller
After the new controller has passed validation, move the required FSMO roles to it using Active Directory administrative tools or the supported PowerShell and command-line procedures for your forest. Confirm that clients can locate the new role holder and that time synchronization remains correct.

Path B: migrate standard file-based zones
Use this method when the zones are standard primary or secondary zones and you need to preserve their local files. It is also the legacy method Microsoft documents for moving DNS data when Active Directory replication is not the storage mechanism.
1. Prepare the destination without changing authority
Install the supported server, configure its static address, add the DNS role, apply updates, and keep it off production client resolver lists while you stage the data. Do not create conflicting primary zones that could answer authoritatively before the cutover plan is ready.
2. Handle an AD-integrated zone only if the file method is unavoidable
If a zone is AD-integrated but must be moved through the legacy file procedure, change it to a standard primary on the source so that a zone file exists. This removes the zone from its Active Directory-integrated storage model, so schedule the change carefully and document the intended final design. When the replacement domain controller is ready, convert the zone back to AD-integrated if that is the target architecture.
3. Stop DNS and copy the documented data
- Schedule a change window and stop the DNS Server service on the source and destination. Stopping both prevents a partially copied file set from being used.
- Copy the complete source folder
%SystemRoot%System32DNSto the equivalent destination folder, preserving the zone files. - On the source, export
HKLMSystemCurrentControlSetServicesDNSZones. - Also export
HKLMSoftwareMicrosoftWindows NTCurrentVersionDNS ServerZones. - Import both registry exports on the destination, then confirm that the paths and server identity values refer to the destination rather than the old host.
- Start DNS on the destination and inspect every zone for load errors, missing files, and unexpected timestamps or serial numbers.
Use the same architecture and permissions for the export and import, and preserve the original exports unchanged for rollback. Test the destination directly before changing DHCP or static clients.
4. Recreate what the copy does not migrate
The documented folder-and-registry method does not carry forward interfaces, forwarders, advanced server settings, root hints, logging, security, or unrelated registry settings. Recreate each item manually in DNS Manager or the applicable server configuration interface.
| Setting to rebuild | What to verify |
|---|---|
| Listening interfaces | DNS listens on the intended production and management addresses, not an obsolete address. |
| Forwarders and conditional forwarders | Names, ordering, reachability, recursion policy, and firewall rules match the approved design. |
| Root hints | The server has the intended root-server data if it is not using forwarders for external resolution. |
| Logging and diagnostics | Query, update, and error logging settings meet operational and retention requirements. |
| Security and ACLs | Zone transfers, dynamic updates, recursion, and administrative permissions are explicitly configured. |
| Delegations | Parent zones delegate to the new NS records and glue addresses where required. |
Plan the cutover
Choose a cutover that matches how clients receive DNS addresses. If clients use DHCP, lower the lease duration ahead of the window only if that is part of your approved change plan, update option 006 to include the destination, and allow clients to renew. For statically configured servers, appliances, and network equipment, change the resolver list individually or through the platform’s central management. When the old DNS address must be retained, transferring the service IP can reduce client changes, but verify that no device still depends on the old host’s non-DNS services.

Do not rely on DNS cache expiration as a substitute for changing resolver configuration. A client can continue querying the old server even after zone records and SOA values are correct.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsValidation checklist before retiring the legacy server
- Compare destination zone counts and record counts with the inventory, including every forward and reverse zone.
- Query SOA and NS records from the destination and from multiple client subnets. Confirm that the SOA primary name and serial are appropriate for the chosen zone model.
- Query representative A, AAAA, CNAME, MX, PTR, and SRV records from clients that use different network paths.
- Test secure and non-secure dynamic updates according to each zone’s policy. Verify that registrations land on the intended server and replicate when the zone is AD-integrated.
- Check
_msdcs,_sites,_tcp, and_udprecords. Confirm that domain-joined clients discover domain controllers and global catalog services. - Test forwarders, conditional forwarders, root hints, recursion, interfaces, logging, transfer restrictions, ACLs, and delegations because several of these are excluded from the legacy copy procedure.
- Verify DHCP leases and static configurations now advertise or use the intended resolver addresses.
- Exercise authentication, file access, mail flow, certificates, monitoring, databases, web applications, and any service whose configuration contains a DNS server address.
- Monitor application errors, authentication failures, DNS event logs, and Active Directory replication for an observation period appropriate to your change policy.
Rollback if the cutover fails
Keep the source server powered on and its original data and configuration recoverable until the destination passes all checks. If failures appear, restore client DNS settings and DHCP options to the source, return authority or the service IP to the source, and flush or renew affected clients as appropriate. Correct the destination in isolation, then repeat the staged tests.
There is no universal rollback duration or outage estimate published for this migration. The role matrix explicitly marks DNS migration as not guaranteed to complete without downtime, so define your own change window, escalation contacts, success criteria, and rollback trigger before the first production change.
Common failure symptoms and fixes
Clients resolve some names but not others
Compare the missing records with the inventory. A copied zone may be present while a reverse zone, delegation, conditional forwarder, or application-specific record is absent. Query the destination directly to separate a server-data problem from a client-cache or resolver-list problem.
Domain clients cannot log on or find a controller
Check the _msdcs and other locator records, secure dynamic registration, and replication health. On a domain controller, restart Net Logon after correcting DNS or run netdiag /fix where that tool is available in the environment, then verify SRV records again.

External names fail after migration
Recreate forwarders or verify root hints, then check firewall access and recursion policy. These settings are not guaranteed to arrive through a zone-file and registry copy.
The destination loads a zone with an old serial or old server name
Check that both documented registry exports were imported, the complete DNS folder was copied, and the SOA and NS records were intentionally updated for the destination design. Do not increase a serial merely to hide an incomplete migration; fix the underlying data and then revalidate from multiple resolvers.
When to use Windows Server Migration Tools
Windows Server Migration Tools is a Microsoft feature for moving server roles, features, operating-system settings, data, and shares to later Windows Server versions. It can be part of a broader server-modernization project, but it does not eliminate the DNS-specific decisions in this guide. You still need to determine zone storage, recreate excluded DNS settings, test client behavior, and plan for the possibility of downtime.
Recommended Free Tools
Recommended end state
For an Active Directory environment, the durable design is usually more than one supported domain controller running DNS, with AD-integrated zones, healthy replication, secure dynamic updates, and clients receiving resolver addresses through controlled DHCP or configuration management. For a standalone namespace, retain standard zones only when their operational requirements call for that model; otherwise document a deliberate conversion and test the resulting replication and update behavior.
Retire the legacy host only after authority, records, updates, locator services, forwarding, delegations, clients, and applications have all passed validation. A parallel build with an explicit rollback is slower than replacing the old server in place, but it gives you a known-good destination and a recoverable source at every critical step.
