A climate adaptation project is working when evidence shows that it reduces climate-related risk or increases adaptive capacity for the people, assets, services or ecosystems it targets—and that the change is plausibly connected to the project. Completing construction, delivering training or spending the budget proves delivery, not effectiveness. Measure the full path from activities to outputs, outcomes and longer-term impacts, while accounting for changing climate conditions, other causes of change, unequal effects and possible maladaptation.

There is no universal adaptation score. A credible assessment combines a context-specific theory of change, a documented baseline, mixed quantitative and qualitative indicators, comparison or counterfactual evidence where feasible, disaggregated results and a monitoring, evaluation and learning process that changes decisions when assumptions or evidence change.

Start with the result, not the activity

Adaptation is successful when vulnerability or climate risk falls, or when the ability to anticipate, absorb and recover from climate stress improves. The relevant result depends on the intervention and place. A flood-warning project might reduce deaths, evacuation time and property losses during comparable floods. A heat-health program might keep essential services operating and reduce heat illness among older residents. A drought-resilient farming project might maintain yields and household income in dry years. A water-supply project might preserve safe access during a prolonged drought.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Activity and output measures still matter because they show whether implementation occurred. They are not, by themselves, evidence that risk declined. A city can install every planned sensor and still fail if warnings do not reach people in time. A seawall can be completed yet shift floodwater to another neighborhood. A training program can reach its attendance target without changing decisions or preparedness.

Judge the project against its stated risk-reduction pathway, not against a generic resilience number.

Why there is no single adaptation score

OECD guidance published in 2024 states that, because adaptation and resilience are multifaceted and context dependent, there was no technical consensus as of 2024 on a final indicator set. Indicators must fit the hazard, geography, sector, intervention, time horizon and local social context. A metric useful for urban heat may be irrelevant to coastal erosion; a national capacity measure may hide whether a particular low-income neighborhood is safer.

The same guidance reports that about 25% of UNFCCC parties had an adaptation monitoring-and-evaluation framework in place in August 2021. That figure, reported by OECD while citing the IPCC Working Group II, illustrates how uneven formal measurement remains; it is not a benchmark for project quality.

Use a small, balanced set of indicators tied to decisions. A long dashboard can obscure the few measures that show whether risk is actually changing. A single headline number can hide distributional harm, uncertainty or a result driven by unrelated economic and technological changes.

Define the risk and decision context

Before selecting indicators, write down what the project is meant to change. This prevents a generic “resilience” claim from replacing a testable question.

Specify the hazard and climate conditions

  • Name the relevant hazards: for example, river flooding, coastal surge, extreme heat, drought, wildfire or compound events.
  • Record the climate scenarios, time horizon and socioeconomic assumptions used in design. A target based on a historical climate may not be appropriate under projected future conditions.
  • Identify thresholds that matter operationally, such as hours above a dangerous heat index, flood depth at a critical facility or days of water supply interruption.

Specify who and what is exposed

  • Map the target population, critical infrastructure, services, livelihoods and ecosystems.
  • Describe vulnerability mechanisms: income, housing quality, age, disability, health, mobility, information access, institutional capacity or ecological condition.
  • Set the geographic boundary and note connections beyond it, such as upstream actions that affect downstream communities.

State the decision the project should improve

Examples include deciding when to evacuate, keeping a hospital open during heat, maintaining crop production during drought or protecting a drinking-water source. A measurement plan is useful only if its findings can change operations, budgets, design or policy.

Build a theory of change

A theory of change explains how resources and actions are expected to produce risk reduction. Write the causal chain in plain language and list assumptions, external factors and potential failure or maladaptation pathways.

  1. Inputs: funding, staff, equipment, data, authority and institutional capacity.
  2. Activities: risk assessments, construction, maintenance, training, outreach, drills, planning or ecosystem restoration.
  3. Outputs: installed infrastructure, warnings issued, households reached, plans adopted, services covered or habitats restored.
  4. Outcomes: people receive and act on warnings, downtime falls, water remains safe, farms maintain yields, households prepare or institutions respond faster.
  5. Impacts: climate-related losses, exposure or vulnerability decline, and adaptive capacity or resilience increases over the relevant period.

For example: flood-warning upgrades → warnings reach at-risk households with sufficient lead time → households evacuate or protect assets → deaths and losses fall during comparable events. The chain should identify assumptions such as power and communications remaining available, messages being trusted and evacuation routes staying open. It should also identify risks: warnings may not be accessible to people with disabilities, or protective works may divert water toward another settlement.

OECD guidance recommends a sound theory of change because outputs alone do not demonstrate reduced risk. Treat each arrow as a proposition to test with indicators and evidence, rather than as an automatic result.

Choose a layered indicator set

Use indicators at several levels. Earlier OECD analysis of 106 project documents across six bilateral development agencies (published in 2015) found that results-based management and logical frameworks were common, while emphasizing the need to distinguish activities, outputs and outcomes. Combine quantitative, qualitative and, where useful, binary indicators.

