Move a monorepo as a controlled cutover, not as a one-time push. First inventory both Git objects and hosting configuration, create and verify a mirror-clone backup, build the destination, and rehearse a dry run. During the move, appoint one canonical writer, keep a temporary mirror where it is useful, freeze writes briefly, perform a final ref comparison, then switch developer remotes. Leave the old repository read-only until CI, permissions, webhooks, packages, deployments, and representative builds have passed on the new host.

What a monorepo migration actually includes

A monorepo migration has two independent layers. Git can carry commits, branches, tags, and file objects, but it does not carry every service that a hosting site attaches to a repository. Treating a successful push as a complete migration is how teams lose protections, secrets, pull-request history, or deployment behavior.

Layer What must move or be recreated How to validate it
Git data All commits, branch tips, annotated and lightweight tags, notes if used, Git LFS objects, and reachable submodule commits Compare critical ref SHA-1 or SHA-256 tips, tag sets, object reachability, LFS availability, and clean clones
Hosting and collaboration Default branch, teams, permissions, branch and tag protections, CODEOWNERS behavior, hooks, deploy keys, webhooks, runners, environments, CI variables, secrets, package registries, releases, issues, merge requests, and activity history Run an explicit configuration checklist and exercise the workflows that depend on each item

GitHub’s migration guidance recommends performing a dry run for every repository and notes that a move may need to include code, its history, and past conversations and collaboration. GitLab’s transfer guidance likewise treats repository content and project metadata as separate validation work; file exports preserve much data but have documented omissions and access-level caveats. For most GitLab-to-GitLab moves, direct transfer is preferred over an export/import shortcut.

A low-disruption sequence

  1. Inventory and define invariants. Decide which refs, services, and behaviors must be identical after cutover.
  2. Make an immutable, testable backup. Use a fresh mirror clone, verify it, and prove that it can be pushed to a disposable destination.
  3. Build the destination. Create the namespace and recreate access, protections, automation, LFS, submodules, releases, and integrations.
  4. Rehearse. Import the mirror into a temporary project and run representative builds, tests, packaging, and deployment checks from clean clones.
  5. Bridge the locations. Select one canonical writer and configure a supported push, pull, or bidirectional mirror if it reduces the final delta.
  6. Cut over in a short UTC freeze. Stop ref-writing activity, sync once more, compare refs, switch remotes, and reopen writes only after checks pass.
  7. Stabilize and retain rollback. Keep the source read-only, monitor operations, and publish a time-limited rollback path.

1. Inventory the monorepo and define invariants

Enumerate every ref and object dependency

  • Record the canonical default branch and every long-lived development, release, maintenance, and hotfix branch.
  • Export the complete annotated and lightweight tag set, including tags used by release automation.
  • Identify Git LFS-tracked paths and estimate the LFS object set; a normal Git push does not transfer LFS content by itself.
  • List every submodule URL and the exact commit each superproject path expects. A migration is incomplete if a clean clone cannot fetch those commits.
  • Note Git notes, replace objects, signed-tag or signed-commit verification requirements, and any unusual ref namespaces used by tooling.

Inventory host configuration

Capture the current default branch, repository visibility, organization or group placement, teams and individual permissions, required status checks, branch and tag protections, merge rules, CODEOWNERS, deploy keys, webhooks, application integrations, environments, runners, CI variables and secrets, package registries, release assets, issue and merge-request history, and audit or compliance settings. Record external jobs that write refs, publish packages, create releases, or trigger deployments; these are common sources of unexpected writes during a freeze.

Write measurable invariants

An invariant is a pass/fail condition, not a hope that the destination “looks right.” At minimum, define:

  • The expected tip SHA for the default branch and each critical release branch at the end of the freeze.
  • An identical tag name set and the expected object ID for every release tag.
  • A successful clone and fetch for a developer using normal credentials.
  • A representative build and test for each major path or product in the monorepo.
  • Successful package publication, deployment, webhook delivery, and required status checks.
  • A documented rollback route that points to the old remote and identifies who can authorize it.

2. Create and verify a complete backup

GitHub’s backup guidance describes a mirror clone as a backup that includes revision history and can be restored by pushing the mirror to another Git remote. It also warns that a GitHub migration archive is not a supported restore mechanism. Keep the mirror in an isolated location with restricted access and immutable retention for the rollback period.

Create the mirror clone

git clone --mirror <old-repository-url> monorepo.git
cd monorepo.git
git show-ref

A mirror clone stores all refs rather than only the checked-out branch. Review the git show-ref output against your inventory. If the repository uses Git LFS, fetch every LFS object and keep the LFS cache with the backup:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
git lfs fetch --all

Run an integrity check and inspect for missing objects:

git fsck --full

Do not place access tokens in commands that will be copied into shell history or CI logs. Prefer the host’s credential helper, a short-lived token supplied through a protected environment variable, or an interactive authentication flow.

