pdf-lib can merge PDFs in a browser by copying pages from source documents into a destination PDF. But its documentation does not guarantee that every feature beyond the copied page content will survive. Treat forms, annotations, links, bookmarks, attachments, metadata, tagged structure, layers, and signatures as items to verify—not as a proven list of features the library always drops.
How browser-based merging works with pdf-lib
The pdf-lib project supports JavaScript use in browsers and lists copying pages between PDFs as a capability. Its PDFDocument API describes copyPages(srcDoc, indices) as copying selected pages from a source document into a destination document.
A typical merge flow is to load each source PDF, create or load a destination document, copy the pages you want in the desired order, add those pages to the destination, and save the resulting bytes. This describes the API flow; the documentation does not make that sequence an exhaustive guarantee about which non-page structures are preserved.

What pdf-lib documents—and what it does not
The official API also exposes separate operations for common document metadata and attachments. The form API covers interactive forms, while explicitly stating that XFA forms are unsupported for creation, modification, or reading. These separate APIs and the page-copying method do not amount to a complete preservation matrix for merging.

So “silently drops” is too definite as a blanket claim: the reviewed documentation does not establish that pdf-lib always removes any particular set of features when copying pages. It also does not promise that every feature outside the copied page content will carry over. Which details survive can matter to the specific input and output, so check the merged file rather than assuming either preservation or loss.

Inspect the output for features that matter to your use case. The documentation reviewed does not give a universal yes-or-no preservation guarantee for these categories:

- Interactive forms: Check whether fields remain present and usable. XFA is explicitly unsupported by pdf-lib for creation, modification, or reading; do not assume an XFA workflow will work.
- Annotations, links, and actions: Test that comments, clickable links, and any relevant actions behave as intended.
- Bookmarks and navigation: Check outlines or bookmarks and page destinations if readers rely on them.
- Attachments and metadata: Confirm that embedded files and document properties are present and correct. pdf-lib exposes APIs for attachments and common metadata, but that alone does not establish what page copying preserves.
- Accessibility structure and layers: If tagged PDF structure or optional-content layers matter, inspect them with tools suited to the intended workflow. Their preservation is not established by the page-copying documentation.
- Digital signatures: Treat a rewritten merged PDF as requiring signature validation. Do not assume a source signature remains valid after modification; determine whether the result must be signed again.
Validate output for the recipient’s workflow
- Open the merged PDF in the viewer the recipient is expected to use.
- Test every relevant interactive element: enter form data, follow links, inspect annotations, and use bookmarks or other navigation.
- Check metadata, attachments, layers, and accessibility structure when those features are part of the requirement.
- For signed documents, validate the output’s signature status and arrange for signing again if required.
Validation should reflect the actual file and workflow: a simple page compilation has different requirements from a form users must complete or a document being filed or signed.
When to investigate a different PDF import tool
If preservation of imported structures is a hard requirement, compare libraries on the exact features your workflow needs rather than relying on a general claim that they “merge PDFs.” PDFlib 11’s vendor feature list names import support for annotations and form fields, including actions, document and page actions, encrypted documents, tagged PDF structure, and optional-content layers. Those are vendor-documented capabilities, not an independent benchmark or a guarantee for every file. The feature list also does not establish suitability for every browser deployment or licensing arrangement; verify deployment, licensing, and behavior against representative PDFs before choosing a tool.
