Measure the actions your training is meant to change—not merely whether employees completed a course. Establish a pre-training baseline, repeat comparable observations, and combine risky actions (such as clicking a simulated malicious link) with protective actions (such as reporting a suspicious message). Completion records prove participation or compliance; they do not prove that employees behave more securely.

What behavioral change means in cybersecurity training

A training program has behavioral impact when employees make different security-relevant decisions in the situations the program addresses. The target might be reporting suspicious messages through the approved channel, refusing unsafe attachments, protecting sensitive data, or following a required device and account procedure.

That definition separates four outcomes that are often confused:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Participation: whether an assigned course was completed or attended.
  • Knowledge: whether a learner can answer questions or recognize a correct procedure.
  • Attitude and confidence: how seriously employees take security and how capable they believe they are.
  • Observed behavior: what employees actually do in simulations, operational systems, incidents, or structured scenarios.

All four can be useful. Only the last category directly demonstrates what people did. Knowledge tests, surveys, interviews, and feedback help explain a result, but they are not substitutes for observing behavior.

Build a measurement plan before selecting metrics

1. State the intended action precisely

Write the desired behavior as an observable action, audience, and circumstance. For example: “Staff who receive a potentially malicious email report it through the approved route without opening the attachment.” A statement such as “improve security awareness” is too broad to measure consistently.

Choose measures only after this statement is clear. NISTIR 8420 and a 2022 Journal of Cybersecurity review present a menu of possible measures rather than one universal score. A metric is useful only when it corresponds to the behavior and audience the training addresses.

2. Record a baseline

Measure the target behavior before the intervention whenever feasible. For a simulated-phishing exercise, retain the number of messages sent, eligible recipients, clicks, and reports. For a data-handling procedure, establish how often the approved process was followed before training. Keep definitions, eligibility rules, and collection methods documented so later observations remain comparable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Repeat comparable observations

Collect the same measures at planned intervals after training. The available studies support pre/post observation and simulated-attack responses, but they do not establish a universal cadence or a single required comparison design. Comparability matters more than an arbitrary schedule: note differences in audience, message difficulty, exposure, communication, staffing, reporting access, and security controls.

4. Include protective actions

Count safe responses as well as failures. A falling click rate can look positive while employees still fail to report suspicious messages. Track reports of simulated messages and, where possible, reports of real potential phishing and other security incidents. More reports are not automatically better: an increase may reflect improved vigilance, greater exposure, easier reporting, or excessive false reports. Review reporting quality and the circumstances behind the count.

5. Define data ownership and privacy controls

Measurement often spans the awareness team, security operations, IT, human resources, and business units. Decide who owns each data source, how employee identities will be protected, who may see individual results, and how long records are retained. NIST federal-program work identifies integrating awareness data with information held by other organizational groups as a practical challenge. A defensible plan states the purpose of each data element and limits use to that purpose.

Which measures answer which question?

Measure What it can show What it cannot establish alone
Training completion Whether assigned training was completed; useful for compliance administration Whether employees behave more securely
Simulated-phishing click rate Response to a particular simulation and its conditions Performance against all real attacks or proof of a general training effect
Simulated-phishing reporting Reporting response during the exercise Reporting behavior in real events without corroborating evidence
Reports of real suspicious messages or other incidents Employee reporting activity in operational settings Causation by training; volume also depends on exposure and reporting access
System and incident trends, plus practical secure behaviors Organizational signals of risky or compliant behavior related to the chosen goal Attribution to training without accounting for other changes
Knowledge tests, surveys, interviews, and feedback Knowledge, self-reported experience, attitudes, and possible explanations Direct observation of secure behavior

A step-by-step phishing measurement workflow

Step 1: Define the exercise population and opportunity to act

Specify which employees are eligible, what counts as receiving the message, and which actions are available. Separate recipients who could not have interacted with the simulation from those who had a genuine opportunity. Record the message type, difficulty, delivery conditions, and any warnings or communications that could influence behavior.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 2: Capture both unsafe and safe events

At minimum, retain eligible recipients, clicks, and reports for each comparable exercise. Analyze clicks and reports separately rather than combining them into one pass/fail number. A person may click and then report, report without clicking, or do neither; those paths carry different information.

Step 3: Observe reporting outside the exercise

Where systems permit, examine reports of real suspicious messages and other security incidents. Compare the measurement period with exposure and access to the reporting route. A reporting count without those conditions is an activity signal, not a direct training score.

Step 4: Add reporting quality and timing cautiously

Time from receipt to report can be a useful operational measure if it can be collected reliably. It is a proposed metric, not a universal requirement established by the cited sources. Also review whether reports contain enough information for triage and how many are false positives. Do not reward speed or volume in a way that encourages careless submissions.

Step 5: Keep exercise results comparable

When comparing periods, document changes in message themes, difficulty, delivery technology, employee population, reporting button or mailbox, and security controls. A harder simulation can increase clicks without indicating that training became less effective; an easier one can reduce clicks without demonstrating broader resilience.

  • System behavior: examine practical indicators such as whether the required secure process was followed, when such data is available and appropriate.
  • Scenario tests and observation: ask employees to handle realistic cases or observe task performance under defined conditions.
  • Knowledge and attitude measures: use tests, surveys, interviews, and feedback to identify misconceptions, confidence problems, or workflow barriers.
  • Training engagement: attendance, views of materials, and completion can explain reach and exposure, but remain participation measures.

The 2022 metrics review catalogs intrusive and non-intrusive methods, including surveys and interviews, laboratory experiments and observation, scenario tests, simulated-attack responses, practical system data, reported incidents or violations, and risky practices. Treat that catalog as a set of options. The methods are not equally valid for every workplace or objective.

