For a useful first check, keep a repeatable log of when, where and how you hear the sound, and use any phone or consumer-meter readings only as indicative observations. A formal finding about a data centre requires competent environmental-acoustics work, a Class 1 (or better) integrating-averaging sound-level meter, calibration records, weather controls and the BS 4142 method. One sound-level number cannot prove that a facility is the source or establish regulatory compliance.

Decide what you need to establish

Noise measurement serves two different purposes. A resident’s log can show a repeatable pattern and make a complaint specific. A formal assessment must demonstrate that the measurement method, equipment, location, operating conditions and analysis are suitable for the decision being made.

An informal pattern check

Use this when you want to establish when the sound is most noticeable, whether it follows a daily pattern, or what information to give an operator, council or regulator. Your notes can include a phone-app or consumer-meter value, but label it as an observation. It is not a BS 4142 assessment, a source attribution, a health determination or proof of a legal breach.

Formal evidence

Use a competent environmental acoustician when a planning, permit, enforcement or compensation decision depends on the result. The Environment Agency describes environmental noise monitoring as specialist work and gives relevant acoustics qualifications and experience as examples of competency. The assessor should select the applicable standard, document uncertainty and explain whether the result represents your home.

How to make a resident’s noise log useful

  1. Choose fixed listening points. Record the exact address or a precise description of each position, such as a rear bedroom window, front garden or boundary facing the facility. Keep the same points on later visits. Note whether windows and doors are open or closed.
  2. Record complete time information. Write the date, start time and end time for every observation. Include both the time you first notice the sound and the time it stops or becomes masked. If the sound occurs overnight, make separate entries for each distinct period.
  3. Describe the character, not just the loudness. Use plain terms such as steady hum, tonal whine, intermittent fan-like sound, hiss, screech, non-tonal hum, rattle or rasp. Note whether it is continuous, cycling, pulsing or triggered by a temperature change.
  4. List other audible sources. Traffic, aircraft, construction, neighbours, generators, insects and wind can dominate a short observation. Write down anything that could mask or imitate the suspected source.
  5. Note visible and obvious weather conditions. Record rain, wet roads, wind, unusual gusts and temperature changes as observations. Do not treat a weather note as a substitute for the weather measurements required in a formal survey.
  6. Repeat under comparable conditions. Visit the same points at different times and on different days, especially when the sound is most noticeable. Consistency makes the log more useful than a single dramatic reading.
  7. Preserve the original record. Keep the unedited notes, photographs of the measurement position and any audio files with their date and time. Editing a summary later can remove details that an investigator needs.

When you contact an operator or authority, provide the dates, times, locations and sound descriptions rather than asserting that the facility caused the noise. Ask them to identify the source they believe is operating during those periods.

Using a phone or consumer sound meter

A consumer device can help you compare your own observations if you use it consistently. Hold or place it in the same position, use the same settings and keep the distance from walls, windows and large objects as constant as possible. Record the displayed metric and the averaging period if the device shows them.

  • Do not present a phone-app value as a calibrated environmental measurement.
  • Do not compare a short, maximum reading with a formal limit expressed as an average over a stated period.
  • Do not infer the data centre’s contribution by subtracting numbers unless a BS 4142 assessment has established that the measurements and conditions make the calculation valid.
  • Do not claim a health effect, regulatory breach or source attribution from one number.

If a consumer reading is included in a complaint, describe the device, position, time, weather and other sounds. Calling the value “indicative” prevents it being mistaken for evidence produced by a compliant meter.

What the UK formal method involves

In England, Wales and Northern Ireland, the Environment Agency, Natural Resources Wales and Northern Ireland Environment Agency publish a Method implementation document (MID) for BS 4142:2014+A1:2019. The MID was updated on 22 December 2023 and applies to the agencies’ specified environmental-permit applications and monitoring submissions. It says BS 4142 should be used where appropriate for industrial sound affecting residential premises. It does not set the rules for every local-authority case and does not establish the regulatory position in Scotland.

