A carbon-reduction project is working when measured emissions after implementation are lower than a credible estimate of what would have happened without the project, and the difference remains credible after testing data quality, additionality, leakage and, for removals, permanence. The defensible result is not simply a before-and-after number. It is a documented comparison between actual project performance and a counterfactual baseline, with stated assumptions, uncertainty, monitoring methods and independent checks.
Build that measurement system before claiming reductions. Define the project boundary, choose and justify the baseline, select an evaluation design, monitor activity and emissions, test side effects, preserve the evidence and obtain independent verification when the result supports a public claim, credit issuance, financing or compliance filing.
What “working” means in practice
Every project result has two sides:
- Project emissions: greenhouse-gas emissions measured after the intervention, including relevant emissions caused by operating it.
- Baseline emissions: the emissions expected in a defined scenario without the intervention.
The basic calculation is:
Project reduction = baseline emissions − project emissions

Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →A positive difference is not automatically a real climate benefit. The baseline is hypothetical, so an overstated baseline can create a paper reduction even when the project changed little. A project can also displace emissions elsewhere, receive credit for an action that would have happened anyway, or lose stored carbon later. A credible assessment therefore asks four separate questions:

- Did measured emissions fall relative to a defensible counterfactual?
- Are the measurements complete, accurate and reproducible?
- Did the project cause the reduction, rather than merely coincide with it?
- Will the reduction remain valid after leakage, reversals and other side effects are counted?
Start with a precise project boundary
Define time, place and operations
Write down the project’s temporal, spatial and operational boundaries before selecting meters or data sources. State the start date, reporting periods, sites, equipment, processes and activities included. A boundary that covers only the upgraded equipment may miss emissions from fuel delivery, replacement power, construction, maintenance or changed production.
Map sources, sinks and reservoirs
List every relevant source of emissions and every sink or reservoir that stores carbon. Typical sources include purchased electricity, on-site fuel, process emissions, refrigerants, waste treatment and transport. For a removal project, identify the biological or geological reservoir, transfer steps, monitoring locations and potential release pathways.
ISO 14064-2:2019 requires project planning, baseline selection, monitoring, quantification, reporting, documentation and data-quality management. ISO says that edition was reviewed and confirmed in 2024. Use the boundary map as the controlling document: every later calculation, meter and exclusion should be traceable to it.

Define the counterfactual, not a convenient comparison
The baseline is what would have happened without the intervention. It is a scenario, not an observed fact, so document the realistic alternatives considered and why the selected one is the most plausible. Depending on the project, alternatives might include continuing existing operations, complying with a new regulation, adopting common practice, or making a different investment.
Record assumptions and evidence
For each baseline assumption, record:
- the activity level expected without the project;
- the technology, fuel or process that would have been used;
- the data source, vintage and geographic or operational scope;
- the reason competing alternatives were rejected;
- the variables that could change the result; and
- the uncertainty range or sensitivity of the estimate.
Do not quietly update the baseline after seeing project results. If a baseline must be revised because conditions changed, preserve the original version, explain the trigger and quantify the effect on reported reductions.
Keep the baseline comparable
Normalize for drivers that affect emissions independently of the project, such as production volume, operating hours, occupancy, weather, fuel mix or grid conditions. A building that used less energy because it was empty has not demonstrated the same savings as a normally occupied building. A factory that produced fewer units may show lower total emissions while becoming more carbon-intensive per unit.
Choose an evaluation and verification design
Energy and emissions measurement and verification (EM&V) designs differ in precision, cost and suitability. The U.S. Environmental Protection Agency describes three broad approaches.
| Approach | How it works | Best fit | Main limitation |
|---|---|---|---|
| Deemed savings | Applies an approved, standardized savings value to a defined measure, such as a qualifying equipment replacement. | Common, repeatable measures with established operating assumptions. | Less responsive to unusual operating conditions; the deemed value may not represent this site. |
| Direct measurement and verification | Measures the project’s equipment, activity and operating conditions, then calculates actual savings or emissions. | Individual projects, large systems or situations where site-specific performance matters. | Requires meters, calibration, data management and technical expertise. |
| Comparison-group methods | Compares affected premises with a control or comparison group that did not receive the intervention. | Programs with many sites where weather, occupancy or other external factors must be separated from project effects. | A poor control group or changing conditions can bias attribution. |
Specify the design before implementation. Document operating conditions and adjust for weather or other drivers when they materially affect the result. For a comparison group, explain how sites were selected, whether they were exposed to the same external changes and how differences were handled.
Measure actual activity and emissions
Collect the activity data that drive the calculation
Record the physical activity behind each emission source rather than relying only on a final emissions total. Examples include fuel quantities, electricity consumption, production output, waste treated, material throughput, measured methane destruction or tonnes of carbon stored. Retain timestamps, units, meter identifiers and operating status.

