The real-world impact of an AI deployment is the change it causes in the people, process, or service it was introduced to improve—not its benchmark accuracy alone. Measure that change by establishing a pre-launch baseline, comparing the AI-assisted process with a credible alternative, tracking benefits and harms in production, and assigning people to investigate and act on meaningful changes.
A defensible evaluation combines technical, operational, human, security, compliance, and wider-impact evidence. The measures and review cadence must fit the use case and its risks; no universal scorecard or monitoring schedule has been established.
Start with the outcome the deployment is meant to change
Write down the intended change before choosing metrics. A model can produce plausible outputs while the overall human-and-technical system fails to improve the service, shifts work to another team, or creates new burdens for people affected by its decisions.
Write an impact statement
Use a sentence that identifies the intervention, the expected benefit, the population, and the time horizon. For example: “This decision-support system is intended to reduce the time staff spend triaging incoming requests while preserving response quality and giving every requester a clear route to human review.” The statement is not a marketing claim; it is the proposition your evaluation must test.

Add the conditions under which the benefit matters. Is the goal faster completion, fewer preventable errors, better access, lower operating cost, improved safety, or a combination? Identify whose outcome should improve: customers, patients, employees, students, residents, operators, or another affected group.
Define the system boundary
Specify what counts as part of the deployment. Include the model, prompts or rules, data pipelines, interfaces, human review, escalation procedures, downstream systems, and the organizational policy that determines how outputs are used. Report results with the population, setting, workflow, and version in view. A result from an isolated model test does not describe the outcome of a production process with human overrides and changing inputs.
List plausible adverse effects
For every intended benefit, list ways the deployment could fail or redistribute costs. Examples include incorrect recommendations, delayed service when staff must correct outputs, privacy exposure, over-reliance by users, unequal error rates, security abuse, or a larger workload for people responsible for appeals. Include risks that are already known, those that could emerge as the context changes, and harms that affected communities identify.
Use a six-step measurement sequence
1. Specify the change and affected people
Document the impact statement, affected groups, workflow boundaries, expected time to benefit, and adverse-effect hypotheses. Name decisions the evidence must support, such as expanding the deployment, restricting a feature, adding human review, or stopping it.
2. Select measures that connect to the change
Choose a small set of outcome measures plus measures for important failure modes and harms. Quantitative, qualitative, or mixed methods are all appropriate. For each measure, record why it is a useful proxy, how it will be collected, who can be missing from the data, and what would make the proxy misleading.
3. Establish a baseline and comparison
Record predeployment outcomes under the existing process. Where feasible, compare the AI-assisted workflow with a human process, a simpler or traditional model, a manual benchmark, or a phased or controlled rollout. State what the comparison can and cannot establish; a before-and-after difference by itself does not prove that the AI caused the change.

