Measure AI-assisted development with one baseline-and-follow-up scorecard covering four dimensions: code quality, security, delivery productivity, and developer experience. Compare equivalent work before and after adoption, identify which changes used AI, keep the same review and release gates, and inspect both benefits and regressions. Do not treat lines of code, accepted suggestions, prompt counts, or tool usage as productivity on their own.
What a credible measurement program looks like
AI-generated code is not a separate category of software quality. It enters the same repositories, builds, deployment pipelines, and incident systems as human-written code. The fairest question is therefore not “How much code did the tool produce?” but “What happened to outcomes when teams used it under a defined process?”
A useful program has four scorecard dimensions:
- Code quality: Does the change work, remain maintainable, and pass the team’s normal controls?
- Security: Did the change introduce exploitable defects, secrets, unsafe dependencies, or insecure configuration, and were findings resolved promptly?
- Delivery productivity: Can the team move an accepted change from work start to production more quickly without increasing failure or recovery time?
- Developer experience: Did the work reduce friction and cognitive load while preserving confidence and review quality?
These dimensions must be read together. A faster lead time accompanied by more rollbacks is not an unqualified gain. A high test-pass rate does not demonstrate security. A positive survey does not prove that production delivery improved. NIST’s AI measurement program summarizes the principle well: “The development and utility of trustworthy AI products and services depends heavily on reliable measurements and evaluations of underlying technologies and their use.”

Choose the comparison unit
Select repositories, services, teams, or product areas that will be observed for several weeks before rollout. Record the normal distribution of outcomes rather than a single average. A small service with infrequent releases should not be pooled indiscriminately with a high-volume web service.

For each selected unit, capture at least:
- Change and deployment volume.
- Lead time from work starting to an accepted change and from commit to production, if both are available.
- Deployment frequency.
- Change-failure rate, rollback rate, and time to restore service.
- Test results, escaped defects, incident severity, and review rework.
- Static-analysis, dependency, secret, configuration, and license findings.
- Review latency and time spent repairing or rewriting a change.
- Developer-reported friction, confidence, and cognitive load.
Several weeks is a practical minimum for a first baseline; longer periods are preferable when releases are seasonal or incident rates are low. Preserve the raw observations so a later reviewer can reproduce the calculations.
Define “AI-assisted” before collecting data
Attribution is often the hardest part. Write a rule that can be applied consistently and publish it to the teams being measured. Possible categories include:
- A change containing at least one accepted inline suggestion.
- A generated block that was subsequently edited by a developer.
- An issue, commit, or pull request authored substantially by a coding agent.
- A change for which the developer voluntarily records AI assistance.
These categories answer different questions. An accepted suggestion may represent one line; an agent-authored pull request may represent a large workflow. Store the category, not just a yes/no flag, and report results separately when sample sizes permit. If attribution is based on self-report, label it as self-reported and estimate under-reporting rather than presenting it as complete telemetry.

Use the same CI jobs, test thresholds, code-review requirements, branch protections, security scanners, release approvals, and incident definitions for AI-assisted and non-AI changes. Relaxing a gate for one group makes the comparison measure process differences instead of AI’s effect.
Compare like with like: the same programming language, repository risk, task class, team, and release path. A generated unit-test change should not be compared with a manually implemented payment authorization feature. Segment at least by bug fix, routine feature, refactor, test/documentation work, and high-risk security or data-handling work.
Measure code quality as several observable outcomes
Functional correctness
Use production and pre-production evidence rather than a subjective code score:
- Test-pass rate: the proportion of required tests that pass at the relevant gate. Report the test suite and whether flaky or quarantined tests were excluded.
- Escaped defects: defects first detected after merge or release, classified by severity and customer impact.
- Rollback rate: the share of deployments requiring rollback or emergency remediation.
- Severity-weighted incidents: incidents grouped by an agreed impact scale so one critical failure is not averaged away by many trivial fixes.
Pair a pass rate with test effectiveness. Generated code can satisfy existing assertions while leaving an untested branch or incorrect business rule. Track newly added tests, meaningful coverage of changed paths, and defects found outside the test suite.

