The reliable test is a before-and-after comparison of the same network tasks, teams and observation windows. Track total human hours, human minutes per completed task, the percentage of tasks completed automatically, exception and rework effort, and service-quality outcomes. More automated runs or a higher automation rate show tool usage; they do not, by themselves, prove that the operations team has less work.
Keep gross time avoided separate from net workload change. Net workload includes design and setup, approvals, monitoring, maintenance, exception handling and rework. If any of those costs are not measured, report gross time avoided and identify the missing costs instead of calling it net savings.
Start with a precise workload question
“Is automation reducing operational workload?” is too broad to measure as one number. Turn it into a question about a defined class of repeatable work, such as configuration changes, routine health checks, incident diagnosis or ticket enrichment.
Write the scope before collecting data. Record the network domain, teams, task types, systems included, observation periods and exclusions. Define the event that starts the clock and the event that stops it. For example, a configuration task might start when a ticket becomes ready for implementation and end when the change is verified and the ticket is closed. A diagnosis task might start at assignment and end when a verified cause and next action are recorded.

Use the same definitions before and after rollout. If the pre-automation sample includes only routine changes while the post-automation sample includes complex emergency work, the comparison is not valid even if the spreadsheet formulas are correct.
Set boundaries that operators can apply
- Define what counts as one task when a single ticket contains several changes.
- State whether approvals, peer review, maintenance windows, customer coordination and documentation are inside the measurement boundary.
- Identify the network and service scope, including devices, regions, shifts and support tiers.
- List exclusions such as planned tests, duplicate tickets, canceled work or incidents outside the automation system.
- Keep a versioned definition so a later change in counting rules is visible.
Build a baseline before the rollout
A baseline is the measured workload under the existing process, not an estimate of what the process ought to take. Cisco DevNet’s Network Automation Delivery Model guidance notes that establishing a useful baseline can require effort when work is largely manual; that effort is necessary because post-rollout measurements need a credible comparison.
Choose a representative pre-automation period long enough to include normal variation in demand, staffing and task complexity. Extract ticket records, change logs, incident records and system timestamps where available. Check automated timestamps against the real workflow: a ticket’s status change may not equal the moment an engineer started work.

If a phased rollout leaves a similar queue untreated for a period, that queue can provide useful context. Describe it as a transparent comparison, not as a controlled experiment, unless assignment and other conditions truly support that claim.
Record the conditions around the baseline
- Staffing levels, on-call coverage and use of contractors.
- Ticket mix, urgency, complexity and affected technologies.
- Major network upgrades, migrations, outages or policy changes.
- Changes in service demand, customer volume or operating hours.
- Automation version, integrations and approval policy in force.
These facts let you explain a change without falsely attributing every difference to automation.
Use a compact metric set
Collect enough data to answer the workload question and protect service quality, but not so much that measurement becomes another operational burden. Cisco’s KPI guidance makes the practical point that more time should be spent acting on metrics than collecting and reporting them.
| Metric | Definition or formula | What it answers | Useful breakdowns |
|---|---|---|---|
| Total human effort | Sum of operator time for all in-scope work, including handling, review, approvals, troubleshooting, coordination and measurable rework. | Did the team spend fewer hours on this work? | Task type, team, shift, service and complexity. |
| Effort per completed task | Total human minutes divided by completed tasks. | Did each finished task require less labor? | Routine versus complex work; successful, failed and rolled-back tasks. |
| Automation completion share | (Tasks completed automatically ÷ total tasks in scope) × 100%. ITU-T Y.3063 calls this the operation automation ratio. | How much work did the system complete without the normal manual path? | Workflow, device class, exception type and release. |
| Exception and rework burden | Count and human time for interventions, failures, repeats, rollbacks and manual recovery. | Did automation move work elsewhere? | Failure reason, approval step, integration and owner. |
| Operational quality | Successful and failed deployments, incident recurrence, rollback frequency, detection time and recovery time. | Was workload reduced without making operations less reliable? | Service, severity, change type and automation release. |
| Service outcomes | Availability, interruption time, mean time to recovery and agreed service-level outcomes. | Did customer-facing performance remain acceptable? | Service, region, maintenance window and incident class. |
| Measurement cost | Human time spent collecting, cleaning, validating and reporting the metrics. | Is the measurement effort proportionate to its value? | Source system, reporting cycle and responsible team. |
Show total hours and per-task effort together. A fall in minutes per task can coexist with a rise in total hours when demand grows. Conversely, a high automation ratio can coexist with more review, monitoring or exception work.

