Measure useful output per unit of labor for a defined workflow, then compare AI-assisted work with a credible non-AI baseline. Speed or self-reported time savings alone cannot show that a team is more productive. A valid evaluation also tracks quality, rework, customer or recipient results, worker workload, and the full cost of using the system.
The most defensible approach is a controlled pilot: define completion before access is granted, randomize workers or tasks when possible, record baseline performance and task mix, and examine results by experience level. Treat a task-level gain as evidence about that task and setup—not as proof that the whole company will become more productive.
Start with a measurable definition of productivity
Productivity is not the number of prompts sent, documents generated, tickets touched, or hours reportedly saved. It is the amount of work that meets the team’s definition of success, divided by the labor and other inputs required to produce it.

A useful general expression is:
Productivity = useful output ÷ relevant labor input

Choose an output that represents the team’s purpose. For a support operation, that might be successfully resolved customer issues per agent-hour. For a software team, it could be work items accepted against a fixed quality rubric per engineer-hour. For a compliance group, it might be correctly completed reviews per analyst-hour, with mandatory accuracy and risk checks.
Do not combine unlike work into one count. A simple request and a complex escalation are not equivalent units. Either segment the workflow into comparable task types or weight tasks using a documented complexity scheme that is applied identically to AI and comparison groups.
Define what “done” means
Write the completion rule before the trial starts. A support case is not complete merely because an agent sent a reply; it is complete when the issue is resolved under the team’s existing policy, or when an agreed follow-up state is reached. A software item is not complete when code is generated; it must pass the same review, test, security, and release criteria used without AI.

Keep the definition stable during the comparison period. Changing the acceptance threshold after seeing results can create an apparent gain that is really a measurement change.
Use one primary outcome and several guardrails
Pick one primary productivity outcome so the evaluation has a clear decision rule. Add secondary measures that can disqualify a speed gain if the work becomes less useful or more harmful.
| Measure | What it answers | Illustrative example |
|---|---|---|
| Useful output per labor hour | Did the team produce more accepted work for the same labor input? | Correctly resolved cases divided by agent-hours |
| Quality or defect rate | Did correctness change? | Expert-rated accuracy, escaped defects, policy violations, or failed tests |
| Rework and correction | Did apparent output create hidden downstream work? | Hours spent revising, reopening, or correcting completed items |
| Recipient or customer outcome | Did the work improve the result for its user? | Resolution at first contact, customer follow-up, retention, or satisfaction where relevant |
| Worker outcome | What happened to workload and job quality? | Overtime, reported work intensity, autonomy, stress, or time available for higher-value work |
These measures should be specified before access is expanded. A result counts as an improvement only if the primary outcome rises without breaching the quality, customer, safety, or worker guardrails you have declared.
Build a comparison that can support a causal claim
A before-and-after chart is easy to produce but difficult to interpret. Output may change because demand, staffing, seasonality, task difficulty, policies, or managers changed at the same time as AI access.

Randomize when feasible
The strongest practical design randomly assigns eligible workers, tasks, or teams to AI access and a non-AI condition for the same period. Randomization tends to balance both visible and hidden differences, allowing the outcome gap to be more plausibly attributed to access rather than worker selection.

