Migrate a legacy system as a controlled change to a critical service, not as a simple technology replacement. First map the system’s business functions, data, interfaces, dependencies, suppliers and failure consequences. Then prove the target path beside the existing one, validate records and controls, rehearse continuity and rollback, and move authority in measured stages. This approach can reduce disruption without promising impossible “zero downtime.”

The exact controls depend on your organisation, service, risk appetite and jurisdiction. UK public-sector guidance is useful for migration patterns but is not a regulation for private financial institutions. Basel Committee material describes resilience practices for banks, while European and US requirements have different scopes.

What a safe regulated-system migration must achieve

A successful migration preserves the business service while its technical foundation changes. Customers, staff, settlement processes, reporting, records, security controls and regulatory obligations must continue to work during the transition. A system can be old without being the immediate priority, and a modern platform can still create unacceptable risk if its interfaces, data quality or operating procedures are untested.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Plan around five outcomes:

  • Critical operations remain available or degrade in a controlled, documented way.
  • Data is complete, accurate, traceable and reconciled between source and target.
  • Interfaces, users, suppliers and support teams know what changes and when.
  • Incidents are detected quickly, with named decision-makers and practiced recovery.
  • The organisation can pause, continue on the old path or restore an agreed state if acceptance conditions fail.

These are control objectives, not a universal implementation template. Define measurable thresholds for your service, such as acceptable processing delay, reconciliation variance, recovery time and maximum data loss, with business and risk owners.

Discover the legacy estate before selecting a cutover

Do not choose a migration pattern from the age or brand of the technology. Document what the system does, who relies on it and what would happen if it stopped. Official UK guidance on legacy technology identifies organisational burden and risk in areas including unsupported technology, dependencies, data, security, skills, supplier arrangements and inability to meet business needs.

Build a system and service inventory

Record the system boundary and the critical business functions it supports. For each function, identify the business owner, operating hours, customer impact, regulatory significance and manual fallback. Inventory databases, batch jobs, message queues, file transfers, authentication, monitoring, reporting and administrative tools. Include undocumented scripts and spreadsheets if they affect production decisions.

Map every inbound and outbound interface. For each connection, record the protocol, data owner, frequency, volume pattern, authentication method, failure behaviour, retry logic and downstream consumer. A dependency map should include internal applications, outsourced services, cloud or hosting arrangements, telecommunications, payment or market utilities and specialist support providers.

Capture data and control dependencies

List data domains, retention periods, classifications, authoritative sources and permitted uses. Identify transformations already performed by the legacy system, including rounding, enrichment, deduplication, status changes and exception handling. Document reconciliations, approval steps, segregation of duties, audit trails, encryption, key management and privileged access. A migration that preserves records but loses an audit trail can still break a regulated process.

Assess the consequences of failure

For each critical operation, describe the effect of unavailable, delayed, duplicated, corrupted or misrouted data. Consider customer harm, financial loss, legal or regulatory reporting, market or payment deadlines, confidentiality and safety. Classify dependencies by how quickly their failure becomes material. This analysis sets the order for testing and determines which functions require a parallel path or a rehearsed manual procedure.

Check organisational and commercial constraints

Record unsupported components, expiring contracts, scarce skills, supplier notice periods, licence limits, data-residency conditions and exit obligations. A supplier’s contract end date can force a migration window even when the technical design is not ready. Conversely, retaining a supplier solely because no one understands an interface can prolong operational risk. Assign an owner to each constraint and a dated mitigation.

Choose a transition strategy against explicit risks

No single strategy is safest for every regulated business. Compare alternatives against the service’s criticality, dependency complexity, data condition, control requirements, delivery capacity and ability to detect and reverse failure.

Approach How it limits exposure Decisions to make
Incremental migration Moves functions, products, user groups or data domains in bounded waves. Define wave boundaries, ordering, exit criteria and how users on different versions interact.
Intermediate wrapper or API Places a stable interface around the old system so dependent applications do not all change at once. Set ownership for the interface, performance limits, security controls and a plan to retire the wrapper.
Parallel or comparative operation Runs old and new processing long enough to compare outcomes before the target becomes authoritative. Control duplicate side effects, reconcile differences, protect sensitive data and define which result is used for each process.
Big-bang replacement Changes authority once, avoiding a long coexistence period. Demonstrate unusually strong rehearsal, data validation, recovery and support capacity; a short window does not remove risk.
Targeted remediation first Stabilises a high-risk component, interface or data problem before broader migration. Ensure the interim change does not create a new dependency or defer a known contract or security deadline.

