Measure AI’s economic impact as a chain, not a single number: start with changes in tasks and workflows, verify that firms produce more or better output for the resources used, then test whether those gains appear in sector and national productivity statistics. A faster task is not automatically a more valuable product, a lower total cost, or faster economic growth.
The result must identify the outcome, comparison period, geography, technology covered, adoption rate and accounting assumptions. Keep observed results, historical associations and forward-looking scenarios separate. That discipline explains both what can be said about AI today and why official productivity data may show little effect at first.
What productivity and growth measures actually capture
Productivity is a ratio between output and inputs. The most familiar measure is labor productivity:

“Real” output means that prices have been removed so that a change in production is not confused with inflation. A national labor-productivity growth rate therefore says how much more inflation-adjusted output was produced per hour, not how quickly an individual employee completed one task.

When the question concerns efficiency relative to several inputs, economists use multifactor productivity (MFP), also called total-factor productivity (TFP). It compares output with a weighted combination of labor, capital and other measured inputs. TFP is often interpreted as the part of output growth not explained by measured input growth, so it can reflect technology, organization and measurement error together.
Economic growth is broader than productivity. Real GDP can rise because an economy employs more people, works more hours, invests in more capital or becomes more productive. AI may affect several of these channels: it can raise output per hour, alter demand for skills and labor, stimulate investment in computing and software, or enable new products. A productivity study should state which channel it measures rather than treating every GDP change as a technology effect.
Always label whether a number is a productivity level, a growth rate, a percentage change or a percentage-point contribution to growth. A contribution of 0.5 percentage points to annual growth is not the same thing as a 0.5% increase in the level.

Observed context versus AI attribution
The OECD’s Compendium of Productivity Indicators 2025 reports that average labor productivity across OECD countries rose 0.6% in 2023, measured as GDP per hour worked. That is an observed aggregate result; it does not attribute the increase to AI. To claim an AI effect, analysts need a credible comparison with what would have happened without the technology.
There is also no universally agreed definition of AI. The OECD Compendium makes that point explicitly. A measurement must state whether “AI” includes machine-learning systems, generative models, robotics, recommendation systems, patent-defined inventions or another boundary. Changing the boundary changes the measured exposure and the result.
A measurement ladder: from a task to the whole economy
Use four linked levels. Each level answers a different question and requires stronger assumptions when its result is generalized upward.
| Level | Main question | Core outcomes | What it cannot establish alone |
|---|---|---|---|
| Task or worker | Does AI change performance on a defined task? | Time, output quantity, quality, errors and user experience | Firm profitability or economy-wide growth |
| Firm or workflow | Does actual deployment improve the process after all inputs and rework? | Throughput, quality, labor and other costs, adoption and process changes | Sector or national productivity without aggregation |
| Sector | Do AI-exposed industries produce more real output per input? | Labor productivity, MFP/TFP, prices, capital and industry composition | Effects in less-exposed sectors or the entire economy |
| Economy | Does AI raise aggregate potential output or productivity growth? | GDP per hour, MFP/TFP, employment, investment and diffusion | A precise causal share without a defensible counterfactual |
The ladder is not merely a presentation choice. Moving upward requires information about how much work is exposed, how quickly organizations adopt the system, whether gains spill over to suppliers and customers, and how prices and quality are recorded. A strong report shows the links instead of jumping from a small experiment directly to a GDP claim.

Compare AI-assisted and non-assisted work where a credible comparison is possible. Random assignment is useful, but well-designed before-and-after or matched comparisons can also help when randomization is impractical. The counterfactual is the work that would have been completed without AI during the same period, not an idealized claim about “manual” work.
Measure more than speed
- Time: elapsed time, active labor time and waiting time, recorded consistently.
- Output: units completed or revenue-relevant deliverables, with a fixed definition.
- Quality: accuracy, completeness, customer outcomes, safety or expert ratings appropriate to the task.
- Rework and errors: corrections, escalations, defects and downstream failures.
- Total cost: labor, computing, software, supervision, training and quality-control costs.
A worker who finishes a draft twice as fast may still create no productivity gain if review time doubles or quality falls. Conversely, unchanged task time may hide a valuable quality improvement. The OECD’s review emphasizes that effects vary with the task and the user’s experience, and that human–AI collaboration matters.
Report distribution, not just an average
Show results by experience level, occupation, task difficulty and use pattern when sample size permits. An average can conceal workers who gain substantially, workers who see no change and workers whose performance deteriorates. State the observation period: a short experiment may capture novelty or learning effects rather than stable performance.
Track learning explicitly. New users may spend time checking outputs or refining prompts, while experienced users may redesign the task around the system. Report whether measured performance is from the first exposure, a training period or routine use. This distinction prevents a temporary learning cost or novelty boost from being mistaken for a permanent productivity change.
Step 2: evaluate the firm and workflow
Define the unit of production
At firm level, connect the AI-enabled workflow to a measurable product or service. Track output volume and quality for the same customer or operational definition before and after deployment. A generic count of AI interactions is an adoption indicator, not a productivity outcome.
Build a firm scorecard
- Output per period and turnaround time.
- Quality scores, complaints, defects, rework and escalation rates.
- Hours by role, contractor use and supervision time.
- Computing, model, integration, data, training and change-management costs.
- Actual usage: eligible work, active users, frequency and adherence to the intended process.
- Complementary changes such as redesigned roles, new data systems, process automation or additional review.
Use a comparison group, staggered rollout or another explicit counterfactual when possible. Record the comparison dates and account for seasonality, demand changes, staffing changes and other investments. A firm may become more productive while its measured labor productivity falls temporarily if it hires and trains ahead of demand or invests heavily in complementary capital.
Distinguish gross from net gains. Gross output may rise while software fees, additional reviewers, data preparation and security controls rise as well. Net productivity should use the full incremental input bundle. Also check whether increased throughput reflects additional demand rather than greater efficiency: more orders can increase output without changing output per hour.

