Measure AI and engagement as two different signals, then connect them with a repeatable evaluation. Keep one stable employee-engagement score across survey waves; add a short AI module covering use, affected tasks, speed, effort, quality, confidence and support; and compare results by meaningful groups such as role, use intensity and manager support. Report whether each finding is self-reported, correlational or causal. AI adoption or a faster task is not evidence by itself that employees are more engaged.
Start with four separate views
A credible answer needs four views reported side by side. Combining them into one index hides the difference between using a tool and having a better work experience.
| View | What to measure | What it can answer |
|---|---|---|
| Adoption | Eligibility, actual use, frequency, tool and tasks | Who is exposed to AI and how extensively? |
| AI experience | Perceived speed, productivity, mental effort, output quality, usefulness, confidence and support | What do users say AI changes in their work? |
| Engagement | The same validated or consistently worded engagement outcome in every wave | Are employees more enthusiastic, committed and connected to their work? |
| Work and organizational outcomes | Task completion, errors, quality reviews, service levels, absence or retention, where appropriate | Did work performance or workforce behavior change alongside sentiment? |
Gallup describes engaged employees as “highly involved in and enthusiastic about their work and workplace.” That is an employee outcome, not a usage statistic. A person can use AI frequently without feeling connected to the organization, while another can report high engagement without using AI.
Define the engagement outcome before rollout
Choose a core outcome before anyone sees post-rollout results. Use the same wording, response scale, scoring rule, population and survey timing at every wave. Changing questions after deployment makes a difference look like an instrument change.

Use a stable core
Your core can be a validated instrument already used by the organization or a small, consistently administered set of items. Published examples include happiness at work, willingness to recommend the employer, belonging, meaningful work, role fit, empowerment, collaboration and work–life wellbeing.
Microsoft Viva Glint’s quarterly engagement template publishes items such as:
- “How happy are you working at [Company Name]?”
- “I would recommend [Company Name] as a great place to work.”
- “I feel a sense of belonging at [Company Name].”
- “The work that I do at [Company Name] is meaningful to me.”
- “My role is an excellent fit with my strengths.”
- “I feel empowered to make decisions regarding my work.”
- “I am able to successfully balance my work and personal life.”
These are examples, not a requirement to buy a particular service. If you adapt wording, document the adaptation and do not compare the result with a vendor benchmark as though it were the original scored item.

Set the scoring rule in advance
Decide whether you will report a mean score, favorable percentage, a top-box response or an established engagement category. Record the denominator and treatment of missing answers. Keep the rule unchanged. A one-point average increase and a five-percentage-point favorable increase are different statistics and should never be mixed in a trend line.
Add an AI-specific experience module
The AI module should be short enough to complete every wave and specific enough to identify a mechanism. Ask about the respondent’s own work, not whether AI is generally good for the company.

Perceived productivity, speed, effort and quality
Microsoft’s Copilot Impact Survey template uses these core statements:
- “When using Copilot I am more productive.”
- “Using Copilot allows me to complete tasks faster.”
- “Using Copilot helps me spend less mental effort on mundane or repetitive tasks.”
- “Using Copilot helps improve the quality of my work or output.”
Microsoft specifies that the core Copilot items must remain verbatim for accurate scoring in that template. A local survey may use adapted wording, but label it as a locally adapted measure and retain the original wording in your documentation.
Confidence, access and support
Add items that explain why benefits may or may not appear:
- Whether the employee has access to the approved tool and the tasks for which it is permitted.
- Confidence in using AI and in checking its output.
- Availability of training, technical help and clear usage guidance.
- Manager encouragement and time to learn.
- How well AI fits existing systems and handoffs.
- Concerns about accuracy, privacy, surveillance, workload or job security.
Use a defined response scale, such as five-point agreement or frequency options, and keep it constant. Include a “not applicable” choice when employees may not have access or an eligible task; do not force a neutral answer that falsely implies exposure.
Measure exposure precisely
Adoption estimates vary because organizations measure different units and levels of intensity. The Federal Reserve Bank of San Francisco’s 2025 discussion of workplace AI uptake emphasizes recording who was asked, whether the unit is an individual or a firm, the survey period, use frequency and task scope.

