The most defensible way to measure productivity after reducing working hours is to report two figures side by side: total accepted output and accepted output per actual labour hour. Then test those figures against quality, timeliness, customer or service outcomes, workload, and employee sustainability. A higher hourly rate alone does not prove that your team delivered the same total value, maintained quality, or avoided hidden overtime.
Start with two different questions: how much and how efficiently?
Shorter schedules change the denominator in a productivity calculation. If your team works fewer hours, output per hour can rise even when total output falls. Conversely, total output can remain stable while the hourly rate improves because the same accepted work was completed in less time. Both results matter, but they answer different management questions.
| Measure | Formula or definition | Question answered |
|---|---|---|
| Total accepted output | Count only work that meets the agreed acceptance standard | Did the team deliver the required amount? |
| Labour productivity | Accepted output ÷ actual labour hours | How much accepted work was produced per hour? |
| Quality-adjusted output | Accepted output paired with defects, rework, corrections, or acceptance rate | Was the output usable and correct? |
| Timeliness | Cycle time, on-time completion, queue age, or backlog | Was work delivered when needed? |
Keep the total and rate visible in every report. Do not replace a volume measure with a ratio simply because the ratio looks better. The Office for National Statistics describes labour productivity as output per labour hour and notes that a simple hours measure does not account for differences in worker types. That limitation matters when staffing, experience, roles, or task mix change at the same time as the schedule.
Define accepted output before changing the schedule
A shorter-hours comparison is only as sound as its output definition. Agree in advance what counts as completed and accepted work, who verifies it, and which period the count belongs to. A raw activity count—emails sent, tickets touched, commits made, or meetings attended—can increase without creating more useful output.

Production and operations teams
Use conforming units, batches, or orders that pass the normal quality check. Exclude units awaiting inspection or later rejected. If product mix varies, record the mix because ten complex units are not necessarily equivalent to ten simple units.
Customer service and support teams
Count cases closed to the agreed resolution standard, not merely cases moved between queues. Pair the count with reopen rate, first-contact resolution, response time, service-level attainment, and customer satisfaction where those measures are relevant.
Knowledge, engineering, and project teams
Use milestones or deliverables with explicit acceptance criteria. A reviewed feature, approved design, released report, or completed project stage is more meaningful than hours visible in an activity tracker. Document dependencies and approval delays so a team is not penalized for work waiting on another group.

Shared and collaborative work
Decide how to attribute work that several people perform together. You might count the accepted deliverable once and assign the associated hours to the process, or allocate output across roles using a documented rule. Apply the same rule in every comparison period.
Record actual labour hours, not just scheduled hours
Use hours actually worked for the same scope and period. Scheduled hours are a plan; they do not reveal overtime, early starts, work on days off, or time borrowed from another team.
- Choose the population. Specify the team, roles, contractors, temporary staff, and shared services included.
- Set the time window. Use complete weeks or months and keep the window consistent across baseline and reduced-hours periods.
- Define included time. State whether training, meetings, handoffs, support rotations, paid leave, breaks, and required administrative work are included.
- Capture overtime and off-schedule work. Include approved overtime and make a separate estimate or disclosure for work performed outside the recorded system.
- Handle shared work consistently. If a specialist supports several teams, use the same allocation method in every period.
For a defined team or process, calculate:
Labour productivity = accepted output ÷ actual labour hours

For example, if a team completes 480 accepted cases in 1,200 actual hours, its rate is 0.40 accepted cases per labour hour. If the next period has 450 accepted cases in 950 hours, the rate is about 0.47, but total accepted output is lower. The correct report is not “productivity increased” without qualification; it is “output per hour increased while total accepted output declined.”
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsBuild a scorecard that protects quality and service
Use a small set of guardrails alongside output and hours. Select measures that the team can reasonably influence and that reflect the purpose of the work.
| Dimension | Useful measures | What a warning sign looks like |
|---|---|---|
| Quality | Defects, corrections, rework, rejection rate, audit score, or documented acceptance rate | More output but rising defects or reopened cases |
| Timeliness | Cycle time, on-time completion, queue age, response time, or backlog | Hourly rate rises while queues age or deadlines slip |
| Customer or service outcome | Customer satisfaction, first-contact resolution, coverage, service-level attainment, or complaints | Internal counts improve while users experience slower or poorer service |
| Organizational result | Revenue, cost, throughput, retention, risk reduction, or another outcome linked to the team | Activity rises without a meaningful business or service result |
| Sustainability | Overtime, work moved to days off, absence, workload survey, turnover signals, and employee feedback | Shorter official hours conceal intensified work or unpaid spillover |
Do not create a dashboard so large that people optimize whichever number is easiest to move. A practical scorecard normally has the output and hourly rate, one or two quality measures, one timeliness or service measure, and a sustainability check.
Compare like with like
Measure a baseline before the hours change and collect repeated observations rather than relying on one “before” snapshot. A single unusually busy or quiet week can make a schedule change appear more powerful than it is.
Use equivalent periods
Compare the same type of calendar period where possible: similar weeks of the month, comparable seasons, and equivalent demand cycles. Record holidays, launches, outages, promotions, weather events, and other disruptions.