Separate private gains from social gains
A company’s lower labor cost is not automatically an increase in national output. It may represent a transfer between firms, reduced prices, displaced work or a change in who performs the task. Economy-wide analysis must also consider employment, wages, new products, consumer surplus and effects on suppliers and customers.

Step 3: measure sectors and the economy
Use the right aggregate indicator
For labor efficiency, use real output per hour worked and state the country, sector and years. For efficiency across labor and capital, use MFP or TFP and describe the input coverage. Levels and growth rates answer different questions: a sector can have a high productivity level but slow growth, or rapid growth from a low base.
Growth accounting should keep labor, capital deepening and residual productivity distinct. If AI investment increases the amount or quality of capital per worker, part of the output gain may appear through capital input rather than TFP. That is not a contradiction; it is a reminder to explain the accounting treatment.
Account for exposure and diffusion
Estimate which tasks and industries can use the relevant AI capability, then measure actual adoption rather than assuming all exposed work changes immediately. Adoption may be limited by data access, security, regulation, skills, integration costs or reliability. Country results differ because industry composition, labor markets, capital stocks and digital infrastructure differ.
Exposure is a potential, not an outcome. A sector with many automatable tasks may record little near-term gain if firms do not deploy systems, while a less exposed sector may gain through a small number of high-value workflows. Report exposure, adoption and realized use as separate quantities and show the time path between them.
Handle prices, quality and intangible inputs
Deflators must distinguish a price change from a better product. If an AI-enabled service becomes more capable without a corresponding adjustment in its measured volume, real output and productivity can be understated. Inputs such as software, proprietary data, organizational know-how, worker training and computing capacity may also be imperfectly recorded. In non-market services, output is sometimes valued largely from costs, making quality improvements difficult to observe.
How to estimate future effects without overstating them
A prospective estimate should be presented as a scenario, not as an observed contribution. A transparent micro-to-macro calculation combines four elements:
- Estimate the performance change for specific tasks, including quality and total cost.
- Estimate the share of employment, hours or output exposed to the capability.
- Apply realistic adoption paths, including the time needed for skills, process redesign and capital investment.
- Aggregate the changes using a model that states substitution, spillover, price and labor-market assumptions.
Publish sensitivity cases for low, central and high capability, exposure and adoption. Also show how the result changes if quality improvements, intangible investment or displaced output are treated differently. This makes clear whether the headline is driven by measured evidence or by assumptions.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteDo not combine incompatible measures simply to create a larger headline. A task-level percentage, a firm’s annual cost reduction, a sector’s labor-productivity rate and an economy-wide TFP contribution have different denominators. The aggregation step must explain how each denominator is mapped into the next level.