- Review rounds and requested-change counts.
- Lines or files rewritten during review, normalized by change size.
- Time spent correcting, explaining, or simplifying generated code.
- Complexity and duplication trends on changed code.
- Documentation accuracy, including examples and API comments that no longer match behavior.
- Follow-up defects or refactors linked to the original change.
Do not use a raw complexity threshold as a universal verdict. A small increase in complexity may be justified for a feature, while duplicated authorization logic can be unacceptable even when a project-wide average looks stable. Review trends by component and task type.
Process quality
Record whether each AI-assisted change received the controls expected for any other production change:
- Peer review completed by an appropriately qualified reviewer.
- Automated tests added or updated when behavior changed.
- CI and security checks passed.
- Release approval recorded.
- Exceptions documented with a named owner and expiry or remediation date.
DORA’s 2024 report notes that mostly-correct AI-generated code can be valuable when it is perfected through existing quality-assurance processes. The implication is operational: measure the effectiveness of those processes, not merely the initial generation event.

Count findings by severity and exposure
Run the same security controls against AI-assisted and other changes, then attribute findings to the change, repository, and release where possible. Useful measures include:
- Static-analysis findings per change, repository, and release.
- Dependency vulnerabilities, including whether a vulnerable package is reachable and exploitable.
- Hard-coded secrets and leaked credentials.
- Insecure configuration and infrastructure findings.
- License-policy violations.
- Severity-weighted vulnerability totals, with critical and high findings visible separately.
A count alone can mislead. A scanner may report many low-confidence warnings while missing one exploitable path. Keep the severity, confidence, exploitability, and customer exposure fields, and report unresolved critical findings independently from the total.
Measure prevention and response
- Unresolved at merge: findings still open when the change is merged.
- Unresolved at release: findings carried into production.
- Fix-before-release rate: the proportion of in-scope findings remediated before deployment.
- Mean time to response: time from detection to triage or ownership.
- Mean time to repair: time from confirmation to a verified fix.
- Critical-finding response and repair: separate values for the highest-risk class.
- Security-test coverage: the proportion of relevant changes covered by security-focused tests or validation.
Record exceptions with the reason, compensating control, named approver, and expiration date. An exception without an owner is not a control; it is an unmeasured risk.
Map controls to recognized guidance
Map the scorecard to the NIST Secure Software Development Framework (SSDF) and its Generative AI Community Profile, published July 26, 2024. NIST’s guidance treats AI adoption as requiring traditional software security plus governance, mapping, measurement, and management of AI-specific risks.