Track demand and work mix
Output depends on the amount and difficulty of work arriving. Record incoming volume, complexity, product or case mix, priority mix, and work rejected or deferred. If demand falls, a stable output count may not mean the process became more productive; if demand surges, a small output decline may be understandable.

Account for staffing and process changes
Note headcount, experience, vacancies, sick leave, training, automation, tooling, policy changes, and work transferred to another team. A schedule reduction introduced alongside a new system cannot be evaluated as though the schedule were the only change.
Use a comparison group when feasible
A similar team that keeps its hours can help reveal broader changes in demand or policy. The comparison group should have a comparable work mix and operating environment. If no credible group exists, use longer repeated baselines and describe the limitation.
Do not claim causation from a before-and-after chart
A change that follows a shorter schedule may coincide with it without being caused by it. Report the association, the comparison method, and plausible alternative explanations. Stronger causal confidence requires a credible comparison or an adjustment for the major factors that changed.

“Fewer hours” can describe different arrangements. Eurofound’s 2026 systematic review distinguishes three broad forms, and they should not be treated as interchangeable.
| Arrangement | What changes | Measurement considerations |
|---|---|---|
| Compressed workweek | Similar weekly hours packed into fewer days | Measure actual daily hours, fatigue, handoffs, coverage, and whether long days create errors or overtime |
| Reduced weekly hours | Fewer hours while keeping a broadly similar daily pattern | Check total weekly output, coverage windows, backlog, and work carried outside scheduled time |
| Reduced hours and reduced days | Both the weekly total and number of working days fall | Check customer coverage, handoffs, queue age, and how work is redistributed across the week |
Record whether pay is held constant, whether coverage requirements changed, and which handoffs occur on non-working days. A model that works for a project team may fail for a service desk that must cover every day.
A practical implementation plan
- Write the measurement charter. Name the team, process, period, accepted-output definition, hours rule, quality standard, and decision the measurement will support.
- Collect a baseline. Gather several comparable periods of output, actual hours, quality, timeliness, demand, staffing, and workload data before the schedule change.
- Instrument actual hours. Reconcile time records with payroll, rota, ticket, project, or production systems. Investigate missing or implausibly uniform entries.
- Set guardrails. Choose the quality, service, customer, organizational, and sustainability measures that must remain within an agreed range.
- Document operating changes. Record meeting reductions, automation, process redesign, staffing changes, and coverage rules. UK Research and Innovation’s summary of UK four-day-week research describes changes such as shorter meetings and greater use of technology; those are operating changes to record, not assumptions to make.
- Run the reduced-hours period. Keep definitions stable while monitoring weekly exceptions. Do not wait until the end to discover that work has shifted to another team.
- Review with a comparison. Compare total accepted output and output per hour with the baseline and, where possible, a similar unchanged team. Adjust for demand, seasonality, mix, and staffing.
- Decide and repeat. Continue, modify, or stop the arrangement based on the full scorecard. Recheck after the initial novelty period because early gains or disruptions may not persist.

Support queue
In a four-week baseline, a support team closed 1,600 accepted cases in 4,000 actual hours: 0.40 cases per hour. During a reduced-hours period, it closed 1,560 accepted cases in 3,500 hours: about 0.45 cases per hour. The rate improved, but total accepted cases fell by 40. If first-response time, reopen rate, customer satisfaction, and backlog all stayed within the agreed limits, management could describe a higher hourly rate with slightly lower total volume. If backlog or reopen rate rose, the apparent gain would be a warning rather than a success.