- Select repeatable task classes. Start with work that has a recognizable start and finish, such as port configuration, compliance checks, standard changes or a defined incident-diagnosis procedure. Avoid combining unrelated workflows in one average.
- Publish the counting rules. State the task boundary, start and stop events, included labor and exclusions. Have operators test the rules against real records and resolve ambiguous cases before the baseline is frozen.
- Extract source records. Use automation logs, ticket histories, change records, approval records and incident systems. Preserve the original records and retain the extraction date, time zone and system versions.
- Validate timestamps. Compare system timestamps with a sample of actual operator activity. Correct for queues, paused tickets, overnight handoffs and bulk status updates when those events do not represent active work.
- Measure the baseline period. Calculate task volume, total human effort, effort per completed task, outcomes, exceptions, rework and service effects under the manual or previous process.
- Measure the post-rollout period with identical rules. Keep the same scope and observation-window logic. If the automation workflow introduces new stages, measure the human time in those stages rather than silently dropping it.
- Separate automatic completion from assisted completion. A task that runs a script but requires manual diagnosis, approval or repair should be classified according to the published rule. Do not count partial assistance as fully automatic unless the definition explicitly says so.
- Review anomalies before calculating a result. Investigate spikes caused by outages, migrations, duplicate tickets, staffing changes or logging failures. Flag excluded records and retain both the raw and cleaned counts.
- Report absolute and relative changes. Show hours, minutes and task counts as well as percentage changes. Include the observation period, denominator, exclusions and data-quality limitations beside every result.
Calculate changes without overstating savings
Automation completion share
Use the ITU-T Y.3063 definition: operation automation ratio = (number of tasks automatically completed ÷ total number of tasks) × 100%. ITU-T’s framework, approved on December 14, 2025, also describes setting benchmarks and calculating relative change against them.

This is a capability indicator, not a workload verdict. The ratio can rise while engineers spend more time reviewing outputs, repairing failed runs or maintaining integrations. Always publish it beside human effort and exception measures.
Total workload change
For a defined period, calculate:
- Absolute change in human hours: post-rollout hours minus baseline hours.
- Percentage change in human hours: (post-rollout hours minus baseline hours) ÷ baseline hours × 100%.
- Effort per completed task: human minutes ÷ completed tasks, calculated separately for comparable task classes.
A negative change means fewer measured hours in the defined scope. It does not establish causation if task mix, staffing, demand or other major conditions changed without adjustment.
Gross time avoided versus net workload
Gross time avoided is the manual effort that did not occur on automatically completed work. Net workload change adds the human costs needed to create and run the automation:
Net workload change = baseline human effort − (post-rollout handling effort + setup and change effort + approvals and review + monitoring and maintenance + exception and rework effort).
Use only measured components in the calculation. If setup, maintenance or monitoring time is missing, label the result as gross time avoided or a partial net estimate. Do not convert an unmeasured omission into a savings claim.
Protect service quality with guardrails
A workload reduction is not beneficial if it produces failed changes or longer outages. AWS Well-Architected operational guidance (OPS09-BP02, dated April 10, 2023) recommends defining metrics tied to key performance indicators, including successful and failed deployments, incident detection and recovery.
ITU-T’s operational measures add service and fault outcomes such as availability, interruption time, mean time to recovery and the on-time ratio for fault handling. Select the measures that match your service commitments and record them in the same comparison windows as workload data.
- Track successful and failed deployments, including rollback and re-run counts.
- Track incidents caused by, or recurring after, an automated change.
- Measure mean time to detect and mean time to recover using consistent event definitions.
- Monitor availability, interruption time and relevant service-level targets.
- Record whether an exception was detected automatically or required operator discovery.
Set guardrail thresholds before reviewing the result. A reduction in labor that coincides with a breach of an agreed availability or recovery target requires remediation, not a celebratory headline.