What current estimates do—and do not—say
| Estimate | Outcome and evidence | Scope and qualification |
|---|---|---|
| 0.25–0.6 percentage points per year | Aggregate TFP growth contribution | OECD 2024 micro-to-macro model over a ten-year horizon; a potential modeled contribution, not an observed current growth rate |
| 0.4–0.9 percentage points per year | Labor-productivity growth contribution | OECD 2024 model over ten years; depends on model assumptions and is not a measured realized effect |
| 0.4–1.3 percentage points per year | Labor-productivity contribution in high-exposure G7 countries | OECD 2025 scenarios; varies with country exposure and adoption and should not be substituted for the 2024 estimate without noting the changed scope |
| 0.8–1.2% increase | Labor productivity associated with AI-related patent activity | IMF 2026 analysis of OECD-country data from 2000–2017; historical association using a broad patent measure, not a direct estimate of current generative AI |
| 0.6% growth in 2023 | Average OECD labor productivity, GDP per hour worked | OECD 2025 Compendium observation; aggregate context with no attribution to AI |
These figures use different outcomes, periods, samples and methods. Do not add them together or present them as competing measurements of one identical quantity. When comparing estimates, check the outcome, evidence type, geography, period, sector exposure, adoption assumptions, treatment of quality and intangible inputs, and whether the number is a level, rate or percentage-point contribution.
Why official productivity statistics may lag AI gains
Inputs are hard to record
Software, data, organizational know-how, training and computing can function as capital or complementary inputs, yet national accounts may capture them incompletely or with timing differences. Early spending can therefore rise before measured output does.
Service quality is difficult to price
Many AI applications improve advice, search, personalization or reliability rather than producing more countable units. If a price index does not fully adjust for quality, the improvement may appear as a higher price or remain invisible in real output.
Non-market output is often cost based
Government and other non-market services may be valued using input costs. Better outcomes created with the same staff are then difficult to register as additional output without outcome-based indicators.
Diffusion takes time
Organizations need complementary investment, data governance, training and redesigned processes. Gains may start in a few firms or tasks and spread unevenly across sectors and countries. A weak aggregate signal is therefore compatible with substantial local gains, but it is not proof that aggregate gains already exist.
The IMF’s 2026 paper discusses possible improvements such as outcome-based volume indicators and better quality adjustment in service price indices. These are proposals for improving measurement, not established fixes that remove all uncertainty.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Common measurement mistakes
- Equating speed with productivity: include quality, rework and total inputs.
- Generalizing one experiment: state the task, users and period before extrapolating.
- Calling a projection a result: label scenarios and publish their assumptions.
- Reading patents as generative-AI evidence: patent measures cover earlier and broader technologies.
- Ignoring adoption: exposure is potential, while usage is realized deployment.
- Mixing levels and growth: keep percentage changes distinct from percentage-point contributions.
- Omitting the counterfactual: identify what would have happened without AI.
- Double counting complementary investment: decide whether software, data, training and process redesign are inputs, outputs or both in the accounting design.
- Hiding distribution: report variation by task, worker experience, sector, country and income group.
A practical reporting checklist
- Name the AI technology and inclusion rule.
- State the outcome: task output, labor productivity, MFP/TFP, employment, quality or another measure.
- Give the geography, sector, dates and observation horizon.
- Describe the comparison or counterfactual.
- Report quantity, quality, errors, rework and all material inputs.
- Measure actual adoption separately from technical exposure.
- Explain price deflators, intangible inputs and non-market output treatment.
- Show uncertainty, sensitivity and distribution rather than one unsupported point estimate.
- Label the evidence as an experiment, historical association or forward-looking model.
- State what the result does not establish.
How to answer “Is AI increasing productivity?”
The defensible answer depends on the level and evidence. Some tasks and firms can show higher output, faster turnaround or better quality with AI, while results vary by task, user experience and workflow design. Historical patent analysis finds an association with higher labor productivity, but it covers 2000–2017 and is not a direct measure of today’s generative systems. Aggregate productivity statistics provide context—such as the OECD’s 0.6% average labor-productivity growth in 2023—but do not identify AI as the cause. Forward-looking OECD models indicate possible contributions under stated assumptions, not a measured share of current GDP growth.
A credible conclusion therefore connects a measured task or firm result to adoption, sector exposure and national accounts, while showing where quality, intangible inputs and diffusion could change the estimate.

Frequently Asked Questions
Why don’t productivity statistics show AI’s impact immediately?
Official measures may miss software, data, organizational know-how, training and computing inputs; fail to capture service-quality improvements; value non-market output from costs; or record gains only after adoption and complementary investment spread. A weak aggregate signal does not prove that no local gains exist, but it also does not prove that aggregate gains have already occurred.
Is a faster AI-assisted task automatically a productivity gain?
No. Measure output quantity and quality, errors, rework, review time and all incremental costs. Faster drafting can deliver no net gain if checking takes longer or quality falls, while unchanged time can still represent progress if accuracy, safety or customer outcomes improve.
Can the OECD and IMF estimates be added together?
No. The figures cover different outcomes, periods, geographies and methods. OECD numbers are modeled potential contributions, the IMF figure is a historical patent-based association, and the OECD Compendium’s 0.6% is observed 2023 context without AI attribution.
What is the minimum information needed to report an AI productivity result?
Name the technology and inclusion rule; define the outcome and denominator; give the sector, geography and dates; describe the counterfactual; report quantity, quality, errors and inputs; separate exposure from adoption; explain price and intangible-input treatment; and label the evidence as an experiment, historical association or scenario.
How should a prospective AI-growth estimate be presented?
Present it as a scenario built from task performance, exposure, adoption and an aggregation model. Show low, central and high assumptions, explain capability and diffusion timing, and test how quality, intangible investment, substitution and spillovers alter the result.
The Bottom Line
Measure AI’s impact from the bottom up and test it against the top down: task outcomes, firm workflows, sector productivity and national accounts. Keep speed, quality, cost, adoption and exposure distinct, and make the counterfactual and accounting treatment explicit.
Observed statistics, historical patent associations and modeled scenarios answer different questions. Reporting those differences clearly is the best protection against both understating useful AI gains and overstating AI’s contribution to economic growth.
