Water Usage Effectiveness (WUE) is calculated by dividing the water consumed inside a data-center site boundary by the electricity used by IT equipment over the same 12-month period. Report the result in liters per kilowatt-hour (L/kWh). A lower number means less site water consumed for each unit of IT energy, but there is no universally “good” WUE: climate, cooling architecture, water quality, humidity requirements, and the reporting boundary all materially change the result.

The practical way to reduce WUE is to measure every relevant water stream, reduce cooling-tower blowdown without exceeding chemistry limits, verify controls, review environmental setpoints, and compare dry, evaporative, economized, and liquid-cooling designs using both water and energy impacts.

What WUE measures

ISO/IEC 30134-9:2022 defines WUE as a key performance indicator for quantifying a data centre’s water consumption during the use phase of its life cycle. The metric is intentionally an intensity measure: it relates site water consumption to IT work represented by IT-equipment energy use.

Use this formula:

WUE = annual site water usage (liters) ÷ annual IT-equipment energy (kWh)

For example, if a facility records 12,000,000 liters of in-boundary water consumption and 10,000,000 kWh of IT energy during the same year, its WUE is 1.2 L/kWh. That value is meaningful only when the boundary, water categories, estimation method, and measurement period are disclosed.

Set the boundary before collecting data

Most WUE errors are boundary errors rather than arithmetic errors. Define what “the data center” includes before installing meters or extracting utility bills.

Include water used by data-center functions

Count water entering the systems that support the data-center operation, including cooling-tower makeup, humidification, treatment-related flows, and other facility uses included by the selected reporting category. Cooling-tower evaporation is consumed water; blowdown is discharged water used to control mineral concentration and must be handled according to the applicable WUE category and boundary.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Document water returned outside the boundary

Standards distinguish consumed water from water that leaves the site or reporting boundary. Record discharge points and the treatment or return path so that the reported category can be reproduced. Do not silently subtract a flow merely because it is discharged; the treatment depends on the standard category you are using.

Separate mixed-use building loads

In a building that contains offices, retail, laboratories, or other tenants, isolate the data-center share where practical. Use dedicated submeters or a documented allocation method. State which common services are included and how shared plant-room water is assigned.

Classify water sources

Track potable, reclaimed, rain-derived, and other sources separately when your reporting category requires it. A single total can hide a reduction in potable demand or a shift to reclaimed water. Keep meter locations, calibration status, estimation rules, and exclusions in the WUE record.

Use a coincident 12-month measurement period

Water and IT-energy data must cover the same period. EN 50600-4-9 guidance calls for records over a coincident 12-month period for the reported value. Align the start and end dates of water meters, utility invoices, building-management-system exports, and IT-energy measurements; do not combine a calendar year of water data with a fiscal year of IT energy.

Minimum measurement set

  • Water: site inlet or utility meters, cooling-tower makeup, blowdown where measurable, humidification, treatment systems, and other significant uses.
  • IT energy: energy delivered to IT equipment, measured at the level required by your reporting method rather than inferred from the whole building total.
  • Context: IT load, outdoor temperature and humidity, cooling mode, operating hours, maintenance events, water-source type, and abnormal discharges.

Validate readings for gaps, stuck registers, negative totals, implausible overnight flows, and changes caused by meter replacement. If a period must be estimated, retain the raw evidence and explain the estimation method in the WUE report.

Why data centers consume water

Evaporation in cooling towers

Evaporative cooling towers reject heat by evaporating a portion of circulating water. That evaporation is the primary water-consumption mechanism in many conventional chilled-water plants.

Blowdown and dissolved minerals

As pure water evaporates, dissolved minerals remain in the circulating loop and become more concentrated. Blowdown removes a portion of that concentrated water; fresh makeup water then replaces both the evaporated and discharged volumes. If blowdown is set too aggressively, water use rises. If it is reduced beyond the chemistry limits, scaling, corrosion, biological growth, or equipment damage can follow.

Humidification and other uses

Humidifiers, water treatment, washdown, leaks, and maintenance drains can materially affect annual consumption. Humidification demand depends on climate, indoor setpoints, outside-air operation, and the cooling design.

Climate and IT load

WUE changes with weather and utilization. A facility in a hot, dry climate may evaporate more water than an otherwise identical facility in a cool, humid climate. A lightly loaded plant can show a higher intensity because fixed cooling or humidification water is divided by fewer IT kilowatt-hours.

Liquid cooling is not automatically waterless

Direct-to-chip or other liquid-cooling systems reduce heat-transfer resistance at the server, but the heat still has to be rejected. The secondary loop may connect to dry coolers, chillers, or cooling towers. Therefore, chip-level liquid cooling does not by itself establish zero site water use.

A practical WUE reduction playbook

1. Measure first and establish a baseline

  1. List every water source and discharge associated with the data-center boundary.
  2. Install or validate meters on site inlet, cooling-tower makeup, blowdown, humidification, and other material streams.
  3. Measure IT-equipment energy independently from non-IT building loads.
  4. Reconcile meter totals with utility bills and tank or treatment-system inventories.
  5. Calculate a baseline WUE for a coincident 12-month period and annotate seasonal conditions, outages, commissioning, and unusual maintenance.

