You cannot verify carbon removal from ocean alkalinity enhancement (OAE) by measuring added alkalinity alone. A defensible estimate links the amount of alkalinity delivered to the carbonate-system response, tracks where the treated water moves, measures or models the resulting air–sea CO₂ exchange, and quantifies uncertainty against a site-specific baseline. Field observations are essential, but the 2023 peer-reviewed monitoring, reporting and verification (MRV) review concludes that observations alone cannot capture total removal across the relevant space and time; validated numerical models are required.

The practical test is therefore a chain of evidence: document the intervention, characterize the counterfactual ocean, observe alkalinity and carbon chemistry, resolve transport and dilution, estimate air–sea uptake with a validated model, and check for processes such as mineral precipitation or biological calcification that can reduce net removal or create environmental risks.

What an OAE measurement must prove

OAE raises seawater alkalinity so the ocean can absorb more atmospheric carbon dioxide. The quantity added is not the quantity removed. Total alkalinity (TA) records the chemical perturbation, while dissolved inorganic carbon (DIC), seawater partial pressure of carbon dioxide (pCO₂), pH, gas exchange and modeling are needed to determine whether that perturbation produced net atmospheric CO₂ uptake.

A credible result answers four separate questions:

  • What was added? The source, chemical form, location, timing, dose or dosing rate, and measurement uncertainty.
  • Where did it go? The plume’s transport, dilution, mixing, dissolution, burial and possible loss through secondary precipitation.
  • What changed in the carbon system? Changes in TA, DIC, pCO₂ or fugacity of CO₂ (fCO₂), pH and related variables relative to a defensible baseline.
  • How much net removal occurred? An estimate that integrates observations and a validated model over the project’s spatial and temporal boundaries, with uncertainty and potential efficiency losses reported.

A rise in TA, a local pH increase or a short-lived tracer plume is evidence that an intervention occurred. None is, by itself, proof of tonnes of atmospheric carbon removed.

Build the measurement chain from delivery to removal

1. Define and quantify the intervention

Start with an intervention record that another analyst could reproduce. State the alkalinity source, its chemical composition, the delivery method, the exact operating area, dates and times, target dose, dosing rate and depth. Record how each quantity was measured, the instrument or mass-balance method used, calibration procedures and uncertainty.

Electrochemical systems should report the dosing rate continuously or at a documented sampling interval, together with the method used to calculate it. Mineral-feedstock projects need additional accounting: the mass introduced is not necessarily the alkalinity dissolved in seawater. Measure or model dissolution under in-situ temperature, salinity, pressure and particle-size conditions. Account for material that remains exposed, settles, is buried or is transported out of the study boundary.

Inspect the intervention for secondary mineral precipitation. Very high local concentrations, contact with sediments and supersaturation can cause carbonate minerals to form. Precipitation removes alkalinity and can consume some of the expected carbon-removal benefit. The measurement plan should identify where this could happen and include observations or process estimates capable of detecting it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Define the accounting boundary

Before sampling, specify what the project calls removal: for example, atmospheric CO₂ uptake within a defined region and period, net of relevant losses. State whether the estimate includes only the initial plume, a regional water mass, or downstream effects. Set the time horizon long enough to include the expected air–sea equilibration; the 2023 MRV review notes that equilibration can take several months or longer.

Without a boundary, a project can accidentally report a local chemical change as if it were a permanent global removal. The boundary also determines which transport pathways, biological reactions, sediment interactions and air–sea fluxes must be represented.

Establish a baseline and counterfactual

The baseline is part of the measurement, not a paragraph added after the field campaign. TA, DIC, pCO₂, pH, temperature and salinity vary with season, weather, tides, circulation, biology and depth. A small intervention signal can disappear into that natural variability.

Pre-intervention characterization

Collect observations before dosing for long enough to capture the variability that matters at the site. Where feasible, include seasonal conditions and major weather regimes rather than relying on a few calm days. Map horizontal and vertical gradients, identify water masses and document the local circulation that will control plume evolution.

Use hydrodynamic observations, a circulation model, tracer-release experiments or a combination. The environmental monitoring framework recommends planning at both near-field and regional scales. A single station may observe the plume briefly while missing dilution, export or re-entry elsewhere.

