Measure entropy from the way a password was generated, not from the finished string. If a cryptographically secure generator selects uniformly from b possible symbols for l independent positions, its entropy is H = log2(bl) = l × log2(b) bits. That calculation is exact for the stated distribution.

A password typed or invented by a person does not have a reliably recoverable bit count. Words, names, dates, substitutions, reuse and service-specific clues make human choices non-uniform. For those passwords, use length, breached-password checks and a maintained guessability estimator, and report the assumed attack model instead of claiming a precise entropy value.

What password entropy actually measures

In NIST terminology, entropy is “the amount of uncertainty that an attacker faces to determine the value of a secret.” A secret with n bits of entropy has the same uncertainty as a uniformly distributed random value with n bits. Entropy therefore describes a probability distribution over possible passwords, not a visual property of one password that is already known.

Entropy belongs to the generation process

Suppose a generator makes one choice from 62 letters and digits, repeats that choice 12 times, and gives every character the same probability. The relevant distribution has 6212 equally likely outcomes. The resulting password may happen to contain an obvious-looking pattern, but the generator’s distribution is still what determines the theoretical entropy. Conversely, a complicated-looking string assembled by a person can come from a very small set of likely choices.

Why the finished string cannot reveal an exact bit count

Once you see a password, you know its value, but not how it was selected. The same text could have been generated randomly, copied from a common example, chosen because it contains a child’s name, or produced by modifying an old password. Those histories imply very different attacker probabilities. A checker can estimate how quickly a modeled attacker might guess the string; it cannot reconstruct the user’s original probability distribution with certainty.

Calculate entropy when a generator is genuinely uniform

Use NIST’s formula:

H = log2(bl) = l × log2(b)

  • b is the number of possible symbols at each selection.
  • l is the number of independent selections, such as characters or words.
  • H is the result in bits.

The formula is valid only when the generator’s actual choices are known and close to equally likely. “Alphabet size” is not enough if the software favors some characters, inserts fixed separators, prevents certain combinations, or chooses words using a biased list. Count only random selections; do not count a predictable prefix, suffix or formatting rule as if it added uncertainty.

Examples of uniform generation

Generation method Calculation Entropy What the figure means
20 uniformly random decimal digits 20 × log2(10) Approximately 66.4 bits The distribution has this uncertainty if every digit is independent and equally likely.
12 uniformly random characters from a 62-character alphanumeric alphabet 12 × log2(62) Approximately 71.5 bits This assumes all 62 characters are available at every position with equal probability.
Four uniformly random words from a 7,776-word list 4 × log2(7,776) Approximately 51.7 bits This applies to random word selection, not to a sentence a person composed.
Eight uniformly random printable keyboard characters 8 × log2(94) About 52 bits NIST’s 2004 worked example; the result assumes all 94 characters are equally likely.

These are properties of the generators, not guarantees that a human-created password of the same length or appearance has equivalent strength. A four-word phrase selected by rolling dice or using a documented secure generator fits the table’s assumption; four familiar words selected for meaning do not.

Check the generator before doing the arithmetic

Ask the following questions before reporting a number:

  • Is the random source cryptographically secure rather than a predictable pseudo-random or time-based source?
  • Does the documentation state the exact character or word list?
  • Are selections independent, or are there rules that link one position to another?
  • Are all listed choices equally probable, including capitalization and punctuation?
  • Are any characters, words, separators or positions fixed in advance?

If an answer is unknown, label the result as an upper-bound or rough estimate rather than an exact entropy claim.

Why human-created passwords are different

NIST notes that entropy is straightforward for deterministic, specified distributions but difficult to estimate for user-chosen passwords. People do not sample uniformly from all strings of a given length. They favor dictionary words, names, dates, keyboard paths, repeated characters, familiar capitalization and substitutions such as replacing “a” with “@”. They also adapt passwords to a website, username or password policy.

A short password made by a secure generator can therefore be harder to guess than a longer phrase chosen for personal meaning. A long password that appears random may still be a common leaked password or a predictable variation of one. Character-class rules—requiring an uppercase letter, a digit and a symbol—change the appearance of a password but do not prove that the user’s choices were unpredictable.

A practical workflow for measuring a password

Use this process for an existing secret or for evaluating a new password policy. Do not paste a real password into an untrusted website merely to obtain a score.