The sound indices

Index or term What it represents Why it matters
LAeq,T The A-weighted equivalent continuous sound level over period T Represents the energy-average level for the stated measurement period.
LA90,T The A-weighted level exceeded for 90% of period T Used to describe background or residual sound and to help separate a source from the soundscape.
Ambient sound Sound from all sources at the assessment location Provides the complete sound context while the suspected source may be operating.
Residual sound The sound remaining when the specific source is not operating Allows the assessor to examine the source against comparable background conditions.
Specific sound The sound attributable to the source being assessed Is derived using the BS 4142 measurement and analysis procedure.
Rating level The specific sound level after relevant acoustic-character corrections Intermittent, tonal or otherwise distinctive characteristics can affect the assessment.

The assessor must state the index, measurement duration and location. A value without those details cannot be compared reliably with another result.

Requirements for a compliant formal survey

Use the correct instrument

The MID states: “You must use an integrating-averaging sound level meter which conforms to class 1 (or better) of BS EN 61672-1.” The meter must measure LAeq,T and LA90,T; visually averaging a changing display is prohibited. A Class 1 meter is an equipment category, not a complete assessment service: the work still needs correct positioning, calibration, weather controls and competent interpretation.

The report should include valid calibration certificates. The practitioner should perform a field calibration check before and after the measurement session, record the results and explain what happened if a check falls outside the accepted tolerance.

Position the microphone at a representative receptor

The microphone position should represent the assessment location, such as the part of a home where the effect is experienced. The report should describe the receptor’s relationship to the facility, intervening buildings, screening, reflecting surfaces and the microphone height or façade position. A meter placed in an unrepresentative open field cannot automatically stand in for a bedroom window or garden.

Control wind and rain

Use a microphone windshield for every acoustic measurement. Assess weather at the microphone location, record wind speed and direction, and use a logging weather station for unattended monitoring. Archived or third-party weather data is not a substitute for conditions at the measurement point. Avoid wind-induced microphone noise, reflections and other interference.

Do not measure during rainfall or immediately afterwards. The MID instructs practitioners to wait until standing water on roads has disappeared, because wet surfaces can change traffic and background sound and introduce misleading conditions.

Capture representative operating states

Record what equipment was operating and when. Cooling plant and fans may cycle with temperature. The MID gives the example of a temperature-triggered cooling fan that runs for only part of an hour and recommends measuring ambient sound while the specific source is on in that situation. A survey that misses the periods when the sound is most noticeable may not represent the complaint.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Measure ambient and residual sound comparably

Ambient and residual measurements should cover representative periods and similar meteorological conditions. The assessor must explain how the specific source was identified and how other sources were controlled or accounted for. If the plant has not yet operated, the MID says any alternative method or manufacturer plant data should be justified and its uncertainty stated; manufacturer data should be avoided where possible.

Why the 3 dB condition matters

Background sound can limit what a measurement can establish. The MID says that when residual sound is less than 3 dB below measured ambient sound, the specific-level assessment is significantly affected and measurement uncertainty is large. The result may still be useful as an upper boundary, but the report must clearly say that the method test has not been met.

When residual sound is more than 3 dB below ambient sound, specific sound may be deduced by decibel subtraction following BS 4142 procedures. This is a professional calculation tied to the standard’s conditions; it is not a subtraction residents should perform on two consumer readings.

What might be making the sound

Cooling equipment and fans are examples of noisy plant identified in Environment Agency noise-risk guidance. Data centres can also have backup-generation equipment and associated infrastructure. The Environment Agency’s stated permitting scope for data centres covers emissions from backup energy generation and associated infrastructure; that statement is not a universal rule covering every sound from every facility or every UK regulator.

Operating state and weather can change the audible result. A fan may run only when a temperature threshold is reached, while another plant item may operate continuously. Distinctive characteristics such as whine, hiss, screech, non-tonal hum, rattle or rasp can affect the professional assessment. Residents should describe what they hear; they should not apply acoustic corrections by ear.