Record the minimum exposure fields
- Tool or system and the version or release period, if known.
- Rollout date and the date the respondent became eligible.
- Actual use: never, less than monthly, monthly, weekly, several times a week or daily, for example.
- Tasks affected, selected from a controlled list plus an “other” field.
- Whether AI assists, drafts, checks, automates or makes recommendations in that task.
- Approximate share of the employee’s work involving the affected tasks.
Do not classify everyone in an enabled department as an AI user. Eligibility is exposure opportunity; actual use is adoption. Keep both fields so a low result can be diagnosed as a training, access or relevance problem rather than an engagement problem.
Recommended Free Tools
Collect a baseline and repeat it on a schedule
Before or at rollout
Run the engagement core and the exposure questions before employees receive the tool, or at the start of the rollout. Capture role, team, location and other attributes needed for analysis, subject to privacy rules. If a control or delayed-rollout group is feasible, record the rollout timing for each group.
After rollout
Repeat the unchanged engagement core at planned intervals. A quarterly cadence aligns with many engagement programs; a shorter pulse can be added during a fast pilot, but do not replace the stable core with constantly changing questions. Keep the AI module attached to the same wave so individual or group changes can be interpreted together.
Track context at every wave
Log restructures, manager changes, compensation events, seasonal peaks, policy changes and other interventions that could affect engagement. A survey shift without its operating context is easy to misattribute to AI.
Design comparisons that answer a decision
Compare outcomes only where groups are large enough and privacy permits. Useful cuts include:

- Frequent, occasional and non-users.
- Tasks where AI is essential, helpful or not used.
- Roles or teams with similar work.
- Employees with high versus low manager support.
- Integrated workflows versus stand-alone experimentation.
- Early rollout cohorts versus later cohorts.
Show response counts, not just percentages. Suppress or aggregate small cells according to organizational policy so no manager can infer an individual’s response. Predefine the primary comparison; searching dozens of subgroups after seeing the data will produce chance findings.
Use a simple analysis sequence
- Calculate the engagement outcome for the baseline and each subsequent wave.
- Calculate adoption and AI-experience measures for the same population and wave.
- Compare change over time for meaningful exposure groups, showing counts and uncertainty where your analytics practice supports it.
- Check whether role, team, manager support or workflow integration explains a difference.
- Review objective work measures for the same period and population.
- Write the interpretation with an explicit evidence label: self-reported, correlational or causal.
Manager support is a particularly important context variable. Gallup reports that support is associated with more frequent AI use and more positive perceptions. That is an association; it does not establish that manager support caused either outcome.
Separate perception, performance and causality
Self-reported change
Statements such as “AI helps me complete tasks faster” measure the employee’s perception. They are valuable for understanding experience and effort, but they are not a stopwatch reading or a quality audit.
Objective work outcomes
Pair sentiment with measures appropriate to the work: cycle time, completed cases, rework, error rates, quality review scores, customer outcomes, absence or retention. Define the measurement window and make sure the metric has not changed because of a new reporting system.
Causal impact
A pre/post increase among users does not prove that AI caused higher engagement. Other changes may have occurred at the same time, and people who choose to use AI may already differ from non-users. A stronger local design uses staggered rollout timing, a credible comparison group or another documented counterfactual, while adjusting for major concurrent changes. If that design is not available, describe the result as a trend or association rather than an effect.