Compare like with like
Use the same task boundaries, service scope, complexity categories and timing rules on both sides of the comparison. Segment results when a single average hides a meaningful difference between simple and complex work.
Normalize for demand where appropriate. Report both total hours and effort per task, because a larger ticket volume can increase total work even when each task becomes easier. Explain changes in staffing, shift coverage, technology, policy, incident load and customer demand.
When a phased rollout or untreated queue is available, show the two series and describe why they are comparable. Do not present an observational before-and-after comparison as a randomized test. State which changes were measured, which were estimated and which could not be separated from other events.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteWhat published operator figures do—and do not—prove
Microsoft Digital described a company-specific internal environment in a Microsoft Inside Track article dated September 10, 2026. It reported up to 70,000 monthly tickets requiring human intervention in January 2025, falling to about 27,000 18 months later, and attributed the decline to automation and AI in that environment.
The same account reported around 300 hours saved in the first few months of using Falcon Agent, equivalent to 10–15 minutes per ticket. It also described a month with 149 outages and 32 hours saved on communications and reporting. These figures show why workload measurement should include coordination and communication, not just technical remediation.
They are first-party figures from one operating environment, not an independently controlled estimate or a general savings rate. Do not turn them into a forecast for another network. Use them as examples of the kinds of workload measures an operator can publish, together with scope, dates, definitions and attribution.
Raghavendran Loganathan, principal software engineering manager at Microsoft Digital, described the direction as “The future is multi-agent orchestration: monitoring, troubleshooting, partner engagement, and communication working together.” That statement reinforces the need to count non-remediation work when evaluating operational workload.

Make the measurement sustainable
Automate collection, not interpretation
Have systems export task, approval, execution and incident events automatically. Keep a small human review sample to verify that timestamps and classifications still represent the real workflow. The team should spend its time deciding what to change, not copying numbers between reports.

Maintain a metric dictionary
For each metric, document the numerator, denominator, units, time zone, source system, exclusions, owner and calculation date. Version the dictionary when a workflow or automation release changes the meaning of a field.
Use a repeatable reporting page
A useful monthly page contains the observation period, task volume, total human hours, effort per completed task, operation automation ratio, exception and rework hours, deployment outcomes, incident detection and recovery, service outcomes, and measurement cost. Place data-quality notes beside the affected metric rather than in an appendix that readers may miss.
Review the metric set itself
Remove metrics that never influence a decision. Add a measure only when a known blind spot affects workload, quality or attribution. This keeps collection effort below the value created by acting on the results.

Common failure modes and fixes
Counting runs instead of work
Failure: Reporting the number of scripts or automated runs as evidence of reduced labor.
Fix: Count completed tasks, human minutes, exceptions and rework. A run is activity; workload is human effort required to deliver the outcome.
Using only the automation ratio
Failure: Declaring success because the percentage of automatically completed tasks increased.
Fix: Pair the ratio with total hours, effort per task, exception time and service guardrails.

Reporting gross savings as net savings
Failure: Subtracting automated execution time from manual time while ignoring setup, approvals, monitoring and maintenance.

Fix: Measure those costs or label the result as gross time avoided.
Changing definitions after rollout
Failure: Starting the clock at ticket creation before rollout and at execution after rollout.
Fix: Preserve the original rule, or recalculate both periods using the new rule and disclose the change.
Ignoring work that moves elsewhere
Failure: Removing implementation time while omitting review, communication, incident follow-up or rollback work.
Fix: Include every human stage inside the defined task boundary and separately report coordination and exception categories.
Overinterpreting a single period
Failure: Attributing a short-term decline to automation during an unusual low-demand month.
Fix: Use representative windows, segment unusual events and explain concurrent changes.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Collecting too much data
Failure: Building a reporting program that consumes the time it is supposed to save.
Fix: Keep the metric set compact, automate extraction and retain only measures tied to a decision or guardrail.
Decision rule for an honest conclusion
Conclude that workload is reduced only when comparable task classes show lower measured human effort—both in total hours or in effort per completed task as appropriate—while exception and rework costs, service outcomes and measurement conditions remain acceptable. If only the automation ratio or gross time avoided improved, report that narrower result. If important costs or data are missing, say exactly what remains unmeasured instead of presenting a universal savings percentage.
