Measure AI by the amount of useful, accepted work and the quality of decisions it helps produce—not by logins, prompt counts, time saved in isolation, or employee enthusiasm. Define one workflow and its intended outcome, record a pre-AI baseline, compare equivalent work with and without AI under the same standards, and track errors, rework, overrides, and downstream effects. A credible evaluation can show whether performance changed; only a well-designed comparison can support a claim that AI caused the change.
Start with a measurable outcome, not an AI activity metric
AI usage data is easy to collect: prompts, sessions, generated tokens, acceptance clicks, or minutes spent in a tool. Those figures describe activity, not value. A team can generate more text and still deliver fewer correct results, create extra review work, or make riskier decisions.
Write the evaluation question in operational terms: “Does AI increase accepted claims processed per analyst-week without raising the material-error rate?” or “Does an AI-assisted review help engineers find more valid defects while keeping false positives and escaped defects below our limit?” The question identifies the workflow, the output, and the quality constraint.
National Institute of Standards and Technology (NIST) guidance stresses that what to measure depends on the evaluation’s purpose, audience, and context. Characteristics such as accuracy, reliability, robustness, safety, privacy, and bias need methods suited to the particular use. There is no universal productivity score or single validated index for decision quality.

1. Fix the scope before collecting data
Name the workflow and users
Choose a bounded process, such as support-ticket triage, contract review, sales forecasting, software testing, or incident response. State which roles are included and which are not. Do not combine materially different work into one average unless you record the mix; a week with twice as many easy tasks can look like an AI gain even when performance on hard tasks is unchanged.
Define a completed work unit
A work unit must be observable and have a finish condition. Examples include a ticket resolved and accepted by quality control, a pull request merged after required checks, or a forecast submitted by the deadline with all required evidence attached. “Draft produced” is usually not completion if another person must substantially rewrite it.
Specify the AI condition
Record the product or model name, version, configuration, enabled features, prompt or policy changes, and dates of use. If people can choose whether to use AI, record that choice and the intensity of use. A model update in the middle of a study is a treatment change and should be marked, not silently averaged away.

State the intended change and guardrails
Write a short hypothesis that includes both benefit and acceptable risk: “AI-assisted analysts will reduce median cycle time by 15% while keeping critical errors at or below the pre-AI rate.” Set the quality threshold, who reviews breaches, and what action follows. NIST’s Measure Playbook recommends documenting selected metrics, evaluation methods, acceptable limits, and responses to known risks and errors.
2. Establish a baseline and a credible comparison
Capture pre-AI performance
Collect a baseline using the same task definition, quality rubric, sampling rules, and time units planned for the AI period. Include enough time to represent normal variation—seasonality, staffing, queue pressure, and unusual cases. Record task difficulty and volume so a change in mix cannot masquerade as an AI effect.
Prefer random assignment when feasible
For eligible tasks, randomly assign work to an AI-assisted condition or a comparison condition in which the normal process is used. Randomize at the task, user, team, or rollout-time level according to the workflow’s practical constraints. Keep the assignment rule and exclusions fixed before looking at results. NIST’s Generative AI Profile lists structured randomized experiments among possible field-testing methods; it does not prescribe one design for every workplace.

