Measure construction materials-management software ROI by comparing a documented pre-implementation baseline with a comparable post-implementation period, converting verified operational changes into money, and subtracting every software-related cost. The result is only credible when the scope, definitions, assumptions, and attribution method are explicit.

Do not treat a vendor’s productivity percentage or an old industry average as your expected return. Your decision should rest on what changed on your projects: material availability at the workface, time spent searching and expediting, surplus and waste, inventory cash, management effort, delivery reliability, and rework.

What ROI means for materials-management software

For this guide, ROI is the net financial benefit produced during a stated period divided by the total cost of the software initiative during that same period. A transparent convention is:

This is an analytical convention, not a universal industry standard. Report it alongside the underlying quantities, benefit categories, assumptions, and period. A positive percentage does not automatically mean the purchase was strategically correct; the project may still have missed availability, safety, schedule, or quality goals. Conversely, a low first-year ROI may be acceptable if implementation creates a durable data foundation and later benefits are demonstrable.

Use a separate payback calculation to show when cumulative benefits recover the initial investment:

Payback period = initial and one-time costs ÷ average recurring monthly benefit

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Only use that shortcut when benefits are reasonably steady. If savings rise as more crews adopt the workflow, build a month-by-month cash-flow schedule instead.

Start with a decision-sized scope and measurement period

Choose the level at which the investment decision will be made. NIST’s productivity-measurement work distinguishes task, project, and industry levels and notes that construction sectors differ in outputs, firm size, and technology use. A company-wide percentage can hide whether the system works for a particular project type, crew, or material category.

Pick the unit of analysis

  • One project: best for a go/no-go decision on a pilot or a project-specific rollout.
  • A group of comparable projects: useful when one job is too unusual or short to provide a stable baseline.
  • The company: appropriate for shared procurement, warehouse, or enterprise licenses, but allocate costs and benefits to operating units so strong projects do not mask weak ones.

Define the before-and-after windows

Record a baseline before the new workflow changes behavior. Then select a post-rollout period that is comparable in project phase, crew mix, material categories, and production intensity. A short period dominated by mobilization, shutdowns, or weather can distort the result.

Write the scope in one sentence before collecting data. For example: “Measure structural-steel and mechanical materials on three commercial projects for 12 weeks before and 12 weeks after go-live, covering requisition, purchasing, expediting, receipt, storage, issue, and installation.” State which modules, crews, suppliers, and warehouses are included and excluded.

Build a baseline that can survive scrutiny

A baseline is more than a screenshot of a dashboard. Capture operational quantities and their monetary consequences using definitions that will remain unchanged after implementation.

Baseline data to capture

  • Workface availability: percentage of planned material line items available when the crew is ready to install, plus the number and duration of material-caused stoppages.
  • Search time: craft and foreman hours spent locating, identifying, or confirming materials.
  • Tracking and expediting time: hours spent checking order status, calling suppliers, resolving mismatches, or arranging emergency delivery.
  • Surplus and waste: purchased quantity, installed quantity, returned quantity, scrap, and unusable or obsolete stock by material category.
  • Materials-management effort: buyer, expediter, warehouse, project-controls, and administrator hours devoted to manual records and reconciliation.
  • Inventory value and holding period: average dollars held, days from receipt to issue, and the portion purchased earlier than the work plan required.
  • Delivery and schedule performance: on-time and complete deliveries, material-related work-package delays, and recovery actions.
  • Quality and rework: wrong-item receipts, damaged materials, installation rework, and defects traceable to identification, storage, or handling.

Use a consistent denominator. “Search hours per 1,000 installed labor hours” is more comparable than raw search hours when project staffing changes. “Scrap dollars per installed square metre” may be useful for a repetitive scope; for a one-off bridge, use the relevant installed quantity instead.

Define each metric in a data dictionary

For every measure, record its owner, source system, unit, inclusion rules, exclusion rules, and update frequency. Define whether a late delivery means late against the purchase order date, the required-on-site date, or the current work plan. Keep the definition identical in the post-rollout period. If a definition changes, show a break in the time series rather than silently recalculating history.

Use a scorecard that connects workflow to outcomes

The ASCE effectiveness framework groups measures into accuracy, quality, quantity, cost, timeliness, and availability. That structure helps prevent an adoption metric—such as log-ins or scanned receipts—from being mistaken for business value.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Category Example KPI Useful evidence
Accuracy Correct item, quantity, location, and status Cycle-count variance; purchase-order-to-receipt mismatch rate
Quality Material condition and specification compliance Damage, rejection, and material-caused rework records
Quantity Surplus, scrap, returns, and installed yield Issued versus installed quantity by material class
Cost Landed cost, emergency freight, carrying cost Invoices, freight charges, inventory valuation, labor logs
Timeliness On-time and complete delivery; time to resolve exception Required-on-site dates, receipt timestamps, exception logs
Availability Material ready at the workface when scheduled Look-ahead plans, foreman confirmations, stoppage records

A 2024 study reported positive effects on overall project performance for material supply, handling, and stock and waste control. In that analysis, planning and logistics did not show statistically significant impacts. Treat those findings as prompts for local measurement, not as proof that software will cause the same result on your jobs.