Measure productivity through delivery outcomes
Use DORA-style delivery measures
Track the delivery outcomes that matter to users and operators:
- Lead time for changes: time from a change entering the delivery process to successful production deployment. Define the start and end events explicitly.
- Deployment frequency: how often the service successfully deploys.
- Change-failure rate: the proportion of deployments causing a rollback, hotfix, degradation, or incident under your documented definition.
- Time to restore service: elapsed time from a production failure to restoration of normal service.
These measures are most useful as distributions and trends by service, not as a single company-wide score. DORA’s Core Model is a practitioner guide grounded in repeatedly demonstrated delivery research; its AI guidance recommends selecting a framework that matches organizational goals.
Add task-level measures without turning them into quotas
For work where a finer lens is needed, measure:
- Time from task start to an accepted change.
- Review latency and number of review cycles.
- Rework caused by generated code.
- Time spent debugging or correcting the initial output.
- Queue time versus active engineering time.
Segment every task-level measure by task type and risk. A faster first draft that requires prolonged debugging may increase total time to acceptance. Never set a target for accepted suggestions, generated lines, or prompts; those incentives encourage low-value activity and can reward unsafe behavior.
Interpret the 67% perception statistic correctly
DORA’s 2024 report found that 67% of respondents said AI was helping them improve their code. This is a self-reported perception, not causal evidence that AI increased productivity, reduced defects, or improved security. Use it as a signal to investigate experience and workflow, then test the claim against delivery, quality, and security telemetry.
Measure developer experience without relying on surveys alone
Ask developers about friction, confidence, cognitive load, and the time required to understand or correct generated code. Keep surveys short, anonymous where appropriate, and repeated at a consistent interval. Include a free-text prompt for failure modes such as irrelevant suggestions, confusing agent changes, or review burden.
Combine those responses with observable evidence:
- Time spent waiting for or rerunning CI.
- Review duration and rework.
- Task interruption or handoff counts.
- Onboarding or documentation questions associated with generated code.
- After-hours remediation and incident participation.
Confidence is valuable for diagnosing adoption problems, but it is not a substitute for vulnerability testing or production outcomes.
Run a defensible before-and-after evaluation
- Choose the scope. Select repositories or services, task classes, owners, and a rollout window. Exclude systems whose release process is changing for unrelated reasons, or mark those changes explicitly.
- Collect the baseline. Capture several weeks of quality, security, delivery, and experience data using existing definitions.
- Declare AI categories. Document what counts as a suggestion, edited generated block, or agent-authored change. Preserve the category in change metadata.
- Roll out in phases. Start with a defined group or task class, then expand. Record tool, model, configuration, and policy changes that could affect results.
- Keep controls constant. Apply the same CI, scanners, review rules, test requirements, and release approvals.
- Compare equivalent work. Match language, repository risk, task class, team, and release process. Use a concurrent comparison group when feasible rather than relying only on a calendar before/after split.
- Report distributions. Show medians, percentiles, ranges, and sample sizes. Retain confidence intervals when the sample supports them; do not imply precision from a handful of changes.
- Investigate regressions. Review severity, customer impact, changed components, and process exceptions. A statistically small increase in critical incidents can matter more than a large improvement in routine task time.
- Reassess after each rollout phase. DORA describes AI as an amplifier of the existing sociotechnical system, so results can change as teams, workflows, and controls adapt.
Build the minimum dashboard
| Area | Recommended measures | Comparison |
|---|---|---|
| Quality | Test-pass rate, escaped defects, severity, review rework, rollback rate | AI-assisted versus baseline, segmented by task type |
| Security | Findings by severity, unresolved at merge and release, response time, repair time, exceptions | AI-assisted versus baseline, segmented by repository risk |
| Delivery | Lead time, deployment frequency, change-failure rate, restore time | Before/after and team- or service-level trends |
| Experience | Task time, review effort, friction, confidence, cognitive load | Survey results paired with telemetry |
Every metric should have a definition, data owner, refresh schedule, population, and known exclusions. A dashboard that cannot explain whether a value includes rollbacks, flaky tests, or emergency fixes is not ready for executive comparison.

- Outcome coverage: Does it cover quality, security, delivery, and experience, or only activity?
- Evidence type: Does it use telemetry, automated tests, scanners, incidents, and human review?
- Granularity: Can it report at change, repository, team, service, and organization levels?
- Attribution: Can it identify AI-assisted work consistently without collecting unnecessary personal data?
- Governance: Are owners, exceptions, approvals, retention, and auditability defined?
- Operational cost and privacy: What instrumentation, analyst time, and employee-data safeguards are required?
No authoritative source establishes a universal composite AI-code score. NIST emphasizes context-dependent measurement, while DORA uses a multi-metric system view. If leadership asks for one number, publish a clearly labeled index only as a navigation aid and retain the underlying measures, definitions, and severity breakdowns.

