Security awareness training is working when the right people receive relevant instruction, understand the risks, make safer choices in realistic situations, report problems promptly, and improve after gaps are found. Completion rates show reach, not effectiveness. A defensible evaluation therefore connects coverage, knowledge, simulated behavior, reporting, follow-up, and real-world trends without pretending that one click rate or incident count proves causation.

Define what “working” means for your organization

Start with an observable outcome rather than a course activity. A finance employee might need to verify an urgent payment change through a second channel; a developer might need to protect a repository token; a help-desk agent might need to resist an impersonated administrator. The desired action should match the role, the systems it uses, and the threats the organization actually faces.

CISA’s FY 2024 IG FISMA Metrics Evaluation Guide (May 2024) asks whether training reaches all system users and is tailored to the mission, risk environment, and system types. It also treats evaluation, feedback, and continuous improvement as signs of a more mature program. Organizations outside the federal assessment context can use those ideas as a maturity model, not as a universal legal requirement.

  • Audience: identify employees, contractors, privileged administrators, executives, and other groups whose exposure or decisions differ.
  • Risky action: state the behavior that could create harm, such as entering credentials on an untrusted page or approving an unverified request.
  • Desired action: define the safer alternative, including the approved reporting channel and any verification step.
  • Outcome window: decide when a change should be visible and how often it will be checked.

This definition prevents a common error: declaring success because a module was assigned or because a quiz was passed when employees still respond poorly to the situations the training was meant to address.

Use a chain of evidence instead of a single score

A balanced measurement system follows the program from delivery to behavior. Keep the measures separate so a strong result in one area cannot hide a weakness in another.

Measure What it can show Main limitation
Completion and coverage records Whether intended groups received the assigned training Receipt does not prove understanding or safer behavior
Knowledge checks and feedback Recall, perceived relevance, and friction employees report Quiz performance and self-report do not necessarily predict decisions under pressure
Phishing-simulation outcomes How people respond to a controlled, relevant scenario Results vary with scenario difficulty, exposure, timing, and reporting setup; one click rate is not a program verdict
Reporting behavior Whether people use the expected reporting path and how quickly they do so Reporting depends on trust, ease of reporting, and how mistakes are handled
Incident trends Changes in real-world security outcomes over time Controls, staffing, threat activity, and many external factors affect incidents, making attribution to training difficult

CISA’s guidance supports tracking completion, feedback, exercises, follow-up, and improvement, but it does not publish a universal awareness score or pass threshold. Treat the table as a measurement design, not a formula supplied by CISA.

Build a baseline before changing the program

A before-and-after claim is only useful when the starting point is documented. Select a baseline period and population, then record the conditions that could affect results.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Freeze the scope. Name the departments or roles included, the number of eligible people, and any exclusions such as new starters or long-term leave.
  2. Record current coverage. Capture assigned, started, completed, overdue, and exempt users. Preserve the denominator; “90% complete” is ambiguous without the eligible population and dates.
  3. Measure current understanding. Use a short knowledge check tied to the target behaviors and ask whether the material is relevant and usable. Store question wording and response rates so later results remain comparable.
  4. Run a representative exercise. Use a scenario employees could plausibly encounter and record exposure, interaction, reporting, and time-to-report outcomes. Document the delivery channel, exposure window, and difficulty.
  5. Describe the environment. Note changes to email filtering, multifactor authentication, reporting buttons, staffing, threat activity, or policy during the baseline. These variables matter when interpreting later trends.

Do not silently replace a baseline after a disappointing result. Keep the original period and explain any redesign, new audience, or changed scenario in the measurement record.

Choose measures that answer different questions

Coverage: did the intended people receive the intervention?

Report assignment and completion by role, location, employment type, and other meaningful cohorts. CISA’s federal guide emphasizes providing training to all system users and tailoring it to mission, risk, and system types. A high enterprise-wide percentage can conceal a low rate among administrators or employees with access to sensitive payments.

Coverage is an implementation measure. It tells you whether people had an opportunity to learn, not whether they learned or applied the lesson. Include overdue counts and the age of incomplete assignments so leaders can distinguish a recent exception from a persistent gap.