Compare measurement options using six decision tests

When resources are limited, rank candidate measures against these criteria:

  1. Directness: Does the measure observe the action, or merely record completion, knowledge, or self-report?
  2. Relevance: Does it correspond to the behavior the training is supposed to change?
  3. Context and exposure: Are opportunities to act comparable in difficulty, audience, frequency, and access?
  4. Coverage: Does it capture protective behavior, such as reporting, as well as risky behavior, such as clicking?
  5. Data quality and burden: Can the organization collect the measure consistently and responsibly across the relevant groups?
  6. Interpretability: Can leaders understand the result alongside changes in controls, communication, staffing, and reporting routes?

These are practical synthesis criteria, not a named standard or validated universal scoring system. A highly direct metric that is collected inconsistently may be less useful than a slightly less direct measure collected reliably.

Analyze change without overstating causation

Describe the observed change first

Report what happened to each measure between the baseline and later observations. For example, state that the click rate for comparable simulations changed, that reporting activity changed, or that a relevant incident trend moved. Preserve the denominator and eligibility definition so readers know what the rate represents.

List competing explanations

A before-and-after trend shows that a measure changed after training; by itself, it does not show that training caused the change. Note other changes in:

  • message exposure, simulation difficulty, or attack volume;
  • security controls, filtering, authentication, or device configuration;
  • security communications and management attention;
  • reporting channels, automation, or help-desk practices;
  • staffing, turnover, remote-work patterns, or audience composition; and
  • the way events were detected, classified, or recorded.

Separate awareness from action

Do not collapse knowledge or awareness gains into a behavior claim. A 2026 Frontiers in Computer Science study of staff in humanitarian organizations found that training significantly improved security awareness but did not directly predict phishing-mitigation behavior in its analysis. Awareness was associated with mitigation and reporting, with mediation results reported by the authors. That population and context are specific; the finding is a reason to measure awareness and action separately, not a universal estimate of training effectiveness.

Use cautious language for attribution

Appropriate conclusions distinguish levels of evidence: “completion increased,” “knowledge scores improved,” “simulated clicks declined,” “reporting increased,” or “the available data are consistent with improved behavior.” Say that training caused a change only when the evaluation design and controls support that conclusion. Neither NISTIR 8420 nor the cited studies provide a universal causal-attribution formula.

Build a leadership-ready scorecard

Leadership usually needs a small set of interpretable indicators rather than every available data point. A useful scorecard can group measures by purpose:

  • Reach: assigned, attended, and completed training.
  • Knowledge and attitudes: test, survey, or interview findings used to explain behavior.
  • Risky behavior: clicks, unsafe practices, or relevant violations.
  • Protective behavior: simulated reports, real suspicious-message reports, and other incident reports.
  • Operational outcomes: relevant incident and system trends.
  • Context: changes in exposure, controls, population, reporting access, and exercise design.

Show the definition, denominator, period, audience, and collection source beside each indicator. Include a short interpretation and the main limitations. NISTIR 8420 asks how organizations use effectiveness data and what evidence would demonstrate value to leadership; answering those questions explicitly makes the scorecard more useful than a dashboard of unexplained percentages.

Common measurement mistakes and fixes

Treating completion as impact

Problem: A 100% completion rate is presented as proof that employees are safer.
Fix: Report completion as participation or compliance, then pair it with observed behavior and relevant operational evidence.

Using only click rate

Problem: The organization measures failure to resist a simulation but not recognition or reporting.
Fix: Track clicks and reports separately, and include real suspicious-message reporting where feasible.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Relying on self-report

Problem: Employees say they follow procedures, but no behavior is observed.
Fix: Use surveys and interviews to explain results, while retaining simulations, scenario tests, system data, or incident records as behavioral evidence.

Comparing incomparable exercises

Problem: A change is attributed to training even though the audience, message difficulty, or reporting route changed.
Fix: Record exposure and design conditions and qualify comparisons that are not like-for-like.

Equating more reports with better security

Problem: Reporting volume rises, but false positives or low-quality reports overwhelm responders.
Fix: Examine report quality, context, and operational handling rather than rewarding volume alone.

Ignoring organizational measurement barriers

Problem: Awareness data cannot be reconciled with incident, system, or business-unit data.
Fix: Assign data owners, standardize definitions, document access and privacy rules, and agree in advance how results will be presented.

What the major studies establish—and what they do not

NISTIR 8420 (2022)

Federal Cybersecurity Awareness Programs: A Mixed Methods Research Study examines federal cybersecurity awareness programs in the United States. Its survey instrument lists completion, audit evaluations, simulated-phishing clicks, employee reporting of simulated and potential real phishing, other incident reporting, surveys, feedback, attendance, views of training materials, and security-incident trends as possible effectiveness measures. It is an inventory of measures and a study of federal programs, not a prevalence estimate or a universal scoring model.

Haney and Lutters (2024)

From Compliance to Impact: Tracing the Transformation of an Organizational Security Awareness Program describes a year-long case study in a U.S. government agency. It documents movement from completion-focused compliance toward workforce attitudes and behaviors. Because it is one organizational case study, it does not estimate the average effect of training across organizations.

Journal of Cybersecurity review (2022)

Developing metrics to assess the effectiveness of cybersecurity awareness program catalogs behavioral and non-behavioral measurement methods. It supports using multiple evidence types but does not show that every method has equal validity in every workplace.

Frontiers in Computer Science study (2026)

The human firewall effect: training and awareness as drivers of phishing mitigation and reporting behavior analyzes humanitarian-organization staff. Its finding that awareness improved while training did not directly predict mitigation behavior is context-specific and should not be used as a forecast for another population.
