Map legacy systems in layers: start with a bounded, owner-validated inventory; add business workflows and observed technical flows; assess each application’s risk, technology and purpose; then use the resulting evidence to choose a modernization path. Keep the map current as gaps close and migration waves change. No single scan, diagram or interview captures the whole estate.
The practical result is a decision-ready record showing what exists, where it runs, who owns it, what it exchanges with other systems, how confident you are in each relationship, and what could break if you change it.
What a legacy-system map must answer
A modernization map is more than an application list or a network diagram. It should answer six operational questions for every in-scope service:
Free tools Windows power users keep installed
One-click scans. No signup required.
- What is it? Record the application, service, infrastructure components, databases, files and major software components.
- Why does it exist? State the business capability, process or customer outcome it supports.
- Where does it run? Identify data-center, colocation, cloud, branch, endpoint and disaster-recovery locations, plus the hosting model.
- Who is accountable? Name the business owner, technical owner, operators and external providers.
- How does it interact with other systems? Capture APIs, queues, files, databases, scheduled jobs, identity services, network paths and manual handoffs.
- What happens if it changes? Record criticality, regulatory or contractual constraints, recovery expectations, technical debt, migration risks and dependent systems.
The U.S. General Services Administration (GSA) uses the diagnostic questions “How does it interact with other systems?” and “What’s the business case for your systems?” Those questions are useful because they connect technical discovery to a modernization decision rather than producing documentation that no team uses.

GSA’s Cloud Information Center states: “An accurate and complete inventory/assessment of your assets is critical for IT management and successful migration of those assets to the cloud.” Its guidance is written for agencies considering cloud transition, so organizations in other sectors should adapt the practices to their own governance, privacy and procurement requirements.
Inventory and dependency mapping are different jobs
An inventory says what exists. It normally contains names, owners, locations, environments, versions and infrastructure relationships. A dependency map explains observed or reported interactions: which system calls another, which job reads a file, which identity provider authenticates a user, or which business process relies on a manual export.
These layers answer different questions and require different evidence:
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →| Layer | What it establishes | Typical evidence | What it cannot establish alone |
|---|---|---|---|
| Asset inventory | Applications, servers, databases, devices, environments and owners that are known to exist | Configuration records, cloud accounts, endpoint or network scans, CMDB data, procurement records | The business purpose or complete set of relationships |
| Flow evidence | Observed endpoints, ports, protocols, API calls, user requests and service-to-service communication | Network mapping, logs, traces, firewall records, transaction-flow metadata | Why the communication matters or whether it is business-critical |
| Workflow evidence | Business meaning, manual steps, timing, exceptions and operational constraints | Owner and operator interviews, process documents, runbooks, job schedules | Every technical path, especially undocumented or dormant ones |
| Portfolio assessment | Relative value, risk, priority, high-level migration strategy and directional business case | Application questionnaires, financial and risk data, architecture summaries | Detailed target architecture for a workload selected for near-term migration |
NIST’s supplementary zero-trust use case for SP 1800-35 describes cataloging enterprise identities, assets, workflows and data flows, then mapping discovered assets and flows to identified assets. Its transaction-flow scenario records metadata for user requests, API calls and service-to-service communication; it does not require inspecting traffic contents. That makes flow metadata useful technical evidence while preserving a distinction between communication and business significance.
Step 1: Set a bounded scope and name owners
Do not begin by promising to document the entire enterprise. Select a pilot application, business service, modernization slice or migration wave. GSA recommends focusing first on assets that touch the system being migrated. A bounded scope gives the team a finish line and lets it test discovery methods before expanding.
Choose a useful boundary
Good starting boundaries include a customer-facing service, a high-risk business process, an application already proposed for cloud migration, or a shared platform whose dependencies are blocking several projects. Define the boundary in writing:
- In-scope applications, environments, interfaces, data stores and providers
- Out-of-scope systems and the reason they are excluded
- Time period for flow observation
- Business units and geographic regions covered
- Modernization decision the map must support
A scope statement such as “the claims-processing service in production and disaster recovery, including upstream intake, identity, payment, reporting and batch interfaces” is more useful than “all legacy systems.”

