Measure conversational AI with three separate outcomes, not one blended success score: containment (whether a human handoff occurred), resolution (whether the user’s goal was achieved), and escalation (whether the interaction was transferred). Publish each rate with its interaction unit, eligible population, denominator, outcome rules, timeout policy, and evidence. A session that ends without a handoff can be operationally contained while still unresolved, abandoned, or silently failed.
The most defensible scorecard combines the three headline rates with abandonment, customer feedback, repeat-contact or first-contact resolution, and time-to-outcome measures. This design makes automation volume visible without mistaking silence or a missing handoff for customer success.
Measure three different outcomes
Containment, resolution, and escalation answer different questions. Treating them as synonyms produces attractive but misleading dashboards.
| Metric | Question answered | Typical numerator | What it does not prove |
|---|---|---|---|
| Containment rate | Did the interaction finish without a human handoff? | Eligible interactions ending without transfer | That the user’s problem was solved |
| Resolution rate | Was the user’s stated or inferred goal achieved? | Eligible interactions classified as resolved using defined evidence | That every non-transferred interaction succeeded |
| Escalation rate | How often did automation transfer the case to a person or another service? | Eligible interactions handed off | That a handoff was a failure; complex or sensitive cases may require one |
Containment is an operational outcome
Define containment as an interaction that ends without a human handoff, then state whether abandoned interactions are included. If a user stops replying and no transfer occurs, the interaction may be contained under that operational definition even though the goal was never completed. Report containment alongside abandonment and resolution so readers can see that distinction.

Resolution is a customer-outcome claim
Resolution requires an explicit rule. Acceptable evidence can include a user confirmation, a successful completion event in the flow, or a later observation that the issue did not return. A missing reply, a closed browser tab, or the absence of a request for an agent is not, by itself, proof of resolution.
Escalation is a routing outcome
Escalation includes a user-requested transfer, a business-rule transfer, and a transfer triggered after failed attempts or input thresholds. Break the rate down by reason and destination. A high rate caused by deliberate routing of regulated or high-risk cases means something different from a high rate caused by poor intent coverage.
Write a measurement contract before calculating rates
Every published number should have a short definition that another analyst can reproduce. Record the interaction unit, eligibility rule, numerator, denominator, evidence for success, timeout behavior, and data source. Keep the wording stable across reporting periods, or annotate the exact date and reason for a change.
Choose the interaction unit
A session usually represents one topic-level engagement. A conversation can span several sessions when a user moves among topics. Microsoft’s Bot dashboard documentation warns that “each conversation can include one or more sessions, [so] the session count might differ from the conversation count.” See Microsoft’s Bot dashboard documentation for the product-specific behavior.
Use sessions when you need topic-level flow analysis, such as whether a password-reset journey completes. Use conversations when the business question is about the customer interaction as a whole, including topic changes. Do not mix units within a rate or compare a session-based rate with a conversation-based rate without labeling the difference.
Define eligibility
Decide what enters the denominator. Common choices are all incoming conversations, all bot-engaged conversations, or engaged sessions only. A greeting that receives no user input may be excluded from an engaged-session denominator, while a user who selects a menu option may qualify as engaged. Document the event that starts eligibility and how system-generated messages are treated.
Microsoft’s documentation distinguishes measures based on all conversations, all sessions, and engaged sessions. Its engagement triggers and dashboard filters are product-specific, so use them as an implementation example rather than a universal standard. The denominator must appear beside every percentage.