The preregistered P&G field experiment by Dell’Acqua and colleagues used randomized AI and non-AI conditions with 776 professionals. Its design illustrates why the comparison group matters: the relevant question is not whether AI users produced something, but whether comparable professionals with access produced better measured outcomes than those without access under the same evaluation.
Use a staged rollout if full randomization is impractical
A staggered rollout gives some comparable workers or locations access earlier while others remain on the existing process temporarily. Compare groups over overlapping dates, then account for differences in baseline output, task mix, staffing, and exposure time.
The customer-support study by Erik Brynjolfsson, Danielle Li, and Lindsey R. Raymond used a staggered deployment. This design is more informative than giving everyone the tool and comparing the current month with an unrelated historical month, but it is still less conclusive if rollout timing is tied to performance or workload.
Match work when you cannot randomize
If managers choose who receives AI, create a matched comparison using pre-trial output, tenure, role, shift, location, task complexity, and demand. Compare the same kinds of work over the same dates, and report the matching rules. Label the result observational: matching reduces obvious bias but cannot remove every unmeasured difference.
Record exposure, not just eligibility
“Has access” is not the same as “used the system.” Log when access began, which workflow features were used, how often AI output was accepted or edited, and time spent prompting, checking, and correcting. Analyze both the effect of being offered access and the effect among actual users, making the distinction explicit.
A step-by-step measurement plan
- Define the scope. Name the team, workflow, eligible task types, locations, roles, and evaluation dates. Exclude work that cannot be measured consistently or analyze it separately.
- Set the completion rule. Document the exact event that counts as useful output, including required approvals, tests, customer confirmation, or safety checks.
- Select the primary outcome. Express accepted output against a defensible labor input, usually productive labor-hours rather than calendar time. State how breaks, training, leave, overtime, contractors, and shared specialists are treated.
- Collect a baseline. Use a sufficiently long pre-trial period to capture normal variation. Record output, quality, task complexity, staffing, demand, and existing automation.
- Assign the comparison. Randomize workers or tasks where possible. Otherwise use a staged rollout or documented matching and keep a non-AI comparison operating during the same period.
- Freeze guardrails. Predefine defect, rework, customer, safety, privacy, and expert-rating thresholds. Use the same sampling and scoring rules in every group.
- Instrument all labor. Count time spent prompting, reviewing, fact-checking, editing, escalating, training, and maintaining integrations. A short generation step can create substantial review work.
- Segment the analysis. Report results by role, tenure, experience, baseline performance, task complexity, and AI feature used. Do not hide a zero or negative effect for one group inside an average.
- Check persistence. Measure the early learning period separately from later weeks. Workers may become faster, change how they select tasks, or stop using a feature after novelty fades.
- Replicate before scaling. Repeat the comparison in another period, team, or task mix. A larger deployment is a new evaluation, not a simple multiplication of the pilot result.
Calculate net productivity, not gross speed
Suppose, purely as an illustration, that a team completes 1,000 accepted cases in 500 agent-hours without AI: 2.0 cases per agent-hour. During an otherwise comparable AI period it completes 1,100 accepted cases in the same 500 hours: 2.2 cases per agent-hour, a 10% increase in the primary measure.
That calculation is incomplete if the AI period also required 40 hours of training, 30 hours of additional review, and 20 hours of integration support. Include those inputs in the denominator or report them as a separate net-cost adjustment. Decide in advance whether shared implementation labor belongs to the trial, the operating period, or both, and apply that choice consistently.

If workers finish the same accepted output in fewer hours, the system may have created capacity without increasing recorded volume. That can still be valuable, but it is a different outcome from producing more work. Measure where the released time went: additional demand, quality improvement, training, reduced overtime, or no observable change.

Protect quality, customers, and workers
Use independent or blinded scoring where possible
When reviewers know which condition produced an item, expectations can influence ratings. Blind the source for a sample of evaluations when operationally possible, or use objective checks such as test results, policy-rule violations, reopened cases, or verified customer outcomes.
Track downstream work
AI can move labor rather than remove it. Include escalations, corrections by specialists, duplicate contacts, code-review burden, complaint handling, and future maintenance. A first response that looks complete but causes a second interaction is not equivalent to a durable resolution.
Measure work intensity and autonomy
The OECD’s 2023 workplace case study emphasizes that AI adoption can reorganize jobs, change skill requirements, and alter work intensity. Ask workers whether monitoring increased, discretion narrowed, or pace became unsustainable. Report these results alongside output rather than treating them as unrelated human-resources data.

Use a consistent short questionnaire at baseline and follow-up, and protect confidentiality so responses are not perceived as performance ratings.
Expect effects to differ by worker and task
Report distributions, not only a team average. Break out at least role, tenure, experience, baseline performance, and task complexity. An average gain can coexist with no gain for experts and a large gain for newer workers, or with benefits in routine tasks and losses in ambiguous work.
In the NBER customer-support study by Brynjolfsson, Li, and Raymond, AI access increased resolved issues per hour by 14% on average among 5,179 agents. The strongest gains were among lower-skilled and less-experienced agents; experienced and high-performing agents saw little or no gain. The figure is specific to that enterprise deployment and workflow, not a forecast for every team.
Use subgroup results for decisions about training and workflow design, not for labeling employees. A lower baseline effect may indicate that the tool does not fit a task, that experts spend more time verifying outputs, or that the quality rubric captures benefits that the volume metric misses.
Evaluate collaboration at the team level
Individual throughput can rise while coordination worsens. For collaborative work, score the final team deliverable, handoff quality, integration defects, cycle time from idea to accepted result, and the number of unresolved dependencies. Keep a record of who performed review, testing, and integration; otherwise the person generating the first draft may appear more productive while burdening teammates.