Controls and dynamic baselines

The exact ocean that would have existed without the intervention cannot be observed simultaneously. Projects therefore use nearby unperturbed regions, historical observations, predictor variables or statistical counterfactuals. Choose a control design that matches the site’s hydrodynamics; a distant station may not be a valid control if currents connect it to the treated water.

A dynamic baseline can reduce the noise caused by changing space and time. In a September 2023 ship-based rhodamine-tracer experiment south of Martha’s Vineyard, researchers combined continuous spatial and temporal carbonate observations outside the tracer patch with shipboard measurements, CTD-rosette sampling and Lagrangian drifters. Their method reduced baseline variability by 25% for CO₂ fugacity and 60% for TA in that experiment. Those percentages describe that study’s conditions and method, not a guaranteed improvement for every OAE project.

Measure the carbonate system, not just alkalinity

Use a core suite that can connect the intervention to carbon uptake, then add parameters dictated by the method, ecosystem and permit.

Measurement What it establishes Important limitations
Total alkalinity (TA) Magnitude, persistence and distribution of the alkalinity perturbation. Added TA is not equal to atmospheric CO₂ removal; precipitation and other reactions can lower effective alkalinity.
Dissolved inorganic carbon (DIC) Carbon-system balance and changes associated with uptake or release. Requires high-quality sampling and interpretation alongside TA, pH, temperature and salinity.
pCO₂ or fCO₂ Surface-ocean CO₂ condition and the gradient that drives air–sea exchange. Strongly affected by weather, biology, temperature and spatial variability.
pH Acidity and carbonate-system response to added alkalinity. A local pH shift does not quantify total or durable removal.
Temperature and salinity Mixing, gas solubility and carbonate-chemistry interpretation. Must be measured with appropriate depth and spatial coverage.
Dissolved oxygen, turbidity, suspended solids and chlorophyll or plankton indicators Context for biological response, particles and water-column changes. Selection depends on local sensitivities and project method.
Trace metals, sediment and benthic measurements Potential feedstock impurities, deposition and habitat effects. Not universal requirements; follow applicable permits and ecological risk assessments.

TA, DIC, pCO₂ or fCO₂, pH, temperature and salinity form the minimum conceptual link between dosing and gas exchange. Instruments require documented calibration, quality-control checks, detection limits and handling procedures. Continuous sensors can reveal plume structure, while discrete samples provide laboratory-quality reference measurements; combining both can expose sensor drift and short-lived features.

Track transport, dilution and air–sea exchange

Use tracers to find the treated water

A conservative or deliberately released tracer can show where water affected by the intervention travels and how quickly the signal dilutes. Pair tracer observations with CTD profiles, shipboard sensors and drifters so sampling follows the moving water rather than a fixed map point. Tracer data also help test the circulation model used later for carbon accounting.

The Martha’s Vineyard experiment tracked rhodamine for 36 hours with ship observations, CTD-rosette samples and Lagrangian drifters. Its dynamic-baseline analysis illustrates how a project can separate plume movement from background variability. It does not establish a universal tracer duration or sampling frequency.

Interpret detectability thresholds correctly

In a hypothetical alkalinity-release analysis associated with that study, modeled detection was feasible under suitable ocean and sampling conditions for TA perturbations above 10 micromoles per kilogram, pH changes above 0.01 and fCO₂ changes above 10 microatmospheres. These are study-specific modeled detectability results, not regulatory thresholds or guarantees that an OAE project will be detectable at those values.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The same study estimated that the carbon-removal signal observed during its 36-hour tracking period reached 8% of the experiment’s total potential CDR as the surface fCO₂ gradient developed. That figure shows that uptake evolves over time; it is neither a general OAE removal factor nor a crediting multiplier.

Measure the gradient that drives gas exchange

Atmospheric uptake depends on the difference between ocean-surface and atmospheric CO₂, along with wind speed, temperature, salinity and gas-transfer behavior. Measure surface pCO₂ or fCO₂ and the meteorological variables used by the gas-exchange calculation. A chemistry sample collected immediately after dosing cannot reveal the eventual air–sea flux if equilibration has not occurred.

