To determine whether network automation is helping, compare a stable pre-implementation period with a comparable post-implementation period, count incidents using a fixed definition, normalize results for network exposure, and separate detection, acknowledgement, mitigation, and restoration timestamps. Report incident impact and severity as well as frequency, then account for topology, workload, staffing, monitoring, and policy changes that could explain the result.

A lower count or faster average after deployment is an association, not proof that automation caused the improvement. A staged rollout, untreated comparison group, or another credible design can strengthen causal confidence. No reviewed source publishes a verified statistic showing the causal effect of network automation itself, so the measurement plan—not a borrowed software-delivery benchmark—must establish what happened in your environment.

What a credible measurement should answer

Before collecting data, write down the decisions your evaluation must support. A useful result can answer all of these questions without changing definitions midway:

  • Did the rate of qualifying network incidents change when exposure is held comparable?
  • Did the time from detection to the chosen restoration point change, and did the long tail improve?
  • Did customer, service, or site impact change even if incident frequency did not?
  • Were changes that required intervention affected differently from other incidents?
  • Did automation shift work into manual recovery, create new failure modes, or alter reporting behavior?
  • How much of the observed difference can reasonably be separated from concurrent operational changes?

DORA advises applying delivery metrics to the relevant service and context rather than treating a number as universally meaningful. Its definitions are written for software delivery, so use the measurement principles for network scope without importing software thresholds as if they were network standards. See DORA’s metric guide and its value-stream guidance.

Define the outcome before automation goes live

Set the scope and unit of analysis

Specify the services, sites, device classes, traffic domains, and automation workflows included. Decide whether a unit is a service, site, device group, or workflow. Record inclusion and exclusion rules in a versioned document so the same scope is used after deployment. If automation is introduced in stages, preserve each unit’s treatment date and identify units that have not yet received it.

Freeze the incident definition

State what qualifies as a network incident: for example, an event that degrades or interrupts a monitored service, violates a defined availability condition, or requires operational intervention. Also document how duplicates, linked events, maintenance events, and alerts that never become incidents are handled. Assign severity with a stable rubric tied to affected service, duration, or customer impact. If the rubric changes, mark the change and analyze the periods separately rather than silently rewriting history.

Counting rules can materially change results. GitLab’s published DORA implementation requires incident tracking and notes that duplicate incidents may be counted separately in its calculation. That is a product-specific behavior, not a universal rule, but it demonstrates why your own duplicate and linkage policy must be explicit. Consult GitLab’s documented assumptions when adapting its terminology; do not generalize its calculation to every incident system.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Preserve the definition after deployment

Do not narrow the incident definition because automation made certain events easier to suppress, or broaden it because monitoring coverage improved. Record changes to alerting, ticket creation, escalation, and severity policy as evaluation events. A drop in tickets can represent fewer failures, less observable coverage, or a changed reporting threshold.

Choose comparable baseline and post-implementation periods

Match the observation windows

Select a pre-implementation window long enough to include ordinary variation and a post-implementation window of comparable length. Align seasonal or operational cycles where they matter, and record holidays, planned maintenance, major upgrades, and unusual traffic. A short window can be dominated by one outage; a longer window can dilute a temporary effect. The appropriate duration depends on incident volume and how quickly the network changes, so document the rationale instead of adopting a universal number.

Measure exposure, not just elapsed time

Record the activity that creates opportunities for incidents: device-hours, service-hours, network changes, transactions, traffic volume, or another denominator that fits the intervention. If the number of devices, services, or changes differs between periods, raw totals are not comparable. Keep both the numerator and denominator so readers can see whether a rate moved because incidents changed or because exposure changed.

Capture rollout boundaries

For every unit, store the date and time automation became active, the workflow version, and any periods when it was disabled. A device group that was automated for only part of a month should not be treated as fully treated for the entire month. Staged dates also enable comparisons between treated and not-yet-treated units.

Measure incident frequency with an explicit denominator

Report counts and rates together

Publish the total number of qualifying incidents and an exposure-adjusted rate. A general form is:

incident rate = qualifying incidents ÷ exposure units

Choose the exposure unit that reflects the mechanism under study. Examples include incidents per device-hour, per service-hour, or per network change. No single denominator is prescribed for all networks; the choice is an evaluation design decision that must be explained. Keep the interval and scope attached to every rate, such as a monthly rate for the automated service set.

Stratify the numerator

Break incidents down by severity, service, site, device class, cause, and whether an automated action plausibly preceded the event. Retain a category for unknown or unlinked cause instead of forcing uncertain attribution. A total can improve while a critical service worsens, and a network-wide rate can hide a problem concentrated in one device family.

Separate all incidents from change-related failures

An all-incident rate describes operational burden. A change-related failure measure isolates events following a deployment or network change that required intervention. DORA defines change failure rate around changes that require intervention after a deployment; that scope is narrower than every network incident. If you adapt the concept, define which network changes qualify and how the change is linked to the incident.

Do not combine the two measures into one headline. Report the broad incident rate and the narrower change-related rate as separate outcomes, with their own denominators and linkage rules.

