Changing a base URL is not a complete AI-provider migration. It changes the network destination, but your application can still fail on model IDs, authentication, message roles, tool calls, streaming events, structured output, token limits, safety behavior, retries, data location, or billing. The safe approach is to place a provider adapter between your application and each API, test destination models against replayed production-shaped requests, then move traffic through shadowing and a measured canary while retaining an immediate rollback path.

This guide covers migrations from services such as DeepSeek or Qwen to OpenAI, Anthropic, Google Gemini, or another compatible provider. It treats compatibility as something to verify, not something to assume.

What a provider migration actually changes

AI APIs have several contracts at once. The HTTP method and JSON envelope are only the outer contract; the behavior inside that envelope belongs to the model and provider. A destination can accept an OpenAI-shaped request and still interpret a system message, tool schema, sampling parameter, or refusal condition differently.

DeepSeek’s official documentation says, “The DeepSeek API uses an API format compatible with OpenAI/Anthropic.” Its documented OpenAI-compatible base URL is https://api.deepseek.com, while Anthropic-format calls use https://api.deepseek.com/anthropic. The documentation also shows an OpenAI chat-completions request with stream: true. That is useful transport compatibility, not proof that another provider will produce equivalent output or events.

Contract layer What to verify before cutover
Endpoint and authentication Base URL, API version path, authorization header, required project or region header, key scope, and TLS or proxy requirements.
Model identity Exact destination model ID, retirement date, context window, maximum output, modalities, tool support, and account or geography eligibility.
Messages System and developer roles, multimodal parts, image or file references, empty-content handling, name fields, and ordering rules.
Generation controls Temperature, top-p, stop sequences, seed, repetition controls, reasoning controls, and which unsupported fields must be omitted rather than set to null.
Tools and functions Schema dialect, required versus optional fields, parallel calls, call IDs, tool-result messages, and whether the model may decline a tool.
Structured output JSON mode or schema mode, strictness, refusal representation, partial output behavior, and validation errors.
Streaming Event names, delta shape, role and tool-call fragments, usage timing, finish reasons, connection close behavior, and retry safety.
Limits and accounting Input and output token limits, cached-token rules, rate limits, quota errors, and how usage is reported.
Safety and errors Refusal categories, moderation response, content filters, HTTP status mapping, retry-after headers, and whether a failed request consumed quota.
Data handling Processing region, storage at rest, inference location, retention, logs, backups, subprocessors, and deletion controls.

Plan for behavior changes even when a request validates successfully. A model may call a tool less often, emit a schema-valid but semantically wrong value, refuse a benign request, or use substantially more output tokens. Those differences belong in acceptance tests and release gates.

Build a provider-neutral boundary first

Keep business code unaware of vendor names. Your application should create one internal request type and receive one internal response type; adapters translate that representation to each provider’s wire format.

Define the internal request and response

A practical internal request contains a model alias, normalized messages, optional multimodal parts, tools, a structured-output requirement, generation controls, timeout, and a trace identifier. The response should normalize text, tool calls, citations when available, finish reason, token usage, provider request ID, and error information. Streaming uses the same idea: expose internal events such as text_delta, tool_delta, usage, completed, and failed instead of leaking provider event names into the UI.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
type ModelRequest = {
  workload: "chat" | "code" | "extract" | "vision" | "reasoning";
  messages: Message[];
  tools?: ToolDefinition[];
  outputSchema?: JsonSchema;
  controls?: GenerationControls;
  timeoutMs: number;
  traceId: string;
};

type ModelResponse = {
  text?: string;
  toolCalls: ToolCall[];
  finishReason: string | null;
  usage: { input: number; output: number; cached?: number };
  providerRequestId?: string;
};

Keep provider-specific fields in a capability map. For example, an adapter can advertise whether it supports strict schemas, parallel tool calls, image input, server-side caching, reasoning controls, or native background jobs. The caller either selects a supported path or applies an explicit fallback. Do not silently send an unsupported option and hope the server ignores it.

Make configuration replaceable

Model alias, base URL, API key, timeout, retry policy, and region should come from deployment configuration. Qwen’s official configuration guidance illustrates this pattern with OPENAI_API_KEY, OPENAI_BASE_URL, and OPENAI_MODEL, alongside separate Anthropic and Google GenAI settings. Use equivalent environment variables or a secret manager in your own service, but keep the names and values out of business logic.

AI_PROVIDER=destination
AI_BASE_URL=https://provider.example/api
AI_MODEL=workload-default
AI_API_KEY_SECRET=secret-reference
AI_TIMEOUT_MS=60000
AI_ENABLE_STRICT_JSON=true

The example URL is illustrative configuration, not a provider endpoint. In production, load the real value from your deployment secret store. Keep the old provider configuration present until the migration has passed its rollback window.