Prove the backup is restorable

Create a disposable, empty destination and push the mirror to it:

git push --mirror <disposable-destination-url>

For LFS, push the object set through the LFS endpoint as well:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
git lfs push --all <disposable-destination-url>

From a new directory, clone the disposable destination, check out the default branch, fetch a release tag, run a representative build, and verify that LFS files are materialized. This test distinguishes a backup that merely exists from one that can actually restore development.

3. Build the destination and rehearse it

Create an empty project with the final namespace

Decide the destination organization or group, repository path, visibility, default branch, and canonical clone URLs before importing data. Avoid allowing an automatic initial README or license commit if it would create a destination-only commit that conflicts with a mirror push.

Recreate access and protections before developers arrive

Map source teams to destination groups, preserve least-privilege access, and recreate protected branches and tags. Configure required reviews, status checks, merge strategy, CODEOWNERS, deploy keys, webhooks, runners, environments, CI variables, secrets, package permissions, release settings, and integrations. Secret values generally cannot be exported in readable form; plan a controlled re-entry and rotation rather than assuming they will transfer.

Run a dry-run import

Push or import the mirror into a temporary project in the destination namespace. Then use clean clones, not a developer’s already-populated working directory, to exercise:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Default-branch checkout and fetch of every critical branch and tag.
  • Pull-request or merge-request creation, review, required checks, and protected-branch behavior.
  • Builds and tests for representative directories, including jobs that use LFS or submodules.
  • Package publication, release creation, deployment to a nonproduction environment, and rollback of that deployment.
  • Webhook delivery, runner selection, environment approvals, and notifications.

Record failures as destination configuration defects, not as reasons to weaken the invariant. Fix the temporary project, repeat the dry run, and retain the successful checklist for the production cutover.

4. Bridge the old and new locations safely

Choose exactly one canonical writer. During the bridge period, contributors and automation may read either location, but only the canonical side may accept merges, tag creation, force-pushes, release automation, or other ref writes. Disable or redirect jobs that can write the noncanonical repository.

Mirror mode Use Risk to manage
Push mirror The source host sends branch, tag, and commit updates to the destination A failed or delayed push can leave the destination behind; monitor status and retry before cutover
Pull mirror The destination periodically fetches from the source There is propagation delay; stop source writes before the final fetch
Bidirectional mirror Both hosts exchange updates when the platform supports it Conflicting writes can diverge refs and make the final state ambiguous; use only with strict writer ownership

GitLab documents that branches, tags, and commits are synced automatically by repository mirroring, and that mirroring can be limited to protected branches. The source and destination must use the same object format. A mirror can stop when a branch diverges; with overwrite behavior enabled, the upstream can replace downstream-only changes. Never enable overwrite casually: first prove that the destination has no legitimate commits that are absent from the canonical source.

Use a mirror for reducing the final delta, not for avoiding governance. Announce which host is authoritative, display a read-only notice on the other host, and monitor mirror health until the freeze begins.

5. Perform the final cutover

Announce a precise freeze

Choose a short UTC window with owners for Git administration, CI, releases, deployment, communications, and rollback. Tell contributors the exact start and end times, the last permitted push, and where to report a blocked job. Before the window, merge or abandon pending work, stop scheduled jobs that write refs, pause release and package automation, and prevent direct pushes to the noncanonical side.

Stop writes and synchronize

At the freeze start, confirm that no merge, tag, release, bot, or deployment job can modify refs. Update the mirror from the canonical source, then push the final state to the destination:

git --git-dir=monorepo.git fetch --prune <old-remote-name>
git --git-dir=monorepo.git push --mirror <new-destination-url>
git --git-dir=monorepo.git lfs push --all <new-destination-url>

Use the actual remote name configured in the mirror clone; if the clone has no usable name, add one before fetching. Do not run a final mirror push while people or automation are still writing the source.

Compare critical refs and dependencies

Compare the old and new values for the default branch, every release branch, and every release tag. A simple remote check is:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
git ls-remote <old-repository-url> refs/heads/main
 git ls-remote <new-destination-url> refs/heads/main
 git ls-remote --tags <old-repository-url>
 git ls-remote --tags <new-destination-url>

Remove the leading space before the second through fourth commands when pasting them. Compare the complete tag sets, not just the newest tag. Verify that LFS objects download, submodule URLs resolve, and required checks pass on the destination. If any critical invariant fails, keep the freeze in place and repair the destination or roll back; do not reopen writes on two hosts.

