Map internet-facing assets to business-critical services by starting with the services your organization must deliver, then linking each service to its owners, assets, dependencies, exposure, and recovery priority. An exposure scan can tell you what is reachable; it cannot reliably tell you which business outcome depends on it or what a failure would cost.
The practical result is a maintained service-to-asset map. It lets you remove exposure that has no operational purpose, apply stronger safeguards to systems that must remain public, and restore shared infrastructure in an order that protects the most important services. The method below draws on U.S. federal guidance from NIST and CISA; it is a sound operating approach, not a binding requirement for every organization or country.
What the map must show
A useful map is more than an IP-address list or a spreadsheet of hostnames. For every critical service, it should answer six questions:
- What outcome does the service provide? For example, accepting customer orders, processing payroll, or supporting emergency operations.
- Who owns the outcome? Name the business owner, technical service owner, and operational custodian where those roles differ.
- Which assets enable it? Include applications, databases, identity systems, network components, cloud resources, certificates, domains, and shared infrastructure.
- What depends on what? Record upstream and downstream relationships, including dependencies shared by several services.
- How is each asset exposed? Distinguish directly internet-facing systems from assets reachable through a gateway, remote-access path, partner connection, or management plane.
- What happens if it is unavailable? Capture business impact, required safeguards, recovery order, and any approved workaround.
NIST describes business-impact analysis as a way to identify assets that enable mission objectives and evaluate what makes them critical or sensitive in NIST IR 8286D. CISA’s asset-management guidance likewise treats ownership, service relationships, sensitivity, value, and protection requirements as profile information rather than optional decoration.

Step 1: Name critical services before naming assets
Begin with business and operational owners, not with a scanner. Ask which services the organization must continue to provide, who relies on them, and what consequences follow if they stop. A service is an outcome or capability; an asset is something that helps deliver it. Keeping those concepts separate prevents a technically impressive inventory from becoming a business-priority list by accident.
Define each service in business terms
Give every service a stable name and a short description that a nontechnical stakeholder can recognize. Identify customers or internal users, the owner accountable for the outcome, operating hours, regulatory or safety implications, and acceptable recovery expectations. Do not assume that the most visible application is the whole service. A checkout service, for instance, may require order processing, accounts receivable, inventory management, customer records, accounting, and supply-chain functions.
Run a focused impact discussion
For each service, document the consequences of loss or serious degradation across the dimensions that matter to your organization. Typical dimensions include mission delivery, health and safety, revenue, legal or contractual obligations, data sensitivity, public trust, and the effort required to restore operations. NIST’s Criticality Analysis Process Model calls for prioritizing programs, systems, and components according to their importance to organizational goals and the impact of inadequate operation or loss.

