Measure a leasing team with two connected views: occupancy tells you whether homes are occupied, while a stage-by-stage conversion funnel shows how prospects move toward signed leases. Neither metric is meaningful until you define its numerator, denominator, time window, attribution rules and inventory scope. Use a shared data dictionary, compare like properties and periods, and pair outcomes with controllable activity and labor cost.
This approach lets a manager answer three different questions without confusing them: Are we filling available homes? Where do prospects stop progressing? Is the leasing operation using people and budget efficiently?
Start with the outcome you are trying to manage
Occupancy is an outcome measure. It reflects the condition of the portfolio or property after pricing, demand, unit condition, availability, response coverage, tours, applications, approvals and move-ins have all played a part. A leasing agent can influence many of those steps, but cannot fairly be credited or blamed for every occupancy change.
Conversion is a process measure. A single lead-to-lease percentage hides the stage where prospects are being lost. A funnel separates contact, tour, application and lease progression so the team can choose an appropriate intervention.

Use both views on the same reporting calendar. For example, review month-end occupancy and a rolling 30-day funnel, then inspect weekly operating signals such as missed calls, response time, completed tours and application handoffs. A weekly count can be useful for managing work, but it is usually too small and volatile to serve as a performance verdict.
Define occupancy before calculating it
Choose a convention and write it down
NARPM’s 2024 Financial Metrics Guide defines ending occupancy as the occupancy percentage at the end of a month as shown by property-management software. The guide also defines occupied units by month as the total units with rent charges in that month, and describes ending units multiplied by ending occupancy as an alternative calculation.
Your dashboard should name the convention in its label. “Ending physical occupancy, month-end” is different from “economic occupancy, monthly.” Physical occupancy generally counts occupied homes; economic occupancy measures rent collected or charged against potential rent. The two can diverge when there are concessions, delinquency, free-rent periods or partial-month charges.
Recommended Free Tools
Do not switch between a point-in-time rate and a rent-charge rate while preserving the same historical series. Keep the formula, source field and denominator stable, and document any change as a new metric version.
Set the inventory denominator
State which homes belong in the denominator. A practical property policy identifies whether offline, model, employee, down, condemned or otherwise unavailable units are included. These classifications are governance choices that should be applied consistently; they are not implied by NARPM’s formula.
- Rentable inventory: homes the operation can lease under its normal policy.
- Physical inventory: all homes in the asset, including units temporarily unavailable.
- Available-to-lease inventory: homes marketed or expected to be ready within the stated horizon.
Use one denominator for an operating series and publish a second rate when a different business question matters. For example, an owner may need physical occupancy for portfolio reporting, while a leasing manager needs occupancy of rentable inventory to manage near-term exposure.

Core calculations
| Metric | Calculation | Use |
|---|---|---|
| Ending occupancy | Occupancy percentage recorded at month end by the property-management system, with the denominator defined in the metric policy | Point-in-time status |
| Occupied units by month | Total units with rent charges during the month | Period-based occupancy view |
| Alternative occupied-unit count | Ending units multiplied by ending occupancy | Reconciliation or estimate when the system supplies ending occupancy |
| Economic occupancy | Rent collected or charged divided by potential rent for the same period | Revenue exposure; keep separate from physical occupancy |
When publishing a percentage, include the date, property or portfolio, inventory class and whether the numerator is physical occupancy or rent-based occupancy. A bare “95% occupied” figure cannot be audited or compared responsibly.

Define each stage in operational language
Use the prospect journey your team actually records. The following definitions are practical starting points; choose either scheduled or completed tours and keep that choice fixed.
| Stage | Formula | Definition decisions to document |
|---|---|---|
| Lead to contacted | Meaningfully reached leads ÷ eligible leads | What counts as a meaningful two-way contact; response window; treatment of unreachable leads |
| Lead to tour | Scheduled or completed tours ÷ eligible leads | Use one event, not a mixture; identify no-shows and cancellations |
| Tour to application | Submitted applications ÷ completed tours | Count applications submitted in the stated window; handle multiple applications for one household |
| Application to signed lease | Signed leases ÷ submitted applications | Report denials and withdrawals separately where the data allow |
| Lead to signed lease | Signed leases ÷ eligible leads | Specify the attribution window and lease-signing date |
“Eligible lead” should be a defined population, not whatever remains after filtering. Decide whether to exclude spam, duplicate records, test entries, existing residents, prospects for unavailable homes and inquiries outside your service area. Record the exclusion reason so a later analyst can reproduce the count.
Separate volume from rate
Display the count beside every percentage. A 20% tour-to-application rate from five tours is not equivalent to 20% from 200 tours. Set a minimum-volume flag or suppress an agent-level rate until a stated number of observations is reached. Continue showing the raw count so low-volume results are visible rather than mistaken for zero activity.
Reconcile CRM and property-management data
CRM funnel lease counts can differ from property-management-system leasing counts because the systems draw on different source events and preserve different attribution. A CRM may credit the inquiry owner; the property-management system may count the lease by move-in property or signed date. Choose a system of record for each stage, retain the other count for reconciliation, and never compare percentages calculated from inconsistent populations.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsSet attribution and lifecycle rules
Document whether a lease is credited to the first touch, last qualifying touch, assigned agent or a shared team queue. Define the counting window, such as leads created in a month and leases signed within 60 days. Keep the rule stable when comparing periods.