Define resolution time as a chain of timestamps

Capture the operational milestones

Store, at minimum, timestamps for detection, acknowledgement, first mitigation, and full restoration. Add an incident-open and incident-close field only if their meanings are stable. A practical event record distinguishes:

  • Detection: when monitoring or an operator first identified the qualifying condition.
  • Acknowledgement: when an accountable responder accepted the event.
  • First mitigation: when an action reduced the immediate effect, even if the service was not fully healthy.
  • Restoration: when the defined service condition returned and remained acceptable under your policy.

Name the interval used in reporting. For example, detection-to-restoration can be your primary resolution interval, while acknowledgement-to-first-mitigation can expose response delay. Do not label an interval merely as MTTR without spelling out what the final letter means; recovery acronyms have been used for different concepts.

Use distributions, not only an average

Report the median to represent a typical incident, a mean for continuity with existing reporting, and an upper-tail value such as the 90th or 95th percentile to show prolonged cases. Include the number of incidents in each calculation and state how unresolved incidents, cancellations, and missing timestamps were handled. A mean can move because of one exceptionally long event; a median can hide a small but consequential tail.

DORA’s monitoring guidance highlights time to detect, time to resolve, and impact, with useful breakdowns by service or other meaningful dimensions. Apply those dimensions to network operations rather than presenting one aggregate duration. See DORA’s monitoring and observability guidance.

Handle clock and data-quality issues

Use a common time standard and document clock correction, time-zone conversion, and daylight-saving handling. Reject negative intervals and flag impossible sequences, such as restoration before detection. Keep missing values visible: excluding incidents with poor instrumentation can make automation appear faster simply because difficult cases lack timestamps.

Pair frequency and time with impact

Measure who or what was affected

For each incident, record affected services, sites, customers or customer segments, and duration of impairment. Where a direct customer count is unavailable, use a clearly defined service-impact proxy and label it as such. DORA’s monitoring guidance treats impact as a companion to detection and resolution; a shorter outage affecting more customers may be worse than a longer event on a low-use service.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Retain severity and duration together

Cross-tabulate severity with restoration-time bands and affected-service duration. This reveals whether automation reduced minor events while leaving severe incidents unchanged, or reduced frequency but increased the duration of the remaining events. Keep the severity rubric stable across the comparison; if it changes, show the old and new rules.

Track operational guardrails

Include unplanned recovery work, manual intervention, rollback activity, emergency changes, and rework after an automated action. A lower ticket count is not a net improvement if responders spend more time correcting automation side effects. Also monitor monitoring coverage, because a loss of visibility can reduce recorded incidents without reducing real harm.

Build a measurement data model

A small, consistent event schema is more valuable than a dashboard with undefined fields. The following fields support frequency, duration, impact, and causal review:

Field Purpose Rule to document
Incident ID Deduplication and linkage How duplicates and parent-child events are treated
Service, site, and device class Scope and subgroup analysis Stable identifiers and ownership at event time
Severity Impact weighting Versioned criteria and reassignment policy
Detection, acknowledgement, mitigation, restoration Time intervals Clock standard and meaning of each timestamp
Cause and change ID Change-related analysis Linkage confidence and unknown category
Affected customers or services Impact estimation Direct count or named proxy
Automation state and version Treatment exposure Activation, disablement, and rollback times
Manual work and rework Guardrail measurement What effort is counted and by whom

Join incident records to an exposure table containing device-hours, service-hours, traffic or change counts for the same scope and period. Keep raw events immutable and calculate derived rates in a separate reporting layer so a changed formula does not overwrite the source record.

Choose a comparison design

Before-and-after: useful first signal

Compare the defined outcomes in the baseline and post-implementation windows after applying the same filters and formulas. This design is easy to explain and can reveal a large operational change, but it cannot distinguish automation from unrelated changes that happened at the same time. Treat the result as an association.

Staged rollout or not-yet-treated comparison

When automation can be introduced in waves, compare units that have received it with similar units that have not yet received it during the same calendar period. Preserve rollout order and explain why units entered each wave. This design controls for some network-wide shocks, although differences between early and late adopters can still bias the result.

Matched service or site comparison

If a staged rollout is impossible, select untreated services or sites with similar baseline incident rates, exposure, topology, and operational ownership. Define matching variables before viewing post-implementation outcomes. Report how many units were matched and which units lacked a credible counterpart.

Record confounders and selection effects

Maintain a change log covering topology, capacity, traffic, firmware, monitoring coverage, staffing, maintenance practice, incident policy, and other automation. Note outages or upgrades that affected only one comparison group. Explain missing data and units removed from analysis; selective exclusions can create an apparent benefit.

Analyze the results without overstating causation

Use a metric matrix

For each period and comparison group, show numerator, denominator, rate, median restoration time, mean, upper-tail value, severity mix, impact, and guardrail workload. Include confidence intervals or uncertainty estimates when your analytical process supports them, and state the method. Do not present precision that the incident volume cannot justify.