4. Document the evaluation
Keep an evaluation record covering the population and setting, data sources, collection limits, test sets, definitions, tools, uncertainty, known blind spots, and measures that cannot yet be assessed. Conditions should resemble actual deployment, including realistic workloads, user behavior, language, devices, and escalation paths.
5. Monitor the live system
Track intended outcomes and failures, service reliability, changes in inputs or outcomes, incidents, user feedback, and potential harms. Decide who reviews each signal, how often, which thresholds trigger investigation, and what actions are available: correction, restriction, rollback, or shutdown.
6. Learn and revise
Review internal metrics alongside feedback from users and affected communities. Investigate unexpected outcomes, test whether controls work, share appropriate incident information with relevant stakeholders, and update the measurement plan when the system, population, workflow, or risk profile changes.
Choose measures across the whole deployment
NIST’s monitoring taxonomy groups deployed-system checks into six dimensions. Treat it as a checklist for coverage, not as a universal scorecard. Select only the measures that matter to your use case, and explain omissions.
| Dimension | Questions to answer | Possible measures |
|---|---|---|
| Functionality | Does the system perform the task it was designed to perform? | Task success, output quality, error and failure rates, calibration, coverage of required cases, and performance on edge cases. |
| Operations | Does the service remain available and consistent? | Availability, latency, queue time, throughput, integration failures, version changes, and successful handoffs to human staff. |
| Human factors | Can people understand, use, challenge, and safely act on outputs? | User-reported usefulness, comprehension, override and escalation rates, time to complete work, correction effort, accessibility, and review quality. |
| Security | Is the system resilient to attack, manipulation, and misuse? | Abuse attempts, prompt or input attacks, unauthorized access, data leakage, anomalous use, incident severity, and time to contain. |
| Compliance | Does operation meet applicable legal, policy, contractual, and assurance requirements? | Required notices, consent or authorization records, audit completeness, retention controls, complaint handling, and unresolved compliance findings. |
| Large-scale impacts | What downstream effects appear beyond the immediate transaction? | Differential outcomes, access changes, effects on workload or employment, environmental or community effects, concentration of errors, and emerging stakeholder concerns. |
The 2026 NIST monitoring report identifies unresolved practical problems, including defining metrics for beneficial human impact, detecting degradation and drift, fragmented logging, and the burden of human-led monitoring. It also notes that responsibility, cadence, use-case tailoring, and the balance between automation and human validation remain open questions. Use those limits to justify a tailored plan, not to abandon measurement.

Connect every metric to a decision
A metric is useful when a change in it leads to a defined investigation or action. For example, an escalation-rate increase might trigger a sample review of outputs and interface changes; a service-availability drop might activate an operations incident; a widening outcome gap might require subgroup analysis, additional human review, or a pause for affected cases.

Keep outcome measures distinct from diagnostic measures. “Requests resolved within the target time” is an outcome. “Average model latency” may help explain why the outcome changed, but it is not a substitute for it.
Build a credible baseline and comparison
Baseline data should describe the process immediately before deployment, using the same definitions you will use afterward. Preserve the date range, population, workload mix, staffing, policy version, and known data-quality limitations. If the process is seasonal or changes by location, capture those factors rather than treating one short period as typical.
| Comparison | What it can show | Important limitation |
|---|---|---|
| Predeployment versus postdeployment | Whether outcomes changed after launch. | Other changes occurring at the same time can explain the difference; causation is not automatic. |
| AI-assisted workflow versus existing human workflow | Whether the new process improves outcomes relative to the alternative people would otherwise use. | Groups may receive different case mixes or levels of staff attention. |
| AI system versus a simpler or traditional model | Whether added complexity produces a meaningful benefit. | Requires comparable data, operating conditions, and maintenance assumptions. |
| Manual benchmark | How outputs compare with a defined expert or procedural standard. | Experts may disagree, and the benchmark may not represent real production constraints. |
| Phased or controlled rollout | Whether changes track exposure to the deployment while other conditions are held as similar as possible. | Controls must be ethical and operationally feasible; spillover between groups can weaken the comparison. |
When randomization or a controlled rollout is not appropriate, document the alternative explanation you considered. A credible evaluation can still combine time-series analysis, matched groups, case sampling, interviews, and incident review, provided the limitations are explicit.

Model testing
Test the model or component on data that represent the intended population and operating conditions. Check task quality, failure modes, uncertainty, subgroup performance where relevant, and behavior on rare or adversarial cases. Preserve the test-set definition and avoid presenting a laboratory result as a production outcome.
Red-teaming
Use structured attempts to expose unsafe, misleading, insecure, or policy-violating behavior. Include domain experts and people who understand likely misuse. Record the attack or challenge, the observed behavior, the severity, the mitigation, and whether the mitigation was retested.
Field testing
NIST’s ARIA program describes model testing, red-teaming, and field testing as three evaluation levels that move beyond accuracy toward technical and contextual robustness. This is an example evaluation structure, not a universal certification. Field testing should use realistic users, workflows, data, constraints, and escalation routes before broad release.