- Exclude renewals from an acquisition funnel, or report them in a separate renewal funnel.
- Track transfers separately; a transfer can change occupancy without representing new demand generation.
- Mark canceled or never-commenced leases and state whether they are removed from “signed” after cancellation.
- Deduplicate household and unit records before calculating rates.
- Do not count an application as approved merely because it was submitted; retain submitted, approved, denied and withdrawn states.
Translate an occupancy goal into leasing work
Start at the portfolio or property level
Set the occupancy objective for the property or portfolio before assigning individual targets. Then forecast expected move-outs, current vacant homes, units coming online and realistic readiness dates. The resulting lease requirement is a net requirement, not simply a quota for new signed leases.
Illustrative planning example
Assume a 200-unit property has 186 occupied homes and a 95% physical-occupancy goal. The goal is 190 occupied homes, so the property needs a net gain of four occupied homes. If eight additional occupied homes are expected to move out during the planning period, the operation needs approximately 12 replacement move-ins to finish at the goal, subject to timing and unit readiness.
If the team’s documented lead-to-signed-lease rate is 8% for the same property, source mix and attribution window, 12 leases require about 150 eligible leads (12 ÷ 0.08). This is a planning calculation, not a universal conversion benchmark. Recalculate it when availability, pricing, season or lead mix changes.

A rolling 30-, 60- or 90-day view smooths seasonality and small denominators. A weekly meeting should instead focus on controllable work: inquiries recorded, response coverage, tours completed, applications handed off, pending decisions and units with no qualified prospect. NARPM’s older management guidance prompts managers to ask whether weekly or monthly occupancy goals are being met and to monitor missed calls and traffic; treat that as a management practice, not a current industry benchmark.
Compare teams and properties fairly
Match the measurement conditions
Before ranking a property, agent or period, check every axis that can change the rate:
- Occupancy definition and denominator, including unavailable-unit treatment
- Conversion-stage definitions and the source system for each event
- Attribution rule and counting window
- Market, asset type, rent band and local demand conditions
- Season and comparable calendar periods
- Lease-up versus stabilized lifecycle
- Number and type of units actually available
- Lead source and channel mix
- Sample size and rolling trend
IREM’s Income/Expense IQ organizes financial comparisons by asset type and metropolitan statistical area, illustrating why local and property-type context matters. It is not evidence of one universal residential leasing conversion target. Verify the vintage and scope of any external benchmark before using it.

Do not turn an outcome into an individual score without context
Lead mix, listing channel, price, property condition, response coverage, season and available floor plans can move conversion rates independently of an agent’s skill. Where data volume permits, break results out by property, source, period and agent, but show the shared context and avoid causal claims from a single percentage.
Use agent-level measures for behaviors the agent can control: timely inquiry logging, first-response completion, follow-up attempts, tour completion, accurate notes and prompt application handoff. Review occupancy and signed-lease outcomes primarily at team or property level, then investigate the process stages that explain a change.
Add labor and financial context
Leasing Labor Efficiency
NARPM’s 2022 Financial Performance Guide defines Leasing Labor Efficiency as leasing income divided by leasing wages and contractors. The guide maps the measure to account codes 4122 and 4250 over 6312 and 6324. Its 2021 figures were 2.81 for the NARPM average, 3.45 for the top quartile and 2.36 for the bottom quartile.
| 2021 NARPM figure | Value | Qualification |
|---|---|---|
| Average | 2.81 | Historical ratio from the 2022 guide |
| Top quartile | 3.45 | Historical ratio from the 2022 guide |
| Bottom quartile | 2.36 | Historical ratio from the 2022 guide |
These are company-accounting ratios, not leasing-agent conversion benchmarks or current universal targets. Confirm that your chart of accounts maps to the guide before comparing values. A higher labor-efficiency ratio can coexist with weak follow-up if leasing income, staffing mix or accounting treatment differs.
Use automation evidence carefully
An IREM article reported that 45% of leasing agents surveyed selected processing lease renewals as the process they most wanted automated or streamlined, citing AppFolio’s 2022 Hiring and Retention Report. This dated, secondary survey finding can inform workflow discussions; it is not a productivity target and does not establish that automation improves conversion.
Design a dashboard that can be audited
Create a metric dictionary
For each metric, store the name, business question, numerator, denominator, source system, event date, attribution rule, exclusions, inventory scope, owner and version. Add an “as of” timestamp to every export. A definition change should create a new version rather than silently rewriting history.

