Measure AI coding tools by what reaches users, how reliably it gets there, and the total human effort required—not by lines of code or enthusiasm alone. Use a baseline and credible comparison, track throughput and stability together, include product and developer outcomes, and count review, testing, verification and rework. Current evidence is mixed: controlled studies found both faster and slower task completion, while DORA’s organizational research links AI adoption with higher throughput but lower delivery stability. Those findings are context-dependent associations, not a universal causal effect.

Define “improvement” before measuring the tool

An AI coding rollout is successful only if it improves an outcome your organization cares about without breaching an agreed quality or operational limit. “The assistant generated more code” is not an outcome. A defensible primary outcome might be accepted changes that reach production, delivered per engineer-week, while maintaining a maximum change-failure rate and defect level.

Write the outcome in operational terms before anyone turns the tool on:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Unit of work: specify whether you are measuring a ticket, pull request, release, incident fix or another clearly bounded item.
  • Completion: define the event that counts, such as a change deployed to production and accepted by its owner.
  • Quality constraint: set limits for failed changes, escaped defects, rollback, security findings or other risks that cannot worsen beyond an agreed threshold.
  • Observation window: allow enough time for review, integration, deployment and production feedback, rather than stopping when a draft is generated.

This prevents a faster drafting stage from being mistaken for faster delivery. It also makes a go/no-go decision possible before favorable anecdotes dominate the evaluation.

Use a measurement model with four layers

No single metric explains delivery performance. Delivery indicators show what changed, but not why. Combine four layers so a gain in one does not hide a loss in another.

Layer Questions Useful measures
Delivery throughput How much valuable work reaches users, and how quickly? Lead time for changes, deployment frequency, completed changes reaching production, queue time and cycle time
Delivery stability and quality Did speed come with failures or extra maintenance? Change-failure rate, time to restore service, rollbacks, production defects, rework, test failures and review corrections
Product or user outcomes Did the delivered software improve the product experience? Task success, adoption, reliability, support demand, conversion or another product-specific outcome tied to the change
Developer experience and total effort How did the work feel, and where did time move? Perceived speed, ease and quality; satisfaction or friction; time prompting, reviewing, verifying, testing, integrating and maintaining

DORA’s 2026 guidance describes speed, ease and quality (SEQ), SPACE and HEART as complementary frameworks. They can help organize surveys and experience measures, but they do not replace delivery and product evidence. Simple software-delivery metrics alone are not sufficient: they show what is happening, not why it is happening.

Establish a credible baseline and comparison

A baseline is the same measurement taken before the intervention. A comparison is what would probably have happened without the intervention. Without both, a before-and-after result can be explained by a different task mix, seasonal demand, staffing, a new platform, a release freeze or another process change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Prefer random assignment when the work allows it

Randomly assign comparable tasks, developers or teams to an AI-enabled and a control condition. Record the assignment rule before work begins and prevent people from switching conditions in response to difficulty. Randomization balances known and unknown differences on average; it does not remove the need to document the tool, task and exposure.

Use a staggered rollout when randomization is impractical

Introduce the tool to matched teams or repositories at different times. The teams that have not yet received it provide a contemporaneous comparison. Match on work type, codebase maturity, developer experience and release cadence, then check whether those groups had similar trends before rollout.

Make a before-and-after comparison your fallback, not your proof

If every team must receive the tool at once, compare multiple pre-rollout periods with multiple post-rollout periods and log other changes. Report the result as an association. Do not attribute the entire difference to AI when staffing, architecture or workflow changed at the same time.

Document the population and task mix

Separate routine maintenance from novel design, and familiar repositories from unfamiliar ones. Report results by experience level and task type; an average can hide a benefit for one group and a penalty for another.

Measure the entire workflow, not just code generation

AI may reduce the time to produce a first draft while increasing the work needed to understand, audit and integrate it. Capture timestamps or estimates for every stage.

Stage What to record Why it matters
Preparation Task clarification, repository search and context gathering Shows whether information seeking moved earlier or became more extensive
Drafting Time from first prompt or edit to a usable draft; number of generation attempts Measures the visible speed gain without treating it as delivery time
Prompting and correction Prompt iterations, rejected suggestions and manual rewrites Captures steering effort that code-volume metrics omit
Review and verification Reviewer minutes, audit time, fact-checking and security checks Identifies verification overhead and reviewer bottlenecks
Testing Test creation, execution, failures and repair time Distinguishes generated code from code that is demonstrated to work
Integration and release Merge conflicts, build time, deployment wait and release preparation Shows whether a faster change can actually enter the delivery system
Post-release Incidents, defects, rollback, support and maintenance effort Captures delayed costs that a same-day productivity survey misses

Use a consistent definition for each timestamp. For example, “lead time” should have one documented start event and one documented production event for every condition. If a stage cannot be logged automatically, use a short structured time diary or sample of observed tasks rather than asking for a vague monthly estimate.

