To measure an AI automation defensibly, choose one repeatable workflow, record its pre-automation performance, instrument the live process, and compare the same population over a defined period. Convert measured changes in human time, quality, volume, and cost into business value using your own fully loaded rates. Usage counts, prompts, or a vendor’s estimated “assisted hours” can show adoption, but they do not prove savings.
Start with a specific workflow and a specific claim
An AI automation is measurable only when the unit of work is clear. “The support department uses AI” is too broad; “priority email cases handled by the tier-one queue” is measurable. Name the workflow, the people and transactions included, and the result you expect.
Write the measurement charter
Before launch, document:
- Workflow: the repeatable task, such as classifying support cases, extracting fields from invoices, or drafting a response.
- Eligible transactions: the channels, categories, priorities, geographies, and business hours included.
- Population: teams, roles, or locations using the automation.
- Exclusions: cases requiring specialist handling, regulated decisions, outages, or other exceptions.
- Human involvement: mandatory review, correction, approval, or escalation steps.
- Baseline and comparison periods: the dates used before and after deployment.
- Intended outcome: lower handling time, shorter end-to-end cycle time, fewer errors, lower cost per completed transaction, more resolved requests, or increased capacity.
Write the claim in operational language. “Improve productivity” is not a testable claim; “reduce median human handling time per eligible case while keeping the P90 error rate no higher than baseline” is.
Microsoft’s guidance recommends linking every measure to a baseline and target, and separating adoption, value, governance, and quality measures. See Microsoft’s measurement guidance.

Build a baseline before rollout
A baseline is the performance of the same workflow without the automation. Use operational records wherever possible rather than asking people to remember how long work took. Microsoft’s pre-build guidance recommends at least 90 days of operational data; that period helps expose weekly patterns, holidays, demand changes, and a slow tail of difficult cases. Read the recommendation at Define value before you build your agent.
Baseline dataset
| Measure | What to capture | Why it matters |
|---|---|---|
| Volume | Transactions by category, channel, priority, and date | Lets you normalize results when demand or case mix changes |
| Cycle time | Median, P90, and P99 elapsed time, plus a clear start and stop event | An average can hide a costly long tail |
| Human time | Productive handling, review, correction, and escalation minutes | Provides the input for capacity and labor calculations |
| Errors and rework | Error type, correction, repeat contact, and escalation | Prevents a faster process from being called successful when quality falls |
| Unit cost | Fully loaded cost per completed transaction | Connects operational change to local economics |
| Customer or service quality | CSAT, NPS, first-contact resolution, review pass rate, or another recurring signal | Tests whether speed came at the expense of experience |
| Current capacity | Productive hours invested in the workflow | Shows how much capacity could potentially be redeployed |
Use identical definitions after launch. Record concurrent changes such as staffing, pricing, policy, demand, seasonality, or another software release. If practical, retain a comparison group that continues using the old workflow. A comparison group improves attribution, but it is not always feasible; report its absence as a limitation rather than implying certainty.
Instrument the production automation
Put measurement in the production workflow, not only in a pilot dashboard. For every eligible transaction, log whether the automation was invoked, what it completed, and what happened next.

Uptime, login counts, prompt volume, and shipped-agent counts are delivery telemetry, not business outcomes. Microsoft recommends monitoring accuracy and drift alongside incidents, compliance, and review results; its balanced-measures guidance is available at this Microsoft Learn page.
Telemetry explains what the system did. Structured feedback can explain what people did with the time returned: serving more customers, reducing backlog, completing training, or absorbing demand. Ask users about reinvestment as a supplement to instrumented records, never as a replacement for them.