Translate each verified change with an explicit equation. Keep operational quantities visible so someone can challenge an assumption without rebuilding the analysis.

Use a loaded rate that includes wages and applicable payroll burden. If crews use recovered time to install more work rather than reducing payroll, label the value as capacity or schedule value and document how it is realized. Do not count the same hours again as a separate schedule benefit unless the schedule effect is independently evidenced.

Reduced surplus, scrap, and obsolescence

Value = avoidable quantity × landed unit cost

Landed cost can include purchase price, freight, duties, and handling that would not have occurred without the excess. Separate reusable returns from true loss. A lower purchase quantity is not automatically a saving if the project simply deferred the purchase to a later period.

Lower emergency freight and duplicate orders

Value = baseline emergency and duplicate-order cost − post-rollout cost

Retain invoices, credit notes, and order histories. If a rush shipment avoided a documented shutdown, report the freight saving separately from the value of avoided downtime.

Inventory carrying cost and cash timing

Carrying-cost benefit = reduction in average inventory value × annual carrying-cost rate × measured holding period ÷ 365

Illustrative calculation with explicit assumptions

The following example demonstrates the method; it is not a benchmark. A contractor measures one 12-week project before and after rollout:

What’s actually slowing this PC down?

Benefit stream Measured change Assumption Illustrative value
Search and status-check time 420 fewer hours $58 loaded hourly rate; 70% converted to productive capacity $17,052
Surplus and scrap $24,000 lower avoidable loss Confirmed by material reconciliation $24,000
Emergency freight Six fewer rush shipments $1,100 average avoidable freight charge $6,600
Inventory carrying cost $180,000 lower average held value 12% annual carrying-cost rate for 84 days $4,978

Total measured benefit is $52,630. Suppose the same period includes $18,000 in subscription charges, $22,000 in implementation and integration, $9,000 in training, and $6,000 of internal administration: total cost is $55,000. ROI is (52,630 − 55,000) ÷ 55,000 × 100 = −4.3% for this period, with no payback yet. That result does not prove the system failed; it says the measured benefits did not recover first-period costs. A later period should be measured separately rather than blended into this calculation.

Count the full cost of ownership

License or subscription fees are only one line. Include costs that are necessary to produce and sustain the measured outcome.

  • Subscription, license, or transaction charges for every included user, project, warehouse, and module.
  • Implementation, configuration, workflow design, and consultant or contractor services.
  • Integration with estimating, enterprise resource planning, purchasing, scheduling, accounting, or supplier systems.
  • Data cleansing, migration, item-master creation, coding, and historical reconciliation.
  • Training time for craft, foremen, warehouse staff, procurement, project controls, and administrators.
  • Internal project management, process redesign, change management, and temporary dual-running of old and new processes.
  • Support, upgrades, security administration, devices, connectivity, scanning equipment, and field connectivity when they are actually required.
  • Decommissioning, contract exit, archival, or replacement costs if the period includes them.

Construction Industry Institute material from 1986 specifically warns that system development and implementation can be substantial and mentions computer use, data transmission, and personnel training. Its historical figures should not be treated as current software prices.

Published figure What it actually represents How to use it
6% craft-labor productivity improvement CII’s 1986 statement based on data from 20 construction projects for a basic materials-management system Historical context; test your own search, expediting, and productivity baseline
Additional 4–6% craft-labor savings CII’s 1986 estimate under the stated condition of sophisticated computer controls plus craft planning around bulk-material availability Do not apply without demonstrating those controls and planning practices
20% of foremen’s time hunting and 10% tracking or expediting Historical CII study context for projects without a materials-management system Measure current time directly; do not assume contemporary sites have the same baseline
5.7 benefits/cost ratio A 1989 Thomas, Sanvido, and Sanders case study of adverse material-management conditions on two steel-erection projects Narrow case evidence, not a software forecast
23% higher productivity, 28% greater likelihood of on-schedule delivery, and 3.2% higher profit margins Vendor-presented summary of a Dodge Construction Network report based on nearly 700 construction leaders in the UK and Ireland; it concerns broad construction-management software, not specifically materials management Label sponsorship and scope; never use it as your project’s expected return

CII’s exact historical wording is: “A basic materials management system can be expected to produce a 6% improvement in craft labor productivity.” The date, study context, and system definition matter as much as the percentage.

Separate software effects from other changes

Technology implementation often occurs alongside reengineering, new procurement strategies, schedule changes, supplier changes, or different crews. The ASCE framework notes this attribution problem, and NIST describes methodological challenges in productivity measurement.

Record concurrent changes

  • Crew composition, supervision, subcontractor, and labor mix.
  • Procurement strategy, contract terms, preferred suppliers, and buying volume.
  • Project phase, design maturity, scope changes, acceleration, weather, and work stoppages.
  • Supplier performance, lead times, fabrication quality, and transportation conditions.
  • Other software, process, warehouse, or training initiatives introduced during the period.