Build a balanced scorecard

Throughput and lead time

  • Lead time for changes: elapsed time from the defined start of work to production.
  • Deployment frequency: how often production changes occur, interpreted alongside failure and recovery.
  • Completed work reaching users: count only changes that satisfy the completion definition, not drafts, generated lines or opened pull requests.
  • Queue and waiting time: time spent waiting for review, testing, approval or deployment; AI can shift a bottleneck rather than remove it.

Segment these measures by task type and team. A larger number of very small changes can make throughput look higher without representing more product value.

Stability and quality

  • Change-failure rate: the share of production changes that require rollback, hotfix, remediation or cause a service incident, using one rule for both conditions.
  • Time to restore: elapsed time from a failure to restored service or an agreed recovery state.
  • Defects and rework: production defects, review-requested corrections, reopened work and maintenance changes attributable to the measured release.
  • Test and build health: failed tests, flaky-test burden, build failures and time spent repairing generated or surrounding code.

Do not report a throughput increase as success if stability violates the predeclared limit. Throughput and stability are a pair, not competing headlines.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Product and user outcomes

Choose an outcome that the delivered change is intended to influence, and set a measurement method before rollout. Depending on the product, that may be successful task completion, adoption of a feature, reliability, support contacts or another behavior. Use a comparison group or interrupted time series where possible; product outcomes are affected by marketing, seasonality and other releases.

Developer experience

Ask developers about speed, ease and quality with a stable, brief questionnaire at regular intervals. Include friction questions: time spent correcting hallucinations, locating missing context, reviewing unfamiliar code and waiting for tools. Keep perceived productivity separate from observed task time; the two can diverge substantially.

Record the context that changes the result

AI is not an isolated treatment. DORA characterizes it as an amplifier of existing strengths and weaknesses, so record the conditions under which each observation was made.

What current evidence actually shows

DORA’s organizational findings

DORA’s 2025 report combined more than 100 hours of qualitative work with survey responses from nearly 5,000 technology professionals worldwide. It reported a positive relationship between AI adoption and software-delivery throughput and product performance, alongside a continuing negative relationship with delivery stability. These are reported relationships, not evidence that AI caused either outcome.

In the related 2025 announcement, 90% of respondents said they used AI at work, more than 80% believed it increased their productivity, and 30% reported little or no trust in AI-generated code. Those figures describe survey responses and perceptions; they are not measured causal effects or a guarantee for a particular team.

DORA’s 2026 qualitative analysis

An analysis of 1,110 open-ended responses from Google software engineers collected in the third quarter of 2025 identified code generation, information seeking, code review and testing as prominent uses. Engineers described velocity benefits as well as friction from verification, hallucinations, limited context and review. This evidence helps identify mechanisms and measurement categories, but it is qualitative evidence from Google engineers rather than a representative estimate for every organization.

The practical implication is to count the work that follows generation. Time saved in drafting may be reallocated to auditing, verification and review. If those activities are not measured, the evaluation systematically favors the tool.

A Google enterprise randomized trial

A Google-authored randomized trial involved 96 full-time Google software engineers completing a complex enterprise-grade task. The authors’ best estimate was about 21% less time on task with AI, with a large confidence interval and a warning that the result might not transfer across tools, tasks or periods. It is evidence about that population and task, not a universal productivity multiplier.

A METR randomized trial

METR randomly assigned 246 tasks to 16 experienced developers working on mature open-source projects. In its early-2025 tool setting, allowing AI increased observed completion time by 19%. Participants forecast a 24% reduction before the study and estimated a 20% reduction afterward, even though measured time increased. The authors noted that experimental artifacts could not be entirely ruled out.

Study Participants and setting Observed estimate Interpretation
Google enterprise RCT 96 full-time Google software engineers; one complex enterprise task About 21% less time on task Setting-specific estimate with a large confidence interval; limited transferability
METR RCT 16 experienced developers; 246 tasks on mature open-source projects; early-2025 tools 19% more completion time with AI allowed Different population, tasks and tools; experimental artifacts were not fully excluded

The studies differ in participants, project familiarity, task design, tool exposure and period. Do not average the estimates into a single “AI effect.” Their disagreement is a reason to measure your own context, not a reason to select the more favorable number.