Control emission factors
Document the emission factor used for every activity stream, including its source, version, geographic scope, fuel specification and conversion units. Grid electricity factors can change by region and reporting year. If a factor is updated, keep the previous value and recalculate the affected period transparently rather than overwriting history.
Calibrate meters and manage sampling
Maintain calibration certificates, inspection dates, accuracy specifications and corrective actions for meters. Where continuous measurement is impractical, define the sampling method, sample size, frequency, representativeness and treatment of outliers. A sample should cover the operating conditions that materially affect emissions, not just the easiest times to measure.

Set missing-data rules in advance
State when a missing reading may be replaced, which method is allowed and when the period must be excluded. Possible methods include an adjacent validated reading, an operating-hours model or a conservative estimate. Label imputed values in the data set and quantify their effect. Never substitute a favorable estimate without disclosure.
Version the calculations
Save raw data, cleaned data, formulas, scripts or spreadsheets, emission-factor tables and approval records. Give each calculation release a date and version identifier. A reviewer should be able to reproduce the reported result from the archived inputs without relying on an undocumented manual adjustment.
Test whether the project caused the reduction
Additionality
Additionality asks whether the reduction would have happened without the project. A project may be non-additional if a regulation required the action, the investment was already financially attractive and committed, or common practice would have delivered the same result.
Depending on the applicable program, examine:
- Regulatory surplus: the project exceeds mandatory requirements rather than receiving credit for compliance.
- Common practice: the activity is not already routine in the relevant market and circumstances.
- Financial evidence: budgets, investment decisions, payback expectations and financing constraints show whether the project depended on the intervention or revenue.
- Barrier evidence: technical, institutional or market barriers explain why the action was unlikely without the project.
Keep contemporaneous evidence such as approval dates, rejected alternatives and financing records. A claim made years later without records is harder to test.
Leakage and secondary effects
Leakage occurs when emissions fall inside the project boundary but rise elsewhere because of the project. Examples include shifting production to another facility, changing land use outside the site, increasing upstream electricity demand or displacing a material-intensive process. Identify plausible channels, monitor the material ones and subtract quantified increases from the project benefit. If a channel cannot be quantified reliably, explain the limitation and use a conservative treatment.
Rebound and operational changes
Efficiency can lower the cost of an activity and encourage more use. A more efficient vehicle, building or process may therefore produce smaller net savings than its equipment-level performance suggests. Track output, operating hours and utilization so the calculation captures the system effect rather than only the rated efficiency.
Evaluate permanence for carbon removals
For biological or geological removals, a measured quantity of stored carbon is not enough. Assess:

- the expected storage duration and monitoring period;
- reversal risks such as fire, drought, disease, leakage from a well or loss of containment;
- the frequency and method of future monitoring;
- who is responsible for detecting and reporting a reversal; and
- how a reversal will be corrected, replaced or otherwise accounted for.
Report removals separately from avoided or reduced emissions. A removal claim should state the reservoir, measurement method, uncertainty and durability assumption so readers do not mistake temporary storage for permanent removal.
Quantify uncertainty instead of hiding it
Uncertainty enters through the baseline, activity data, meters, emission factors, sampling, model structure and leakage estimates. List the major sources and show how they affect the result. Where practical, provide a confidence interval, range or sensitivity analysis and identify which assumption contributes most to the uncertainty.
Do not report more precision than the inputs support. A result calculated from approximate production data should not be presented with several decimal places. If uncertainty overlaps zero, say that the evidence does not establish a statistically distinguishable reduction for that period.
Build quality assurance and quality control into the process
A reliable project file should include controls at collection, processing and reporting stages:
- independent review of meter readings and unusual values;
- automated checks for missing, duplicate, out-of-range or inconsistent records;
- reconciliation of meter totals with invoices, production logs or inventory records;
- documented approvals for data corrections and formula changes;
- separation of raw data from processed data; and
- an audit trail linking every reported figure to its source record.
The EPA’s greenhouse-gas reporting program illustrates why methods must be specified and data subjected to validation and verification checks. Apply the same discipline even when a project is not filing under that program.