Create a scale that leadership approves and explain it in plain language. A four-level example is shown below; adapt the labels, impact thresholds, and approval authority to your own risk framework.
| Illustrative level | Meaning for the service | Typical decision consequence |
|---|---|---|
| Critical | Loss threatens health or safety, essential mission delivery, major revenue, or a time-sensitive obligation. | Highest protection, tightest monitoring, tested recovery sequence, and executive ownership. |
| High | Loss causes substantial operational, financial, or customer harm but limited short-term alternatives exist. | Prioritized remediation and a documented continuity plan. |
| Moderate | Loss is disruptive but tolerable for a defined period with a workable alternative. | Risk-based controls and scheduled recovery. |
| Low | Loss has limited impact and can wait behind higher-priority work. | Baseline controls and normal change and recovery queues. |
Record the rationale, not just the level. A reviewer should be able to see which consequence drove a service’s priority and when the decision was approved.
Step 2: Build and profile the asset inventory
Reconcile internal records with external discovery. Internal sources may include configuration-management databases, cloud account inventories, DNS and certificate records, vulnerability scanners, firewall and load-balancer configurations, identity directories, and application catalogs. External discovery can reveal assets that were never entered into those systems, but a finding is not an ownership record until someone validates it.
Use a stable asset record
Assign a durable identifier that survives hostname, IP-address, or platform changes. Store the current technical identifiers as attributes, not as the primary key. CISA’s CRR Asset Management guide identifies useful profile elements such as asset type, location, owner or custodian, sensitivity, value, and protection or sustainment requirements.
| Field | What to capture | Why it matters to the service map |
|---|---|---|
| Asset ID | Stable internal identifier | Allows relationships to survive address and platform changes. |
| Technical identifiers | Hostname, IP address, domain, certificate, cloud resource ID, or application ID | Connects discovery evidence to the internal record. |
| Asset type and location | Application, database, host, container platform, network device, SaaS integration, or other type; physical or cloud location | Shows where controls and recovery actions apply. |
| Owner and custodian | Business owner, technical owner, and team responsible for operation | Provides an accountable person for validation and decisions. |
| Supported services | Every service that uses or depends on the asset | Exposes shared infrastructure and permits criticality propagation. |
| Exposure state | Publicly reachable, reachable through a controlled gateway, private, or unknown; include exposure method | Supports necessity and reduction decisions. |
| Sensitivity and value | Data sensitivity, operational value, and protection requirements | Helps select safeguards beyond simple internet reachability. |
| Lifecycle and evidence | Environment, last validation date, discovery source, and confidence | Prevents stale or unowned records from remaining authoritative. |
Set an evidence and ownership rule
Every discovered record should end in one of three states: matched to an existing asset, assigned to a newly created asset with an owner, or placed in a time-limited investigation queue. Do not silently merge two records because their names look similar. Preserve the evidence that caused the match and the person who approved it.
Step 3: Discover and validate internet exposure
CISA’s Internet Exposure Reduction Guidance recommends identifying assets accessible from the internet, determining which exposure is operationally necessary, reducing or restricting exposure that is not required, mitigating the exposure that must remain, and reassessing routinely.

Combine discovery sources
Use external discovery as one input, not as your authoritative inventory. Depending on your authorization and operating model, sources may include DNS and certificate transparency records, cloud-provider inventories, perimeter telemetry, vulnerability-management data, and external search services such as Censys or Shodan. CISA names those platforms as examples and explicitly notes that listing them is not an endorsement.
Compare discovery approaches using the questions below rather than assuming that one feed is complete:
| Comparison question | What to examine |
|---|---|
| Coverage | Which address spaces, domains, certificates, protocols, cloud accounts, and IPv4 or IPv6 ranges can be observed? |
| Identity resolution | Can findings be related to domains and certificates as well as IP addresses, and can aliases be separated from distinct assets? |
| Freshness and repeatability | How often can the source be refreshed, and can changes be compared over time? |
| Integration | Can evidence be reconciled with internal inventory, vulnerability, ticketing, and ownership records? |
| Authorization and controls | What scanning permissions, rate limits, data-handling rules, and maintenance windows apply? |
| Validation workload | Can your team confirm ownership and link each finding to a service, or will the feed create an unmanageable queue? |
Validate before assigning business impact
An externally visible host may be abandoned, misattributed, a vendor-managed endpoint, or a legitimate component of a critical service. Contact the suspected owner, compare the finding with internal records, and verify the service relationship. If no owner can be established, treat the asset as an exposure and an ownership problem at the same time; do not label it low criticality merely because its purpose is unknown.
Step 4: Draw service, asset, and dependency relationships
Represent the map as relationships rather than a flat list. At minimum, record a many-to-many link between services and assets: one service can use many assets, and one shared asset can support many services. Add dependency links where failure of one component prevents another from operating.
Capture shared infrastructure explicitly
For every asset, record all services it supports. CISA’s CRR examples show why this matters: a common platform can support several services, and the same checkout function can depend on order processing, accounts receivable, inventory management, customers, accounting, and supply chain. Omitting one relationship produces a false impression that the service can be restored independently.
Include dependencies that are easy to overlook:
- Identity, directory, and privileged-access systems needed to administer the service.
- DNS, certificate authorities, content-delivery or reverse-proxy layers, and network gateways.
- Databases, queues, storage, backup systems, and monitoring required for operation or recovery.
- External providers, partner connections, payment or logistics integrations, and managed services.
- Shared virtualization, container, orchestration, and cloud-control-plane components.
For each relationship, note whether it is required for normal operation, administration, authentication, monitoring, or recovery. That distinction helps responders avoid restoring an application while leaving its identity or data path unavailable.

