A museum or archive can produce a defensible carbon report by setting its organizational boundary and reporting year first, collecting auditable activity data, including material Scope 3 emissions, applying current jurisdiction-appropriate emissions factors, and documenting every estimate and exclusion. The result should be repeatable each year and useful for operational decisions, including collections-care choices.

The strongest practical examples available are from UK museum-sector guidance. Institutions elsewhere should use the workflow below but confirm their country’s disclosure rules, accounting requirements and current emissions-factor tables before publishing figures.

What a museum carbon inventory measures

A carbon inventory converts an institution’s activities into greenhouse-gas emissions, normally reported as carbon-dioxide equivalent (CO2e). It is not a reading from one building meter or a generic online calculator. A complete inventory links energy, purchasing, travel, waste and other activities to a defined organization, period and calculation method.

  • Economical &Reusable: Built durable materials with a long-lasting battery, our CAGIWIRU air duster it's a sustainable alternative to disposable air cans.
  • Scope 1: direct emissions from sources the institution owns or controls, such as gas burned in a boiler or fuel used in an institution-owned vehicle.
  • Scope 2: indirect emissions from purchased electricity, heat or steam consumed by the institution.
  • Scope 3: other indirect emissions in the value chain, including purchased goods and services, capital goods, transport, waste, business travel and commuting. The relevant categories depend on the museum or archive’s activities.

The scopes prevent a report from overstating what a utility bill can tell you. A site may have accurate electricity data while still missing the emissions embodied in exhibition materials, object transport, construction work, staff travel or outsourced services.

1. Set the boundary, purpose and reporting period

Write a one-page boundary statement before requesting data. It is the control document for the whole inventory.

Choose the organizational boundary

State the legal entity or entities covered and the consolidation approach. Then list every included site and operation: galleries, stores, offices, workshops, laboratories, cafés, retail areas, archives, leased spaces, staff accommodation, vehicles and managed grounds where relevant.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Decide how you will treat shared or leased premises. For example, identify whether the institution controls the energy use, pays the utility bill, or receives energy through a landlord. If a landlord supplies a figure, retain the landlord’s statement and explain what it covers. Do not silently mix a landlord’s whole-building total with the museum’s floor area.

Define the purpose

Say whether the inventory is:

  • a first baseline;
  • an annual update against a previous baseline;
  • a project estimate, such as a new storage building or exhibition; or
  • a disclosure prepared for a funder, governing body or statutory scheme.

The purpose determines the level of detail and assurance needed. A project estimate should not be presented as the institution’s annual footprint, and a baseline should not be changed casually when a later year reveals better data.

Select the period and accounting rules

Use a stated 12-month period where possible, such as 1 January to 31 December or the institution’s financial year. Record the start and end dates, the time zone if data are generated across regions, and whether any invoices fall outside the period. The UK museum-sector activity-data guide advises collecting the last 12 months where possible; a shorter period can be used only when clearly labelled and explained.

Do not claim that one boundary is universal. The reviewed UK sources provide practical activity-data advice but do not settle every country’s legal reporting rules or every museum’s consolidation question. Check current official guidance applicable to the institution’s jurisdiction and status.

2. Build an auditable activity-data register

Create a register before calculating emissions. Each row should represent one activity, site and period rather than an unexplained annual total.

Register field What to record
Activity For example, purchased electricity, natural gas, diesel, courier transport, paper purchases or business flights.
Site or department The building, store, workshop, exhibition or cost centre to which the activity belongs.
Reporting period Start and end dates, plus invoice dates where they differ.
Quantity and unit kWh, cubic metres, litres, kilograms or another stated unit.
Source record Utility invoice, meter export, fuel-card report, purchase ledger, travel booking report, waste contractor statement or supplier questionnaire.
Data status Actual meter or invoice value, supplier-provided value, estimate, extrapolation or proxy.
Person responsible The staff member or supplier who supplied or checked the figure.
Factor information Factor publisher, country or geography, factor year, unit and version used in the calculation.
Notes Missing months, meter changes, unusual events, exclusions, allocation method and review sign-off.