Use models to estimate total removal

Observations are snapshots and tracks; removal accounting covers a moving, mixing ocean over months or longer. Ocean biogeochemical models extend measurements across that domain by combining circulation and mixing with carbonate chemistry, air–sea exchange, biological processes, nutrients, sediments and alkalinity transformations.

What the model should represent

  • Three-dimensional circulation, advection, turbulence and dilution.
  • Alkalinity dissolution, transport and any secondary precipitation or burial.
  • Carbonate equilibria linking TA, DIC, pH and pCO₂.
  • Air–sea CO₂ exchange and changing atmospheric and ocean-surface conditions.
  • Biological uptake, calcification and other processes relevant to the site.
  • Sediment interactions where the intervention reaches the seabed.
  • Uncertainty in dose, dissolution, observations, parameter values and boundary conditions.

Validate before extrapolating

Run the model against independent field observations, not only the data used to tune it. Compare predicted tracer position, plume concentration, TA, DIC, pH and fCO₂ with observations across depths and times. Report where the model reproduces the data and where it does not. Test alternative circulation, gas-transfer and chemical assumptions to show how they change the removal estimate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A useful report separates measured quantities from modeled quantities. For example, the delivered mass and laboratory TA value may be observations, while the regional air–sea flux and multi-month net removal are model estimates constrained by those observations.

Report uncertainty as a result, not a footnote

Propagate uncertainty from every material step: delivery rate, feedstock dissolution, tracer-derived transport, TA and DIC analysis, gas-exchange coefficients, model structure and baseline selection. Present a central estimate with an uncertainty interval and explain which assumptions dominate it. If plausible scenarios produce materially different results, show the range instead of hiding it behind excessive precision.

Check for efficacy losses and environmental effects

Carbon-removal MRV and environmental-safety monitoring overlap but are not interchangeable. An intervention can produce the expected TA signal while causing an ecological effect, and an environmentally benign deployment can still have a poorly constrained removal estimate.

Processes that can lower net removal

  • Secondary precipitation: carbonate minerals can form under locally high concentrations or after sediment contact, consuming alkalinity.
  • Biological calcification: organisms that build calcium-carbonate structures can alter alkalinity and carbon flux in ways that reduce the expected benefit.
  • Incomplete dissolution: undissolved mineral feedstock may be transported or buried rather than contributing promptly to the intended chemistry.
  • Export outside the accounting boundary: dilution or advection can move the signal before adequate sampling.
  • Air–sea timing: a short field campaign may end before the surface CO₂ gradient produces substantial uptake.

Parameters selected for the site

Depending on feedstock and location, monitor particulates, turbidity, trace-metal impurities, dissolved oxygen, plankton or chlorophyll, water quality, sediments, benthic habitats and locally significant species. The environmental framework distinguishes regulatory parameters, attribution parameters and context-specific measurements. There is no universal sensor package: local sensitivities, delivery method, ecosystem and permits determine the set.

Design monitoring in staged gates

The version 1.0.0 Environmental Impact Monitoring Framework describes four stages. They are gates based on evidence, risk mitigation and permissions, not fixed time periods.

  1. Planning and preparation: define the intervention, risks, accounting boundary, baseline, controls, sampling design, model strategy and approvals.
  2. Methods validation: test instruments, laboratory methods, tracer procedures, quality control and model-data workflows before a field release.
  3. OAE field piloting: conduct a limited deployment with intensive near-field and regional observations, checking whether predictions and safeguards hold.
  4. Continuous alkalinity dosing with environmental monitoring: scale only when evidence supports the operating method, with monitoring intensity matched to the larger footprint and updated risks.

Advancing between stages should depend on demonstrated measurement quality, acceptable environmental observations, model performance and applicable regulatory permissions. The framework does not prescribe one duration for each stage.

Choose a strategy using explicit trade-offs

Different measurement choices answer different parts of the removal question. Evaluate them against the following axes before finalizing a plan.

