Measure a managed detection and response (MDR) provider with a scorecard that keeps five questions separate: how quickly it detects an event, identifies and triages it, notifies you, contains the threat, and restores and fully resolves the incident. Pair those clocks with a defensible detection-coverage denominator—the assets, identities, cloud services, networks, logs, and attack techniques the contract says are monitored—and require timestamped evidence for every result. A single “average response time” or alert count cannot show whether your MDR is protecting the environment you actually operate.
What an MDR performance measurement program must prove
An MDR scorecard should let you answer, for any incident and for the service as a whole:
- When did the provider first receive usable telemetry?
- When did an analyst acknowledge and begin triage?
- When was the incident identified, classified, and escalated?
- When did customer notification and containment start and finish?
- When was recovery complete, and when was the incident fully resolved, including prevention of recurrence and post-incident analysis?
- Which in-scope assets, data sources, and attack techniques could the service see and test during the reporting period?
These are service-management questions, not just security-operations questions. A provider may meet a fast notification target while lacking authority to isolate a host, or may advertise broad telemetry coverage while leaving critical cloud accounts unmonitored. The measurement design has to expose both conditions.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteUse the SLA as a measurement contract
NIST’s Service Level Agreement glossary defines an SLA as a commitment between a service provider and one or more customers that addresses responsibilities, service details, expected performance such as reliability, acceptable quality and response times, and requirements for reporting, resolution and termination. For MDR, that commitment should state who operates each control, what “response” means, how performance is measured, how exceptions are handled, and what remedy follows a miss.

Write these elements into the agreement rather than leaving them in a presentation or statement of work:
- Responsibilities: identify the provider’s monitoring, investigation, notification, containment and remediation duties, plus the customer’s duties for agents, connectors, credentials, contacts and approvals.
- Performance clocks: define the start and stop event for detection, identification or triage, notification, containment, recovery and final resolution.
- Severity: map critical, high, medium and low (or P1 through P4) to business impact and concrete examples.
- Operating coverage: state whether targets run continuously, only during business hours, or under an on-call model.
- Dependencies and exclusions: document customer-caused delays, missing telemetry, maintenance windows, unavailable contacts, access approvals and force-majeure conditions.
- Reporting: require event-level timestamps, severity, disposition, percentile statistics, coverage changes, missed-clock causes and remediation actions.
- Authority: specify whether the MDR may isolate hosts, disable accounts, block indicators or make other containment changes without waiting for approval.
- Remedies and termination: state service credits or corrective-action requirements for repeated misses, escalation rights, and how either party can terminate or transition the service.
The UK National Cyber Security Centre advises buyers to use clear contracts that specify responsibilities, response times, liability and third parties. Apply that principle to every operational hand-off in the MDR service.
Separate the incident clocks instead of reporting one MTTR
“MTTR” is ambiguous. CISA’s FY 2025 FISMA metrics distinguish Mean Time to Detect, Mean Time to Identify, Mean Time to Recover and Mean Time to Resolve, and ask agencies to report them in days, hours and minutes. Those definitions are more useful than collapsing the lifecycle into one number.
The clocks to capture for every incident
| Clock | Recommended start event | Recommended stop event | What it tells you |
|---|---|---|---|
| Mean Time to Detect (MTTD) | Incident begins or the first qualifying telemetry event occurs | The provider discovers or detects the incident | How quickly monitoring produces a recognized security event |
| Mean Time to Identify | The provider receives or accepts an alert for investigation | The incident is investigated and identified or classified | How quickly analysts turn an alert into an understood incident |
| Mean Time to Triage | Alert fires | An analyst acknowledges the alert and begins triage | How long an alert waits before human action |
| Notification time | The provider reaches the contractual notification condition | The customer is notified through the agreed channel | How quickly your team learns that it must act |
| Containment time | Containment action is authorized and started | The threat is contained under the agreed definition | How quickly spread or attacker access is stopped |
| Mean Time to Recover (MTTR) | The incident starts | Systems and services are restored to the defined operational state | How long it takes to return to service |
| Mean Time to Resolve | The incident starts | Full remediation is complete, recurrence prevention is addressed and post-incident analysis is finished | Whether the event is truly closed, not merely quiet |
The first two and the last two definitions follow the distinctions in CISA’s FY 2025 metrics. The additional triage, notification and containment clocks make the provider’s operational hand-offs visible. Capture at least these timestamps: alert timestamp, analyst acknowledgement, triage completion, customer notification, containment start, containment completion, recovery completion, and closure or post-incident-review completion.
Report distributions, not only averages
For each severity band, report the count of incidents, mean, median and a high percentile such as the 95th percentile. A mean can look healthy while a small number of critical incidents wait for hours. The median shows the typical case; the high percentile exposes tail risk. Keep the underlying timestamps so your team can reproduce the calculation rather than accepting a dashboard label.
Do not combine customer waiting time with analyst work without labeling it. A useful report can show elapsed time, provider-active time and customer-paused time separately. If the SLA pauses while the provider waits for an approval or contact, show both the paused interval and the clock treatment; otherwise a “met” target may hide an unavailable response path.