Counting generated lines or accepted suggestions
Why it fails: Volume measures activity and can reward unnecessary code. Fix: connect the work to accepted changes, lead time, rework, defects, and deployment outcomes.
Using review count as a quality target
Why it fails: Fewer reviews may mean better preparation, weaker oversight, or a smaller sample. Fix: measure whether required peer review occurred, review latency, substantive rework, and escaped defects.
Equating test-pass rate with security
Why it fails: Functional tests can omit authorization, dependency, secret, configuration, and abuse cases. Fix: pair test evidence with scanning, threat-relevant tests, unresolved findings, and incident data.
Relying on confidence surveys
Why it fails: confidence can rise while vulnerabilities or review burden rise. Fix: use surveys to explain telemetry, never to replace it.
Pooling incompatible work
Why it fails: A routine documentation edit and a high-risk data migration have different failure costs and cycle times. Fix: segment by task, risk, language, repository, team, and release process.
Ignoring the cost of correction
Why it fails: the first draft may be fast while debugging and review consume more time later. Fix: record total time to accepted change and generated-code rework separately.
Changing controls during the experiment
Why it fails: New gates, staffing, or release policies confound the result. Fix: keep controls stable or annotate the change and analyze the periods separately.

Governance, privacy, and accountability
Assign an owner for each metric and a named approver for security exceptions. Limit collection to what is needed to answer the evaluation question; avoid turning individual activity data into a performance ranking. Aggregate reporting at team or service level where possible, document retention, and give developers a way to challenge incorrect attribution.
Define escalation thresholds before viewing results. Examples include a critical vulnerability unresolved at release, a material increase in rollback rate, or a statistically credible deterioration in restore time. Predefined thresholds reduce the temptation to reinterpret an adverse result after the fact.
Keep an audit trail of the tool or model version, relevant configuration, rollout date, attribution rule, metric definitions, exclusions, and policy exceptions. This is essential when a later incident requires reconstructing how a generated change was reviewed and approved.
How to read the results
Look for a joint pattern, not a headline number. A favorable result is one in which accepted-change time or lead time improves while quality and security remain within agreed bounds, review and repair effort do not surge, and developers report lower friction. If speed improves but critical findings, escaped defects, or restore time worsen, treat the rollout as a risk trade rather than a productivity win.
Also examine who benefits and who absorbs the cost. An experienced team may complete routine tasks faster while reviewers, security engineers, or on-call staff handle more correction work. Report those downstream effects instead of attributing all time savings to the person generating the initial code.
A practical rollout checklist
- Write metric definitions and owners before rollout.
- Collect several weeks of baseline data.
- Declare and log AI-assistance categories.
- Segment by task type, repository risk, language, team, and service.
- Keep CI, review, security, and release gates unchanged.
- Track functional defects, maintainability rework, vulnerabilities, delivery outcomes, and experience together.
- Report medians, distributions, sample sizes, and severity.
- Review critical regressions individually, regardless of averages.
- Document exceptions with an owner and expiration.
- Reassess after each rollout phase and preserve the underlying evidence.
Frequently Asked Questions
What is the single best metric for AI-generated code quality?
There is no reliable single metric. Use a scorecard combining test and defect outcomes, severity-weighted incidents, review rework, security findings, and delivery results, with consistent gates for AI-assisted and other changes.
How long should a baseline period be?
Several weeks is a practical minimum for selected repositories or services; use a longer period when releases or incidents are infrequent or seasonal.
Free tools Windows power users keep installed
One-click scans. No signup required.
Should we create one productivity score for each developer?
No. Individual scores encourage gaming and ignore task difficulty, review work, and system constraints. Report aggregate, team, repository, or service trends and protect employee privacy.
Can a high test-pass rate prove that generated code is secure?
No. Functional tests can miss vulnerable dependencies, secrets, authorization errors, insecure configuration, and abuse paths. Pair test evidence with security scanning, security-focused tests, review, and vulnerability response data.
What should happen when AI assistance cannot be attributed reliably?
Keep the change in an explicitly labeled unknown or self-reported category, improve instrumentation, and avoid presenting attribution-sensitive comparisons as causal results.
