Use a consistent output-per-input measure before and after the change, with the output unit, inputs, process scope, quality standard and observation periods fixed in advance. Then test whether the change survives checks for seasonality, demand, staffing, prices, product mix, learning time and other simultaneous changes. A higher ratio is an observed productivity improvement; it is not, on its own, proof that the innovation caused the improvement.

The most useful evaluation combines one primary productivity ratio with guardrails such as defects, returns, customer outcomes, safety or service levels. It also reports implementation costs and separates innovation activities—such as training, software or equipment purchases—from the outcome the innovation was intended to produce.

What productivity means in an innovation evaluation

The OECD describes productivity as “the efficiency with which production inputs are used to create outputs.” In practical terms, productivity is a ratio:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Productivity = defined output ÷ defined input

For a process change, the output might be completed transactions, defect-free units, resolved cases or delivered projects. The input might be labor hours, machine hours, headcount, materials, energy or a broader bundle of inputs. The ratio is meaningful only when its numerator and denominator describe the same process boundary and the same quality standard in both periods.

A business innovation is broader than an efficiency project. The OECD/Eurostat Oslo Manual 2018 defines it as “a new or improved product or business process (or combination thereof) that differs significantly from the firm’s previous products or business processes and that has been introduced on the market or brought into use by the firm.” Productivity improvement can be an objective of a business-process innovation, but it is not the definition of innovation itself.

Why a single percentage can mislead

Suppose a team completes more cases per labor hour after a new workflow. That ratio can rise because the workflow is better, but it can also rise because easy cases replaced complex ones, demand fell, experienced staff were added, overtime increased, or quality checks were skipped. Conversely, a sound innovation can look unproductive during training or a temporary ramp-up period.

Therefore, treat the ratio as evidence about what changed over time. Treat attribution—whether the innovation caused the change—as a separate question requiring a credible comparison and an explicit discussion of alternative explanations.

Start by specifying the innovation and its mechanism

Write a one-page measurement specification before rollout. It should make the proposed cause-and-effect chain testable rather than describing the project only by its name.

Record the change

  • What changed: name the new product, process, system, policy or combination.
  • Where it changed: identify the locations, teams, products, channels and process steps in scope.
  • When it changed: record the planned launch date, the actual go-live date and any staged rollout dates.
  • Who or what is included: specify employees, machines, orders, customers or sites covered by the measure.
  • Expected mechanism: state how the change should improve the result—for example, by reducing labor minutes per completed order, cutting machine downtime or preventing rework.

This specification prevents a common failure: changing the definition of success after the first results appear. If the innovation is expected to reduce labor time, labor productivity may be the primary measure; if it replaces labor with substantial software, equipment or energy, a total-input measure may be more appropriate.

Choose a productivity measure that fits the operation

Choose one primary ratio that a manager can reproduce from operational records. Define every term, its unit and the inclusion rules. Do not compare unlike outputs without a defensible conversion.

Operational situation Possible output Possible input Important definition
Order or transaction processing Completed orders meeting the normal acceptance rule Labor hours spent in the process Exclude cancelled or duplicate orders consistently; keep the service-level standard unchanged.
Manufacturing or physical production Defect-free units Machine hours or labor hours Count only units that pass the same quality inspection and product specification.
Service case handling Cases resolved under the existing resolution definition Case-handling labor hours Do not count a case as resolved merely because it was closed if repeat contacts are part of the outcome.
Knowledge or project work Accepted deliverables meeting scope and quality criteria Relevant project labor hours Define acceptance, rework and shared support time before comparing periods.
Firm-wide analysis Value added or another consistently defined aggregate output Employees or a broader bundle of inputs Use a firm-level measure only when the output and all material inputs can be measured consistently.

Labor productivity versus total-input productivity

Labor productivity—such as completed transactions per labor hour—is often the clearest first measure for a process whose main intended change is labor time. It can overstate the benefit when the innovation adds substantial software, equipment, energy or purchased services.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Multifactor or total-input productivity relates output to several inputs. It is harder to construct, but it is better suited to an innovation that changes the mix of labor and capital or consumes materially different quantities of other resources. State exactly which inputs are included and how they are combined. A broad economy-wide productivity indicator should not be turned into a firm-level target without comparable scope and definitions.

Keep units and boundaries stable

  • Use the same output classification before and after the rollout.
  • Keep outsourced work, internal support, rework and waiting time treated the same way in both periods.
  • Record whether the denominator is paid hours, scheduled hours, productive hours or elapsed machine time.
  • Document any data-source, coding or timekeeping change, and do not silently splice incompatible series.

Establish a baseline and a suitable follow-up window

Measure the chosen ratio before implementation, then continue through a post-change period long enough to include normal variation and the expected learning curve. A single pre-launch week and a single post-launch week are rarely adequate for a seasonal or volatile operation.