Collect energy and water records

Gather electricity and gas in the units shown on the bill or meter. Record meter readings at the reporting-period boundaries when possible. Bills may contain estimated readings; mark those rows and replace them with actual readings or a documented reconciliation when available. Water is commonly recorded in cubic metres. Water emissions may be material for some sites and negligible for others, but the decision to include or exclude it should be visible.

Collect fuel and vehicle data

Use fuel-card exports, receipts, tank records, mileage logs and fleet-provider reports. Record fuel type and litres, or the energy unit supplied by the provider. If a vehicle is privately owned but reimbursed for institutional travel, place it in the relevant travel category rather than combining it with an owned fleet without explanation.

Collect purchasing and supplier information

Start with the purchasing ledger and procurement categories. Useful fields include supplier, product or service category, amount paid or quantity purchased, delivery destination and whether the purchase is capital or operational. Ask major suppliers for product carbon information only when the method and boundary are clear; a supplier number without its factor, period or scope cannot be compared reliably.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Collect travel and commuting records

Use travel-booking reports, expense claims, mileage forms, rail or airline receipts and staff surveys. Separate business travel from commuting. Capture mode, distance, passenger count or vehicle type where available, and the period covered. If a travel-management company supplies a total, retain its methodology and the underlying coverage statement.

Collect waste and transport records

Request weights by waste stream from contractors. If only container counts or collection frequency are available, record the conversion assumption and its source rather than presenting a calculated weight as measured data. Include object transport, courier services, exhibition freight and other logistics where they are material.

3. Identify material Scope 3 emissions

Scope 3 is often the largest and least certain part of a museum inventory. Review the categories below and document the reason for every inclusion or exclusion.

Scope 3 area Typical museum or archive activities Useful records
Purchased goods and services Exhibition fabrication, conservation supplies, office materials, IT, cleaning, security, catering and professional services. Procurement ledger, supplier spend or quantity data, contracts and supplier factors.
Capital goods Building work, storage systems, major plant, gallery fit-outs and equipment. Capital-project accounts, bills of quantities, contractor information and completion dates.
Fuel- and energy-related activities Upstream extraction and generation impacts not already counted in Scopes 1 and 2. Energy quantities and the factor set’s upstream factors.
Transport and distribution Object loans, courier journeys, freight, deliveries and contractor logistics. Shipment records, distances, modes, weights and carrier data.
Waste Disposal, recycling and treatment of operational and exhibition waste. Waste weights by stream and contractor treatment information.
Business travel Flights, rail, hotel stays, taxis, hire cars and reimbursed mileage. Booking and expense systems, travel surveys and mileage claims.
Employee commuting Travel between home and the workplace. Periodic staff survey, travel-plan data or a documented proxy.
Leased assets and other relevant categories Spaces or equipment not captured by the chosen organizational boundary. Lease information, landlord data and operational records.

The UK Museum COP Report identifies purchasing and travel as priority areas for many museums. It also states: “Different guidance is needed for larger and smaller museums, those managing woodlands and parks, in urban or rural settings, and depending on what type of buildings they occupy.” Use that difference as a reason to prioritize materiality and capacity, not as a reason to omit Scope 3 altogether.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use institutional case figures correctly

The Ashmolean example in the UK Museum COP Report reported Scope 3 as 70% of its total emissions, with purchases accounting for 60% of its Scope 3 emissions. These are Ashmolean-specific reported figures, not a sector-wide average or a prediction for another museum. They illustrate why a museum that reports only fuel and electricity can miss its dominant sources.

4. Convert activity data into emissions

For each activity, use the basic calculation:

Emissions (kg or tonnes CO2e) = activity quantity × emissions factor.

Keep the original quantity, unit, factor, unit conversion and result in a calculation sheet. Do not overwrite the source data with a rounded total.

Choose current, appropriate factors

Use the current official or otherwise authoritative factor set for the institution’s jurisdiction and reporting year. Record the publisher, table or dataset name, factor year, geography, greenhouse gases covered, unit and date accessed. Electricity factors can vary by country, grid and procurement method; fuels, travel modes, waste treatments and purchased goods require different factors.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The older step-by-step museum guide describes automatic calculations for direct energy, but its factors should not be assumed current. Treat its workflow as practical guidance and verify every factor against the latest applicable official table before publication.