Use a documented alternative when randomization is impossible
- Staggered rollout: introduce AI to comparable groups at different, pre-specified dates and compare changes while the later group remains a contemporaneous comparison.
- Matched comparison: pair similar tasks or users on difficulty, volume, and experience, then compare outcomes under different assistance conditions.
- Interrupted time series: examine repeated pre- and post-change measurements and mark other interventions that could explain a shift.
- Within-person crossover: alternate conditions for the same users when carryover and learning effects can be controlled.
Pre/post results without a comparison can describe what happened after adoption, but they cannot isolate AI from hiring, training, policy, workload, or seasonal effects. Document plausible confounders and the limits of the design in every report.
3. Measure productivity as useful work delivered
Use a small set of measures tied to the workflow. Pair every speed measure with an output and quality measure. The candidates below are operational choices, not a standardized NIST metric bundle.
| Measure | Definition | What it tells you | Important caveat |
|---|---|---|---|
| Accepted work units | Units completed and passing the defined acceptance check in a period | Whether deliverable output increased | Track task difficulty and acceptance criteria; raw volume can rise if easy work is selected |
| Cycle time | Elapsed time from a defined start event to accepted completion | Speed through the workflow | Pair with quality and rework; shorter drafts can shift effort to reviewers |
| Queue age or backlog | Age distribution of outstanding work at a fixed timestamp | Whether capacity improves for waiting work | Demand and staffing changes can move the queue independently of AI |
| Rework | Corrections, returns, reopened tickets, or review rounds per unit | Hidden effort created by defects or omissions | Define what counts before the study and capture downstream rework |
| Quality-adjusted throughput | Accepted units weighted or filtered by the quality standard | Useful output rather than gross output | Publish the weighting or pass rule so it can be audited |
| Work-hour cost | Human time spent to reach accepted completion, including review | Whether the process uses fewer scarce hours | Do not treat time saved by one role as a gain if it creates more time elsewhere |
Choose the minimum set that answers the decision. Document metrics considered but rejected and why; this prevents later cherry-picking.
4. Define decision quality at the decision point
Decisions need a reference standard before outcomes are known. A polished explanation is not evidence that a decision was correct. Depending on the use case, assess the following dimensions.
| Dimension | Possible operational test | Use with |
|---|---|---|
| Correctness | Compare the decision with a qualified adjudication, verified fact, or later outcome | Cases with a credible reference answer |
| Evidence completeness | Check whether required sources, constraints, and counter-evidence were considered | Reviews, investigations, and recommendations |
| Calibration | Compare recorded confidence with observed correctness across confidence bands | Workflows that require a confidence estimate |
| Consequential errors | Count errors by severity, not only as a total | Safety, compliance, financial, or customer-impacting decisions |
| Override and escalation | Record human overrides, escalations, and their reasons | Human-in-the-loop processes |
| Downstream effects | Inspect later incidents, reversals, complaints, or missed opportunities caused by the decision | Decisions whose consequences appear after the initial task |
NIST identifies accuracy, reliability, robustness, safety, and bias as characteristics that may require measurement. Select the dimensions that matter for your workflow and define a threshold for each. Do not claim that a single score represents “decision quality” across unrelated decisions.

Write a scoring rubric
List required elements, disallowed errors, severity levels, and what constitutes a pass. For example, a case recommendation might require a correct classification, citation of two required evidence types, an uncertainty note, and no prohibited disclosure. Specify whether a minor omission fails the unit or only triggers rework.

Use independent review for sampled work
Have reviewers who are blind to the AI condition score a random sample when practical. Train them on example cases, check agreement, and adjudicate disagreements using the pre-written rubric. Keep the original output, edits, and final decision so reviewers can distinguish an AI error from a human change.
Separate first-pass and final quality
Measure the initial AI-assisted result and the accepted result after human review. An unchanged final error rate can conceal extra review effort; conversely, a faster first pass may be valuable if final quality and total labor improve.
6. Instrument the real workflow without creating a surveillance problem
NIST’s Generative AI Profile describes field testing as examining how people interact with AI-generated information, the actions that follow, and the effects. Capture enough context to connect assistance to outcomes:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- task identifier, start and completion timestamps, and task category;
- AI condition, model/version, and whether output was accepted, edited, rejected, or regenerated;
- review time, number of review rounds, escalation, and final disposition;
- quality scores, error severity, incidents, and downstream corrections;
- missing data, exclusions, and reasons a task was not comparable.
Collect only what the evaluation needs. Restrict access to prompts, customer data, or employee-level records; define retention and anonymization; and tell participants what is logged and how results will be used. Privacy and security are part of the evaluation, not administrative afterthoughts.
7. Test the system in layers
Model testing
Use a fixed, representative test set to check accuracy, consistency, robustness to variations, and known edge cases before exposing the workflow to users. Keep test data separate from the data used to tune prompts or policies.
Red-teaming and risk probes
Ask trained testers to elicit unsafe, biased, privacy-violating, or overconfident behavior relevant to the workflow. Record the prompt, output, severity, reproducibility, and mitigation. A low failure count in ordinary cases does not establish safety under adversarial conditions.

Field testing
Observe real users, tasks, follow-on actions, and outcomes under normal constraints. NIST’s ARIA pilot combined model testing, red-teaming, and field testing; the pilot involved five organizations that submitted seven AI applications and used dialogue annotation, tester questionnaires, and measurement trees. That pilot demonstrates an evaluation approach, not a productivity effect estimate.
8. Analyze results without overstating causality
Show the comparison, not just a percentage change
Report baseline and comparison values, the number of tasks and users, task mix, dates, AI version, quality criteria, missing data, and uncertainty. Give distributions or ranges where averages hide outliers. For cycle time, show the median and upper tail; for errors, show counts and severity.
Preserve subgroup and task-level results
Break out new and experienced users, easy and difficult tasks, and relevant customer or risk segments. An aggregate gain can coexist with a serious regression in a small but consequential category. NIST recommends evaluation data that reflects the population and context of use.
Distinguish observation from attribution
Say “accepted throughput was higher during the AI period” when that is all the design supports. Reserve “AI caused” for a comparison that makes alternative explanations reasonably unlikely. Note concurrent policy, staffing, demand, or training changes. Self-reported impressions should be labeled perceptions; telemetry measures activity or outcomes only to the extent its definitions support them.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.9. Set risk limits and an action plan
Before rollout, define stop, investigate, and continue bands. A limit might be “no increase in critical errors,” “false-positive rate below the existing review capacity,” or “all privacy incidents investigated within one business day.” Assign an owner for each metric and specify the response:
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →- Freeze expansion or revert the feature when a critical limit is breached.
- Preserve records and reproduce the failure with the same model/version and workflow context.
- Determine whether the cause is the model, prompt, user training, task selection, or review control.
- Apply a mitigation, retest the affected cases, and document residual risk.
- Resume only after the accountable owner approves the evidence and monitoring plan.
Track overrides, response quality, incidents, and rework where they are relevant. A productivity gain that exceeds the team’s ability to detect and correct errors is not a safe improvement.