Step 1: inventory the current contract

Start with an inventory, not a code edit. Search source code, infrastructure configuration, prompt files, queues, workers, and observability pipelines for every place the current API is used.

  • Record every endpoint, SDK package, API version, model ID, region, key scope, proxy, and network allow-list rule.
  • Capture system, developer, user, and tool-result messages, including message ordering and any hidden prompt assembled by middleware.
  • List text, image, audio, video, file, and other multimodal inputs. Record whether files are uploaded, referenced by URL, or embedded as bytes.
  • Document tool schemas, required fields, enum values, parallel-call handling, call IDs, and how tool errors are returned to the model.
  • Record JSON mode, schema definitions, post-processing, validation, repair prompts, and what happens when output is refused or truncated.
  • Capture streaming event handling, buffering, cancellation, partial-response persistence, and client disconnect behavior.
  • Write down retries, exponential backoff, idempotency keys, timeout values, circuit breakers, queue delays, and dead-letter behavior.
  • Record input, output, context, and cached-token limits; moderation settings; logging fields; redaction; and retention periods.
  • Export representative requests and expected outcomes with personal, confidential, and regulated data removed or masked.

Include ordinary traffic and difficult traffic. A corpus made only of short English chat prompts will not reveal failures in long context, non-English text, extraction, tool use, refusal handling, or malformed-input recovery.

Step 2: map models by workload, not by brand tier

Create a workload map before selecting destination IDs. A similarly named “large” or “pro” model may have a different context limit, tool behavior, latency profile, or safety policy.

Workload Selection questions Acceptance evidence
General chat Does it preserve conversation instructions, tone, language, and refusal boundaries? Task-success score, factual review, refusal rate, and latency percentiles.
Coding Can it follow repository conventions, produce compilable patches, and use tools safely? Build or test pass rate, tool-call accuracy, and regression count.
Extraction Does it support the required schema, long documents, null values, and field-level citations? Schema-valid rate, field accuracy, and truncation rate.
Long context What are the actual input and output limits, and does quality degrade near the limit? Position-sensitive retrieval tests at several context lengths.
Vision or multimodal Which media types, sizes, resolutions, and content parts are accepted? Classification or extraction accuracy across supported formats.
Tool use Are schemas, parallel calls, call IDs, and tool results represented equivalently? Correct tool selection, argument validity, and recovery from tool errors.
Reasoning Are reasoning controls available, and are hidden reasoning tokens billed or exposed? Task quality, output length, latency, and spend under representative settings.

Verify current documentation for every candidate’s context limit, output limit, supported modality, tool semantics, safety behavior, rate limit, and deprecation policy. Treat model IDs and limits as volatile configuration, not permanent facts.

Step 3: implement and audit the adapter

Authentication and request construction

Translate the internal request into the destination’s required authorization header and body. Do not assume that an OpenAI-compatible SDK handles provider-specific project headers, regional endpoints, API versions, or key scopes. Log the selected adapter and model alias, but never log the secret.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Messages and multimodal content

Normalize role names and content parts explicitly. Some providers distinguish developer instructions from system instructions; others accept only a subset. Convert images and files into the destination’s supported representation, enforce size and MIME-type limits before sending, and preserve a deterministic order for text and media parts. Test empty messages, multiple system instructions, Unicode, right-to-left text, and very long individual messages.

Tools and structured output

Convert schemas through a tested translation layer. Check whether the destination accepts every JSON Schema keyword you use, whether additional properties are rejected, and how required fields are interpreted. Validate every response locally even when the provider claims strict structured output. If validation fails, classify the failure as a test result; do not automatically issue unlimited repair requests, because retries increase latency and cost and can hide a model-quality regression.

For tools, normalize the distinction between an assistant request to call a tool and the application’s tool result. Preserve call IDs exactly within one turn, reject unknown tool names, validate arguments before execution, and cap repeated calls. Test a model that calls no tool, calls one tool, calls several tools, emits invalid arguments, and receives a tool error.

Streaming, cancellation, and retries

Write an event decoder per provider and emit your internal stream events from that decoder. Test role deltas, text fragments split at arbitrary boundaries, tool arguments split across events, usage sent only at the end, finish reasons, keep-alive events, malformed frames, and abrupt connection closure. A partial stream must not be mistaken for a completed answer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Retry only failures that are safe to retry. Timeouts, connection resets, rate limits, and transient server errors may be retryable; invalid requests, policy refusals, authentication failures, and schema errors generally are not. Use bounded exponential backoff, honor a provider’s retry-after signal, and carry an idempotency key where the destination supports one. For non-idempotent tool workflows, persist state before retrying so a duplicate side effect cannot occur.