Post-deployment monitoring
Controlled predeployment tests cannot reproduce every interaction with a changing environment. NIST states that post-deployment monitoring complements those evaluations because non-deterministic outputs and real-world interactions create variation that controlled tests can miss. Field studies and incident monitoring can reveal whether risks materialize and can improve future tests and mitigations.

Internal dashboards rarely show every impact. Establish channels for users and affected people to report errors, harmful outputs, inaccessible features, privacy concerns, or an inability to obtain human review. Make the route visible at the point of use, record the case consistently, and connect reports to the relevant deployment version and decision.
Use mixed methods deliberately
- Event and transaction logs: show volumes, outcomes, latency, overrides, and failures, but may omit people who never complete the process.
- Representative case review: lets domain experts inspect quality and harm patterns that aggregate rates hide.
- Surveys and interviews: reveal usefulness, comprehension, trust, burden, and workarounds; document who was invited and who responded.
- Observation and workflow studies: show whether staff actually follow, contest, or bypass outputs and where correction work accumulates.
- Appeals and complaints: provide evidence about contestability and harms that ordinary success metrics miss.
- Community consultation: can identify downstream effects and affected groups not represented in operational data.
Compare feedback with internal performance measures. A high task-success rate alongside repeated reports of confusion may indicate that the metric captures the system’s output but not the human cost of using it.
Analyze uncertainty, subgroup outcomes, and causality
Report the unit and denominator
State exactly what each rate measures. “Error rate” could mean incorrect model outputs, incorrect final decisions after human review, or failed transactions. Include the numerator, denominator, observation period, exclusions, and missing-data treatment. A percentage without its population and workflow is not interpretable.
Separate average results from distributional effects
Overall improvement can coexist with deterioration for a smaller or less visible group. Where legally and ethically appropriate, examine relevant groups, locations, languages, accessibility needs, job roles, or case types. Report sample-size limitations and avoid implying certainty when subgroup evidence is sparse.

Measure response performance
Impact includes what happens after a failure is detected. Track time to detect, time to acknowledge, time to resolve, recurrence, and the quality of the corrective action. A system with infrequent incidents but slow or ineffective response may create more harm than one with more visible incidents that are rapidly contained.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Set monitoring ownership and response rules
A measurement plan cannot protect people if no one is empowered to act. Assign a named owner for each signal, an incident lead, a technical operator, a domain decision-maker, and an approver for material changes. Define who can restrict a feature or stop the system without waiting for a routine review.
| Signal or condition | Investigation | Possible response |
|---|---|---|
| Unexpected change in task quality or failure rate | Sample cases, check data and version changes, compare with the baseline and control. | Correct data or configuration, add review, retrain or retest, restrict affected cases, or roll back. |
| Rising overrides, escalations, or correction effort | Interview users, inspect interface and explanations, and identify where the workflow adds burden. | Change the interface or policy, narrow the use case, increase staffing, or suspend the feature. |
| Differential outcomes or access changes | Validate subgroup definitions, investigate causes, and consult affected communities. | Add safeguards, human review, eligibility changes, remediation, or a pause while evidence is gathered. |
| Security, privacy, or misuse incident | Preserve logs, determine scope and severity, and involve the appropriate security and compliance roles. | Contain access, disable the pathway, notify required parties, remediate, and test before restoration. |
| Service outage or integration failure | Check dependencies, fallback behavior, queue effects, and records that may have been lost. | Use the documented manual fallback, restore service, reconcile affected cases, and review resilience. |
Document incident facts and share appropriate information with relevant stakeholders. OECD due-diligence guidance calls for monitoring performance or assurance criteria in conditions similar to deployment, documenting measurable changes informed by field data and stakeholder consultation, reviewing newly detected risks, and documenting and sharing incident information.