Name at least one business owner and one technical owner for each application. Add operators who know schedules, incidents, releases and recovery procedures. Include security, privacy, data-governance and vendor contacts when their decisions can constrain a migration. Owners should be asked to validate the inventory and each important dependency, not merely approve a final diagram.
Define evidence and confidence rules
Agree in advance how the team will label relationships:
- Confirmed: an owner validates the relationship and technical evidence supports it.
- Observed: flow or log data shows communication, but business purpose is not yet confirmed.
- Reported: an owner or operator reports the relationship, but technical evidence is not yet available.
- Inferred: the relationship is derived from architecture, configuration or naming patterns and needs validation.
- Unverified: a plausible dependency remains unresolved.
Use confidence separately from criticality. A low-confidence relationship can still be high-impact if it connects a payment, safety or regulatory process.
Step 2: Build the initial inventory
Create one authoritative record per application or service, then relate it to infrastructure and data assets. At minimum, capture the fields below.

Step 3: Collect dependencies from multiple evidence sources
Use people and instrumentation together. Each reveals a different class of dependency, and disagreement between them is a discovery result rather than an inconvenience.
Owner and operator interviews
Ask open questions first, then verify specific relationships:
- Which business processes stop if this system is unavailable?
- Which systems send data to it, and which systems consume its outputs?
- Are there nightly, weekly, month-end or year-end jobs?
- Which files are exchanged manually or through shared folders?
- What spreadsheets, scripts, print queues or email steps are part of the real process?
- Which accounts, certificates, service identities, secrets or directory groups are required?
- What happens during a failed job, late file or partial transaction?
- Which partners, regulators or customers impose timing, format or retention rules?
- What changes are avoided because the dependency is poorly understood?
Interview recall is incomplete. Ask for runbooks, job schedules, incident records and change tickets that can corroborate the answers. Include people who operate the system outside normal office hours; they often know recovery and batch dependencies that architecture diagrams omit.

Automated asset discovery
Scans can identify network-addressable assets and technical attributes, depending on credentials, network reachability, agent coverage and scanning method. Reconcile scan results with the inventory rather than treating every discovered address as a separate application. Record scan date, scope, access limitations and excluded segments so another team can judge freshness.
A discovered server may host several applications, and an application may span many servers. Preserve both relationships. Also investigate assets that appear in configuration but not in scans: they may be offline, isolated, blocked by a firewall or incorrectly recorded.
Network mapping and flow observation
GSA recommends mapping enterprise networks before cloud migration and warns that discovery can reveal unknown endpoints or unexpected traffic patterns. Observe representative periods that include normal business days, batch windows, month-end processing and known seasonal peaks. Capture endpoints, direction, protocol, port or API, timing, volume where available, and the evidence timestamp.
NIST’s flow-discovery approach can record metadata for user requests, API calls and service-to-service communication without inspecting traffic content. Metadata is still subject to privacy, security and retention rules. Restrict access, minimize collection, protect logs and document the observation window.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
An observed connection proves that communication occurred. It does not prove that the destination is essential, that the connection is still supported, or that the business would fail without it. Ask an owner to explain the purpose and classify the relationship.
Configuration, code and operational records
Inspect firewall rules, DNS records, load-balancer pools, API gateways, integration platforms, scheduler definitions, service accounts, certificates, deployment manifests, database grants and backup jobs. Search application configuration and code for endpoint names, queues, file paths and credentials references, while handling secrets safely.
Use incident tickets and change records to find dependencies that normal traffic sampling misses. A dormant interface may activate only during a contingency, annual filing or partner reconciliation. Treat “no traffic observed” as a time-bounded finding, not proof that an interface can be removed.
Step 4: Represent the map as records plus diagrams
A practical map combines a structured table with diagrams at different levels of detail. A picture helps people reason about topology; structured records preserve evidence, ownership and change history.
Application record
Use one row or object per application and environment. Include the inventory fields, lifecycle status, criticality, data classification, recovery expectations, modernization decision status and links to supporting evidence in your internal repository.