Control units and conversions

Check that the factor’s denominator matches the activity unit. Common errors include using litres against a factor expressed per kilogram, mixing cubic metres with kilowatt-hours, or applying a passenger-kilometre factor to a vehicle’s total distance without accounting for occupancy. Keep a conversion note whenever a bill’s unit differs from the factor’s unit.

Label estimates and avoid false precision

If two months of gas bills are estimated, label the value as estimated and state how it was derived—for example, an interpolation between actual meter readings or a supplier’s annual estimate. If a purchase category uses spend-based data, identify the spend year, currency and price basis. Round the published result to a level supported by the inputs; a rough proxy should not produce a total with decimal-level precision.

Apply allocation rules consistently

When a bill covers several sites, allocate it using a documented method such as sub-meter readings, floor area, operating hours or a supplier allocation. Use the same rule in later years unless better data replace it. Explain how shared services, landlord supplies and central procurement were assigned so that a future reviewer can reproduce the result.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Check data quality before publishing

Run a review that is separate from the person who entered the data where staffing allows. The aim is not to make every figure perfect; it is to make its reliability visible.

  • Reconcile electricity and gas totals to the general ledger or supplier annual statement.
  • Check for missing months, duplicate invoices, meter changes and implausible unit changes.
  • Compare current consumption with the previous year and investigate major movements rather than deleting them.
  • Confirm that every Scope 3 category marked “included” has a source record and factor reference.
  • Test a sample calculation from raw activity through to the published total.
  • Have a facilities, finance or sustainability lead sign off the boundary and assumptions.
  • Keep source files, calculation sheets and approvals under version control for the period required by the institution’s policy.
Data quality level Example How to present it
High Actual meter reading or invoice for the exact site and period. Report the value and source directly.
Moderate Supplier total with a stated allocation or a short extrapolation from actual readings. Report the value with the allocation or extrapolation method.
Low Spend proxy, staff survey estimate or generic industry average. Label it as an estimate, state the basis and identify how it will be improved.
Missing No defensible activity information. State the exclusion, explain its likely significance if known and set a data-collection action.

6. Structure the carbon report

A reader should be able to understand what the total means without opening your spreadsheet. Include these sections in the published report or an accessible technical appendix.

  1. Scope and purpose: legal entity, sites, operations, reporting purpose and consolidation approach.
  2. Reporting period: exact dates and any partial-year data.
  3. Results: Scope 1, Scope 2 and Scope 3 totals, with units and the gases represented as CO2e.
  4. Category breakdown: energy, travel, purchasing, waste, transport and other material categories.
  5. Method: activity data, calculation formula, allocation rules and any market- or location-based electricity treatment used.
  6. Factors: publisher, geography, year, version and date used for each factor family.
  7. Data quality: actual versus estimated values, gaps, proxies, supplier data and confidence limitations.
  8. Exclusions: categories or sites omitted, the reason, and whether the omission is expected to be material.
  9. Changes from prior years: boundary changes, factor updates, improved data, acquisitions, closures or unusual events.
  10. Actions and ownership: the operational decision, responsible team, target date and metric that will be tracked next year.

Present a table that distinguishes measured activity from estimated activity. A single total without this distinction invites readers to treat uncertain Scope 3 proxies as equivalent to metered energy.

7. Connect emissions measurement with collections care

Energy reduction cannot be separated from the safety of collections. Environmental controls should reflect object needs, local climate, building construction, occupancy and measured conditions. Do not assume that every collection requires the same temperature and relative-humidity set points or continuous mechanical conditioning.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The National Museum Directors’ Council Guiding Principles for Reducing Museums’ Carbon Footprint states: “Environmental standards should become more intelligent and better tailored to clearly identified needs.” In practice, that means combining conservation expertise with building surveys, datalogger evidence, seasonal conditions, risk assessment and an understanding of how quickly an environment changes.

Questions to connect the inventory to operations

  • Which buildings or systems drive the largest Scope 1 and Scope 2 loads?
  • Are spaces conditioned continuously when they are unoccupied?
  • Can passive measures, zoning, shading, insulation, improved airtightness or maintenance reduce demand without increasing collection risk?
  • Do storage, display, quarantine and work areas need different environmental strategies?
  • Can seasonal drift or demand-led control be tested with conservation monitoring and agreed trigger points?
  • Are exhibition design, loan transport and procurement decisions creating more emissions than the building energy saved?