Software delivery
A software team should not define output as commits. It might count approved milestones or released features, then pair those with escaped defects, rework hours, lead time, and customer-impact measures. A shorter week that produces the same accepted releases with fewer actual hours may indicate improved flow; a shorter week that produces the same release count but doubles rework is not equivalent performance.
Manufacturing cell
A cell can report conforming units per actual labour hour, scrap rate, changeover time, downtime, and on-time orders. If the reduced schedule removes low-demand shifts, hourly productivity may rise because setup losses fall. That result should be separated from the question of whether total weekly orders and customer commitments were met.
How to read common result patterns
| Observed pattern | Likely interpretation | Next check |
|---|---|---|
| Total output stable; output per hour higher | The team delivered the same accepted volume with fewer hours, subject to quality and service checks | Verify workload, overtime, and whether work moved elsewhere |
| Total output lower; output per hour higher | Efficiency improved but capacity fell | Compare demand, backlog, service levels, and whether the lower volume is acceptable |
| Total output stable; output per hour unchanged | Fewer hours may have been offset by lower output or changed work mix | Check complexity, staffing, process changes, and hours accuracy |
| Output and hourly rate higher | Potential improvement, but not proof of a schedule effect | Test seasonality, demand, automation, staffing, and comparison-team trends |
| Hourly rate higher; quality worse | Acceleration may be creating defects or rework | Use accepted output after rework and examine downstream cost |
| Official hours lower; actual work unchanged | Work may be hidden in overtime, off-the-clock time, or transfers | Review calendars, messages, system activity, overtime, and employee feedback while respecting privacy |
What broader evidence can—and cannot—tell you
Eurofound’s systematic literature review published on 23 June 2026 covers 75 empirical studies of working-time reduction and productivity. Forty-five studies include an explicit or clearly inferred productivity measure and form the review’s main analytical classification; another 30 provide contextual evidence about mediating factors such as well-being and work organization. Twenty studies originate in the EU-27, roughly one-third of the classifiable studies worldwide. These are counts describing the evidence base, not the percentage of organizations that succeed and not a predicted productivity gain.
The review groups working-time reduction into compressed workweeks, reductions in weekly hours, and reductions in both weekly hours and working days. Effects depend on the arrangement, industry, coverage requirements, implementation, and study design.

UK Research and Innovation’s account of UK four-day-week research describes organizational changes, including shorter meetings and technology use, in reports of reduced working hours without compromised productivity. It is a research-outcome summary, not a guarantee that another team will obtain the same result. None of these sources supplies a universal acceptable output target for your team.
Report the result transparently
A useful report lets a reader reproduce the comparison without guessing what the numbers mean. Include:
- the measurement period and baseline period;
- the team, roles, and work scope included;
- the definition of accepted output and the acceptance authority;
- actual labour hours and what those hours include or exclude;
- total accepted output and output per hour;
- quality and timeliness results;
- demand, staffing, seasonality, work mix, and process changes;
- customer, business, workload, overtime, and employee outcomes where relevant;
- the comparison method and its limitations.
You can use this plain-language format:
During [period], [team] delivered [accepted output] at [quality and timeliness level] over [actual labour hours], compared with [baseline or comparison]. Total output changed by [amount], while output per hour changed by [amount]. [Relevant customer, business, and workload measures] changed by [amount]. This comparison [does or does not] account for [seasonality, demand, staffing, or other changes].
Replace every bracketed item with verified company data. If the periods are not comparable or a measure is unavailable, say so rather than filling the gap with an estimate.
Common measurement failures and fixes
- Counting activity instead of accepted work: define completion and acceptance criteria.
- Reporting only output per hour: show total output beside the rate.
- Using scheduled hours: reconcile actual hours, overtime, leave, training, and off-schedule work.
- Ignoring quality: count defects, rework, reopenings, or rejected units.
- Comparing unlike periods: adjust for seasonality, demand, product mix, and staffing.
- Attributing every change to shorter hours: record other interventions and use a comparison where feasible.
- Rewarding hidden intensification: monitor workload, work on days off, absence, and employee feedback.
- Moving work out of the metric: track transfers, handoffs, deferred queues, and downstream effects.
- Overbuilding the dashboard: retain a small set of measures tied to the team’s purpose.
The central test is straightforward: did the team deliver the required accepted work, at the required quality and service level, in fewer actual labour hours, without shifting the burden or the unfinished work elsewhere? Answer that question with a rate, a total, and the guardrails that make both figures meaningful.
