Measure employee readiness against the actual duties of a specific role—not with a generic skill score. Start with job analysis, map each important duty to observable competencies, then use a fit-for-purpose combination of knowledge or skills assessments and practical work samples. Give every candidate the same instructions and conditions, score responses with a behaviorally anchored rubric, and document why the process is job-related. Finally, review results for validity, accessibility, and adverse impact before relying on them for hiring or placement decisions.
What employee readiness means
Readiness is the evidence that a person can perform the important work of a particular role at the point when you need that performance. It is not a general measure of intelligence, enthusiasm, or years of experience. A candidate may score highly on a broad software test and still lack the ability to complete the role’s most important workflow.
The U.S. Equal Employment Opportunity Commission (EEOC) states that an employment assessment must evaluate skills “as related to the particular job in question.” Read the full EEOC Employment Tests and Selection Procedures guidance before adopting a selection procedure. In practice, readiness has three parts:
- Task capability: the person can perform the role’s essential duties.
- Observable behaviors: the person applies the required knowledge or skill in realistic conditions.
- Decision evidence: the score is produced consistently and supports the decision you intend to make.
Define the decision first. A readiness assessment for an external hire may ask whether someone can perform independently on day one. A promotion assessment may ask whether the person is ready for a larger scope. A training placement assessment may instead identify gaps; it should not be presented as proof that the person can already perform the work.

Build a role-specific readiness model
1. Inventory the work that matters
Use job analysis to document the duties, outputs, tools, decisions, and working conditions that determine success. The U.S. Office of Personnel Management (OPM) assessment and selection guidance describes job analysis as identifying duties and competencies and recommends keeping the assessment closely tied to that analysis.
Interview experienced employees and supervisors, review work products, observe the workflow where appropriate, and distinguish essential duties from incidental preferences. For each duty, record:
- What the employee must produce or decide.
- How often the duty occurs and what happens when it is done poorly.
- The knowledge, technical skills, and interpersonal behaviors required.
- The tools, data, time pressure, collaboration, and customer context involved.
- Whether the competency is expected at entry or will be taught after hiring.
2. Translate broad competencies into evidence
Words such as communication, problem solving, ownership, and attention to detail are too vague to score reliably. Convert them into behaviors and outcomes that an assessor can see or verify.

| Broad expectation | Observable evidence | Possible assessment evidence |
|---|---|---|
| Written communication | Organizes a clear response for the intended audience, uses accurate facts, and states the next action. | Timed customer email, briefing note, or case response. |
| Problem solving | Identifies the relevant cause, tests assumptions, selects a workable option, and explains trade-offs. | Case study with a written recommendation and rationale. |
| Technical execution | Uses the required tool or method correctly, handles expected exceptions, and checks the result. | Replicated task in a controlled software environment. |
| Interpersonal judgment | Asks appropriate questions, explains information accurately, and responds constructively to concerns. | Structured role-play observed by trained assessors. |
3. Set the readiness standard
Specify what “ready” means for the decision. A standard might require accurate completion of essential steps, safe handling of exceptions, and communication that meets a defined quality level. Set the standard before seeing candidate responses, using subject-matter experts who understand the consequences of errors. Keep separate scores for distinct competencies when a single total would hide a critical weakness.

Choose an assessment method that fits the competency
Skills and knowledge assessments
Use a knowledge or skills assessment when you need to test a defined body of knowledge or a particular technical skill. Examples include spreadsheet formulas, data interpretation, language mechanics, security concepts, or a software command sequence. These tests can be efficient for large applicant pools, but they may measure only the component skill rather than the complete job performance. Keep questions tied to work requirements and avoid trivia that employees will not need.
Practical work samples
A work sample asks a candidate to perform a task or activity that mirrors work on the job. OPM examples include transcription, filing, role-play, writing, coding, case studies, spreadsheets, and customer correspondence. See OPM’s work samples and simulations guidance, its hiring assessment guidance, and the OPM handbook.
Work samples are strongest when the tested competency is critical and candidates are expected to possess it when they enter. They may be a poor fit when the employer intends to train employees in that activity after selection. OPM also identifies experienced-worker hiring and smaller applicant pools as useful contexts. Those are design considerations, not a rule that a work sample cannot be administered at scale; technology, assessor capacity, and the complexity of the task determine whether it is practical.
Simulations and broader performance exercises
A narrowly recreated scenario tests performance in a particular situation, while a broader exercise can measure fundamental competencies across several tasks. A customer interaction simulation may reveal listening, accuracy, and judgment; a case exercise may reveal analysis, prioritization, and written communication. Choose the narrowest exercise that still represents the important work. A realistic-looking scenario that omits the role’s consequential decisions creates an attractive but weak signal.