Break the annual result into monthly values for diagnosis, but use the complete coincident year for the formal reported figure. Monthly spikes often reveal a stuck blowdown valve, an open bypass, a leak, or a control sequence that runs during unoccupied periods.

2. Increase cycles of concentration within chemistry limits

Cycles of concentration describe how concentrated the circulating tower water is relative to the incoming makeup water. Raising the cycles usually reduces blowdown and therefore makeup demand. The U.S. Department of Energy reported that increasing cycles from three to six reduces cooling-tower makeup-water requirements by 20% and cooling-tower blowdown by 50%.

Those percentages are a DOE guidance example, not a guaranteed result for every tower. Before changing a setpoint, obtain water analysis and confirm allowable limits for hardness, alkalinity, silica, chloride, conductivity, corrosion, scaling, biological control, and discharge. Coordinate changes with the water-treatment provider and document the new target, alarm limits, chemical dose, and verification period.

3. Automate conductivity-based blowdown

A conductivity controller can open the blowdown valve only when measured conductivity exceeds the selected setpoint. Add flow-switch and water-meter signals so the control system can confirm that blowdown occurred when commanded and detect a failed valve, loss of circulation, or sensor fault.

Documented capabilities of the Lakewood Model 140 include conductivity, water-meter, and flow-switch inputs, setpoint blowdown, chemical-feed relays, alarms, and a 4–20 mA output. LMI LIQUITRON DC4500 documentation lists conductivity control, water-meter totalization, flow-switch compatibility, alarms, and cooling-tower applications. These are examples of control functions, not a universal specification; verify sensor range, electrical supply, valve and relay ratings, communications, chemical-feed requirements, and local discharge rules before selection.

4. Tune the control loop and verify the hardware

  • Place the conductivity sensor where the sample represents circulating water, not a stagnant or excessively diluted point.
  • Calibrate and clean the sensor according to the treatment program.
  • Set a deadband and minimum blowdown duration that prevent rapid valve cycling.
  • Interlock blowdown with circulation and makeup-water availability.
  • Alarm on high conductivity, no-flow, excessive blowdown runtime, low chemical level, and meter disagreement.
  • Compare commanded flow with the water meter; a relay state alone does not prove that water moved.

5. Review temperature and humidity setpoints

The Department of Energy notes that data centers are often controlled below recommended temperatures and within unnecessarily narrow humidity ranges. Evaluate the allowable operating envelope against equipment specifications, the applicable ASHRAE guidance, workload requirements, and failure-response procedures before widening any range.

Small changes can reduce mechanical cooling or humidification, but an aggressive adjustment can increase fan energy, condensation risk, static-related concerns, or equipment alarms. Make one controlled change at a time, trend inlet temperature, dew point, IT fault events, and water use, and retain a rollback value.

6. Use economization when the plant and climate support it

Water-side economization can bypass or unload chillers during suitable outdoor conditions when an integrated heat exchanger and the required water-quality controls are available. Air-side economization can reduce mechanical cooling when outdoor air is within the acceptable temperature, humidity, contamination, and filtration limits.

Evaluate the complete trade-off. An economizer may reduce chiller energy and tower operation while increasing filtration, fan power, controls complexity, maintenance, or exposure to outdoor contaminants. Compare operating hours in economizer mode, water consumed, energy used, and reliability events rather than assuming that more economization is always better.

7. Evaluate dry cooling and heat reuse

Updated Department of Energy design guidance prioritizes waste-heat reuse and then dry coolers where possible to save water. Dry coolers avoid evaporative tower consumption but can require more heat-exchanger area, higher fan power, or different performance at peak outdoor temperatures. Heat reuse may require a nearby, compatible thermal load and additional distribution equipment.

Model capital cost, energy penalty or benefit, local electricity intensity, water scarcity, peak-weather performance, redundancy, maintenance access, and the effect on wastewater and chemical use. A lower site WUE is not automatically the lowest environmental impact if it substantially increases electricity consumption in a water-stressed power system.

Liquid-cooling water management

Liquid-cooled facilities need instrumentation on both the cooling plant and the IT-side loops. Endress+Hauser describes measuring flow, pressure, temperature, conductivity, pH, and turbidity in chilled-water and liquid-cooling applications. These measurements help identify fouling, corrosion, contamination, air ingress, and unstable thermal performance before they become downtime events.

What to trend

  • Flow: confirms that each branch receives the design flow and reveals blocked filters, failed pumps, or control-valve problems.
  • Pressure: identifies restrictions, pump degradation, and abnormal differential pressure across heat exchangers.
  • Temperature: shows approach temperatures, thermal stratification, and insufficient heat rejection.
  • Conductivity and pH: indicate concentration changes, chemical-treatment drift, and corrosion risk.
  • Turbidity: can reveal particulate contamination or degradation of materials in the loop.