  • One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips

Baseline checklist

  • Capture the metric using the final post-launch definitions, if possible, so the two periods are directly comparable.
  • Record volume, product or case mix, staffing level, skill mix, overtime, prices and relevant capacity constraints.
  • Mark holidays, seasonal peaks, promotions, outages and unusual customer or supplier events.
  • Preserve the raw counts behind the ratio, not only the calculated percentage.
  • Write down the normal range of variation and the date on which the baseline was frozen.

Choose the observation window deliberately

Match the window to the process. A high-volume digital transaction process may produce a stable signal quickly; a project business, seasonal retailer or manufacturing line with long changeovers may need several cycles. Include a ramp-up period when training is part of the innovation, but label it rather than mixing it invisibly with steady-state performance.

If definitions or data collection change after rollout, preserve the old series where possible, create a crosswalk between definitions and report the break. A post-change number that cannot be reconstructed under the baseline rule should not be presented as a clean before-and-after comparison.

Pair productivity with quality and business guardrails

A productivity gain is not an unqualified improvement if it damages an outcome the business promises to customers, employees or regulators. Predefine the guardrails that matter for the specific operation and report them beside the primary ratio.

Guardrail Example measure What a deterioration could reveal
Quality Defect, error, rework or first-pass-yield rate Speed may be coming from skipped checks or work being pushed downstream.
Customer outcome Returns, repeat contacts, cancellations or customer-satisfaction result More output may be creating a worse customer experience.
Service Response time, on-time completion or agreed service-level attainment An average ratio may hide missed commitments for a subset of customers.
Safety and compliance Recordable incidents, near misses or compliance exceptions Higher throughput may be shifting unacceptable risk to workers or the business.
People and sustainability Absence, turnover, excessive overtime, energy or material use The apparent gain may depend on burnout or materially higher resource use.

Choose guardrails that match the innovation’s promise. Do not add a long list of unrelated indicators that obscures the decision. A process intended to reduce handling time should normally include error or repeat-contact measures; a production change should include defect and safety measures; a customer-facing product change should include adoption, retention or service outcomes as appropriate.

Separate innovation activities, costs and outcomes

The Oslo Manual distinguishes innovation activities from innovation outcomes. Activities can include research and development, engineering and design, training, software and database work, acquisition of tangible assets and innovation-management work. These activities show what the business did to implement the innovation; they do not show that productivity improved.

Track implementation effort separately

  • Training hours and temporary productivity loss during learning.
  • Software, data, equipment and integration expenditure.
  • Consulting, redesign and project-management time.
  • Transition effort, duplicated work and migration or downtime costs.
  • Ongoing operating costs introduced by the new process.

Keep these records beside, not inside, the productivity numerator. A new system can raise transactions per labor hour while increasing licensing, maintenance or energy costs. Whether the innovation creates net business value then requires a separate cost and benefit calculation using the business’s accounting rules.

Calculate and explain the observed change

For a simple ratio, calculate the baseline and post-change values from the same definitions:

Baseline productivity = baseline output ÷ baseline input
Post-change productivity = post-change output ÷ post-change input
Percentage change = (post-change productivity − baseline productivity) ÷ baseline productivity × 100

Keep the underlying counts. A ratio can change because both output and input changed, and the business needs to know which movement produced the result. Report the periods, units, scope and quality standard with the percentage, not in a footnote separated from it.

Illustrative calculation

Assume, purely as an example, that a team completed 900 accepted orders in 300 labor hours before a workflow change and 1,050 accepted orders in 300 labor hours afterward. Productivity rose from 3.0 to 3.5 accepted orders per labor hour, an observed increase of about 16.7%. That statement is complete only if “accepted order” has the same definition, the team and process boundary are comparable, and quality and demand conditions have been checked.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the post-change period also shows more returns or repeat contacts, present those results next to the ratio. Do not describe the change as an unqualified productivity improvement while omitting a material deterioration.

Assess whether the innovation caused the change

A before-and-after comparison identifies a change over time. It does not isolate the innovation’s effect. The stronger the alternative explanations, the more cautious the causal language should be.

Use a comparison when feasible

Possible comparison designs include:

  • Unaffected team or location: compare the changed unit with a similar unit that did not yet receive the innovation.
  • Unchanged product or process: use a comparable workflow that experienced the same market and seasonal conditions but not the intervention.
  • Staggered rollout: introduce the innovation at different times and examine whether the change appears after each unit’s launch.
  • Matched periods or cases: compare like-for-like work when volume, complexity and customer mix vary substantially.

A comparison is useful only when its scope and definitions are genuinely comparable. Check whether the control unit was indirectly affected, whether staff or work moved between units and whether the innovation was adopted differently across locations.

Check competing explanations

  • Demand or volume changed, altering congestion and utilization.
  • Product, customer or case mix became easier or harder.
  • Staffing, tenure, overtime, absenteeism or supervision changed.
  • Prices, incentives, supplier performance or available capacity changed.
  • Seasonality, holidays, promotions or weather affected the periods.
  • Another technology, policy, training program or reorganization launched at the same time.
  • Workers were still learning, or early adopters were unusually motivated.
  • Measurement, coding or quality inspection changed.