UK migration guidance describes prototypes, APIs, wrappers and controlled changeovers as ways to learn and reduce direct dependencies. It does not establish one universally best strategy for regulated businesses. Select the option that gives your team the clearest evidence, safest failure mode and credible recovery route.

Prove the target before making it authoritative

Prototype realistic workflows

Build a narrow but representative slice of the target. Include ordinary transactions, peak-like loads, corrections, rejected inputs, late messages, duplicate requests, partial outages and administrative tasks. Have operational users perform the work rather than relying only on technical test scripts. Capture whether the target produces the same business outcome, not merely whether an API returns a successful status.

Use a wrapper or dark launch where architecture permits

A wrapper can expose a stable interface while the implementation behind it changes. A dark launch sends a query to the new API while the old API continues to serve the operational response. The new response may be discarded or compared with the old response. This technique can reveal functional differences, load behaviour and resilience issues before users depend on the new path.

Dark launch is a testing technique, not proof that every migration can run safely in parallel. Do not duplicate irreversible side effects such as payments, notifications or account changes. Control access to copied data, mask sensitive fields where possible, prevent test responses from reaching customers and set a retention and deletion process. Document which calls are safe to mirror and which must be excluded.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Define acceptance and stop/go criteria

Before a rehearsal, agree what constitutes a pass. Criteria can cover reconciliation tolerance, completeness of mandatory fields, processing latency, error rates, security findings, user task success, recovery time and support readiness. Specify who can declare a test failed, who can accept residual risk and what evidence is required to proceed. Do not allow a deadline to silently replace an acceptance decision.

Validate and reconcile migrated data

Data migration is a controlled business process, not only an extraction and load job. Create a source-to-target mapping for every field that matters to a process or control. Record conversions of formats, codes, currencies, dates, identifiers, statuses and relationships. Where a target cannot represent a legacy value, define an approved treatment and an exception owner before production.

  1. Profile the source. Measure completeness, duplicates, invalid values, orphaned relationships, stale records and inconsistent reference data. Separate defects that can be corrected from values that must be preserved as historical evidence.
  2. Transform in a repeatable way. Version mapping rules and scripts, log each run, protect original extracts and restrict who can alter transformations.
  3. Validate the target. Check record counts, control totals, key fields, referential integrity, balances, timestamps, permissions and audit history. Use both automated checks and business-owner sampling.
  4. Reconcile exceptions. Produce a queue with the source value, target value, reason, impact, decision, approver and resolution date. Do not hide unresolved exceptions in an aggregate pass rate.
  5. Rehearse production sequencing. Measure extraction, transformation, loading, verification, interface quiescence and restart times using production-like volumes. Include the time needed to obtain approvals and communicate a pause.

Keep an immutable record of the source snapshot, code version, checks performed, exceptions accepted and final sign-offs. This gives operations, internal audit and regulators a defensible explanation of what changed and why.

Put operational resilience into change governance

Operational resilience means continuing to deliver critical operations through disruption, not merely restoring servers. Basel Committee operational-resilience guidance covers governance, risk management, business-continuity planning and testing, mapping interconnections and interdependencies, third-party dependency management, incident management and resilient information and communication technology.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Basel consolidated operational-resilience and operational-risk pages published 1 January 2026 are marked as draft under consultation. Treat them as guidance for a control model, not automatically as final binding rules in every jurisdiction. Local supervisors, laws and licences determine what applies.

Assign decision rights

Name the business owner who can accept a service risk, the technical lead who can stop a deployment, the data owner who can approve reconciliation, the change authority that authorises production work, the continuity lead who activates fallback and the incident commander who coordinates response. Record deputies and availability for the entire cutover window.