Level What it measures Illustrative indicators
Inputs Capacity available to deliver Funding released; trained staff retained; sensors operational; maintenance budget secured
Activities Work performed Risk assessments completed; drills held; maintenance visits made; land-use plans updated
Outputs Products or services delivered Infrastructure installed; warnings issued; households reached; facilities covered; plans adopted
Outcomes Changes in behavior, service performance or capacity Warning lead time and uptake; evacuation time; reduced downtime; safer water access; farm yields in heat or drought; household preparedness; institutional response capacity
Impacts Longer-term change in risk and resilience Climate-related deaths or losses; exposure; vulnerability; adaptive capacity; resilience over repeated events

Define each indicator precisely: numerator and denominator, unit, population, location, data source, collection frequency, responsible owner and decision threshold. Include at least one measure that can change during delivery and one that can reveal whether the intended risk actually changed. A binary “plan adopted” measure may be useful for accountability but cannot substitute for evidence that the plan is used and effective.

Set a defensible baseline, target and timetable

Document the pre-project condition before implementation where possible. Record the date, data quality, target population, measurement method, known gaps and the climate and socioeconomic assumptions behind the baseline. For a warning system, baseline information could include current lead time, message reach, comprehension, evacuation behavior and losses in comparable events—not merely whether a siren exists.

Targets need a time horizon. Adaptation benefits may take years to appear, and some will be visible only when a hazard occurs. Set milestones for delivery and early outcomes, then schedule later impact reviews. A target should state the scenario under which it is expected to hold; a target based on one rainfall pattern may fail under a different pattern.

Baselines are not permanently fixed in a changing climate. Revise them and targets when new observations, climate scenarios or socioeconomic assumptions alter the plausible counterfactual. Keep a version history so changes are transparent rather than appearing as unexplained improvement.

A before-and-after comparison without this context can mislead. A decline in flood losses may reflect a mild season, migration away from the area, new building codes or economic change rather than the project. Conversely, a severe event may temporarily hide a genuine improvement in preparedness.

Test contribution and attribution

“Did the project help?” is often answerable even when “Did it cause all of the change?” is not. Match the evaluation design to feasibility and state the strength of the contribution claim.

Use a counterfactual when feasible

  • Comparison sites: Compare similar locations that have not yet received the intervention, checking that their pre-project trends were comparable.
  • Phased rollout: Use areas scheduled for later implementation as interim comparisons.
  • Matched groups: Match households, facilities or communities on exposure, vulnerability and other relevant characteristics.
  • Interrupted time series: Examine whether a sustained change follows implementation while accounting for seasonality and other interventions.

Do not treat a comparison group as automatically valid. Document spillovers, different hazard exposure, policy changes and reasons groups may differ.

Triangulate when a clean counterfactual is impossible

Combine administrative records, surveys, interviews, stakeholder observation, remote sensing and physical measurements. For a flood project, administrative loss records might be paired with water levels, satellite flood extent, household surveys and interviews about warning receipt and action. Explain alternative drivers and whether each source covers the same people and period.

OECD guidance cautions that socioeconomic development and technology can improve outcomes independently of an adaptation project. A credible evaluation therefore reports uncertainty, missing data and plausible competing explanations instead of claiming certainty from correlation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Measure distribution, barriers and maladaptation

An average improvement can conceal failure for the people most at risk. Disaggregate results by characteristics relevant to the risk and intervention, such as gender, income, age, disability, livelihood, neighborhood, language or upstream/downstream position. Protect privacy when groups are small or data are sensitive.

For each group, ask:

  • Did it receive the output and have the means to use it?
  • Did exposure, vulnerability or service continuity improve by the same amount?
  • What barriers—cost, transport, trust, language, land tenure, connectivity or discrimination—limited benefit?
  • Who bears new costs or residual risk?

Check for maladaptation, including risk transferred to another group or place, dependence on infrastructure that may fail under future scenarios, increased emissions or ecosystem damage, and decisions that lock in vulnerability. A seawall that protects a commercial district while increasing flooding in an adjacent informal settlement is not an unqualified success. Record trade-offs explicitly and set mitigation actions.

Use multiple time horizons and a learning cycle

Monitoring, evaluation and learning are different but connected. Monitor delivery continuously so managers can correct problems. Evaluate early outcomes after people have had time to use the intervention. Review impacts later, after enough hazard exposure or operating time exists to reveal durable change.

  1. Monitor: Collect routine data on implementation, reach, quality, maintenance and emerging barriers.
  2. Review: Compare results with milestones, investigate deviations and verify data quality.
  3. Evaluate: Test outcomes and contribution using the strongest feasible design, including qualitative evidence.
  4. Learn and adapt: Change activities, indicators, targets or resource allocation when evidence or assumptions change.
  5. Communicate: Report who benefited, who did not, uncertainty, residual risk and decisions taken.

The UNFCCC toolkit for adaptation-plan processes is designed to connect monitoring and evaluation with learning. OECD’s results-framework guidance likewise emphasizes using results information for learning, decision-making, accountability and communication. A report that is filed but does not influence the next budget or operating decision is a weak measurement system.