Define the outcome state machine
Give each eligible interaction one primary terminal state: resolved, escalated, abandoned, or still open at extraction time. If your system allows a transfer after a provisional success event, define precedence explicitly. For example, you might classify a later human handoff as escalated even if the bot previously emitted a success message. Preserve the raw events so analysts can audit borderline cases instead of relying only on a final label.
Use transparent formulas
These are operational templates, not a claim that every vendor calculates the terms identically. Put the exact denominator in the metric name or description.
| Rate | Formula | Required qualification |
|---|---|---|
| Containment | eligible interactions ending without human handoff ÷ eligible interactions |
State whether abandoned interactions are counted as contained. |
| Resolution | eligible interactions with a resolved outcome ÷ stated eligible population |
Identify user-confirmed, flow-inferred, or other evidence. |
| Escalation | eligible interactions handed to a human or external service ÷ stated eligible population |
List transfer reasons and destinations where available. |
| Abandonment | eligible interactions ending without resolution or escalation after the defined inactivity limit ÷ eligible interactions |
State the inactivity interval and whether it starts at session start or last activity. |
Use one denominator within a reported rate. If you publish both an all-incoming rate and an engaged-session rate, give them different labels and place the eligibility rule in the table or chart caption. Never let a dashboard silently switch from conversations to sessions after a configuration update.
Require evidence before calling an interaction resolved
User-confirmed success
A confirmation question can ask whether the issue was solved. Count a positive answer as user-confirmed resolution, and retain nonresponses and negative answers as separate outcomes. A confirmation prompt should be asked at a point where the flow has actually attempted the requested task; asking immediately after a generic answer measures perceived helpfulness at most, not completion.
Flow-implied success
Some journeys have an observable completion event, such as a successful account-verification action or a completed booking workflow. Count this as flow-implied resolution and label it separately from user confirmation. Microsoft’s Agent metrics reference for Copilot Studio describes resolved engaged sessions as either confirmed by the user or implied by the flow. Those are Microsoft definitions; they are not a cross-vendor standard.
Silence is not success
Do not classify a user who stops responding as resolved merely because no transfer was requested. Put that interaction into an abandonment or unresolved state according to your timeout rule. If your platform labels such sessions as deflected or contained, retain the platform label but publish the separate resolution evidence so the two meanings cannot be confused.
Repeat contact and first-contact resolution
When identity or case linkage is available, check whether the user returns about the same issue. Microsoft’s metric reference defines first-contact resolution as resolution on the first interaction with no return contact within seven days. Treat seven days as that product’s documented window, not a universal requirement; choose and disclose a different window if your support cycle demands it.

Instrument the events needed to audit every rate
A percentage is only as reliable as the event trail behind it. Store a stable interaction identifier and, when applicable, both conversation and session identifiers. At minimum, capture:

- abandonment timestamp and inactivity rule used;
- survey invitation, response, score, and response status;
- linked case or customer identifier for repeat-contact analysis, subject to privacy controls.
Keep raw events immutable and derive outcome fields in a versioned transformation. This lets you recalculate historical periods when a classification rule changes and prevents a dashboard release from rewriting the past without notice.
Implement the measurement in a repeatable sequence
- State the business question. Decide whether you are measuring topic completion, reduction in human workload, customer experience, or routing quality. The question determines whether sessions, conversations, or cases are the appropriate unit.
- Set eligibility and exclusions. Write the start event, engagement threshold, treatment of greetings and test traffic, channel scope, and time zone. Keep excluded traffic in a separate count so a falling denominator cannot masquerade as improvement.
- Create the outcome taxonomy. Define resolved, escalated, abandoned, unresolved, and still-open states. Add precedence rules for interactions that emit more than one terminal event.
- Define evidence. Specify which user responses and flow events qualify as success. Mark inferred outcomes so readers can distinguish them from confirmations.
- Instrument handoffs. Emit one transfer event with reason, destination, queue, and timestamp. Capture failed-transfer attempts separately from completed transfers.
- Build the calculation layer. Compute numerator and denominator from the same filtered population, then attach the definition, version, and extraction period to each result.
- Validate samples. Manually review a representative set from every outcome, including abandoned and escalated interactions. Look for false resolutions, duplicate sessions, missing transfer events, and timeout misclassification.
- Publish the scorecard. Show containment, resolution, escalation, and abandonment together. Add counts, not only percentages, and provide filters for channel, topic, period, and bot version.
- Annotate changes. Mark releases that alter prompts, routing, engagement triggers, timeout intervals, or metric definitions. Do not interpret a break in the time series as a performance change until the definitions are comparable.
How Microsoft’s documented dashboards illustrate the definitions
Microsoft’s documentation is useful for seeing why labels need context. The Copilot Studio metric reference defines resolution as the share of engaged sessions ending with a resolved outcome and escalation as the share of engaged sessions handed off through an Escalate topic or Transfer conversation node. Its Bot dashboard documentation describes handoffs to a representative or external number and separates reasons such as a user request, a configured transfer, or exceeded attempt and input thresholds.
For abandonment, the metric reference uses an engaged session with no resolution or escalation after 60 minutes of inactivity. The Bot dashboard describes an abandoned session as one not resolved or escalated after one hour from session start. Check the current product configuration before applying either rule to your own implementation; timeout behavior can depend on setup and release.
Do not assume that deflection has one meaning across Microsoft reports. The Omnichannel Summary dashboard calls deflection the percentage of conversations engaged by AI agents that were resolved, while the Bot dashboard describes deflected conversations as resolved or abandoned without escalation. The relevant documentation is Microsoft’s Omnichannel Summary dashboard reference. Label the dashboard and calculation whenever you use the term.
Add diagnostic measures around the three headline rates
Abandonment
Abandonment reveals interactions that neither reached a person nor produced a documented success. Segment it by topic, step, channel, and elapsed time to find where users leave. A high abandonment rate can reflect confusing prompts, authentication friction, slow responses, or users deciding that a human is unavailable; the rate alone does not identify the cause.
Customer feedback
Report survey invitation count, response count, score distribution, and response rate alongside CSAT. Microsoft notes that its bot CSAT is based on users who respond to the survey, so respondents may not represent all sessions. A rising score from a shrinking respondent pool should not be treated as broad satisfaction improvement.