Make severity and clock rules explicit
Severity should represent business impact, not merely the number of alerts or the confidence score of a detection. Define examples in the SLA: for instance, a confirmed compromise of a critical production identity or a system handling regulated data may be critical; suspicious activity on a noncritical workstation may be medium until investigation raises its impact. The exact mapping belongs to your risk model and should be agreed before service begins.
Rules to settle before the first incident
- Start event: decide whether a target starts when telemetry arrives, an alert fires, an analyst accepts it, or the provider confirms an incident. The choice materially changes the result.
- Stop event: define “triage complete,” “notification sent,” “contained,” “recovered” and “resolved” with observable evidence.
- 24×7 treatment: say whether the clock runs continuously, excludes weekends, or uses business-hour calendars.
- Pauses: define when a customer dependency pauses the clock and require the provider to record the reason and duration.
- Maintenance: list scheduled maintenance exclusions, notice periods and alternate monitoring arrangements.
- Escalation: specify primary and backup contacts, channels, acknowledgement requirements and what happens after an unanswered notification.
- Reclassification: require the original and final severity, who changed it, when, and why.
Published examples illustrate the needed precision
Expel defines Mean Time to Triage from alert firing until a SOC analyst acknowledges and begins triage. Its published targets are severity-specific: 15 minutes for critical, 30 minutes for high and 180 minutes for medium. Treat these as an example of explicit clock wording, not as a universal industry benchmark.
| Severity | Published Mean Time to Triage target |
|---|---|
| Critical | 15 minutes |
| High | 30 minutes |
| Medium | 180 minutes |
A UK Government Digital Marketplace MDR listing publishes notification targets of 30 minutes for P1, 60 minutes for P2, four hours for P3 and 12 hours for P4. A related 2024 service-definition document states a 98% under-30-minute P1 assignment-and-response KPI measured monthly.
| Priority | Published notification target |
|---|---|
| P1 | Within 30 minutes |
| P2 | Within 60 minutes |
| P3 | Within 4 hours |
| P4 | Within 12 hours |
Those figures demonstrate how a contract can combine severity bands with a measurement period. They do not establish a generally “good” MDR target. Your target should reflect business impact, telemetry quality, operating hours and the provider’s authority to act.
Measure detection coverage with a denominator and evidence
Detection coverage is not the percentage of alerts that generated a ticket. It is the portion of the contracted environment and threat behaviors for which the MDR has usable telemetry, an active analytic and a tested, actionable result.

- cloud accounts, subscriptions, projects and control planes;
- networks, remote-access systems and critical network segments;
- operating-system, application, identity, cloud, network and security-device log sources;
- attack techniques and use cases that the service promises to detect.
A practical coverage report has two related ratios:
- Asset and telemetry coverage: covered in-scope assets and required telemetry divided by all assets and telemetry the contract requires.
- Validated analytic coverage: mapped use cases or techniques tested during the period and producing an actionable result divided by the mapped use cases or techniques scheduled for testing.
Publish the numerator and denominator, the inventory date and the reason for every exclusion. A device that appears in an asset inventory but sends no usable events is not covered merely because an agent was purchased.
Record evidence for each coverage claim
- Asset or service identifier and owner.
- Connector, sensor or log-source status.
- Last event received and parsing or normalization status.
- Mapped detection use cases or techniques.
- Test date, test method and expected result.
- Observed result, analyst action and ticket or incident reference.
- Known blind spot, compensating control and remediation owner.
Blind spots should be reported separately, including unmanaged endpoints, unparsed logs, disabled sensors, cloud accounts outside a connector and techniques with no validated detection. Track coverage changes when assets are acquired, decommissioned, moved to a new cloud account or placed behind a new identity provider.

High alert volume can indicate noisy rules rather than broad visibility. Zero alerts can mean effective prevention, but it can also mean a disabled sensor, an unconnected account or a detection that never fired in testing. Pair alert statistics with inventory reconciliation, telemetry health and controlled detection tests.
Design an MDR scorecard step by step
1. Establish the service boundary
List every asset class, identity system, cloud service, network source and log source that the provider is expected to monitor. Name systems that are intentionally out of scope. Record whether the provider is monitoring only, investigating and escalating, or authorized to contain and remediate.
2. Define severity with business owners
Have system owners classify critical services, regulated data, privileged identities and recovery dependencies. Convert those classifications into P1–P4 or critical–low examples that analysts can apply consistently. Include a reclassification process when investigation changes the known impact.