National Archives case

In a 2021 sector case study, The National Archives described replacing continuous air-conditioning operation with demand-led environmental management. The approach included powering down equipment outside working periods and allowing seasonal drift. The archive reported that emissions fell by more than 80% since 2010 and that its Display Energy Certificate rating improved from G to B. Those are the archive’s reported results, not a guaranteed outcome for another institution; any similar change requires collection-specific risk assessment and monitoring.

8. Make the process repeatable each year

Turn the first inventory into a calendar rather than a one-off project.

  1. At the start of the year: confirm the boundary, reporting purpose, factor plan and data owners.
  2. During each quarter: capture invoices, meter readings, fuel, travel, purchasing and waste records while the source systems are still available.
  3. At year end: close the register, chase missing records and flag estimated or partial-period values.
  4. During calculation: lock the factor versions, run unit checks and preserve the unrounded calculation file.
  5. During review: investigate large year-on-year changes and obtain sign-off on assumptions, exclusions and boundary changes.
  6. After publication: record improvement actions, such as adding a sub-meter, changing a procurement code or requiring travel-mode data, so the next inventory is more complete.

Use the same category names, units and allocation rules from year to year. If a factor set changes, retain the old factor in the archived calculation and explain whether prior years were recalculated. Otherwise, readers may mistake a methodology change for a real emissions reduction.

Common failure modes and fixes

Reporting only utility bills

Problem: The report appears precise but omits purchasing, travel, transport and waste.

Fix: Add a Scope 3 screening, identify material categories, and publish the categories that remain estimated or excluded.

Using a consumer meter as the whole inventory

Problem: A plug-in or building meter measures only a narrow energy stream and cannot account for supply-chain emissions.

Fix: Use utility and operational records as the base, then add procurement, travel, logistics and waste data.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Hiding estimates inside an exact-looking total

Problem: Readers cannot distinguish actual readings from proxies.

Fix: Label estimates in the register and report, explain their basis and prioritize better data collection.

Applying an old or wrong factor

Problem: A factor from another country, year or unit produces a misleading result.

Fix: verify the current official factor for the jurisdiction and year, retain its metadata and document conversions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Changing the boundary without explanation

Problem: A new site, landlord arrangement or outsourced service makes the trend appear to rise or fall artificially.

Treating environmental set points as universal

Problem: A blanket temperature or humidity target can waste energy or increase collection risk in a different building or climate.

Fix: use object-specific risk assessment, local climate and building performance, with monitoring and documented conservation approval.

A practical decision framework for improvement projects

When choosing what to do after the inventory, rank each proposed action against five questions:

  • Coverage: Does it address a material Scope 1, 2 or 3 source?
  • Evidence: Can the change be measured with auditable activity data?
  • Capacity: Can the institution maintain the people, records and controls required?
  • Collections and building fit: Does it suit the objects, building fabric, local climate and occupancy pattern?
  • Repeatability: Can the same metric be collected and compared next year?

This prevents a visible but small energy project from displacing a larger purchasing or travel opportunity, while ensuring that conservation safeguards remain part of the decision.

Frequently Asked Questions

Does every museum have to use the same carbon-reporting boundary?

No. The boundary depends on the legal entity, control of sites and equipment, reporting purpose and applicable local rules. State the chosen boundary and any exclusions so another reader can interpret the total.

What should a small archive do if it lacks detailed Scope 3 data?

Begin with purchasing, travel, waste and transport screening using the records it can audit. Mark proxies and missing categories clearly, then improve one data source at a time rather than presenting an unexplained complete-looking estimate.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can an archive reduce emissions by switching off environmental controls?

Only after collection-specific risk assessment. Demand-led control, shutdown during unoccupied periods and seasonal drift can be considered with conservation monitoring, building analysis and agreed limits; the National Archives case is an institutional example, not a universal prescription.

How often should the inventory be updated?

Use an annual reporting cycle where possible, with quarterly or monthly record collection. A consistent 12-month period and stable categories make year-to-year changes interpretable.