Strategy or tool Strength Trade-off
Continuous surface chemistry sensors Fine temporal coverage and rapid detection of moving gradients. Calibration, fouling, drift and limited depth coverage require laboratory checks.
Discrete bottle samples and laboratory analysis High-quality TA and DIC references and depth profiles. Lower spatial and temporal coverage; handling and preservation affect quality.
Tracer release and drifters Direct information about plume transport, dilution and sampling locations. Adds operational complexity and does not itself measure atmospheric CO₂ removal.
Nearby controls or historical statistical baselines Provides a counterfactual for natural variability. Can fail when circulation is heterogeneous or intervention effects spread widely.
Hydrodynamic and biogeochemical models Extends observations across larger areas and longer periods to estimate net removal. Model-dependent; requires validation, transparent assumptions and uncertainty analysis.
Ecological and sediment monitoring Detects precipitation, biological responses and feedstock-related impacts. Parameters and sampling effort are site- and method-specific.

No source reviewed establishes a globally optimal combination or minimum sampling frequency. A practical design is the least intensive package that can resolve the expected signal against local variability, test transport assumptions and satisfy permits, with additional effort where uncertainty remains high.

Common measurement failures and their fixes

Failure Why it fails Fix
Reporting delivered alkalinity as removed carbon TA documents the perturbation but omits dissolution, chemistry, gas exchange and losses. Measure TA and DIC, track pCO₂ or fCO₂ and use a validated carbon-cycle model.
Sampling one fixed station The plume moves and dilutes; a station can miss it or sample a different water mass. Use circulation observations, tracers, drifters and near-field plus regional sampling.
Using a short pre-release baseline Seasonal and weather-driven variability can be mistaken for an intervention effect. Characterize relevant variability before dosing and use dynamic or matched controls.
Stopping when the tracer disappears Tracer loss indicates dilution or export, not completion of air–sea equilibration. Continue or model the carbon response over the defined accounting horizon.
Quoting detectability values as universal thresholds Detection depends on local variability, sensors, hydrodynamics and sampling design. Present study-specific modeled thresholds as examples and derive site-specific power estimates.
Ignoring precipitation or calcification Effective alkalinity and net removal can be lower than the initial chemical signal. Include mineral, sediment and biological monitoring appropriate to the method.
Publishing a single precise number Model, measurement and baseline uncertainties can dominate the estimate. Report uncertainty ranges, sensitivity cases, assumptions and validation results.

What current evidence can and cannot establish

The strongest evidence base currently combines the 2023 peer-reviewed MRV synthesis, the Environmental Impact Monitoring Framework and Data Management Protocol version 1.0.0, the peer-reviewed 2025 tracer study, and a NOAA project description of an outfall-based tracer and modeling effort. NOAA’s project is an example of combining tracer releases, oceanographic models and retrospective efficacy estimation; it is not evidence that every OAE project has completed a verified removal measurement.

The 2023 review’s central conclusion is that comprehensive OAE removal quantification is impossible through observations alone and requires numerical simulation. That conclusion reflects the scale mismatch between local measurements, ocean mixing and months-long gas exchange. It does not mean models can replace fieldwork: without delivery records, carbonate observations, transport data and ecological checks, a model is unconstrained.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The available sources do not establish a universal global performance statistic, one minimum detectable dose for every site, a single regulatory protocol or a universal sampling schedule. Requirements can differ by project method, jurisdiction, ecosystem and accounting rules, and standards may evolve as field evidence accumulates.

A defensible decision checklist

Before accepting an OAE removal claim, verify that the project can answer each question with data or an explicitly qualified model result:

  • Is the alkalinity source and delivered amount measured, with uncertainty?
  • Are dissolution, precipitation, burial and other efficiency losses addressed?
  • Was the baseline long and spatially rich enough to represent natural variability?
  • Is the counterfactual justified for the site’s circulation?
  • Were TA and carbon-system variables measured together rather than inferred from one proxy?
  • Were plume transport and dilution observed or tested with tracers and physical measurements?
  • Does the model represent circulation, carbonate chemistry and air–sea exchange over the accounting period?
  • Was the model validated against independent observations?
  • Are environmental effects monitored with parameters suited to the feedstock, method and ecosystem?
  • Can an independent reviewer reproduce the data handling, assumptions and uncertainty calculation?

If any answer is no, the result may still be a useful pilot observation, but it should not be presented as a complete measurement of net atmospheric carbon removal.