Limits and reasoning controls

Set an explicit input budget and output budget in the adapter. If the destination has a smaller context window, truncate or summarize according to a declared policy; never silently drop the system instruction or the newest user message. Keep sampling and reasoning controls behind capability checks. A setting that is accepted but ignored can produce misleading test results, while a rejected setting can turn a normal request into a 400-level failure.

Step 4: run replay and contract tests

Freeze a versioned, redacted corpus and run it against the current provider and each candidate. Store the request, normalized response, raw provider response, model ID, configuration hash, timestamp, latency, token usage, and error classification according to your retention policy.

Score more than text similarity

  • Correctness: factual accuracy, calculations, code behavior, extraction fields, and citation placement where applicable.
  • Task success: whether the application’s actual business operation completed.
  • Schema validity: parse success, required fields, type correctness, and semantic constraints.
  • Tool accuracy: correct tool selection, valid arguments, call ordering, and safe recovery.
  • Refusal behavior: appropriate refusals, false refusals, and unsafe compliance.
  • Latency: time to first token, total time, and p50, p95, and p99 values.
  • Usage: input, output, cached, and reasoning-token accounting when reported.
  • Cost: provider charges plus retries, cache misses, storage, egress, and added operational work.
  • Reliability: HTTP errors, stream interruptions, timeout rate, and retry amplification.

Include adversarial prompts, prompt-injection attempts, long contexts, non-English requests, empty or malformed tool results, rate-limit responses, and cancellation. Set pass thresholds per workload. A destination that is cheaper but fails the extraction schema or doubles p95 latency is not a successful migration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 5: verify residency, retention, and geography

Make data handling a release gate, not a post-launch assumption. Identify where prompts, uploaded files, outputs, logs, backups, abuse-monitoring records, and support copies are stored and where inference runs. Confirm account eligibility, subprocessors, deletion timing, and whether regional processing changes price or availability.

OpenAI controls

OpenAI describes data residency as a per-project control and distinguishes storage-at-rest residency from inference residency. Its documented storage regions include the United States, Europe, Japan, Singapore, South Korea, India, Canada, Australia, the United Kingdom, and the United Arab Emirates. Confirm that the exact endpoint and project support the region you need; selecting a storage region does not automatically prove that inference occurs there.

Google Gemini controls

Google states that paid Gemini services do not use prompts or responses to improve its products. That statement does not mean every uploaded object disappears automatically. Google’s File API documentation requires manual deletion of File API objects when you need a zero-data footprint. Track file IDs, define deletion jobs, and verify deletion behavior for failures and abandoned workflows.

Chinese and cross-border obligations

A 2026 assessment by the Computer & Communications Industry Association reported that OpenAI and Anthropic restricted API access for Chinese and Hong Kong customers in 2024 and discussed Chinese obligations to keep certain personal and important data in China. Treat that as contextual secondary reporting, not a substitute for current provider terms or legal advice. Before launch, confirm applicable Chinese data rules, export or sanctions requirements, contractual restrictions, and counsel’s interpretation for the actual entity, users, and processing path.

Step 6: compare the complete economics

Calculate cost from your own traffic rather than a headline token rate. For each workload, estimate input tokens, output tokens, cache-hit ratio, retries, context growth, concurrency, and peak traffic. Add engineering and infrastructure changes such as longer timeouts, queue workers, background jobs, observability, file storage, and additional validation calls.

Use a dated model for each candidate:

monthly_cost = input_tokens × input_rate
             + output_tokens × output_rate
             + uncached_tokens × cache_miss_rate
             + retries × average_request_cost
             + regional_processing_surcharge
             + added_operational_cost

OpenAI publishes a 10% uplift for eligible regional-processing endpoints for models released on or after March 5, 2026. Apply that uplift only where the endpoint, model release date, and eligibility conditions match your deployment; do not apply it to every OpenAI request by default.

Google’s Gemini 4 Argon page lists introductory pricing through November 30, 2026 of $2.00 per 1 million input tokens and $10.00 per 1 million output tokens. Those are dated introductory figures, not a timeless price guarantee. Record the retrieval date, pricing tier, region, cache treatment, and whether taxes or committed-use discounts are excluded, then recalculate before signing off.

Compare cost per successful task, not only cost per request. A provider that needs extra repair calls, produces more refusals, or requires a larger worker fleet can have a higher total cost despite a lower token rate.