Use a comparison when feasible

Compare similar work packages or projects that did not receive the new workflow during the same period. Match on project type, material category, phase, and crew conditions. A simple difference-in-differences view is:

(post − pre change for treated work) − (post − pre change for comparison work)

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This does not eliminate every bias, but it helps distinguish a software-associated change from a company-wide improvement. If no control is feasible, use repeated observations, documented process changes, and manager review to grade attribution as high, medium, or low confidence.

Measure adoption without mistaking it for ROI

Adoption metrics explain whether the system could have produced an outcome; they are not outcomes themselves. Track the percentage of requisitions using the standard workflow, receipts recorded within the defined time, item records with complete identifiers, exception tickets resolved within target, and active users by role. Pair each with an operational KPI such as availability, mismatch rate, or search time.

A high scan rate with unchanged surplus may indicate that the process is being followed but the buying rules, item master, or planning assumptions are wrong. A lower user count on a small project may be efficient if all critical transactions are captured. Interpret usage in the context of the workflow and the project’s material complexity.

Compare alternatives on value-producing capabilities

When evaluating products or configurations, compare the workflow and measurement capability rather than marketing percentages.

Comparison axis Questions to ask
Workflow coverage Does it connect takeoff or requisition, purchasing, expediting, receiving, warehousing, issue, and installation?
Record accuracy and quality Can teams maintain item identity, specification, location, condition, and traceability?
Quantity and surplus visibility Can the system show ordered, received, issued, installed, returned, and scrapped quantities by project and material class?
Timeliness and availability Can required-on-site dates, exceptions, and workface readiness be measured consistently?
Measurement support Can you export baseline and post-rollout data with unchanged definitions and auditable timestamps?
Integration effort What interfaces, data cleansing, item coding, and reconciliation are required?
Training and adoption Which field roles must transact, and how will offline or low-connectivity work be handled?
Total cost What are subscription, implementation, migration, training, administration, support, and exit costs over the same evaluation period?

No available evidence ranks named products or establishes a universal best choice. Build the comparison around your scope and the metrics you can actually validate.

A practical 90-day measurement plan

Days 1–15: write the charter

  1. Name the decision owner and finance reviewer.
  2. Set the project or portfolio scope, material categories, modules, and evaluation period.
  3. Approve metric definitions, data owners, loaded labor rates, carrying-cost assumptions, and attribution rules.
  4. List concurrent changes that must be logged during the test.

Days 16–35: capture the baseline

  1. Extract orders, receipts, issues, returns, scrap, freight, inventory values, and required-on-site dates.
  2. Sample foreman and materials-team time using a consistent observation or time-sheet method.
  3. Reconcile a representative set of material line items from requisition through installation.
  4. Document data gaps and estimate their effect rather than silently filling missing values.

Days 36–60: launch with measurement controls

  1. Train each role on the exact transactions required for the scorecard.
  2. Run a short dual-control period in which exceptions are logged in both the operational process and the measurement register.
  3. Freeze metric definitions and version the data dictionary.
  4. Record implementation hours, support requests, devices, connectivity, and internal administration as costs.

Days 61–90: analyze and review

  1. Produce the same KPI table used for the baseline, with operational quantities before dollar conversion.
  2. Calculate each benefit stream separately and identify overlaps.
  3. Apply the attribution assessment and document concurrent changes.
  4. Calculate ROI, payback, cash-flow timing, and confidence by benefit category.
  5. Decide whether to scale, modify the workflow, extend the measurement period, or stop.

Common measurement failures and fixes

  • Using an industry percentage as the forecast: replace it with a local baseline and use published figures only as context.
  • Counting dashboard activity as savings: connect usage to availability, time, quantity, cost, timeliness, or quality outcomes.
  • Ignoring implementation labor: capture internal hours and temporary dual-running just like vendor invoices.
  • Changing definitions after rollout: freeze the data dictionary and show any unavoidable break explicitly.
  • Double-counting labor and schedule value: identify whether recovered hours reduce cost, increase capacity, or create a separately measured schedule benefit.
  • Calling cash release profit: report earlier or later cash timing separately from permanent cost reduction.
  • Blaming the software for every change: maintain a concurrent-change log and use a comparison group where possible.
  • Comparing unlike projects: normalize by installed quantities, labor hours, phase, material class, and project conditions.
  • Reporting only an average: show distribution by project, crew, material category, and time period so outliers are visible.

What a decision-ready ROI report contains

A concise report should let an executive reproduce the conclusion and let an operations manager act on it. Include:

  • Scope, project types, crews, material categories, modules, baseline dates, and post-rollout dates.
  • The metric dictionary and data sources.
  • Baseline and post-rollout operational quantities.
  • Each monetization equation, rate, and assumption.
  • One-time, recurring, internal, and external costs.
  • Overlap checks showing that benefits are not counted twice.
  • Attribution method, comparison results, concurrent changes, and confidence rating.
  • ROI percentage, payback period, cash-flow effect, and nonfinancial outcomes such as availability or quality.
  • Recommended process changes and the next measurement date.

Present operational results before the financial headline. A finance reviewer should be able to see exactly how a reduction in search hours or surplus became a dollar amount, and an operations leader should be able to see whether the change is sustainable.