Dependency-edge record
Use one record per relationship with these fields:
- Upstream system and downstream system
- Interface or flow type: API, queue, file, database, scheduler, identity, network or manual handoff
- Direction and initiation pattern
- Data or transaction purpose
- Frequency, timing window and expected volume when known
- Authentication, authorization and encryption dependencies
- Evidence source, observation date and owner validator
- Business criticality and technical criticality
- Confidence status and unresolved questions
- Failure behavior, retry logic and operational contact
Do not collapse several interfaces into a single line merely because they connect the same two systems. A real-time API, a nightly file and a month-end database extract have different migration and testing implications.
Diagram levels
- Portfolio view: applications grouped by business capability, hosting location or modernization wave, with major shared services and external parties.
- Service view: a selected application, its data stores, identity services, infrastructure and direct upstream and downstream systems.
- Flow view: a particular transaction or batch process, including timing, transformations, queues, files and manual approvals.
- Recovery view: standby sites, backups, replication, failover dependencies and recovery operators.
Label diagrams with environment, observation date and confidence. A clean-looking line without evidence status creates false certainty.
Step 5: Assess at portfolio and application levels
Use two levels of detail because strategy and engineering need different information.
Portfolio-level assessment
For every application, capture enough information to rank candidates and build a directional business case:
- Business value and user population
- Technical health, support status and skills availability
- Operating and licensing cost categories
- Security, resilience, compliance and obsolescence risk
- Data sensitivity and residency constraints
- Number and criticality of dependencies
- Potential for consolidation or shared-platform use
- Indicative modernization path and sequencing constraints
- Known evidence gaps and confidence
This is where a leadership team can compare dozens or hundreds of workloads without pretending that a one-page score replaces architecture work.
Application-level assessment
For workloads selected for near-term action, deepen the record with architecture and technology discovery:
- Component topology and runtime versions
- Interface contracts, schemas, transformation rules and error handling
- Data model, retention, quality, lineage and synchronization behavior
- Identity, secrets, certificates, privileged access and trust boundaries
- Performance characteristics, batch windows and capacity limits
- Deployment, testing, rollback and release dependencies
- Recovery design, backup restoration and operational procedures
- Target-state options, migration increments and cutover approach
AWS presents portfolio assessment as iterative: teams enrich records, close gaps and refine plans through migration and modernization. Do not perform expensive deep analysis on every low-priority application before the portfolio has been ranked.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesStep 6: Turn the map into rationalization decisions
For each application, ask whether it still serves a necessary business purpose and whether another system already provides that capability. GSA describes decisions such as moving to cloud, keeping a system on premises, merging systems or shutting one down. Reengineering and replacement are additional options when the current design cannot meet future requirements.
| Option | Use when | Dependency questions to resolve |
|---|---|---|
| Move or rehost | The workload remains valid and its architecture can move with limited change | Can every interface, identity path, data store and operational control work in the target environment? |
| Keep on premises | Residency, latency, hardware, licensing, operational or regulatory constraints outweigh migration benefits | How will the system connect securely to modernized services and how long will the existing platform be supported? |
| Merge or consolidate | Several applications provide overlapping capabilities or duplicate data | Which system is authoritative, how will records be reconciled, and which consumers must change? |
| Reengineer or refactor | Business value is high but technical constraints block required scale, resilience or change speed | Can functionality be split into safe increments while preserving data and transaction semantics? |
| Replace | A supported product or service can meet the business need more effectively | How will integrations, historical data, reports, controls and user procedures transition? |
| Retire | The capability is no longer needed, duplicated or unused | Who confirms that no legal, reporting, recovery or contingency dependency remains? |
Evaluate options against business value, dependency impact, risk, technical feasibility, cost, implementation barriers and sequencing. CISA dependency-planning guidance emphasizes effectiveness, cost relative to benefits, barriers and risks that affect multiple dependent systems. These are decision axes, not a formula that guarantees an optimal answer.
Step 7: Prioritize migration waves
Use the map to choose an order, not just a destination. A useful prioritization record explains why a workload belongs in a particular wave.