Repeat contact
Track return contacts for the same issue and publish the linkage rule. Repeat contact is stronger evidence of unresolved demand than containment alone, but it requires a consistent identity or case key and a stated look-forward window.
Time to outcome and handoff
Measure elapsed time from eligibility to resolution, abandonment, or completed handoff. Separate bot waiting time from queue waiting time where possible. A low escalation rate paired with very long unresolved sessions may indicate that the bot is retaining users rather than helping them.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesInterpret combinations, not isolated percentages
- Containment rises while resolution is flat or falling: more interactions remain in automation, but the evidence does not show better outcomes. Inspect abandonment, repeat contact, and false-success samples.
- Resolution rises and repeat contact falls: this is stronger evidence of useful automation than containment growth alone, provided the unit and definitions stayed constant.
- Escalation rises after a routing change: determine whether the increase is intentional routing of complex cases or avoidable transfer caused by missing coverage. Use the reason mix and destination queues.
- Escalation falls while abandonment rises: users may be failing to reach either a solution or a person. Check transfer affordances, timeout settings, and flow errors.
- CSAT improves while response coverage falls: the result may reflect respondent composition rather than a broad experience change.
These are interpretation frameworks, not universal performance laws. Validate each pattern with your own outcome records and sampled transcripts.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Compare systems only on like-for-like definitions
When comparing bots, releases, channels, or vendors, hold constant or explicitly segment the following dimensions:
| Comparison axis | Questions to answer |
|---|---|
| Unit and denominator | Are both rates per conversation, session, engaged session, or all incoming traffic? |
| Resolution evidence | Is success user-confirmed, flow-inferred, dependent on a survey, or linked to later behavior? |
| Timeout and abandonment | What inactivity interval applies, and when does it start? |
| Handoff reasons | Can you separate user-requested, policy-driven, failed-attempt, and technical transfers? |
| Feedback and persistence | Are CSAT response coverage and repeat-contact windows comparable? |
| Segmentation | Can results be filtered by channel, topic, queue, period, and version? |
| Definition stability | Did a release change engagement triggers, outcome labels, or historical backfill? |
Microsoft’s dashboards provide filters for duration, channel, queue, service representative, and agent topic. Those capabilities support a general practice: maintain a metric dictionary that names the owner, source field, formula, denominator, version, and last-change date.

Mixing sessions and conversations
Fix: retain both identifiers and choose one unit per rate. Explain topic switches that create multiple sessions inside one conversation.
Hiding escalation reasons
Fix: require a reason and destination on every transfer event, then report the mix. A single escalation percentage cannot distinguish healthy routing from failed automation.
Counting inferred resolution as confirmed resolution
Fix: report evidence types separately and audit a sample of flow-implied successes for false positives.

Comparing periods across a definition change
Fix: version the metric dictionary, annotate the change, and either restate historical data with the new rule or present a clear break in the trend.
Using a vendor label as an industry standard
Fix: attribute product-specific terms such as Microsoft’s deflection, abandonment, and first-contact resolution definitions, then publish your organization’s own operational definitions beside them.
Govern the scorecard over time
Assign an owner for each metric and require approval for changes to eligibility, timeout, resolution evidence, or transfer taxonomy. Store the definition with every export. Review raw-event coverage after bot releases, new channels, authentication changes, and queue redesigns. Retain privacy-safe samples for quality review, with access controls and retention periods appropriate to the data.
A useful monthly review asks: Did the denominator change? Did topic mix or channel mix change? Did a release alter the flow-implied success event? Are repeat contacts linked consistently? Are survey respondents still representative of the eligible population? These checks prevent a polished dashboard from hiding a measurement artifact.

What a trustworthy report looks like
A reader should be able to answer five questions from the report without opening a separate specification: What is the interaction unit? Who is eligible? What exactly is the numerator and denominator? What evidence makes an interaction resolved or escalated? Which timeout, survey, and repeat-contact rules apply?
Report counts with rates, show the outcome distribution, and link each product-specific definition to its current documentation. There is no universal good containment, resolution, or escalation percentage in the available official sources; a meaningful target depends on the issue mix, channel, risk policy, and denominator. The defensible goal is not the highest containment number. It is a stable, auditable measurement system that shows whether automation solved the right work and sent the remaining work to the right destination.