Knowledge and feedback: did the content make sense?

Use questions that require recognition or a decision, not only terminology recall. Pair scores with feedback about relevance, length, accessibility, and confusing instructions. A knowledge measure can reveal a content problem even when a simulation has not yet been run.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Interpret these results cautiously. Employees can select the right answer in a quiet quiz and still choose differently when an urgent message, phone call, or familiar brand creates pressure. Feedback is valuable evidence, but it remains self-reported.

Simulation behavior: what happened in a realistic situation?

Measure several events rather than publishing only a click percentage. Depending on the exercise, record delivery, opening, link or attachment interaction, credential submission, reporting, and time from exposure to report. Define each event precisely before launch; for example, “reported” should mean a message reached the organization’s designated channel, not merely that an employee told a colleague.

CISA’s FY 2019 IG FISMA Metrics Evaluation Guide, Version 2, gives phishing exercises with tracked follow-up as an example of measuring effectiveness. It is an older maturity example, so present it as such. CISA’s “Four Cybersecurity Essentials for SLTTs” guidance, dated August 29, 2025, recommends simulations that mimic threats an organization may actually face and says, “Frequent, realistic testing helps employees build lasting awareness.” That guidance is aimed at state, local, tribal, and territorial governments, but the testing principle is broadly useful.

Reporting: did people take the protective action?

Track the proportion of exposed participants who use the expected reporting method, the median or distribution of time to report, and whether the security team could act on the report. Segment results by role and channel when appropriate. A rise in reports can indicate better vigilance, more trust, or a noisier environment; it is not automatically a sign that attacks increased.

CISA encourages a no-blame reporting culture, including for people who made a mistake. Make the reporting path easy to find, acknowledge submissions, and tell employees what happens next. The reviewed CISA material does not establish a universal reporting-rate benchmark, so avoid labeling a particular percentage as a pass or fail.

Design realistic, comparable exercises

Exercises are most informative when they resemble work employees actually do without collecting real credentials or creating unnecessary disruption. Select scenarios from the organization’s threat environment: an invoice change for accounts payable, a shared-document invitation for office staff, or an administrator-reset request for IT.

Set the scenario controls

  • Keep the audience, delivery channel, exposure window, and reporting process consistent when comparing periods.
  • Record scenario difficulty, use of urgency or impersonation, device assumptions, and whether the message was delivered to an inbox or another channel.
  • Exclude people who were not actually exposed from the denominator, and document technical delivery failures.
  • Provide an immediate educational page or message after the exercise so the test becomes a learning event.

Frequent testing is useful only when scenarios remain relevant and proportionate. Repeating an identical, easily recognized template can measure familiarity with that template rather than durable judgment. Rotate realistic patterns while preserving enough common structure to identify trends.

Compare like with like

For a before-and-after comparison, hold audience, scenario difficulty, channel, exposure window, and reporting method as constant as practical. If one campaign targets executives by text message and another targets all staff by email, show them as different cohorts rather than a single trend line.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When conditions change, label the change. A new email filter may reduce delivered simulations; a new reporting button may increase reports; a major incident may make employees unusually cautious. These are important contextual facts, not reasons to discard the data.

Close the loop after every gap

Measurement becomes useful when a result changes what the organization does. For each material gap, record the finding, owner, response, due date, and subsequent result.

  1. Diagnose the gap. Determine whether the issue was missing coverage, confusing content, an unrealistic scenario, an inaccessible reporting path, or a risky process that training alone cannot fix.
  2. Choose proportionate follow-up. Provide a targeted explanation, coaching, revised job aid, or additional training for the affected role. Address a process or technical control when it is the real cause.
  3. Collect feedback. Ask participants what made the situation difficult and whether the prescribed action was practical during normal work.
  4. Change the program. Log the content, policy, reporting workflow, or exercise design change and the reason for it.
  5. Retest. Use a comparable scenario or cohort when possible, and preserve the original result so improvement is visible rather than overwritten.

The 2019 CISA maturity example mentions additional awareness or training and, where appropriate, disciplinary action. Keep any formal enforcement policy separate from the learning-oriented reporting culture recommended in newer CISA guidance. Punishment that discourages reporting can damage the very signal the program needs.