Choose a representation people can maintain
A graph database, configuration-management platform, or relational tables can all work. The format matters less than consistent identifiers, relationship types, ownership, timestamps, and change history. A diagram is useful for discussion, but the underlying records must be queryable so teams can answer questions such as: Which public assets support a critical service? Which services would fail if this database were isolated? Which owner must approve removal of this exposure?
Step 5: Propagate criticality carefully
Assign service criticality first, then derive asset criticality from the services and dependencies it supports. CISA’s CRR Configuration and Change Management guide gives a practical rule: an asset supporting multiple services takes the highest criticality of those services. Its example shows a hypervisor hosting a high-criticality system inheriting high criticality.
Use that rule as a documented propagation convention, not as a universal numerical formula. An organization may need additional qualifiers for blast radius, data sensitivity, compensating controls, redundancy, or recovery complexity. Keep the original service impacts visible so an asset’s derived level can be challenged and recalculated when a relationship changes.

Separate criticality from exposure
Criticality answers how much the organization depends on an asset. Exposure answers how reachable it is and how much attack surface it presents. A private database can be highly critical without being internet-facing; a public marketing site can be highly exposed while having low business impact. The map must preserve both dimensions so teams do not prioritize solely by scan volume or visibility.

If a shared asset supports services with different levels, start with the highest level and document exceptions only when an approved architecture or control genuinely limits the dependency. Do not downgrade a shared platform because one application has a workaround unless the workaround has been demonstrated and recorded. When an asset is redundant, record the redundancy and the conditions under which it is sufficient; two identical public endpoints may still rely on one shared identity or management system.
Step 6: Turn the map into exposure and protection decisions
Review every exposed asset against its service relationship and operational purpose. CISA’s exposure guidance supports a simple sequence: remove or restrict exposure that is not needed, and mitigate the exposure that must remain.
| Exposure finding | Required decision | Evidence to retain |
|---|---|---|
| Publicly reachable with no confirmed owner or service | Quarantine or restrict access while ownership is investigated; remove it if no legitimate purpose exists. | Discovery evidence, investigation owner, disposition, and date. |
| Publicly reachable and operationally unnecessary | Remove the route, decommission the asset, or place it behind an approved access control. | Change record and confirmation that dependent services still work. |
| Publicly reachable and required for a lower-criticality service | Apply baseline hardening, patching, monitoring, authentication, and least-privilege controls appropriate to the exposure. | Owner, control set, exceptions, and review date. |
| Publicly reachable and required for a critical service | Prioritize layered safeguards, rapid detection, tested failover or workaround, and executive visibility for unresolved risk. | Service impact rationale, risk acceptance or remediation plan, and recovery dependencies. |
| Unknown exposure state | Resolve the uncertainty before treating the asset as private or safe. | Validation result and source timestamps. |
Do not interpret “reduce exposure” as “make every critical service private.” Some services must remain reachable. The map helps you justify that exposure, constrain it to the required interfaces, and focus protection effort where service loss would hurt most.
Step 7: Use the map to plan restoration
Recovery teams need more than a list of systems to rebuild. CISA’s #StopRansomware Guide advises organizations to know which systems matter for health and safety, revenue, or other critical services and to use a predefined critical-asset list when prioritizing recovery.
- Start with service outcomes. State which customer, mission, safety, or revenue capability must return first.
- Walk the dependency graph backward. Identify identity, network, data, platform, and external dependencies required before the service can function.
- Define a restoration order. Include shared infrastructure before the applications that rely on it, while accounting for security controls needed to bring systems online safely.
- Assign decision owners. Name who can declare a service ready, accept a temporary workaround, or approve isolation of a shared component.