Assess change-specific operational risk

Technology risk can change when a bank implements or modifies systems. Apply a documented impact assessment to the migration: identify new failure modes, control gaps, concentration risks, access changes, supplier dependencies and effects on critical operations. Independent risk, security, compliance or quality assurance challenge should occur before approval, proportionate to the service’s importance.

Exercise severe but plausible scenarios

Test more than a clean cutover. Exercise loss of the target database, corrupted reference data, a delayed upstream feed, an unavailable supplier, an authentication failure, a cyber incident, a staffing shortage and a failed rollback. Include the communications, manual workarounds, decision latency and evidence capture that would occur in a real incident.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Basel Committee states: “Banks should have business continuity plans in place and conduct business continuity exercises under a range of severe but plausible scenarios in order to test their ability to deliver critical operations through disruption.” Attribute this institutional statement to the Basel Committee on Banking Supervision; the cited consolidated page is draft under consultation.

Design a cutover that can pause or roll back

A cutover plan should be executable by people who did not design the system. Put it under version control and include exact owners, times, dependencies, commands or runbook references, expected results and evidence to capture.

Preparation

  • Freeze or control nonessential changes to the source, target and connected systems.
  • Confirm approved backups, restore points, access, monitoring, capacity and support coverage.
  • Notify users, customers, suppliers and incident contacts of the window, expected behaviour and escalation route.
  • Verify that data extracts, transformation packages, configuration and interface credentials are the approved versions.
  • Confirm manual procedures and staffing for operations that cannot wait for restoration.

Execution

  1. Open a named change bridge or coordination channel and record the start time.
  2. Place the source in the agreed read-only, queued or controlled-write state.
  3. Take the final source snapshot and run the migration with logs enabled.
  4. Run automated validation, reconciliation and security checks; obtain the designated data-owner decision.
  5. Enable target interfaces in the documented order, beginning with monitoring and non-destructive checks.
  6. Run smoke tests for critical user journeys, reports, permissions, alerts and downstream acknowledgements.
  7. Announce the go, pause or rollback decision using pre-agreed thresholds rather than informal confidence.

Rollback and recovery

Rollback is not simply restoring a server image. Define what happens to transactions accepted by the target, messages in queues, files sent to suppliers, audit records and user changes made during the window. If both systems have processed writes, establish a reconciliation and compensating-entry procedure. Set a latest safe rollback time; after that point, continuing forward with controlled remediation may be safer than reversing state.

Keep the old path operational only for the period justified by the risk and architecture. A parallel system that no one monitors or reconciles can create false confidence and additional attack surface.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Prepare users, support teams and suppliers

Involve users early

Users reveal undocumented workarounds, timing constraints, exception cases and confusing labels that technical tests miss. Budget time for representative user testing, training and feedback. Provide role-based instructions, a short explanation of what is changing, known limitations, support contacts and a way to report suspected data or processing errors.

Operate a staffed hypercare period

For the initial period after authority moves, provide extended support with direct access to application, infrastructure, data, security and business specialists. Monitor transaction volumes, rejection reasons, reconciliation status, queue age, authentication failures and customer contacts. Define when hypercare ends and which residual issues transfer to normal ownership.

Coordinate third parties and contracts

Notify suppliers whose interfaces, certificates, schedules, data formats or support obligations change. Confirm test participation, maintenance windows, incident contacts, service levels, data return and deletion duties, subcontractor visibility and exit assistance. Contract timing and missing exit arrangements are migration blockers, not administrative details.

Apply the rules that actually cover your organisation

European Union financial entities and DORA

The European Banking Authority describes the Digital Operational Resilience Act (DORA) as covering ICT risk-management capabilities, incident reporting, digital operational-resilience testing and ICT third-party risk monitoring for in-scope financial entities. Its third-party ICT policy technical-standard page reports adoption and publication in the Official Journal and lists an application date of 15 July 2024. Confirm the entity’s scope, current official text, competent-authority expectations and any sector-specific transition provisions with legal and compliance teams.

DORA-related planning should connect migration evidence to ICT-risk management, incident records, resilience tests and contractual lifecycle controls. The EBA says the third-party policy aims to ensure entities retain control of operational risks, information security and business continuity through that lifecycle.