10. Compare multiple AI options fairly
If the choice is between genuine alternatives, run the same task sample, rubric, review process, and time window for each option. Keep user training and access rules as similar as practical. Compare four dimensions:
| Dimension | Questions to answer |
|---|---|
| Useful performance and quality | How many accepted units result, how long do they take, and what is the final error or rework rate? |
| Consequential risk and robustness | How does each option behave on edge cases, adversarial inputs, privacy-sensitive data, and high-severity errors? |
| Field interaction and downstream effects | Do users understand, verify, override, or over-trust outputs? What happens to later decisions and incidents? |
| Operational fit | Does it work with the team’s data, permissions, latency, audit, training, and support constraints? |
Use a decision record that shows trade-offs rather than a single winner. A tool with slightly lower speed but materially fewer severe errors may be the better fit for a high-consequence workflow.
What self-reported productivity claims can—and cannot—tell you
METR’s May 2026 research page summarizes a survey of 349 technical workers who reported a median 1.4–2× change in the value of their work attributed to AI tools. The figure is self-reported, and the same page gives reasons to be skeptical of its magnitude. It is not a causal estimate of team productivity and says nothing by itself about decision quality. Use such surveys to form hypotheses or understand perceptions, then test operational outcomes with a defined comparison.

A worked evaluation plan you can adapt
Suppose a support team wants to know whether AI-assisted triage improves accepted resolutions without increasing harmful misrouting. Define one unit as a ticket closed and passed by quality review. The intended change is a shorter cycle time with no increase in high-severity routing errors.
- Baseline: collect four weeks of ticket category, complexity, cycle time, reopens, review score, and routing errors under the existing process.
- Assignment: randomly assign eligible tickets to AI-assisted or standard triage while keeping escalation rules identical.
- Instrumentation: record AI version, suggestion acceptance or edit, agent time, review rounds, final route, reopen, and downstream correction.
- Quality: use a blinded sample scored for correct route, required evidence, severity, and customer-impacting error.
- Analysis: compare accepted tickets per agent-hour, median and tail cycle time, rework, and severity-weighted errors; show results by complexity and agent experience.
- Decision: expand only if the pre-set cycle-time target is met and every critical-error limit holds; otherwise investigate the failing branch and retest.
This example supplies a design, not an expected result. Your thresholds, sample size, and review rubric must come from the workflow’s risk and capacity.
Common measurement failures and fixes
- Counting usage as productivity: replace prompt or acceptance counts with accepted work and quality-adjusted throughput.
- Measuring speed alone: add rework, reviewer time, and consequential errors.
- Changing the task mix: classify difficulty and report strata instead of one blended average.
- Using an undefined “quality” score: publish a rubric, examples, reviewer training, and adjudication rules.
- Relying on enthusiasm surveys: report perceptions separately from operational outcomes.
- Ignoring downstream effects: follow decisions far enough to observe reversals, incidents, complaints, or missed opportunities.
- Hiding uncertainty: show sample size, missing data, ranges, and design limitations.
- Moving the goalposts: set thresholds and corrective actions before inspecting the treatment results.
- Pooling incompatible tasks: keep task-specific results and explain any weighting.
- Overlooking privacy and security: minimize collected content, restrict access, and include privacy failures in the risk register.
Minimum report template
A decision-maker should be able to audit the evaluation from one document containing:
- the workflow, users, task definition, intended outcome, and evaluation dates;
- AI tool, version, configuration, and rollout or assignment rule;
- baseline and comparison populations, task mix, exclusions, and sample counts;
- metric definitions, quality rubric, reviewer process, and acceptable limits;
- productivity, quality, error, rework, override, incident, and downstream results;
- uncertainty, missing data, subgroup findings, and plausible confounders;
- privacy controls, known limitations, owner for each metric, and the go/no-go decision;
- the monitoring schedule and exact trigger for rollback, retraining, or a new study.
This format keeps the central question visible: did the team deliver more accepted, sound work under the same standards, and at an acceptable level of risk?