- Record alternate paths. Note manual procedures, secondary sites, offline records, or partner arrangements, and state their limits.
- Exercise the sequence. Validate that the documented dependencies and access prerequisites exist during an incident, then update the map with what the exercise revealed.
A recovery priority that ignores shared platforms can leave several nominally restored applications unusable. Conversely, restoring every component in inventory before the critical service path delays the outcome the business actually needs.
Step 8: Keep the map current
Relationships change when teams deploy a new endpoint, retire an application, switch cloud accounts, change an owner, or add a provider. Assign responsibility for refreshing the map as part of normal change management rather than relying on an annual cleanup.
Use change-triggered updates
- Require a service owner and supported-service relationship when a new internet route, domain, certificate, or cloud resource is approved.
- Trigger review when an asset changes owner, environment, authentication path, provider, or data classification.
- Remove relationships when a service or asset is retired, and verify that DNS, certificates, firewall rules, and credentials no longer expose it.
- Compare recurring external discovery with internal records and investigate new, missing, or changed findings.
- Reconfirm criticality when a service’s business impact, workaround, operating hours, or dependency set changes.
CISA recommends routine reassessment of internet-accessible assets. Keep a last-validated date, evidence source, reviewer, and next-review trigger on each critical relationship. A stale diagram is not a control; an owned record that drives change, protection, and recovery decisions is.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Worked example: mapping an online checkout service
Suppose the business owner identifies online checkout as a critical service because prolonged loss stops customer purchases and disrupts downstream fulfillment. The service record names the owner, customer population, impact rationale, and approved criticality.
The asset team then links the public web endpoint, web application, identity component, order-processing application, accounts-receivable interface, inventory system, database, payment or partner connection, logging platform, backup system, and the shared virtualization or cloud platform. Each record has an owner, technical identifiers, exposure state, and validation evidence.
External discovery finds an old administrative hostname pointing to a reachable management interface. No current service owner can justify public access, so the exposure is restricted while the team confirms whether the asset is still needed. A separate reverse proxy is public and required for checkout; it remains exposed but receives prioritized hardening, monitoring, and incident-response coverage. The shared platform inherits the highest service criticality because its failure would affect checkout and other services. During recovery, identity and the data platform are restored before the order-processing application, and the business owner validates a complete purchase rather than merely a host becoming reachable.

How U.S. federal guidance fits your scope
The method is broadly useful, but the cited documents have defined audiences. NIST publications provide risk and criticality analysis approaches rather than a mandatory inventory schema for every organization. CISA’s exposure and CRR materials are guidance that organizations can adapt to their own objectives and authorities.
BOD 23-01 sets inventory and vulnerability-detection outcomes for U.S. federal civilian executive branch networks within its scope. Its stated exclusions for ephemeral containers and third-party-managed SaaS are scope boundaries for that directive, not a general instruction to ignore those dependencies elsewhere. Organizations outside that scope should decide how to represent containers, managed services, and provider responsibilities based on their own service and risk needs.

When the records are complete, leaders can ask actionable questions: Which public assets support a critical service? Which exposures have no operational justification? Which shared component has the largest blast radius? Who can approve isolation? What must be restored first, and what evidence proves the service is working?
The answers come from connecting four kinds of knowledge: business impact, technical inventory, dependency relationships, and current exposure. Keeping those connections owned and current turns asset visibility into decisions that reduce unnecessary attack surface, focus safeguards, and make recovery priorities explicit.