What published evidence can—and cannot—tell you
| Source and date | Finding | How to use it |
|---|---|---|
| OECD, 2024 | Four in five workers said AI improved their performance at work, and three in five said it increased their enjoyment of work. | These are responses from OECD employer and worker surveys, not a causal estimate for an individual organization. |
| OECD, 2023 | Among surveyed AI users, 79% in finance and 80% in manufacturing said AI improved their own performance; 8% in each sector said it worsened performance. | The survey covered finance and manufacturing workers and employers in seven countries. Do not generalize these percentages to every occupation or country. |
| Gallup, May 2026 | Among employees in organizations that had implemented AI, 65% reported a positive effect on productivity and efficiency, including 17% who called the impact extremely positive. | This is a perception measure among employees in implementing organizations. |
| Gallup, Q2 2026 | Fourteen percent of employees in organizations that had implemented AI strongly agreed that AI had transformed how work gets done. | The smaller transformation share shows why task-level benefit should not be treated as organization-wide redesign. |
| Gallup, 2024 Q12 meta-analysis/product overview | Gallup reports a median 14% higher productivity, based on production records and evaluations, for top-quartile versus bottom-quartile engagement teams. | This compares engagement groups; it is not an estimate of AI’s impact. |
| Bryson, Kauhanen and Rouvinen, IZA Discussion Paper 18540, 2026 | A nationally representative Finnish study using cross-sectional and longitudinal data from 2018–2023 found no systematic association between AI-use intensity and job satisfaction. Employees personally involved with AI had higher work engagement, with the strongest association among intensive users for whom AI was essential. | The result is observational evidence from Finland. It does not establish that a particular rollout caused higher engagement. |
Build a practical measurement workflow
- Write the decision statement. For example: “After the service-team rollout, did engagement change, for whom, and alongside which task outcomes?” A decision statement prevents an unfocused dashboard.
- Freeze the engagement core. Choose the instrument, wording, scale, scoring and reporting population before baseline collection.
- Map eligible tasks. Document where AI is allowed, what it can do and what human review is required.
- Collect baseline data. Run the core, AI exposure questions and relevant work metrics before or at eligibility.
- Set privacy controls. Define minimum reporting groups, access permissions, retention and manager visibility before results arrive.
- Repeat on schedule. Use the same core and comparable timing; add only the AI questions needed to answer the decision.
- Join survey and operational data carefully. Use a privacy-preserving key or aggregated groups, and document exclusions and missing data.
- Analyze pre-specified cuts. Compare exposure groups, roles, tasks, support and integration, with counts and uncertainty.
- Review qualitative comments. Code recurring themes such as reduced drudgery, verification burden, access failures or fear of monitoring; do not treat a handful of comments as a prevalence estimate.
- Publish an evidence-labeled readout. Put engagement, AI experience, adoption and work outcomes in separate sections, then state what the design can and cannot support.
Interpret common result patterns
AI use rises, engagement is flat
Adoption is not the same as engagement. Check whether usage is limited to a small task, whether workload rose elsewhere, and whether training or manager support is missing.
Engagement rises among intensive users only
Examine task relevance, voluntary selection and workflow integration before attributing the difference to AI. Intensive users may have different roles or prior motivation.
Perceived productivity rises, quality falls
Keep the outcomes separate. Faster completion with more rework is not an unqualified improvement. Investigate review practices, model errors and task mix.
Free tools Windows power users keep installed
One-click scans. No signup required.
Productivity improves, transformation remains low
This is a plausible pattern: employees may save time on individual tasks while the wider workflow and job design remain unchanged. Report both levels instead of forcing a single verdict.
Non-users show lower engagement
Do not assume non-use is the cause. They may lack access, work in different roles, face restrictions or have opted out because of concerns. Compare eligibility, support and task scope first.
Protect confidentiality and data quality
- Tell employees why the survey is being run, who will see results and how responses are protected.
- Separate research or evaluation data from individual performance management unless that use is explicitly communicated and governed.
- Use minimum cell sizes and aggregate sensitive teams or roles.
- Monitor response rates by group; a changing respondent mix can mimic an engagement change.
- Translate survey items consistently, test comprehension and record any language or wording changes.
- Keep an audit trail of rollout dates, eligibility rules, scoring changes and data exclusions.
Choosing a survey service
Software is an implementation choice, not evidence that AI improved engagement. Two documented approaches are commonly relevant:
| Approach | Documented capabilities | Questions to check before selecting |
|---|---|---|
| Microsoft Viva Glint | Quarterly engagement items, a Copilot Impact Survey template and driver-impact reporting. Microsoft defines driver impact as correlation with the engagement outcome. | Does your organization already use the Microsoft environment? Can you preserve required wording, control subgroup visibility, manage privacy and obtain the needed license? |
| Gallup Q12 and Gallup Access | Q12 engagement surveying, customizable options, survey deployment and result viewing. | Do you need established benchmark comparisons, customization, manager action planning, privacy controls and integration with your existing program? |
Vendor feature descriptions and licensing terms change. Verify current terms, privacy controls, benchmark definitions and pricing directly with the provider before procurement. Neither service is required; a well-governed internal survey can use the same measurement logic.

Checklist for a defensible conclusion
- Was the engagement outcome unchanged in wording and scoring across waves?
- Did you report actual use separately from eligibility?
- Did you record frequency and affected task scope?
- Did you include AI experience, manager support and workflow integration?
- Did you show response counts and protect small groups?
- Did you compare employee perceptions with an appropriate objective work measure?
- Did you account for other changes during the evaluation period?
- Did you label each statement as self-reported, correlational or causal?
- Did you avoid treating task-level speed or productivity as proof of organization-wide transformation?