State what the comparison can and cannot establish. For example, “The changed team’s accepted orders per labor hour increased after rollout, while the comparable team’s ratio was stable; the pattern is consistent with an innovation effect, although mix and staffing differences remain possible.” That is more accurate than claiming the innovation caused the entire increase.

Compare alternative innovations or measurement designs on common axes

When deciding between process options, evaluate each one with the same definitions and decision criteria. A faster ratio is not automatically the better innovation.

Decision axis Questions to ask
Output and quality Does each option produce the same accepted output, and do defects, rework or returns remain within the agreed guardrail?
Input coverage Is labor productivity sufficient, or must software, equipment, energy and other inputs be included?
Implementation cost and time What training, integration, transition and recurring costs occur, and when could benefits reasonably appear?
Customer, safety and service impact Does the option protect the outcomes the business promises?
Attribution confidence Can the option be rolled out with a comparison group, staggered timing or another credible evaluation?

Use the same process boundary and follow-up window for all options. Otherwise, an option can “win” simply because it was measured during a favorable period or with a more permissive output definition.

Interpret firm benchmarks without turning them into targets

Productivity varies substantially among firms, even within the same industry. The OECD’s current “Measuring productivity” topic page reports that firms above the 90th percentile of multifactor productivity are, on average across countries and industries, more than 2.5 times as productive as median firms in manufacturing and more than three times as productive in services. These are descriptive cross-firm statistics, not expected gains for an individual innovation and not a target a company can apply without comparable definitions.

The OECD Compendium of Productivity Indicators 2024, published on 29 February 2024, covers productivity developments in 2023 with experimental estimates for 38 OECD countries and examines longer-run trends, firm-size productivity, investment and sectoral reallocation. Its country and economy-level measures should not be substituted for an operational evaluation inside one business.

Build a result report that another manager can audit

A concise report should let a reader reproduce the result and judge its strength without asking the project team to reinterpret it.

  1. State the decision: identify the innovation, intended mechanism and the decision the measurement will inform.
  2. Define the primary ratio: write the numerator, denominator, units, inclusion rules and process boundary.
  3. Show baseline and post-change values: give the dates, raw output and input counts, calculated ratios and percentage change.
  4. Describe the population: list teams, sites, products, customers or machines included and excluded.
  5. Report guardrails: place quality, customer, service, safety and other material outcomes next to productivity.
  6. List implementation effort: separate training, software, equipment, transition and recurring costs from the output measure.
  7. Explain the comparison: identify any control, staggered rollout or matching method and its limitations.
  8. Discuss alternative explanations: cover demand, mix, staffing, seasonality, prices, learning and concurrent changes.
  9. Use calibrated language: label the result descriptive when it is only before-and-after; say that it supports a causal interpretation only when the comparison warrants that confidence.
  10. Set the next review: specify when steady-state performance and longer-term outcomes will be checked again.

Example reporting format

Common measurement failures and recovery steps

Counting activity instead of output

Training hours, software installed, workshops held and features released are evidence of innovation activity. They are not evidence that the process produces more accepted output per input. Keep them in the implementation record and measure the intended operational result separately.

Using volume as productivity

More units completed can simply mean more labor or machine time was used. Convert volume into an output-per-input ratio and retain the raw numerator and denominator.

Ignoring quality or shifting work downstream

If the ratio improves while defects, returns, repeat contacts or rework rise, investigate whether the process merely moved effort to another team or to the customer. Restore a consistent acceptance rule and report the guardrail with the ratio.

Changing definitions after rollout

A new coding system or a narrower “completed” category can create an artificial jump. Recalculate historical data under the new rule where possible; otherwise mark the break and avoid presenting the series as continuous.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Measuring too soon

Early results may reflect training, novelty or temporary disruption. Separate ramp-up from steady-state periods and continue measurement through normal operating cycles.

Claiming causation from a raw difference

Review simultaneous changes and add an unaffected comparison, matched cases or a staggered rollout when practical. If no credible comparison is possible, use descriptive language and name the unresolved alternatives.

Applying an economy-wide benchmark to one process

Aggregate indicators describe populations with different industries, technologies and definitions. Use them for context, not as a direct target for a particular team.

A decision rule for declaring an innovation successful

Declare an innovation successful only against criteria agreed before launch:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • The primary productivity ratio improves under a stable, explicitly defined output and input measure.
  • The result persists beyond the expected learning period and is not explained by seasonality, mix, staffing or a measurement break.
  • Material quality, customer, service, safety and compliance guardrails remain acceptable or improve.
  • Implementation and recurring costs are understood well enough to judge net business value.
  • A comparison or staggered design provides the strongest feasible evidence about attribution, and remaining uncertainty is stated plainly.

This rule allows a nuanced outcome. An innovation may improve labor productivity but fail a safety guardrail; improve quality while leaving labor productivity unchanged; or show a promising descriptive gain whose cause remains uncertain. Those are different management conclusions and should not be collapsed into one headline percentage.