Analyze results without mistaking proxies for delivery

Use a net-effort view

Report drafting time and the complete delivery time separately, then show the sum of drafting, prompting, review, verification, testing, integration and rework. A tool can improve one component while leaving the total unchanged or worse. If you calculate a rate such as completed changes per engineer-hour, publish the numerator, denominator and inclusion rules so another team can reproduce it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Report uncertainty and subgroup differences

Give a confidence interval or other uncertainty range for estimated differences, and show the distribution rather than only the mean when tasks vary widely. Break out routine and novel work, experienced and less-experienced developers, and familiar and unfamiliar repositories. State how many observations support each subgroup.

Separate perception from observation

Keep survey responses in the developer-experience layer. A belief that work is faster is valuable evidence about adoption and morale, but it is not a substitute for elapsed task time, production outcomes or stability. The gap between perceived and observed performance is itself a result to investigate.

Predefine stopping rules

Before the pilot, agree on:

  • Which outcome must improve and by how much to justify continuation.
  • Which quality, security or reliability deterioration is unacceptable.
  • How long the observation must run to include integration and production effects.
  • What minimum sample is needed before a decision is made.
  • Which subgroup results trigger a narrower rollout, additional safeguards or a stop.

Changing the success rule after seeing the data turns an evaluation into a promotion exercise.

A practical rollout procedure

  1. Write the measurement charter. Name the primary delivery outcome, quality constraints, secondary product and developer measures, unit of work, observation window and stopping rules.
  2. Instrument the baseline period. Capture the same delivery, stability, product and experience fields before enabling AI. Check data completeness and document any concurrent changes.
  3. Choose the comparison design. Randomize comparable tasks when feasible; otherwise use a staggered rollout or a multi-period before-and-after design with matched comparison groups.
  4. Lock the exposure definition. Record the exact tool and model version, permitted features, whether use is optional, and how actual usage is detected. Do not classify a task solely by whether a developer opened the tool.
  5. Log the workflow. Capture drafting, prompting, review, verification, testing, integration, deployment and post-release work using consistent start and end events.
  6. Review safety and quality continuously. Monitor failed changes, defects, recovery, security findings and rework during the pilot. A final average can hide a dangerous early pattern.
  7. Analyze by context. Compare AI and control conditions overall and within task, developer and repository strata. Report uncertainty and missing data.
  8. Decide and preserve the record. Continue, narrow, redesign or stop according to the charter. Archive definitions, versions, exclusions and raw summaries so later tool changes remain comparable.

Common measurement failures and their fixes

Counting lines of code as productivity

Generated volume can inflate without creating user value and can increase review and maintenance. Lines of code accepted may indicate tool adoption, but it is not a measure of actual productivity. Replace it with completed, accepted changes reaching users, paired with quality and stability.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Using only developer sentiment

Surveys reveal perceived speed, ease, quality and friction, but optimism can coexist with slower completion or more defects. Keep sentiment as one layer and validate it against observed workflow and production data.

Measuring only the drafting step

Stopping the clock when a plausible snippet appears ignores prompting, audit, testing and integration. Require the task to meet the same completion definition in both conditions.

Comparing unlike work

A new feature in an unfamiliar repository is not comparable to a routine fix in a well-known service. Stratify or match tasks, and report the mix explicitly.

Ignoring stability until the end

A throughput surge can be purchased with rollbacks and incidents. Monitor failed changes and recovery during the rollout and enforce the predeclared limit.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Changing tools during the evaluation

Model updates, feature changes and policy changes alter exposure. Freeze the version for a measurement window or record every change and analyze periods separately.

Attributing organizational problems to the model

Weak tests, slow reviews, unclear ownership and poor feedback loops can amplify rework regardless of tool quality. Record these conditions and improve them deliberately rather than claiming that a model alone caused the result.

What a defensible result looks like

A credible report can answer all of these questions without relying on a promotional percentage:

  • What exact work and population were measured?
  • What would the comparison group probably have experienced?
  • Did accepted changes reach users faster after including review, testing and integration?
  • What happened to failed changes, recovery, defects and rework?
  • Did the product or user outcome move in the intended direction?
  • How did perceived speed, ease and quality compare with observed effort?
  • Which tool version, task types and organizational conditions produced the result?
  • What uncertainty and subgroup differences remain?
  • What rule determines continuation, restriction or rollback?

If the evidence cannot answer these questions, the honest conclusion is that the pilot measured tool activity or perception, not whether AI actually improved software delivery.