Score the decision factors
- Business urgency: end-of-support date, regulatory deadline, customer impact or strategic dependency
- Value: measurable service improvement, risk reduction or cost avoidance that the change could enable
- Complexity: number of interfaces, data stores, environments, teams and external parties
- Risk: outage impact, security exposure, data integrity risk and reversibility
- Readiness: owner engagement, test coverage, automation, target capacity and contract support
- Sequencing: prerequisite platforms, shared services, data migrations and blackout periods
Record the reason for a score and its evidence date. A numerical score without assumptions hides disagreements; two teams may assign the same number for entirely different reasons.
Identify migration blockers
Flag blockers such as an unknown data owner, unsupported protocol, hard-coded endpoint, unavailable source code, undocumented batch job, untested restore, expiring certificate, partner change window or unresolved data-residency requirement. Assign each blocker an owner and a next action. A dependency map becomes operational when gaps have accountable work items.

Plan validation gates
Before a wave moves forward, require evidence appropriate to its risk:
- Owner approval of business scope and dependency list
- Technical confirmation of interfaces and identity paths
- Data reconciliation and retention decisions
- Performance and batch-window tests
- Backup restoration or rollback demonstration
- Partner and operations readiness
- Cutover, monitoring and incident plans
Step 8: Keep the map alive
A one-time diagram becomes stale as soon as teams deploy, retire, reroute or rename a service. Treat the map as a maintained planning artifact.
Set update triggers
Refresh affected records after a new application, interface, data store, identity provider, network segment, provider contract, major release, incident or migration wave. Also schedule periodic reviews for systems with high criticality or rapid change. Store the last reviewed date and next review date on every application and dependency record.
Use delivery work to close gaps
When a migration team confirms an interface, updates the owner, removes a duplicate or validates a recovery path, update the portfolio record as part of the same work item. Do not rely on a separate documentation campaign that will lag behind delivery.
Preserve history
Keep change history for ownership, endpoints, criticality and decisions. Historical records help explain why a dependency disappeared, support incident analysis and prevent a retired interface from being rediscovered as a mystery connection months later.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Choosing discovery approaches
No approach is universally complete. Compare methods by coverage across on-premises and cloud environments, relationship visibility, data freshness, access or agent requirements, evidence confidence, owner-validation effort and cost.
| Approach | Best at revealing | Limit to account for | How to use it well |
|---|---|---|---|
| Owner and operator interviews | Purpose, responsibility, undocumented workflows, manual dependencies and operating constraints | Recall can be incomplete or biased toward familiar systems | Use open questions, then validate claims against records and observed flows |
| Automated asset scans | Network-addressable assets and technical attributes within the scan’s access and scope | They do not explain business role or reveal every application dependency | Document credentials, exclusions, scan date and reconciliation decisions |
| Network mapping and flow observation | Endpoints, traffic patterns, user requests, API calls and service-to-service connections | Observed communication does not establish purpose or criticality | Observe representative batch and business periods, then obtain owner validation |
| Portfolio assessment | Cross-application inventory, prioritization, high-level strategy and directional business case | It is not a substitute for detailed architecture assessment | Use it to select workloads for deeper discovery |
| Configuration, code and operations review | Hidden endpoints, schedules, credentials, retries, failover paths and dormant interfaces | Records may be outdated, incomplete or unsafe to inspect without controls | Protect secrets, compare with runtime evidence and involve operators |
Federal CISA asset-visibility guidance is directed at the federal scope stated in its directive. Its emphasis on visibility can inform private organizations, but the directive’s obligations should not be presented as universal requirements.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesCommon failure modes and recovery tactics
Trying to map everything first
Symptom: months of inventory work produce no migration decision. Recovery: return to one service or wave, define the decision it must support, and expand only when a dependency crosses the boundary.
Treating a CMDB or scan as complete
Symptom: the diagram misses manual files, batch jobs or external partners. Recovery: interview owners and operators, inspect schedules and incidents, and compare records with observed traffic.
Confusing traffic with business dependency
Symptom: every connection is labeled critical, or a noisy monitoring endpoint is mistaken for a business system. Recovery: separate observed communication from business criticality and require owner validation.