Worked example: proving a flood-warning project reduced risk

Suppose a municipality upgrades gauges, forecasting and multilingual alerts. A defensible evaluation would proceed as follows:

  1. Define the risk: Identify flood types, neighborhoods, exposed people and critical assets, and specify the lead time needed for evacuation or asset protection.
  2. Record the baseline: Measure pre-upgrade forecast accuracy, warning lead time, delivery and comprehension rates, evacuation behavior, shelter access and losses in prior comparable events.
  3. Test the pathway: Verify that gauges feed forecasts, forecasts trigger alerts, alerts reach people through accessible channels and recipients understand the action required.
  4. Measure outcomes: During events, record lead time, receipt, comprehension, evacuation or protective action, shelter use, service downtime and avoided or incurred losses.
  5. Use comparisons: Compare with similar areas not yet upgraded or with pre-project events adjusted for flood magnitude, while accounting for changes in building standards and population.
  6. Check equity and harm: Disaggregate by language, income, age, disability and neighborhood; investigate whether evacuation costs or residual flooding fall disproportionately on one group.
  7. Review durability: Check maintenance, staff turnover, power and communications resilience, and whether performance holds under multiple climate scenarios.

“Warnings issued” is an output. Reduced loss is an impact claim that requires evidence through the intermediate steps and an explanation of other factors.

Compare two adaptation projects consistently

When choosing between projects or options, compare the same dimensions rather than declaring a winner from a single metric.

Comparison axis Questions to ask
Risk reduction or adaptive capacity Which option changes the targeted exposure, vulnerability, service continuity or response capacity, and by how much?
Reach and distribution Who benefits, who is missed and how are results distributed across vulnerable groups and places?
Durability under scenarios Does performance remain acceptable across plausible climate and socioeconomic futures?
Evidence and attribution How strong is the baseline, comparison design and contribution claim?
Cost and institutional feasibility Can the responsible institution fund, staff, operate and maintain the option over its life?
Flexibility and learning Can the option be adjusted as observations and forecasts change?
Unintended effects Does it transfer risk, increase emissions, damage ecosystems or lock in vulnerability?

Present costs with their time period, currency and scope, and distinguish one-time construction from recurring operation and maintenance. If a comparable value is unavailable, state that it is not established rather than inferring it from another project.

Using one generic resilience indicator

Symptom: A composite score hides which hazard, population or service changed. Correction: Use context-specific indicators and explain the decision each one supports.

Relying on before-and-after data alone

Symptom: Improvement is attributed to the project without considering weather variability, migration, economic growth or other policies. Correction: Add a comparison or counterfactual where feasible; otherwise triangulate sources and qualify the contribution claim.

Ignoring delayed benefits

Symptom: A project is labeled ineffective immediately after completion because no major event occurred. Correction: Track early outcomes now and schedule later impact reviews over an appropriate horizon.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reporting averages only

Symptom: Overall results improve while a high-risk group is left out or harmed. Correction: Disaggregate, investigate barriers and report trade-offs and residual risk.

Freezing an obsolete baseline

Symptom: Targets remain tied to outdated climate or socioeconomic assumptions. Correction: Revisit assumptions, document revisions and preserve the original baseline for accountability.

Collecting data nobody uses

Symptom: Monitoring produces reports but no operational or budget changes. Correction: Assign decision owners, thresholds and review dates; make learning an explicit step in the management cycle.

A practical measurement-plan checklist

  • Hazards, exposed assets and populations, vulnerability mechanisms and geography are defined.
  • Climate scenarios, socioeconomic assumptions and time horizon are recorded.
  • A theory of change links inputs, activities, outputs, outcomes and impacts.
  • Assumptions, external factors and maladaptation pathways are listed.
  • Indicators cover delivery and actual risk or adaptive-capacity outcomes.
  • Each indicator has a definition, baseline, target, owner, data source, frequency and quality note.
  • Targets state the scenario and period in which they apply.
  • A comparison, phased rollout or other counterfactual is planned where feasible.
  • Administrative, physical, remote-sensing and qualitative evidence are triangulated when needed.
  • Results are disaggregated for relevant groups and places, with privacy safeguards.
  • Barriers, trade-offs, residual risk and possible maladaptation are reviewed.
  • Monitoring, early evaluation and later impact reviews have scheduled decision points.
  • Findings trigger documented changes to activities, indicators, targets or resources.

How to interpret the final judgment

Use a calibrated conclusion rather than a binary label. A project may be delivering if activities and outputs are on track, showing early effectiveness if intended users and services demonstrate outcome changes, or demonstrating contribution to impact when longer-term risk or resilience changes are supported by a credible comparison and alternative explanations have been examined. It may also be delivering outputs while failing to reduce risk, benefiting some groups but harming others, or remaining indeterminate because the observation period or data is insufficient.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The strongest judgment states what changed, for whom, where, under which climate conditions, how confidently the project contributed, what remains uncertain and what decision follows. That is more informative than a single score and remains usable as climate conditions and evidence evolve.