Check whether definitions moved

Compare monitoring coverage, ticket creation, duplicate handling, and severity assignment before interpreting outcome changes. A simultaneous increase in telemetry can raise detected incidents while actual service health improves. A policy that suppresses alerts can produce the reverse pattern.

Look for subgroup reversals

Review each service, site, device class, severity, and cause category. An overall improvement can coexist with deterioration in a critical subgroup. Keep subgroup results tied to their exposure and sample size; avoid ranking tiny groups as if they were stable estimates.

Describe evidence strength plainly

Use language such as “the rate was lower after rollout” for an observed comparison. Reserve causal language for designs that justify it and that account for concurrent changes. The reviewed DORA material supports ongoing, context-sensitive measurement, not a network-automation-specific causal effect. Do not substitute a DORA software-delivery benchmark for a missing network estimate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Implement the evaluation step by step

  1. Write the measurement charter. Name the services, units, incident definition, severity rubric, primary resolution interval, denominator, and guardrails.
  2. Inventory data sources. Identify monitoring, incident management, change records, automation logs, exposure counters, and customer-impact data. Assign an owner to each field.
  3. Freeze identifiers and clocks. Standardize service and device IDs, time zones, and timestamp formats before extracting the baseline.
  4. Extract and clean the baseline. Apply duplicate, maintenance, and cancellation rules; flag missing or impossible timestamps rather than silently deleting records.
  5. Record exposure. Capture device-hours, service-hours, change counts, or another justified denominator for every scope-period cell.
  6. Mark treatment. Store automation activation, version changes, disablement, rollback, and staged rollout dates for each unit.
  7. Run the same pipeline post-rollout. Reuse definitions and transformations; version any unavoidable change and preserve the old result.
  8. Calculate primary and guardrail metrics. Produce counts, rates, timestamp distributions, impact, severity, change-related failures, manual work, and rework.
  9. Test comparison assumptions. Review untreated units, concurrent changes, coverage shifts, missing data, and subgroup balance.
  10. Publish an evidence statement. State what changed, what remains uncertain, which definitions apply, and whether the design supports association only or a stronger causal interpretation.

Common failure modes and corrections

Failure mode Why it misleads Correction
Using only raw incident totals A smaller network or shorter window can create an artificial decline Report a justified exposure-adjusted rate with the count
Reporting only mean resolution time Outliers dominate, while typical and prolonged cases remain unclear Publish median, mean, and an upper-tail value
Calling every incident a change failure The measure loses the narrower meaning of change-attributed intervention Keep all-incident and change-related outcomes separate
Changing severity or duplicate rules after rollout The numerator no longer represents the same outcome Freeze definitions, version changes, and reanalyze affected periods
Ignoring impact Fewer minor incidents can conceal longer or broader outages Include duration, affected services or customers, and severity
Using a simple before-and-after as proof Topology, staffing, workload, or monitoring may have changed concurrently Use staged or matched comparisons where practical and log confounders
Dropping incidents with missing timestamps Hard cases can disappear from resolution statistics Report missingness and improve instrumentation without hiding exclusions

Present the findings so operators can act

A useful report starts with a one-page metric table and then provides definitions and caveats. Include:

  • Scope, dates, automation version, and treated versus untreated units.
  • Qualifying incident count and exposure-adjusted rate.
  • Detection-to-restoration median, mean, and upper-tail duration, plus acknowledgement and mitigation intervals when available.
  • Severity distribution, affected services or customers, and outage duration.
  • Change-related failure rate with its narrower denominator and linkage rule.
  • Manual intervention, emergency changes, rollback, and rework.
  • Monitoring coverage, missing timestamps, duplicate handling, and policy changes.
  • A plain-language interpretation that distinguishes association from causal evidence.

Use trend charts only when their definitions remain constant. Annotate rollout dates, major topology changes, and monitoring migrations directly on the chart. A table that exposes numerator, denominator, and missing data is more auditable than a single percentage.

How the cited frameworks fit network measurement

DORA’s current metric guide defines software-delivery measures such as change lead time, deployment frequency, failed deployment recovery time, change fail rate, and deployment rework rate, while emphasizing service context. These concepts can structure a network evaluation, but their software scope and terminology must be adapted explicitly: https://dora.dev/guides/dora-metrics/.

DORA’s value-stream guidance connects throughput and stability measures to the delivery and recovery path: https://dora.dev/guides/value-stream-management/. Its monitoring and observability guidance highlights detection, resolution, impact, and useful breakdowns: https://dora.dev/capabilities/monitoring-and-observability/.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The history of DORA’s metrics, updated January 2, 2026, explains refinement of recovery terminology toward service restoration after a production change caused impairment and the addition of deployment rework rate. That history is a reminder to define what “recovery” means in your own system: https://dora.dev/insights/dora-metrics-history/?trk=article-ssr-frontend-pulse_little-text-block.

These references provide definitions and measurement principles, not evidence that a particular network automation program will reduce incidents. Your scope, denominator, timestamps, impact model, and comparison design determine whether your conclusion is credible.