Choose a comparison design that supports attribution
Compare the same workflow definitions before and after deployment for a predeclared period. Stratify results by category, channel, priority, team, and automation-use status when case mix is not stable.
Preferred designs
- Controlled rollout: Randomly or operationally assign eligible teams or transactions to the old and new workflows, then compare them over the same dates.
- Staggered rollout: Launch to groups at different times and compare groups that have and have not launched.
- Before-and-after: Compare a well-defined baseline with the post-launch period while documenting all concurrent changes.
A controlled or staggered design generally distinguishes the automation from demand and staffing changes more convincingly. A before-and-after result can still be useful, but its attribution is weaker when no comparison group exists. Do not claim that every change was caused by AI if policy, staffing, or seasonality changed at the same time.
Calculate productive hours returned
For a consistent transaction set, include all human time required to finish the work, including review and correction. A practical calculation is:
Gross productive hours returned = eligible transaction volume × (baseline human minutes per transaction − post-launch human minutes per transaction) ÷ 60.
Adjust for the share of transactions that actually used the automation. Exclude work that merely moved to another team or stage, and normalize or report separate results when volume or case mix changes. Keep gross returned time separate from cash savings.

Capacity is not automatically cash
Returned hours are capacity value when people use them for additional productive work. Payroll or contractor spending falls only when the organization can actually reduce spend, hours, overtime, or external capacity. Report where the reclaimed time went: additional completed work, backlog reduction, service coverage, quality work, or an unverified destination. If the destination is unknown, label the result as measured capacity, not realized savings.

Translate measured effects into business value
Use local rates and observable outcomes. For capacity value, multiply attributable productive hours returned by a fully loaded productive-hour value appropriate to the people doing the work. Include wages, benefits, payroll costs, and other costs your organization normally assigns to productive labor.
Separate benefit streams
- Capacity value: attributable productive hours returned × local fully loaded productive-hour value.
- Error reduction: reduction in errors × transaction volume × verified cost per error, including rework or compensation where applicable.
- Revenue or retention: attributable change in conversion or retention × affected volume × unit revenue or contribution margin, with an attribution discount when causality is uncertain.
- Service impact: measurable change in response time, first-contact resolution, or customer score, reported separately when it cannot be priced reliably.
Do not count the same improvement as both labor capacity and cost avoidance. Label each result as capacity, actual cost avoided, revenue, quality, or strategic value. Microsoft’s agent-value framework discusses these outcome categories at Measure the impact of your agents.
Use a complete cost horizon
Choose a period—such as a quarter or year—and include costs over that same period.
| Cost category | Examples | Accounting treatment |
|---|---|---|
| Build and integration | Configuration, development, connectors, testing, and data preparation | One-time or amortized according to your finance policy |
| Usage | Model, API, platform, storage, and transaction charges | Recurring variable cost |
| Human operations | Reviewers, exception handling, support, and quality checks | Recurring labor cost |
| Reliability and governance | Monitoring, security, audit, compliance, and incident response | Recurring fixed or allocated cost |
| Adoption | Training, documentation, change management, and process redesign | Launch and ongoing enablement cost |
| Maintenance | Prompt, model, policy, data, and workflow updates | Recurring operating cost |
Present the economics transparently:
Net benefit = attributable benefits − total costs.
ROI = net benefit ÷ total costs.

Copilot Studio Agent Assisted Hours
In the named Copilot Studio report, the formula is:
Agent Assisted Hours = (knowledge references + weighted sessions without knowledge references) × time-savings multiplier ÷ 60.