Step 7: roll out with shadow traffic and a canary

  1. Offline replay: Run the frozen corpus through the adapter and block release on contract, quality, safety, residency, or budget failures.
  2. Shadow traffic: Duplicate eligible requests to the destination without showing its response to users or executing its tool calls. Redact data, cap volume, and ensure shadow requests cannot trigger side effects.
  3. Dual-run comparison: For selected requests, run both providers and compare normalized outputs, schema validity, refusal classification, latency, usage, and spend. Keep the old response authoritative.
  4. Small canary: Route a measured percentage or isolated tenant to the destination. Keep the old provider available behind a feature flag.
  5. Expand gradually: Increase traffic only after each time window meets thresholds for error rate, p95 latency, schema failures, quality score, spend, and residency configuration.
  6. Cut over and observe: Preserve request IDs, adapter version, model ID, region, redacted traces, and rollback controls for the entire observation period.

Define rollback thresholds before the first live request. A rollback should restore the old provider configuration without requiring a code rebuild, and it should not discard queued work or duplicate tool side effects. Keep both adapters tested until the rollback window closes.

Comparison framework for destination providers

Use one worksheet for every candidate and fill it from current provider documentation and your own tests.

Axis Questions to answer Why it affects the decision
API and SDK Can the existing client be configured, or is a native SDK required? Determines adapter effort, maintenance, and failure surface.
Workload capability Which model handles chat, code, extraction, long context, vision, tools, and reasoning? Prevents choosing one model that is strong only on a marketing benchmark.
Context and output What are the tested limits and truncation behaviors? Affects prompt design, summaries, latency, and correctness.
Tools and schemas Are strict schemas, parallel calls, citations, and tool results supported? Determines whether existing workflows remain safe.
Latency and geography What are measured percentiles in the required region and traffic tier? May require longer timeouts, queues, or a different user experience.
Residency and retention Where are storage and inference performed, and how are files deleted? Can determine legal eligibility and release approval.
Training and security Are prompts used for product improvement, and what contractual controls apply? Sets the permitted data classes and procurement requirements.
Pricing What are input, output, cache, regional, file, and committed-use charges? Reveals total cost rather than a token-only estimate.
Reliability and limits What rate limits, quotas, retry signals, and status codes exist? Determines backoff, capacity planning, and incident behavior.
Lifecycle How much deprecation notice is provided, and how are model replacements handled? Reduces the risk of repeating an emergency migration.

Common migration failures and fixes

“The request succeeds, but answers changed”

Check model ID, system and developer role mapping, sampling defaults, context truncation, safety settings, and hidden middleware. Compare normalized prompts and raw responses, then add a workload-specific acceptance test instead of trying to force textual similarity.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“JSON mode works in staging but breaks in production”

Look for a different model alias, schema keyword, prompt version, or response-length limit. Validate locally, log the normalized schema hash, and treat every parse or semantic-validation failure as a measurable release metric.

“Tool calls duplicate an action”

Inspect stream reconnection and retry behavior. Persist the call ID and side-effect status before executing a tool, reject already-completed calls, and do not retry a non-idempotent action merely because the response stream ended early.

“Latency and spend increased after cutover”

Separate model time, queue time, retries, repair calls, and network time. Check whether the destination emits longer outputs, has lower cache reuse, requires a larger context, or needs regional processing with a surcharge. Adjust workload routing or limits only after quality remains acceptable.

“The provider is unavailable for the intended users”

Verify account, country, project, endpoint, sanctions, export, and contractual restrictions. Do this immediately before launch and retain a region-appropriate fallback; an SDK-compatible endpoint is not a guarantee of geographic access.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Final cutover checklist

  • Provider-neutral request and response types are used by business code.
  • Provider-specific options are guarded by capability checks or feature flags.
  • Model aliases, endpoints, keys, regions, timeouts, and retry policies are configuration-driven.
  • Replay tests cover normal, adversarial, long-context, multilingual, multimodal, tool, streaming, refusal, and failure cases.
  • Quality, schema validity, refusal behavior, latency, token usage, reliability, and cost thresholds are written down and met.
  • Storage-at-rest, inference location, retention, file deletion, subprocessors, and legal geography are approved for the actual data classes.
  • Regional-processing surcharges and operational changes are included in the total-cost estimate.
  • Shadow traffic and a canary have completed without side effects or unacceptable regressions.
  • Request IDs, redacted traces, model IDs, adapter versions, and region settings support diagnosis.
  • The old provider remains available behind a tested rollback switch.
  • Provider terms, model availability, pricing, and geographic eligibility have been rechecked immediately before launch.