Use a practical scorecard without collapsing it into one number

A small scorecard is easier to manage than a dashboard full of disconnected charts. Report each measure with its population, period, denominator, and interpretation.

Scorecard field Example definition Decision it supports
Coverage Completed assignments ÷ eligible users, by role and period Which groups still lack access to the training?

Unsafe interaction Participants who clicked, opened, or submitted data in a defined simulation Which scenarios or roles need a safer workflow?
Protective reporting Exposed participants who used the approved channel, with time to report Is reporting easy, trusted, and operationally useful?
Follow-up closure Identified gaps with an assigned response and a recorded retest result Does the program learn from its findings?

Publish the underlying counts alongside percentages. A small cohort can produce dramatic percentage swings, while a large cohort can hide a serious subgroup problem. Preserve trend lines by cohort instead of relying on a single organization-wide average.

Interpret incidents and business outcomes carefully

Fewer reported incidents may mean fewer attacks, better filtering, under-reporting, a changed definition, or a loss of trust. More reports may mean the opposite of failure: employees may be noticing and escalating more suspicious activity. Examine near misses, response quality, and time to containment alongside incident counts.

No published figure in the reviewed CISA material quantifies a causal reduction in organizational incidents attributable to security awareness training. Do not convert an activity target, quiz score, or simulation result into a claim that training prevented breaches. A credible causal claim would require a design that accounts for other controls and changing threat conditions, such as comparable cohorts or periods with documented confounders. Most organizations should describe contribution and trend, not prove sole causation.

Understand CISA targets and what they do not mean

CISA’s FY 2025 State and Local Cybersecurity Grant Program page lists target ranges of 70% for entities performing phishing training, 90% for entities conducting awareness campaigns, and 90% for entities providing role-based cybersecurity awareness training. These are entity-level grant-program performance targets for 2025. They are not observed outcomes, universal effectiveness thresholds, or evidence that an individual program is making employees safer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

CISA’s Cybersecurity Performance Goals FAQ explains that such goals help organizations prioritize investment and evaluate progress, with actions tailored to maturity, technology, risk, and sector. Use the figures as context for planning and reporting where relevant to a grant program; do not use them as a pass/fail score for behavior.

Common measurement failures and fixes

“Everyone completed the module, so we are secure.”

Why it fails: completion measures opportunity, not retention or action.
Fix: pair coverage with behavior-focused checks, realistic exercises, reporting, and follow-up.

“Our click rate is below a universal safe number.”

Why it fails: click results depend on scenario difficulty, audience, delivery, and exposure. CISA does not publish a universal pass threshold.
Fix: define the event, document conditions, compare like with like, and show reporting and follow-up as well as interaction.

“Reports increased, so the campaign failed.”

Why it fails: reporting can rise because employees trust the process or because the reporting tool became easier.
Fix: examine report quality, time to report, exposure, and incident handling together.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“Incidents fell after training, therefore training caused the reduction.”

Why it fails: filtering, multifactor authentication, staffing, threat volume, and reporting practices may have changed.
Fix: annotate those changes and make a qualified contribution claim unless the evaluation design supports stronger attribution.

“We punish every mistake to improve results.”

Why it fails: fear can suppress reporting and remove the feedback needed to find real weaknesses.
Fix: use learning-focused, proportionate follow-up and state clearly where separate formal enforcement rules apply.

A repeatable review cycle

Run the measurement cycle on a schedule that matches risk and operational capacity. At each review, ask:

  1. Did every intended role receive relevant instruction?
  2. What did knowledge checks and employee feedback reveal?
  3. How did comparable cohorts respond to realistic scenarios?
  4. Did employees report through the expected path, and how quickly could the organization act?
  5. Which gaps received follow-up, and what changed afterward?
  6. What changes in threats, controls, staffing, or reporting channels limit interpretation?
  7. What will be tested next, and what evidence will determine whether the change helped?

Record the answers with dates, populations, denominators, scenario details, owners, and decisions. Over time, this creates an auditable narrative: the organization identified a risk, tested a relevant behavior, responded to the result, and checked whether the response improved the next comparable outcome.