Verify the result independently when the claim matters
Choose the level of assurance
Internal review may be adequate for operational learning. Independent validation or verification is appropriate when the result supports carbon credits, a public climate claim, financing, an acquisition decision or a compliance filing. The reviewer should examine the boundary, baseline model, raw and processed data, emission factors, uncertainty, additionality evidence, leakage analysis, permanence plan and calculation outputs.
Give the verifier a reproducible evidence package
Provide controlled access to:
- the approved project description and boundary map;
- baseline alternatives, assumptions and model versions;
- meter, sampling and calibration records;
- activity data and emission-factor sources;
- missing-data, estimation and correction logs;
- QA/QC results and uncertainty analysis;
- additionality, leakage and reversal assessments; and
- the final calculation, reporting period and management sign-off.
Publish the verification statement with the scope, period, standard or protocol used, level of assurance, material findings and any qualifications. “Verified” is meaningful only when readers can see what was verified and what remained outside the scope.
Distinguish reductions, offsets and renewable-energy attributes
Use precise labels for the environmental claim. An offset represents a quantified tonne of carbon dioxide equivalent (CO2e) reduction or removal that is used to compensate for emissions elsewhere. A renewable-energy certificate (REC) represents the attributes of a defined amount of renewable electricity, measured in megawatt-hours. The EPA distinguishes offsets from RECs and notes that additionality is required for offsets but not for REC usage claims.
Do not convert megawatt-hours into tonnes without a stated grid factor and accounting method. Do not describe purchasing RECs as proof that a separate carbon-reduction project reduced atmospheric emissions unless the claim’s accounting framework supports that conclusion.

How to compare two projects or methods
When alternatives are available, compare the evidence rather than headline tonnes.
| Criterion | Questions to ask |
|---|---|
| Baseline credibility | Are realistic alternatives, local conditions and uncertainty documented? |
| Measurement precision | Are meters, sampling and emission factors appropriate to the source and operating variability? |
| Additionality | Is there evidence the action was not required or already financially inevitable? |
| Leakage and secondary effects | Were upstream, downstream, displaced and rebound effects investigated and quantified? |
| Permanence | For removals, is storage duration, reversal risk and remediation responsibility defined? |
| Monitoring burden | How often are measurements taken, and can the operator sustain the process? |
| Independent verification | Who verified the result, for which period and under what scope or standard? |
| Transparency | Can a reviewer inspect assumptions, data quality, uncertainty and calculation versions? |
| Claim type | Is the result reported as gross reduction, net reduction, offset, removal or renewable-energy attribute? |

- QA/QC tests, corrections and approval records;
- additionality evidence;
- leakage and secondary-effect assessment;
- permanence and reversal arrangements for removals; and
- an independent verification statement when the claim warrants it.

A practical sequence for a defensible result
- Plan: define the boundary, claim type, reporting period and responsible personnel.
- Baseline: select the counterfactual, document alternatives and quantify uncertainty.
- Design: choose deemed, direct or comparison-group EM&V and specify adjustments.
- Instrument: install or identify meters, establish calibration and sampling procedures, and set missing-data rules.
- Operate and monitor: collect activity data continuously or at the defined interval while logging operating conditions.
- Calculate: apply controlled emission factors and versioned formulas to baseline and project data.
- Challenge: test additionality, leakage, rebound, secondary effects and permanence where applicable.
- Review: run QA/QC checks, quantify uncertainty and correct documented errors.
- Verify and report: obtain independent assurance when warranted and publish the scope, methods, result and qualifications.
The strongest evidence is therefore a chain, not a single number: a justified baseline, measurements that another analyst can reproduce, tests showing the project caused the change, accounting for effects outside the site and a transparent verification record.