Capture the minimum event fields
- Lead ID and household or prospect ID
- Property, unit, floor plan and availability date
- Lead source and campaign or listing channel
- Assigned team or agent
- Created, first-contact, tour, application, approval, signing, cancellation and move-in dates
- Lifecycle type: new lease, renewal, transfer or other
- Duplicate, spam, test and exclusion flags with reasons
- Occupancy status and the unit’s availability classification at the reporting date
Implement transparent calculations
A spreadsheet or warehouse query should make the denominator visible. For example:
lead_to_lease = signed_leases_attributed_within_window / eligible_leads_created_in_window
Use a separate query for each stage rather than inferring all stages from the final lease count. Join events by the documented prospect and property keys, and preserve a reconciliation report that explains records present in the CRM but absent from the property-management system.
Run quality checks before publishing
- Reconcile the month-end occupied-unit count to the property-management system.
- Check that every denominator record has a property, date and lifecycle status.
- Identify duplicate leads, multiple applications and leases without an attributable lead.
- Review leases signed outside the stated attribution window.
- Compare CRM and property-management lease totals and document the difference.
- Flag rates with low volume, missing source data or a changed definition.
Use patterns to diagnose the right intervention
| Observed pattern | Likely question | First check |
|---|---|---|
| High lead volume, low contact rate | Are inquiries being recorded and answered promptly? | Missed calls, response timestamps, queue coverage and duplicate filtering |
| Good contact rate, low tour rate | Are price, availability or scheduling barriers preventing visits? | Available units, quoted rent, tour slots and cancellation reasons |
| Good tours, low applications | Does the property or offer meet expectations? | Tour feedback, condition, pricing, qualification explanation and follow-up |
| Good applications, low signed leases | Are approvals, denials or withdrawals stopping progression? | Screening turnaround, denial reasons, applicant communication and fallout timing |
| Occupancy falling while funnel rates hold | Is the issue inventory timing or move-outs rather than conversion? | Move-out forecast, down units, readiness dates and transfer activity |
| Agent rate swings sharply week to week | Is the denominator too small or the mix different? | Lead count, source mix, property assignment and rolling trend |
Do not “fix” a low rate by changing the definition after seeing the result. Investigate the operational cause, make a documented change and begin a new comparable series if the policy must change.
Keep reporting accurate and ethical
Performance dashboards influence staffing, compensation and advertising decisions, so accuracy is a management control. The National Association of Residential Property Managers Code of Ethics and Standards of Professionalism states: “The Property Manager shall not exaggerate, misrepresent, misinform, or conceal pertinent facts in the advertising, leasing, and management of property.” Treat this as an ethical standard, not a statement of statutory law.
In practice, show unfavorable stages, canceled leases, unavailable inventory and data limitations alongside successful leases. Never improve a conversion story by excluding inconvenient records without a published rule.
A practical 30-day rollout
- Days 1–5: Agree on definitions. Choose the occupancy convention, inventory denominator, funnel stages, lifecycle exclusions, attribution window and source of record.
- Days 6–10: Audit historical data. Count duplicates, missing dates, unmatched leases, canceled leases, transfers and unavailable units. Record the baseline and its limitations.
- Days 11–15: Build the calculation layer. Create separate stage queries, reconciliation fields and low-volume flags. Have operations and finance sign off on the formulas.
- Days 16–20: Set goals. Forecast move-outs and availability, calculate the required net leases and prospects, and assign team-level goals before selecting agent behavior measures.
- Days 21–25: Pilot the cadence. Use a weekly operating review for controllable work and a rolling monthly review for occupancy and conversion outcomes.
- Days 26–30: Publish and govern. Release the metric dictionary, dashboard definitions, data-quality checklist and change log. Schedule a quarterly review of definitions and benchmark vintage.
The resulting system gives owners a defensible occupancy view, gives leasing leaders a diagnostic funnel and gives agents feedback on actions they can control. It also makes clear when a result reflects market conditions, inventory or accounting rather than individual performance.