A free scan shows the junk files, broken settings and background clutter dragging Windows down - then fixes them in one click.Free scan · Windows 10 & 11Each knowledge reference counts once. A session without a knowledge reference receives weight 1.0 when resolved and 0.7 when escalated or abandoned. The report’s default time multiplier is six minutes. Its example uses 10,000 knowledge references plus 4,400 weighted sessions: 14,400 × 6 ÷ 60 = 1,440 estimated assisted hours per month. The same report uses a default Agent Assisted Value of $72 per hour based on U.S. Bureau of Labor Statistics employer compensation data. Those figures are defaults for that report, not universal labor assumptions or guarantees of cash savings. Validate the multiplier and substitute local rates. Copilot Assisted Hours in WorkLab
Microsoft’s separate 2024 WorkLab method counts an hour-long meeting summary as one assisted hour and uses six minutes for certain retrieval and creation events. Microsoft says the creation component is a broad estimate because creation is difficult to express in one number. Do not combine this method with the Copilot Studio formula or present either as independently measured time returned. The WorkLab explanation is at How Do You Measure the Value of AI at Work?
Microsoft reported that 79 percent of leaders agreed AI is crucial for business while 59 percent worried about quantifying productivity gains. Those are survey findings, not an ROI result for an individual automation. Peter Bergen, Principal Project Manager for Copilot Reporting at Microsoft, summarized the broader issue: “While time savings are important, Copilot’s value goes far and above people saving time.”
Run a balanced scorecard
Review the same scorecard on a fixed cadence, such as weekly for operations and monthly or quarterly for financial impact.
| Axis | Measures |
|---|---|
| Adoption and delivery | Eligible users, active use, completion, escalation, and time from idea to production |
| Efficiency | Productive hours returned, median/P90/P99 cycle time, touchless completion, and cost per transaction |
| Quality | Error rate by type, rework, escalation, first-contact resolution, review pass rate, and customer experience |
| Financial impact | Locally priced capacity, actual cost avoided, attributable revenue or retention, total cost, net benefit, and ROI |
| Governance and risk | Registered-agent coverage, incidents and response time, audit completeness, policy compliance, and output drift |
| Qualitative evidence | Where capacity was reinvested, user confidence, customer friction, and unintended work shifts |
Leading indicators such as adoption, completion, review-pass rate, and incidents help operators correct course. Lagging indicators such as unit cost, sustained cycle time, error rate, revenue, and retention confirm whether the change mattered. Keep both after the pilot; quality and drift can deteriorate as data, policies, or models change.
Common measurement mistakes and their fixes
- Multiplying theoretical task time by every session: count only eligible, successfully completed work and include review, exceptions, and rework.
- Calling logins or prompts value: connect usage to a completed transaction and a quality or outcome measure.
- Calling capacity cash savings: show whether payroll, contractor, overtime, or budget spend actually fell.
- Skipping the baseline: capture operational records before launch and retain the definitions.
- Ignoring case mix and seasonality: normalize volume, stratify categories, and record concurrent changes.
- Reporting only an average: include median, P90, and P99 when slow cases affect customers or cost.
- Mixing vendor defaults with local economics: identify the named method, replace default rates, and validate its time multiplier.
- Stopping at the pilot: keep production telemetry, scheduled reviews, drift checks, and governance reporting in place.
- Double counting: maintain a benefit register so one improvement cannot appear simultaneously as labor savings, cost avoidance, and revenue.
A practical measurement procedure
- Choose one workflow. Define eligibility, exclusions, human review, and the intended outcome.
- Set the measurement window. Collect at least 90 days of baseline data when the workflow supports it, then predefine the post-launch period.
- Freeze definitions. Document start and stop timestamps, error taxonomy, cost allocation, and quality signals.
- Build the instrumentation. Log usage, completion, escalation, review, correction, timing, quality, incidents, and versions.
- Choose attribution. Prefer a controlled or staggered rollout; otherwise disclose the limitations of a before-and-after comparison.
- Calculate operational deltas. Compare volume, time distributions, human minutes, errors, rework, service quality, and unit cost.
- Calculate hours and value. Apply the productive-hours formula, identify where capacity went, and price only attributable benefits.
- Subtract every material cost. Include build, integration, usage, review, monitoring, security, training, governance, and maintenance.
- Publish the scorecard. Show baseline, target, post-launch result, period, population, currency, assumptions, and confidence or limitations.
- Continue monitoring. Recheck quality, drift, incidents, cost, and reinvestment after the initial business case is approved.
A credible result therefore reads like an operational statement: for a named population and period, the automation changed measured human time, quality, volume, or unit cost by a stated amount; the organization identified where capacity went; and the attributable benefit exceeded—or did not exceed—the full cost of operating it.