Ignoring shared services
Symptom: an application appears isolated until identity, DNS, certificates, time synchronization, backup, monitoring or network controls are changed. Recovery: include shared infrastructure and operational services wherever they affect runtime, security or recovery.
Leaving confidence out of the map
Symptom: leaders assume every line is equally certain. Recovery: label confirmed, observed, reported, inferred and unverified relationships, with evidence dates and next actions.

Mapping only production
Symptom: test, development, disaster recovery or reporting environments fail after a change. Recovery: record environment-specific endpoints, data refreshes, replication and recovery dependencies.
Declaring an interface unused after a short observation
Symptom: an annual, contingency or month-end process is removed prematurely. Recovery: align observation with business calendars, inspect schedules and obtain owner sign-off before retirement.
Security, privacy and software-component evidence
Dependency discovery exposes identities, endpoints, data paths and trust relationships. Limit collection to what the decision requires, protect flow metadata and configuration exports, and restrict access to secrets and sensitive records. Document who can view the map and how long evidence is retained.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
A software bill of materials can improve component and supply-chain visibility. A July 2026 CISA bulletin describes updated SBOM minimum elements including component hash, license, SBOM tool name and generation context. Those fields help establish what software is deployed and how the bill was produced, but an SBOM does not replace runtime discovery, owner interviews or relationship mapping. A component list cannot tell you which business process depends on an endpoint, queue, file exchange or manual approval.
A practical map template
Start with two linked tables and a small set of diagrams. The following fields are sufficient for a first pilot and can be extended as decisions require.
Application table
- Application ID, canonical name and aliases
- Business capability and process
- Business owner, technical owner and operations contact
- Environment, location and hosting model
- Runtime, major components and support status
- Data stores, classifications, retention and residency constraints
- Criticality, recovery expectations and user population
- Upstream and downstream dependency count
- Proposed disposition and migration wave
- Evidence date, last review, confidence and open gaps
Dependency table
- Edge ID, upstream and downstream IDs
- Interface type, direction and initiation
- Data or transaction purpose
- Schedule, latency and volume where known
- Authentication, authorization and encryption requirements
- Failure, retry and reconciliation behavior
- Evidence source and observation period
- Owner validator, criticality and confidence
- Migration impact, prerequisite and test requirement
- Decision, action owner and due date
Minimum diagram set
- Portfolio context diagram for leadership and sequencing
- Application context diagram for architects and engineers
- Critical transaction or batch flow for testers and operators
- Recovery and shared-services diagram for resilience planning
Keep machine-readable records as the system of reference and generate diagrams from them when possible. This reduces the chance that a visual edit silently disagrees with the inventory.
When the map is ready for a modernization decision
A workload is ready for a disposition decision when its purpose and owner are established, the material upstream and downstream relationships have evidence, shared services and recovery paths are considered, unresolved gaps have named owners, and the team can explain the consequences of each option. “Complete” does not mean every low-risk connection is known; it means remaining uncertainty is visible, bounded and acceptable for the decision being made.
Use the map to answer the GSA-style question “Should this system be moved to cloud, kept on-premises, merged, or shut down?” with evidence about business purpose, dependencies, risk, feasibility and sequencing. Then update the same records as the chosen wave is designed, tested, cut over and optimized.
Frequently Asked Questions
How long should a dependency-observation period be?
There is no universal duration. Cover normal operating days plus scheduled batch, month-end, seasonal and contingency periods relevant to the service. Document the observation window; absence of traffic outside that window is not proof that an interface is unused.
Does an observed network connection mean two applications are dependent?
It proves communication occurred, not that the destination is business-critical. Record the flow as observed, then have the application or process owner confirm its purpose, criticality and failure impact.
Should every legacy application receive a detailed architecture assessment?
No. Maintain a high-level portfolio record for comparison, then deepen architecture, technology, target-state and migration analysis for workloads selected for near-term action.
Recommended Free Tools
Can a software bill of materials replace dependency mapping?
No. An SBOM describes software components and their provenance. It does not show runtime traffic, business workflows, data exchanges, identity dependencies or manual operating steps.