3. Instrument every timestamp
Ensure the ticketing, SIEM and case-management systems preserve event time in a common time zone and retain the original timestamp when an event is copied or enriched. Export raw event records or an auditable portal report. Do not rely on a manually edited “time to respond” field.
4. Write start, stop and pause rules
Put the clock rules next to each target. State whether the target begins at alert firing or analyst acceptance, whether it runs 24×7, and how waiting for a customer contact is treated. Require a pause reason and the exact start and end of every pause.
5. Set targets from risk and capability
There is no universal industry benchmark for MDR MTTR or detection coverage established by the cited sources. Set targets using the business impact of the asset, likely attacker dwell time, telemetry quality, operating hours, internal response capacity and the provider’s containment authority. A target that assumes autonomous isolation is inappropriate if every action requires an unavailable approver.
6. Test detection content
Schedule controlled tests for the techniques and use cases most important to your environment. Confirm that telemetry arrives, the analytic fires, an analyst receives the alert, severity is assigned correctly and the notification and containment path works. Record failures as coverage gaps, not as successful “no-alert” outcomes.
7. Review performance monthly
A monthly service review should include:
- SLA attainment by severity and clock;
- mean, median and 95th-percentile times;
- missed-clock root causes and customer-caused pauses;
- coverage denominator changes and telemetry-health exceptions;
- detection-content additions, removals and tuning;
- incidents by outcome, including false positives and confirmed events;
- open corrective actions, owners and due dates;
- raw timestamp or portal-export availability for audit.
Trend the same definitions over time. Changing the start event or removing a difficult asset class can make a graph improve without improving security.

- How quickly can new assets and log sources be onboarded, and how are changes approved and tracked?
- What service credits, corrective actions or termination rights apply to repeated misses?
Request a sample monthly report with synthetic data if necessary. You are testing whether the provider can demonstrate the measurement, not just promise a number.
Interpret MTTR and coverage together
Fast triage with narrow coverage
A provider can acknowledge alerts within a tight target while critical cloud accounts, unmanaged endpoints or identity logs remain outside the denominator. The remedy is to require inventory reconciliation and validated tests, not to lower the triage target further.
Broad telemetry with slow containment
High asset coverage and strong detections do not compensate for a response path that waits hours for approval. Review authority, contact escalation and pause intervals. If the provider cannot contain autonomously, measure the customer decision clock as a separate dependency.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Good averages with dangerous outliers
A favorable mean can conceal a few critical incidents that breached the target. Examine the 95th percentile and every critical miss. Group misses by telemetry delay, analyst queue, notification failure, customer dependency and recovery complexity.
Short recovery but incomplete resolution
Restoring service does not prove that an attacker’s access was removed or recurrence was prevented. Keep recovery and resolution separate and require evidence of eradication, control changes and post-incident analysis before closure.
Common measurement failures and corrections
- One headline MTTR: replace it with separate detect, identify, triage, notification, containment, recover and resolve clocks.
- Undefined “response”: state whether it means acknowledgement, investigation, customer notification or containment.
- Business-hours ambiguity: specify the calendar, holidays, on-call coverage and pause behavior.
- Coverage by connector count: reconcile actual event flow, parsing health and tested detections to an inventory.
- Alert-count reporting: pair volume with asset coverage, use-case tests and blind-spot analysis.
- Provider-only evidence: require raw timestamps or an auditable export that the customer can recalculate.
- Changing definitions midyear: version the SLA and report the effective date whenever a clock, severity or denominator changes.
- Ignoring customer dependencies: measure approval and contact delays explicitly and design a backup escalation path.
- Treating public targets as benchmarks: use published figures as examples of specificity, then set targets from your own impact and response model.
What a defensible annual review should show
At least once a year—and after major architecture or threat changes—revalidate the service boundary and the assumptions behind every target. Reconcile the asset inventory to procurement and identity records, confirm that cloud accounts and privileged identities are included, retest high-impact techniques, and review whether the provider’s authority still matches the organization’s incident-response plan.
NIST SP 800-61 Rev. 3, finalized in April 2025, emphasizes improving the efficiency and effectiveness of incident detection, response and recovery. A measurement program aligned with that lifecycle should show not only whether the MDR met a notification promise, but also whether it reduced the time to understand, contain, recover and prevent recurrence across the environment that matters.