  1. Identify how the secret was created

Record whether it came from a cryptographically secure generator, a random-word tool, a password manager, or a person. For a documented uniform generator, calculate the distribution entropy with the formula above. For a human-created secret, mark the bit count as unknown and continue with guessability checks.

  2. Measure length and structure

Count characters for character-based passwords or words for passphrases. Note fixed prefixes, suffixes, separators, capitalization rules, substitutions, repeated sections and recognizable templates. Length is useful evidence, but character counts and class totals are not a definitive security score.

  3. Check exposure and popularity

Remove any password that appears in a breach corpus or common-password list. NIST requires verifiers to compare new secrets with lists containing breached passwords, dictionary words, repetitive and sequential strings, and context-specific terms such as the service name or username. This check matters even when a password is long or contains symbols.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  4. Model likely guesses

Use a maintained estimator that recognizes dictionary words, names, dates, keyboard patterns, repetitions and common substitutions. Prefer a tool that explains which patterns it identified and gives an estimated guess count or range. Treat the output as a model result, not as a measurement of an objective bit total.

  5. State the attack model

Attach the estimator’s result to the conditions under which it was produced. An online attack against a service with strict rate limits is different from an offline attack against stolen password hashes. State whether the estimate assumes a particular guessing speed, password-hashing scheme, hardware budget and attacker knowledge.

  6. Check reuse and the surrounding attack surface

A strong secret reused on a breached service can let an attacker try it against another account. Entropy also does not stop phishing, malware or keylogging; NIST treats those attacks as outside the scope of its entropy appendix. Verify that the password is unique and that the account has protections such as multifactor authentication where available.

  7. Replace weak or uncertain secrets

Generate a new unique secret with a cryptographically secure generator, or create a long passphrase from independently selected random words. Store it in a password manager rather than adapting an old password. Never “strengthen” a known password by adding a predictable year or symbol.

How to evaluate password-strength meters and estimators

A meter’s label—such as “strong”—is not an entropy proof. Compare tools and methods using the dimensions below.

Evaluation axis What to look for Why it matters
Random generation Whether the tool can generate secrets with a cryptographically secure random source and a documented list or alphabet. A known uniform process supports a reproducible bit calculation.
Breached and dictionary data Checks against leaked passwords, common words and known popular strings. A password can be mathematically large yet immediately guessed if it is already popular or exposed.
Pattern and context recognition Detection of dates, names, keyboard walks, repeats, substitutions, usernames and service names. These structures reduce the attacker’s search space.
Local processing Whether analysis happens on the device without sending the password to a server. Local analysis reduces the risk of disclosing the secret during testing.
Attack-model transparency An explanation of the guess order, assumed speed, hash type, rate limits and attacker resources. “Time to crack” has no meaning without its conditions.
Generation and storage usability Easy generation of unique secrets, safe storage, autofill and support for pasting into sign-in forms. A technically strong method is less useful if it causes reuse or encourages manual copying.

Prefer an estimator that reports the patterns it found and keeps analysis local. A score that hides its dictionary, training data or attack assumptions should be treated as a coarse warning, not a certification.

Length, passphrases and “complexity” rules

NIST’s practical guidance emphasizes length and passphrases because user-chosen entropy is difficult to calculate. Length gives an attacker more positions to search, while random word selection can make a phrase memorable without making it predictable. The key word is random: a quotation, lyric or sentence chosen for meaning is not equivalent to independent word selections.

Compare the generation methods, not just the appearances

Secret type What can be measured What remains uncertain
Securely generated characters Use the exact alphabet and number of independent selections in l × log2(b). Whether the implementation actually used a secure, unbiased source and whether the secret was later exposed or reused.
Securely selected random words Use the word-list size and number of selections; four words from 7,776 choices is about 51.7 bits. Whether the list was sampled uniformly and whether separators or capitalization were predictable.
Human-created passphrase Length, words, patterns, exposure and estimator output. The person’s unknown preferences and the attacker’s ability to rank likely phrases.
Human-created “complex” password Length and the specific patterns an estimator recognizes. Character-class counts cannot establish a reliable entropy total.

Do not force unnecessary substitutions or punctuation when they make users choose predictable edits or reuse passwords. A secure generator can include those characters when a service requires them, but the security claim should come from the random selection process.

What “enough entropy” means under different attacks

There is no universal NIST bit threshold that makes every user-chosen password safe. “Enough” depends on what the attacker can do and on the account’s other controls.