| Decision factor | Skills or knowledge test | Work sample or simulation |
|---|---|---|
| What it shows | Command of a defined body of knowledge or discrete skill. | How the candidate performs a representative task or scenario. |
| Best use | Large pools, prerequisite knowledge, or a clearly bounded technical skill. | Critical entry competencies that can be demonstrated in a realistic task. |
| Entry expectation | Can test either an entry requirement or a training prerequisite. | Most appropriate when the candidate is expected to bring the competency at entry. |
| Scoring | Often objectively keyed; confirm that items reflect the job. | Requires explicit criteria, trained assessors, and controls for rater variation. |
| Capacity | Usually easier to deliver to many candidates. | May require more time, environments, and assessor availability. |
| Candidate experience | Can be shorter but may feel abstract. | More job-realistic, but accessibility, technology, and time demands must be managed. |
| Evidence needed | Content linkage and evidence that the intended score supports the decision. | Representative task content, consistent observation, and evidence that performance relates to job outcomes. |
Design a representative work sample
Use this sequence to move from a job requirement to an administerable exercise.
- Select one consequential duty. Choose work that materially affects quality, safety, customers, revenue, compliance, or team output. Do not substitute a convenient task simply because it is easy to grade.
- Define the scenario and inputs. Provide the information an employee would ordinarily receive, including relevant data, constraints, and the intended audience. Remove confidential or unnecessary material.
- Specify the expected output. State exactly what the candidate must submit or demonstrate: for example, a corrected spreadsheet, a written response, a code change, a prioritized case plan, or a structured conversation.
- Set realistic conditions. Decide the time limit, permitted references, software version, data format, collaboration rules, and whether the task is synchronous or take-home. Conditions should reflect the job without adding incidental barriers.
- Define acceptable performance before administration. List essential steps, quality requirements, tolerances, and disqualifying errors. If multiple solutions are valid, describe the principles that all acceptable solutions must satisfy.
- Prepare accessibility and accommodation procedures. Offer an accessible interface and a documented way to request reasonable accommodation. Adjust a nonessential format or timing barrier without removing the competency being measured.
- Pilot the exercise. Have competent employees complete it under the proposed conditions. Check that the time, instructions, tools, and scoring criteria are realistic and that the task does not depend on irrelevant prior exposure.
- Administer consistently. Give candidates the same core prompt, resources, time rules, and submission requirements. Record permitted deviations and accommodations so scores can be interpreted correctly.
Do not ask for unpaid production work that the organization could use commercially. A hiring sample should be limited to what is necessary to evaluate the competency, and ownership or confidentiality terms should be clear to candidates.
Score performance consistently
Use a behaviorally anchored rubric
A rubric should describe what an assessor can observe, not a general impression. OPM notes that trained assessors may score observed behavior or task outcomes such as interpersonal skill or error counts. Build criteria from the job analysis and use the same scale for every candidate.
Recommended Free Tools
| Criterion | Below standard | Meets standard | Exceeds standard |
|---|---|---|---|
| Accuracy | Contains material errors or omits required checks. | Produces an accurate result and completes the required verification. | Produces an accurate result, detects an edge case, and documents the check. |
| Method | Uses an inappropriate or incomplete approach. | Uses a sound approach that addresses the stated constraints. | Uses a sound, efficient approach and explains relevant trade-offs. |
| Communication | Is unclear, unsupported, or unsuitable for the audience. | Explains the result clearly and identifies the next action. | Anticipates questions, makes uncertainty explicit, and adapts the explanation. |
| Judgment | Ignores a material risk or violates a stated requirement. | Recognizes material risks and follows the required escalation or control. | Prioritizes risks effectively and proposes a practical mitigation. |
Weight criteria only when the job analysis supports different importance. A critical safety or compliance error may justify a minimum standard regardless of the total score. Define how missing information, multiple valid answers, partial credit, and technical failures are handled before scoring begins.

Train and calibrate assessors
Give assessors the job analysis, rubric, sample responses, scoring instructions, and practice cases. Discuss why each anchor earns its rating and how to avoid halo effects, assumptions about background, and personal style preferences. For high-stakes decisions, use more than one assessor or a review process for borderline results. Keep the original work, individual ratings, final score, and reason for any adjudication.
Control administration conditions
Candidate instructions should identify the task, time allowed, permitted tools, submission format, and contact method for technical problems. Use the same software configuration and data version where possible. If a candidate receives an accommodation or a documented technical remedy, record what changed and whether the measured competency remained intact.