Without accurate instrumentation, operators risk thermal instability, reduced equipment lifetime, unplanned downtime, and unnecessary energy or water consumption. Keep liquid-loop losses, filter changes, drain-and-fill events, and maintenance additions in the water ledger so they are not invisible to WUE.

How to compare water-saving options

Use WUE as one decision metric, not the entire decision. Score each option on at least these five axes:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Axis Questions to answer
Site WUE How many liters per kWh are consumed inside the defined boundary during the same operating year?
Energy impact Does the option reduce chiller energy, increase fan or pump power, or shift consumption to peak periods?
Water context What is the local watershed stress, and is the source potable, reclaimed, or otherwise constrained?
Reliability and maintenance What new failure modes, chemistry controls, filters, sensors, inspections, or spare parts are required?
Capital and operating cost What are the installed cost, treatment cost, energy cost, consumables, discharge fees, and expected service life?
Other flows Does it change potable demand, blowdown, chemical use, wastewater discharge, or embodied water?

Also consider water used off-site to generate electricity. WUE covers water consumed within the data-center boundary; it does not capture all upstream electricity-related water use. Pair WUE with local water-risk analysis and, where relevant, source-based metrics.

What is a good WUE for an evaporative or liquid-cooled data center?

There is no defensible universal threshold. ISO/IEC 30134-9:2022 and related guidance emphasize the reporting boundary, category, climate, cooling architecture, water quality, and measurement method rather than one target applicable to every facility.

Compare a facility with itself across seasons and projects, and compare peer sites only after confirming that their boundaries and categories match. A liquid-cooled site can have a higher WUE than expected if its heat-rejection plant uses towers; an evaporative site can improve substantially by increasing cycles and controlling blowdown. Report the absolute water volume, IT load, source mix, and local scarcity alongside the intensity value.

Reporting WUE so others can reproduce it

A credible WUE report should state:

  • the standard or reporting category used;
  • the exact site boundary and treatment of returned water;
  • the coincident 12-month start and end dates;
  • annual site water consumption in liters;
  • annual IT-equipment energy in kWh;
  • potable, reclaimed, and other source volumes where applicable;
  • meter locations, calibration or validation checks, and estimation methods;
  • excluded loads, shared-building allocations, and abnormal events;
  • cooling architecture, economizer operation, humidification, and major setpoint changes.

Keep monthly source data behind the annual result. This allows an auditor or operations team to recalculate the KPI and find the month in which water use changed.

Troubleshooting high or rising WUE

Water use rises while IT energy is flat

  • Check cooling-tower makeup and blowdown meters against utility totals.
  • Inspect blowdown valves for leakage or a failed-open position.
  • Verify conductivity calibration and the actual setpoint.
  • Look for tower overflow, basin leaks, automatic drains, and treatment-system regeneration.
  • Review humidifier runtime and seasonal control sequences.

WUE rises because IT load falls

Confirm that the increase is an intensity effect rather than a new leak. Fixed cooling, circulation, or humidification water divided by fewer IT kilowatt-hours can raise WUE even when liters consumed are unchanged. Report both absolute liters and L/kWh.

Conductivity is high but blowdown is low

  • Check sensor fouling, calibration, sample flow, and wiring.
  • Confirm that the controller is receiving a valid flow-switch signal.
  • Test the valve, strainer, actuator, and discharge path.
  • Verify that the controller is not in manual, alarm inhibit, or maintenance mode.
  • Compare controller commands with an independent flow or water-meter reading.

WUE falls but operating risk increases

Inspect corrosion coupons, scaling, biological-control results, pressure drop, heat-exchanger approach temperature, filter condition, and equipment alarms. A lower water number achieved by exceeding chemistry or thermal limits is not a sustainable improvement.

Implementation checklist

  1. Approve the WUE boundary and reporting category.
  2. Map water sources, uses, discharges, and shared-building allocations.
  3. Validate water and IT-energy meters and synchronize their 12-month period.
  4. Calculate and publish a baseline with monthly supporting data.
  5. Set chemistry limits and a documented cycles-of-concentration target.
  6. Automate conductivity-based blowdown with flow and meter verification.
  7. Review temperature, humidity, and economizer sequences against equipment requirements.
  8. Model dry cooling, heat reuse, and liquid-cooling alternatives using water, energy, reliability, and cost criteria.
  9. Trend liquid-loop flow, pressure, temperature, conductivity, pH, and turbidity where applicable.
  10. Recalculate WUE after each major control, cooling, or load change and explain the cause of any movement.

Bottom line

Measure WUE as annual in-boundary site water consumption divided by coincident annual IT energy, expressed in L/kWh. The fastest defensible reductions usually come from better metering, chemistry-aware cycles-of-concentration control, automated and verified blowdown, and carefully reviewed operating setpoints. For larger redesigns, compare evaporative, economized, dry, heat-reuse, and liquid-cooling choices against local water scarcity, energy, reliability, maintenance, and cost rather than chasing a single universal WUE target.