Online guessing

In an online attack, the adversary submits guesses to the live service. Rate limits, lockouts, multifactor authentication and detection can restrict attempts. A password that survives an online estimate may still be unsafe if the service has weak controls or the attacker obtains a valid session through phishing.

Offline guessing

In an offline attack, the attacker tests guesses against stolen password hashes without the service’s request limits. The relevant conditions include the hashing algorithm and cost, available hardware, the size of the breach and the attacker’s dictionaries and rules. Any crack-time figure must identify these assumptions; changing them can change the result dramatically.

Non-guessing attacks

Phishing, malware and keylogging can capture a correct password before entropy helps. Reuse creates a separate risk: a password can have substantial generator entropy yet be exposed when another service is breached. Entropy is one control, not a complete account-security assessment.

Using a password manager and generator correctly

A manager is valuable because it makes unique, random secrets practical. NIST guidance says that allowing users to paste passwords facilitates password-manager use and can increase the likelihood that they choose stronger memorized secrets.

  1. Choose a manager that generates passwords from a documented cryptographically secure random source.
  2. Set the alphabet or random-word list to meet the service’s requirements without adding predictable text.
  3. Generate a different secret for every account; never copy an existing password and modify one character.
  4. Store the generated value in the manager and use its autofill or paste support instead of retyping it.
  5. Protect the manager with a strong, unique primary secret and available multifactor authentication.
  6. When a site reports a breach or suspicious login, replace that site’s secret and any other account that reused it.

The manager does not create entropy merely by storing a password. Its contribution is operational: secure generation, uniqueness and fewer opportunities for predictable human choices.

Worked decisions

A 12-character random alphanumeric password

If a secure generator truly selects each of 12 positions uniformly from 62 characters, the distribution is about 71.5 bits. Confirm that no positions are fixed, that the source is cryptographically secure and that the value is unique. The number does not protect an account if the password is later put in a breach or disclosed by phishing.

A four-word phrase typed from memory

Count the words and record the phrase’s length, but do not assign it the 51.7-bit figure associated with four uniformly selected words unless a secure word-selection process actually produced it. Run a local estimator, check breach and dictionary lists, inspect for quotations or personal context, and replace it if the model finds a small guess space.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A password with every required character class

Uppercase, lowercase, digits and symbols show that a policy was satisfied, not that the choices were random. If the password is a base word followed by a year and an exclamation mark, an attacker can test that pattern early. Generate a fresh secret instead of relying on the policy’s visual complexity.

Common measurement mistakes and their fixes

  • Counting possible characters without proving uniform selection: document the generator and its distribution first.
  • Calling a meter’s score “bits of entropy”: report the estimator, its guess count and its attack assumptions instead.
  • Ignoring leaked passwords: reject anything found in breach or common-password lists, regardless of length.
  • Using a single crack-time number: identify online or offline conditions, hash cost, rate limits and attacker resources.
  • Equating length with randomness: distinguish a random passphrase from a memorable sentence or quotation.
  • Testing a real password on a remote checker: prefer local analysis or test only a throwaway value with the same structure.
  • Forgetting reuse: assign every account a separate generated secret.
  • Assuming entropy stops phishing or malware: combine unique passwords with multifactor authentication and phishing-resistant sign-in methods where available.

Limits of entropy as a security decision

Entropy estimates cannot certify an account as safe. They do not know whether a verifier stores passwords with an appropriate slow hashing scheme, whether rate limiting is effective, whether a device is infected or whether a user will enter the secret into a phishing page. They also cannot recover the hidden choices that produced a human password.

NIST IR 8040 records historical work on empirical password-strength metrics and entropy loss, but those experiments are not a universal certification method for every password or service. Use them as context for why guessability models are useful, not as a substitute for checking the actual generation process and attack surface.

A concise decision checklist

  • Known secure generator: calculate l × log2(b) from the documented, uniform choices.
  • Human-created secret: do not claim an exact bit count; use length, pattern analysis, breach checks and a stated attack model.
  • Any secret found in a breach or common list: replace it immediately.
  • Any reused secret: replace it on every affected account.
  • Any result described only as “strong”: ask what data, patterns and attack assumptions produced the label.
  • For new accounts: generate a unique secret with a password manager and enable multifactor authentication.