Do not claim that daily, weekly, or monthly review is universally correct. Set the cadence according to potential severity, exposure, reversibility, rate of system and data change, and the speed at which harm could spread. High-consequence or rapidly changing deployments need more frequent automated checks and faster human escalation than low-risk, stable uses. Reassess the cadence after incidents, major updates, or changes in population and policy.
Illustrative measurement plans
Condition monitoring in manufacturing
A manufacturing team introducing an AI condition-monitoring system might define its intended change as earlier detection of equipment problems without creating unnecessary maintenance work or unsafe operating decisions. The baseline would include the existing inspection process, downtime records, maintenance actions, false alarms, and the conditions under which operators made decisions.
The comparison could include the existing human or rule-based process during a phased rollout. Measures might cover detection quality, time from signal to inspection, unplanned downtime, unnecessary interventions, availability of the monitoring service, operator overrides, and incidents. Logs should connect each alert to the eventual maintenance finding, while interviews can reveal whether alerts are understandable and actionable. This is a domain-specific illustration consistent with a NIST-indexed 2021 procedural guide; the same measures should not be transferred unchanged to another industry.
AI-assisted customer support triage
In a hypothetical support operation, the intended change might be faster routing without lowering answer quality or making customers repeat information. The baseline would use the existing routing process and its response time, transfer rate, resolution quality, repeat-contact rate, accessibility experience, and complaint patterns.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
During a controlled rollout, compare similar queues with and without assistance where operationally appropriate. Track final resolution rather than only the model’s category label; measure staff correction time, escalation, abandoned requests, service reliability, and customer-reported clarity. Review cases by language, channel, issue type, and accessibility need. If routing appears faster but repeat contacts rise, the deployment has not demonstrated the intended service improvement.
Common measurement failures and their fixes
- Using accuracy as the headline outcome: replace it with the real service, safety, access, or work outcome, while retaining accuracy as a diagnostic measure.
- Launching without a baseline: pause expansion until predeployment definitions and data are recorded, or clearly label the evaluation as exploratory.
- Measuring only the model: include human decisions, interface behavior, downstream systems, and fallback procedures in the system boundary.
- Relying on one aggregate average: inspect relevant groups, case types, locations, and the distribution of outcomes.
- Ignoring people who opt out or abandon the process: measure access, non-completion, complaints, and appeal pathways, not only completed transactions.
- Treating a before-and-after change as causal: use a comparison where possible and document other changes that could explain the result.
- Setting thresholds without an action: pair every alert with an owner, investigation method, deadline, and available response.
- Assuming a fixed dashboard is sufficient: revisit measures when the model, data, workflow, policy, or risk changes.
- Automating all monitoring: combine automated detection with human validation, domain expertise, and affected-community feedback.
- Hiding uncertainty: state data gaps, blind spots, missing measures, and conditions under which the findings may not hold.
A practical launch-and-operations checklist
- Is the intended outcome written in terms of a real change for identified people or processes?
- Are likely benefits, harms, affected groups, and time horizons documented?
- Does the system boundary include the model, data, interface, human workflow, and downstream use?
- Are outcome, diagnostic, reliability, security, compliance, and wider-impact measures linked to decisions?
- Is there a dated baseline with definitions, population, setting, and known limitations?
- Is there a credible comparison with a human process, simpler model, manual benchmark, or controlled rollout?
- Were realistic model tests, red-team exercises, and field tests completed before broad deployment?
- Are logs sufficient to reconstruct outputs, versions, overrides, incidents, and responses?
- Can users and affected communities report problems and obtain review or appeal?
- Are owners, review cadence, alert thresholds, investigation steps, and rollback or shutdown powers explicit?
- Are uncertainty, subgroup results, drift, incident response time, and response quality reported?
- Is the plan revised when evidence, context, system behavior, or risks change?
NIST’s AI Risk Management Framework states: “AI systems should be tested before their deployment and regularly while in operation.” That principle captures the central discipline: measure the outcome in the conditions where people actually encounter the system, and keep measuring after launch.