How to commission or evaluate a formal assessment

  1. Define the decision. Tell the acoustician whether the concern relates to a permit, planning matter, complaint, mediation or another decision. The required receptor, metric and reporting criteria depend on that purpose.
  2. Supply your observation pattern. Give the log, the most noticeable times, the positions where the sound is heard and the operating or weather clues you have recorded.
  3. Ask for a source-and-receptor plan. The scope should identify the suspected plant, your home or other receptor, screening and intervening buildings, and any alternative sources that need control.
  4. Confirm equipment and calibration. Ask whether the meter is an integrating-averaging Class 1 or better instrument conforming to BS EN 61672-1, and whether certificates and field-check results will be included.
  5. Confirm weather arrangements. Ask how wind, rain and microphone protection will be handled, and whether unattended monitoring will use a weather station at the measurement location.
  6. Check operating coverage. Ask whether measurements will include the times and plant states in your log, including intermittent cooling or fan operation.
  7. Review the analysis plan. The report should explain LAeq,T and LA90,T periods, ambient and residual measurements, any specific and rating levels, acoustic-character corrections, uncertainty and the assessment criteria.
  8. Read the limitations. If the 3 dB residual-versus-ambient condition is not met, the report should say so and explain whether the result is only an upper boundary.

What a good report should contain

  • Equipment make and model, Class 1 compliance, serial identification and valid calibration certificates.
  • Pre- and post-measurement field-calibration results and any departures from expected checks.
  • Receptor coordinates or clear location descriptions, microphone position and the relationship to the source.
  • Screening, reflecting surfaces, nearby buildings and other relevant site features.
  • Measurement dates, start and end times, durations and the operating state of the data-centre plant.
  • Weather measured at the microphone, including wind speed and direction, plus the treatment of rain and wet surfaces.
  • LAeq,T, LA90,T, ambient, residual, specific and rating levels where applicable.
  • Identification of interfering sources, the method used to isolate the specific sound and the uncertainty.
  • The assessment criteria and a clear statement of which standard or permit requirement was applied.

Environment Agency modelling guidance also expects relevant submissions to identify receptor location and sensitivity, background LA90, and specific and rating levels for site activities. A report that lists only a single decibel value omits information needed to judge representativeness.

Common mistakes and how to avoid them

Comparing unlike numbers

Do not compare a one-second phone maximum with a 15-minute or hourly LAeq,T, or compare a roadside reading with a bedroom receptor. Match the metric, averaging period, location, source operating state and weather before drawing a comparison.

Measuring only when the site is quiet

A short visit can miss a cycling fan or backup system. Use your log to target the periods of greatest audibility and ask the assessor to document which plant was running.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring masking sources

Traffic, rain, wind and nearby activity can raise ambient sound enough to hide the suspected source. Record them and ensure the formal survey measures ambient and residual conditions that are genuinely comparable.

Treating a device specification as proof

Buying a Class 1 meter does not by itself produce a formal result. Calibration, microphone protection, representative positioning, weather records, source identification and competent analysis remain necessary.

Assuming one agency regulates every noise

Permit responsibilities are bounded by the agency and activity. The cited Environment Agency guidance specifically describes data-centre emissions from backup energy generation and associated infrastructure. Ask the relevant local authority or regulator which rules apply to the installation and complaint.

A practical decision checklist

  • Trying to identify a pattern? Keep the fixed-location log and use consumer readings only for your own comparisons.
  • Preparing a complaint? Submit the dates, times, receptor locations, sound character, operating clues and other audible sources.
  • Need evidence for a formal decision? Commission competent environmental-acoustics work using BS 4142 where it is the applicable method.
  • Reviewing someone else’s report? Check instrument class, calibration, receptor representativeness, weather at the microphone, operating state, metrics, uncertainty and treatment of the 3 dB condition.
  • Unsure who should act? Contact the relevant local authority or regulator and ask whether an acoustician’s survey is required and which permit or planning framework applies.