For cross-functional experiments, define ownership of the final outcome before access begins. A product concept, campaign, or software release should be evaluated against the same acceptance criteria whether AI was used by one contributor or by the entire group.
Interpret the evidence at the level it measures
| Evidence level | What it can support | What it cannot establish by itself |
|---|---|---|
| Single task or workflow experiment | Whether AI changed the measured outcome under that task, population, and setup | That every task or worker will benefit |
| Team pilot | Whether the workflow and coordination model worked for that team during the period | Company-wide or long-run productivity |
| Firm deployment | Whether organization-level output, cost, quality, and staffing changed after adoption | Economy-wide productivity or effects in other industries |
| Worker or manager survey | Perceived time savings, workload, autonomy, and adoption barriers | Measured output gains without operational outcome data |
The International Labour Organization’s June 2026 review reports that worker-reported time savings of a few percent of work hours have not yet translated into higher measured output, earnings, or employment. Its May 2026 brief says firm-level evidence remains mixed and aggregate productivity gains are not yet clear. The synthesis covers worker and firm surveys in Australia, Denmark, Germany, Korea, Kuwait, the United Kingdom, and the United States.
These findings do not mean AI cannot improve a workflow. They mean a local task gain should not be presented as proof of broad productivity growth. Measure each higher level separately and allow enough time for reorganization, training, demand changes, and staffing effects to appear.

When choosing between prompts, tools, or operating procedures, hold the task and work period constant and compare:
- Accepted output per labor input
- Quality, defects, and rework
- Customer, patient, citizen, or internal-recipient outcomes appropriate to the work
- Results by experience, role, and baseline performance
- Prompting, review, training, integration, and maintenance costs
- Worker workload, autonomy, and coordination burden
- Persistence after the initial learning period
No universal metric set fits every organization. Declare which axes are decision-critical before viewing results, and record any metric that is unavailable rather than replacing it with an easier but less meaningful proxy.
Common failure modes and fixes
Counting activity instead of outcomes
Symptom: more messages, drafts, tickets touched, or lines of code are reported as productivity. Fix: connect the count to acceptance, resolution, correctness, or another defined recipient outcome.
Comparing different work
Symptom: the AI group receives easier requests or a different demand mix. Fix: randomize tasks, stratify by complexity, or match work and report the composition of each group.
Using self-reported time as the headline result
Symptom: a survey says workers save time, but output and quality are unchanged. Fix: present reported time as a perception or capacity indicator and test whether measured accepted output, cost, or customer results changed.

Ignoring review and correction
Symptom: generation time falls while specialist review, rework, or escalations rise. Fix: include those labor hours and downstream defects in the net calculation.
Reporting only the average
Symptom: a positive team result conceals losses for experienced workers or a particular task. Fix: publish subgroup estimates with sample sizes and uncertainty, then redesign the workflow for groups that do not benefit.
Scaling a pilot by multiplication
Symptom: a 14% or 10% pilot gain is multiplied across the company as a forecast. Fix: run a separate rollout evaluation that measures coordination, demand, implementation cost, and durability at the larger scale.
Changing the rubric midstream
Symptom: completion becomes easier after AI is introduced. Fix: freeze definitions and retain an audit trail for every scoring-rule change; if a change is necessary, analyze pre-change and post-change periods separately.
Use a decision dashboard that exposes trade-offs
A practical monthly dashboard can contain one primary productivity card and a small number of guardrail cards:
- Primary: accepted output per labor-hour, with the AI and comparison values, absolute difference, and percentage difference.
- Quality: defect or failed-review rate, with the predeclared threshold marked.
- Rework: correction and escalation hours per accepted item.
- Recipient: the outcome that matters for the workflow, such as durable resolution or satisfaction.
- Cost: tool, training, integration, prompting, review, and maintenance labor.
- Distribution: results by role, tenure, baseline performance, and task complexity.
- Worker: workload, autonomy, overtime, and time available for higher-value work.
- Durability: the same measures after the learning period and in later work cycles.
Display the comparison group, dates, sample sizes, exposure definition, and task mix next to every figure. A percentage without those qualifications is not portable evidence.
When can you call AI a productivity improvement?
Use a cautious decision rule. Call the deployment an improvement for the measured workflow when the predeclared primary outcome increases relative to a credible comparison, quality and recipient guardrails remain within bounds, net labor and implementation costs are acceptable, and the result persists in a repeat or later measurement period.