Document the job link
Maintain a file containing the job analysis, competency map, assessment content, scoring rules, intended use, assessor training, and approval history. OPM’s assessment strategy guidance discusses content validity in terms of whether the assessment represents actual job tasks and notes that validation can also examine whether high scores predict job performance.

Check for adverse impact
Review selection rates, pass rates, score distributions, completion failures, accommodation requests, and later job outcomes by legally relevant groups where collection and privacy rules permit. A disparity is a signal to investigate, not proof of unlawful discrimination. If a procedure screens out a protected group, the EEOC advises employers to examine whether it is job-related and consistent with business necessity and whether an equally effective, less discriminatory alternative exists.
Respect disability-related limits
For U.S. hiring, the EEOC guidance generally restricts disability-related questions and medical examinations until after a conditional job offer. Keep readiness exercises focused on job performance rather than medical information, and obtain legal advice for the specific jurisdiction and role. This article describes U.S. federal guidance; state, local, collective-bargaining, sector-specific, and non-U.S. requirements may add obligations.
Run the assessment as a repeatable hiring process
- Before publishing: approve the job analysis, assessment method, rubric, pass standard, accommodation path, data-retention rule, and assessor roster.
- At invitation: tell candidates what will be assessed, how long it will take, what tools are allowed, how to request accommodation, and how their submission will be used.
- At administration: verify identity and technical readiness without adding unnecessary personal questions. Start the same timer and provide the same materials for comparable candidates.
- At scoring: remove irrelevant identifying information where feasible, score against the rubric, record evidence for each rating, and route unusual cases through the predefined review path.
- At decision: combine the work-sample result with other job-related evidence according to the approved decision rule. Do not change the threshold after seeing who passes.
- After hiring: compare assessment evidence with onboarding and early performance observations. Use the findings to improve the exercise, not to retroactively justify an unsupported criterion.
Monitor quality and improve the system
Set a review cadence appropriate to hiring volume and risk. Examine whether candidates can complete the task as instructed, whether assessors agree, which rubric criteria produce most failures, and whether the exercise predicts the work outcomes it was intended to inform. Look for operational problems such as unclear prompts, incompatible browsers, insufficient time, or an accommodation process that candidates cannot find.
When evidence shows a problem, identify its source before changing the score. A low pass rate may reflect a genuine entry requirement, an unrealistic time limit, poor instructions, or a criterion unrelated to the job. Test revisions with subject-matter experts and pilot candidates, update the documentation, retrain assessors, and preserve version history so scores from different versions are not treated as interchangeable.
Examples by role
Software developer
Job analysis might identify implementing a small feature, reading existing code, testing changes, and explaining a trade-off. A representative sample can provide a contained codebase, a failing test, and a short specification. Score correctness, maintainability, test coverage, handling of edge cases, and explanation. Do not score familiarity with an unrelated framework if employees will be trained on that framework after hiring.
Customer support specialist
Important duties may include diagnosing a customer issue, searching approved information, documenting the interaction, and escalating risk. A sample can combine a written response with a short role-play. Score factual accuracy, question quality, clarity, tone, policy adherence, and escalation judgment. Keep the scenario within the authority the role actually has.
Operations or data analyst
Key duties may include cleaning a dataset, selecting relevant measures, finding an anomaly, and presenting a recommendation. Provide a bounded dataset and a business question. Score reproducibility, correct calculations, interpretation, prioritization, and communication to the intended audience. If the role relies on a particular tool that is taught during onboarding, assess the underlying analytical reasoning separately from tool-specific syntax.
Quick Recap
Common mistakes and fixes
| Mistake | Why it weakens the decision | Fix |
|---|---|---|
| Using a generic aptitude score as readiness proof | It may not represent the role’s important duties. | Map every measured competency to job tasks and add a representative sample where performance matters. |
| Testing a skill employees will learn after hiring | The exercise screens for prior access rather than entry readiness. | Assess the prerequisite capability or revise the decision to measure trainability and provide training. |
| Making the task harder than the job | Unnecessary complexity adds construct-irrelevant barriers. | Match tools, data, time pressure, and exceptions to real working conditions. |
| Letting each assessor use personal standards | Scores become inconsistent and vulnerable to bias. | Use anchored criteria, calibration examples, assessor training, and documented adjudication. |
| Changing the pass mark after reviewing results | The decision rule becomes arbitrary and difficult to defend. | Set standards in advance and revise them only through a documented validation process. |
| Ignoring accessibility | A format or technology barrier can be mistaken for lack of competency. | Provide an accessible process and reasonable accommodations while preserving the competency being measured. |
| Never checking outcomes | The organization cannot tell whether scores inform real performance. | Review assessor consistency, selection patterns, and subsequent job evidence on a defined schedule. |