Switch developer remotes and reopen work

Publish the new canonical clone URL and provide the one-line change for existing checkouts:

git remote set-url origin <new-url>

Developers can confirm the change with git remote -v. New clones should use only the destination URL. Re-enable merges, scheduled jobs, release automation, and deployments on the destination after the ref and operational checks pass. Keep the old repository read-only with an archival notice and redirect instructions.

Technique Benefit Trade-off or prerequisite
Full clone Complete local history; compatible with tools that inspect ancestry Highest transfer and disk cost
Shallow clone Fast initial transfer and less disk use History-based versioning, changelog, and merge analysis may fail or require an unshallow fetch
Partial clone with --filter Downloads selected Git objects on demand Requires server and client support; tooling must tolerate missing objects until requested
Sparse checkout Reduces the working tree to relevant directories Scripts that assume the whole tree exists need adjustment
Path-aware rules Skips jobs for unaffected projects Dependency relationships must be represented so a shared-library change still triggers consumers
Child pipelines Runs project-specific pipelines in a monorepo without starting everything Pipeline generation and artifact handoff require design and testing
Workspace reuse with git fetch Avoids rebuilding the entire checkout for every job Runners need safe isolation and cleanup so stale files cannot contaminate a build

GitLab’s monorepo guidance recommends path-aware rules and child pipelines, reduced concurrency, shallow or partial clones, sparse checkout, and reusing workspaces with git fetch. Apply these after correctness is established; optimizing the first cutover can hide missing files or history.

Choose a checkout policy deliberately

  • Use a full clone for jobs that calculate versions from history, inspect cross-project ancestry, generate changelogs, or run repository-wide analysis.
  • Use a shallow clone for ordinary build and test jobs when the required history depth is known and documented.
  • Use a partial clone or sparse checkout when the host supports it and the job’s tools do not require unrelated paths or objects.
  • Cache or reuse a workspace only with runner isolation, explicit cleanup, and a fallback that can create a clean checkout.

Post-cutover monitoring and rollback

For the first operating period, watch clone and fetch errors, CI queue time and failure rate, missing permissions, mirror status, webhook delivery, package publication, release jobs, deployment jobs, and developer reports. Keep a named support channel and an incident owner rather than asking contributors to troubleshoot host configuration individually.

Rollback is a controlled decision, not an invitation to write to both repositories. If a critical defect appears, stop destination writes, announce that the old repository is temporarily authoritative, point developers to the preserved old remote, and restore only the affected automation or permissions. Reconcile any destination-only work before another cutover. Keep the source read-only until the agreed rollback window closes; then retain the mirror backup according to your retention and compliance requirements.

Common failure modes and fixes

Symptom Likely cause Correction
A release tag is missing or points to another commit Only the default branch was pushed, or a tag was created during the freeze Compare complete tag sets, stop writes, and repeat the final mirror push from the canonical source
Mirror updates stop on one branch The downstream branch diverged Identify the unexpected commit, preserve it if legitimate, then reconcile under the one-writer rule; do not turn on overwrite without accepting data loss
Builds fail because files are pointers or submodules cannot be fetched LFS objects or submodule commits were not transferred, or credentials changed Run the LFS fetch/push validation, test submodule reachability from a clean clone, and recreate deploy credentials
Pull requests merge without the old protections Branch rules, required checks, or CODEOWNERS were treated as Git data Recreate and test protections before reopening merges
Deployments or package publishing stop Secrets, environments, runners, webhooks, or registry permissions were not recreated Validate each integration independently and rotate/re-enter secret values through the destination’s secure store
CI becomes unexpectedly slow Every job performs a full monorepo checkout or unrelated projects run together Measure first, then apply path rules, child pipelines, suitable clone depth or filters, sparse checkout, and safe fetch reuse
Developers keep pushing to the old host There is no clear canonical URL or the old project remains writable Make the old project read-only, add an archival notice, publish the remote-change command, and monitor rejected pushes

Completion checklist

  • Mirror backup is immutable, passes git fsck --full, includes expected refs and LFS objects, and has been restored to a disposable destination.
  • Critical branch and tag tips match between source and destination after the final sync.
  • Default branch, permissions, protections, CODEOWNERS, deploy keys, hooks, webhooks, runners, environments, secrets, variables, packages, releases, and integrations have named owners and passing tests.
  • Clean clones can build and test representative monorepo paths, fetch submodules, and materialize LFS files.
  • Exactly one canonical writer was used during the bridge and freeze; the other location is read-only.
  • Developer remotes, CI configuration, scheduled jobs, release automation, and deployment documentation point to the destination.
  • Monitoring, support, and rollback instructions are active for the agreed stabilization period.