United States context

A Federal Reserve-hosted interagency paper on sound practices to strengthen operational resilience brings together existing rules and guidance and expressly says it does not set forth new regulations or guidance. It prioritises resilience of critical operations and core business lines. Use it as a context for organising controls, not as a claim that a new binding requirement applies.

Other jurisdictions and sectors

Insurance, healthcare, payments, securities, government and critical infrastructure organisations may face different notification, outsourcing, retention, localisation and testing duties. Build a requirements matrix naming the legal instrument, service or entity in scope, responsible owner, evidence required, notification deadline and review date. Never infer that a UK recommendation, Basel consultation text or US interagency paper automatically governs another organisation.

Evidence to retain for assurance and incident response

Maintain a migration evidence pack that can be reviewed without reconstructing the project from personal inboxes. Include:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Approved scope, dependency map, critical-operation assessment and risk register.
  • Architecture, data mappings, transformation versions and source snapshots.
  • Test plans, results, defect decisions, security assessments and user acceptance evidence.
  • Reconciliation reports, exception approvals and data-owner sign-off.
  • Cutover runbook, attendance, timestamps, monitoring captures and go/pause/rollback decisions.
  • Continuity and severe-scenario exercise results, lessons and remediation owners.
  • Supplier notices, contract amendments, support confirmations and exit arrangements.
  • Post-change review, residual risks, ownership transfers and planned retirement of legacy components.

Store evidence according to the organisation’s retention, confidentiality and legal-hold requirements. Restrict sensitive extracts and credentials; a migration archive must not become an unmanaged data store.

Common failure modes and corrective actions

“We discovered an interface during cutover.”

Maintain interface ownership and observe traffic before migration. Search code, job schedules, credentials, file locations and operational reports, then validate findings with users and suppliers. Add every confirmed dependency to the cutover sequence and test its failure behaviour.

“The record count matches, but the business result is wrong.”

Counts do not prove semantic correctness. Reconcile balances, statuses, dates, permissions, relationships and representative end-to-end outcomes. Investigate rounding, time zones, code conversions and default values. Require business-owner approval for exceptions.

“The new system passed tests but fails under real load.”

Use production-like concurrency, batch timing, message bursts and downstream limits. A dark launch or comparative test can expose response and resilience differences before authority changes, provided side effects and sensitive data are controlled.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“Rollback would lose transactions.”

Define write ownership, queue handling, compensating entries and reconciliation before go-live. Rehearse the decision at a realistic point in the window, not only immediately after deployment.

“Users create unofficial workarounds.”

Involve representative users, provide role-specific training and monitor support contacts and exception patterns. Treat recurring workarounds as product or process defects, not user noncompliance.

“A supplier cannot support the chosen date.”

Confirm contract notice periods, test windows, support coverage and exit obligations during discovery. Escalate an unavailable supplier as a delivery and operational-resilience risk; do not conceal it in a technical status report.

A practical decision checklist

  • Have business owners confirmed which operations are critical and what failure would mean?
  • Is every material interface, supplier, data flow and manual dependency assigned an owner?
  • Are source-to-target mappings, reconciliation checks and exception decisions documented?
  • Have users tested realistic workflows, including corrections and rejected transactions?
  • Can monitoring distinguish target failure from upstream, downstream or data-quality failure?
  • Are continuity, manual fallback and rollback executable by the staffed team?
  • Have severe-but-plausible disruption scenarios been exercised?
  • Are regulatory scope, reporting duties, outsourcing controls and contract dates confirmed for the entity and jurisdiction?
  • Does an authorised person have an explicit pause or rollback decision, with thresholds and a latest safe time?
  • Is the evidence pack complete enough for operations, audit, supervisors and incident responders?

What “without disrupting operations” should mean

For a regulated business, the credible promise is controlled continuity, not a guarantee of zero downtime. Some migrations can keep a service available through wrappers, staged waves or comparative processing; others require a short controlled window with queues, manual procedures or customer communication. The right design is the one that makes dependencies visible, detects unacceptable outcomes early, protects records and gives accountable people a practiced way to pause, recover or continue safely.
